WHILE HE WAS THERE, HE WAS HEAVILY INVOLVED IN WILD LINE FIREFIGHTING, INCLUDING A DEPLOYMENT TO THE RIM FIRE IN YOSEMITE, WHICH AT THAT TIME WAS ONE OF THE LARGEST WILD LINE FIRES IN CALIFORNIA'S HISTORY.

HIS INITIAL ESCAPE FROM CALIFORNIA LED INTO TEXAS, WHERE HE WORKED AS A FIREFIGHTER PARAMEDIC WITH GRAND PRAIRIE FIRE DEPARTMENT, ALSO SERVING ON THEIR DIVE TEAM.

TYLER AND HIS FAMILY HAVE SINCE RELOCATED TO TENNESSEE TO BE CLOSER TO FAMILY.

HE AND HIS WIFE KEELY HAVE TWO DAUGHTERS, BRINLEY SIX AND TATUM 17 MONTHS MAYOR.

VERY COOL.

HOWEVER, ADMIRING FIRST RESPONDERS SINCE A CHILD, HE FELT CALLED TO THE FIRE SERVICE

HE AND HIS WIFE LIZZIE, WHO'S A DANCE INSTRUCTOR, HAVE RELOCATED TO FRANKLIN HAVING NO PREVIOUS FIRE EXPERIENCE.

HE WENT THROUGH THE FIRE ACADEMY, BUT HE JUST GRADUATED, UH, FRIDAY, MAY THE FIRST.

IT'S A PACKET HAS 15 DIFFERENT CATEGORIES THAT THEY HAVE TO SHOW THAT THEY HAVE COMPETENCY IN THOSE.

THIS IS THE SAME BODY THAT ACCREDITS THE FIRE DEPARTMENT.

AND THESE GENTLEMEN NOT ONLY DID THAT, UM, THEY'VE BEEN WORKING ON THAT THEIR ENTIRE CAREER.

SO IT'S REALLY A, A SNAPSHOT OF YOUR ENTIRE CAREER AND THAT PROVES THAT YOU ARE QUALIFIED TO BE AN OFFICER.

IT'S LOOKED AT BY A THIRD PARTY, AND EACH OF THESE GENTLEMEN ACHIEVE THAT.

HE'S RECENTLY LICENSED AS AN ADVANCED EMT.

HE'S SPENT SEVERAL YEARS COORDINATING THE DEPARTMENT'S PUBLIC SAFETY DAY ACTIVITIES, WHICH I KNOW YOU GUYS HAVE ATTENDED PREVIOUSLY.

HE WAS ALSO PART OF OUR WILLIAMSON COUNTY TASK FORCE THAT WENT TO THE SEVERE COUNTY HATCHER MOUNTAIN FIRES A FEW YEARS AGO, RIGHT OUTSIDE OF PIGEON FORGE.

HE'S A VETERAN OF THE US ARMY AND A GRADUATE OF THE EASTERN KENTUCKY UNIVERSITY.

HE WILL BE ASSIGNED TO STATION FOUR C SHIFT AND PENDING STEVEN TONIGHT IS HIS WIFE, NAISHA.

AND SO, UH, KIND OF GET YOU UP TO SPEED AND PRETTY WELL WITH WHERE, I BELIEVE YOU ALREADY KNOW WHERE WE'RE AT.

BUT, UH, FOR THE BENEFIT OF THE PUBLIC, WE'RE PREPARING TO LAUNCH, UH, A SAFELY SHARE THE PASS E-BIKE CAMPAIGN, UH, TO IMPROVE OUR SAFETY ON OUR TRAILS, UH, WITH THOSE, UH, THE HEAVY BIKES.

AND FOR THOSE THAT DON'T HAVE E-BIKES, UH, WE DEVELOPED A CAMPAIGN CAMPAIGN AFTER CONVERSATIONS WITH OUR, WITH YOU.

AND, UH, IT COINCIDES WITH NEW STATE LAW.

IT GIVES, UH, CITIES A LITTLE MORE LEEWAY IN REGULATING THESE TYPES OF, UH, VEHICLES ON MULTI-USE PASS AND ON, UH, ROADWAYS, UH, THE CAMPAIGN'S MAIN, UH, GUIDELINES INCLUDE, UH, TURNING, UH, ALL BRENTWOOD PARKS INTO NO THROTTLE ZONES.

UH, AND ALL VEHICLES USING PARK AND MULTI-USE TRAILS SHOULD NOT EXCEED 15 MILES PER HOUR.

UM, THIS IS REALLY IMPORTANT BECAUSE WE DO BELIEVE SPEED IS THE MO IS THE, IS REALLY THE BIGGEST ISSUE THAT AFFECTS SAFETY BECAUSE IT AFFECTS REACTION TIME.

UM, RIDING ON GRASS IN THE PARKS IS PROHIBITED.

WE'LL SEE THAT IF AN E-BIKE PASSES WALKERS OR RUNNERS, THE DRIVER MUST SLOW DOWN TO FIVE MILES PER HOUR.

'CAUSE AGAIN, IT'S ABOUT THAT REACTION TIME AND, AND COURTESY.

'CAUSE AS WE THINK ABOUT, UH, THE END OF SCHOOL GOING INTO SUMMER AND THEN GOING BACK INTO SCHOOL.

AND SO IT WILL ALSO BE MONITORING VERY CLOSELY ANY INFORMATION WE CAN GET THAT GIVES US AN IDEA OF, OF, UH, ARE WE HELPING THE SITUATION HERE? WE DON'T THINK WE'LL MAKE IT WORSE, BUT WE WANT TO HELP IT.

UM, SO THAT'S REALLY IMPORTANT.

AND I THINK BY LATE FALL, EARLY WINTER, UH, TOWARDS THE END OF THIS, UH, CALENDAR YEAR, WE'LL HAVE A PRETTY GOOD IDEA PERHAPS OF WHERE WE ARE WITH THIS APPROACH.

UH, WE'D ALSO LIKE TO REMIND PARENTS AND ANYONE RIDING AN E-BIKE THAT IT IS ILLEGAL IN TENNESSEE TO MODIFY AN ELECTRIC BICYCLE TO CHANGE ITS SPEED CAPABILITY.

AND I SAY THAT BECAUSE A LOT OF THE MODELS THAT CAN BE PURCHASED, PARTICULARLY ONLINE, CAN BE MODIFIED.

SO THEY MAY ADVERTISE A MAXIMUM SPEED OF, SAY, 20 MILES PER HOUR, WHICH IS CONSISTENT WITH THE CLASS ONE AND TWO E-BIKES THAT ARE ALLOWED.

BUT WITH A SIMPLE MODIFICATION THAT TAKES NO SPECIAL TOOLS TYPICALLY, AND NO SPECIAL, UH, TRAINING, UH, THAT, THAT, UH, E-BIKE MAY BE ABLE TO GO 30, 40, 50, EVEN 60 MILES PER HOUR, THOSE WOULD NOT BE CONSIDERED LEGAL.

SO WE WANT TO BE SURE AND COMMUNICATE THAT.

AND IT IS UNFORTUNATE BECAUSE THE E THE PUSH FOR THESE E-BIKES, FOR THE, FOR THE KIDS, PARTICULARLY IN OUR COMMUNITY, HAS BEEN PRETTY FAST OVER THE LAST YEAR.

SO WE'RE, WE'RE STARTING TO CATCH UP LIKE OTHER COMMUNITIES, BUT, UH, WE'RE PROBABLY JUST TO TOUCH BEHIND ON THAT.

AND WE FEEL BAD FOR THOSE THAT HAVE BEEN, THAT WHERE THEY'VE SPENT QUITE A, A FEW DOLLARS, BUT THOSE PARTICULAR MODELS MAY NOT BE ALLOWED IN THE, ON THE MULTI-USE PASSING IN THE PARKS.

UM, NOW DEPENDING ON THE AGE OF THE, UH, THE RIDER, UH, AND THE, AND THE TYPE OF BIKE, AGAIN, THEY MAY BE ABLE TO GET THAT LICENSE LIKE A TYPICAL MOTORCYCLE, GET THEIR LICENSE AND THEN, UH, USE THOSE.

UH, BUT UH, FOR THE YOUNGER, UH, FOLKS, THEY WOULDN'T BE ABLE TO DO THAT.

SO THAT'S REALLY IMPORTANT.

THIS IS, UH, THIS IS SOMETHING WE'VE BEEN PUSHING ON AS YOU KNOW, AND WORKING WITH YOU FOR A LONG TIME.

AND WE REALLY, WHEN WE GET THIS OUT, WE WANNA REALLY SEE WHAT KIND OF IMPACT WE'RE GONNA HAVE.

AND, UH, THAT'S A CONCERN.

SO THIS IS A STARTING POINT AND AS WOULD MONITOR, UH, WE'LL PROVIDE INFORMATION BACK TO YOU.

AND THIS MAY EVOLVE IN WHAT WE DO OVER THE NEXT, UH, FEW MONTHS.

UH, DURING THAT MEETING, THAT GROUP WILL DIVIDE INTO THEIR THREE MAIN CATEGORIES, BUSINESS, TRANSPORTATION, QUALITY OF LIFE, AND THOSE SUBCOMMITTEES AS RECOMMENDED BY YOU.

AND THEN WE, WE REALLY JUST WANNA SHOW OUR APPRECIATION FOR EVERYONE WHO VOLUNTEERED TO SERVE ON THE COMMITTEE.

WE'VE TALKED ABOUT SOME OF THESE BEFORE, BUT RECENTLY WE LEARNED OF INDIVIDUALS RECEIVING AUTHENTIC LOOKING TRAFFIC CITATIONS, TEXTED TO THEIR PHONES, UH, OFFICIAL LOOKING INVOICES FOR PERMIT FEES, UH, EMAILED TO APPLICANTS.

UH, IT SHOWS IT'S SUPPOSED TO BE, OR SHOWS AS IF IT'S FROM THE PLANNING COMMISSION WHEN IT'S NOT.

SOME RESIDENTS ARE RECEIVING PHONY PHONE CALLS FROM, UH, BRENTWOOD POLICE OFFICERS, OR AT LEAST THEY THINK THEY ARE.

THEY'RE OBVIOUSLY NOT BECAUSE WE DON'T DO THAT.

SO WE'RE DEVELOPING SOME EDUCATIONAL POSTS TO CONTINUE TO HELP ALERT RESIDENTS ABOUT THESE SCAMS BECAUSE AS TIME GOES ON, THE SCAMS GET A LITTLE SMARTER, A LITTLE BIT HARDER TO IDENTIFY.

AND WE WANT TO TRY TO HELP PEOPLE AVOID GETTING CAUGHT IN THOSE, THE CITY, INCLUDING OUR POLICE AND FIRE DEPARTMENTS WILL NEVER TEXT OR CALL YOU, CALL ANYONE ASKING FOR PAYMENT OVER THE PHONE.

IT WAS A SPECTACULAR EVENT, WAS WELL ATTENDED.

AND WHEN YOU'RE UP THERE, YOU DON'T SEE SUBDIVISIONS.

THOSE OF US WHO WERE THERE, YOU LOOK OUT AND IT'S, YOU THINK IT PROBABLY LOOKED JUST LIKE THAT THE DAY THEY LAID HIM TO REST.

AND I SAT THERE AND I THOUGHT THAT WAS, HE DIED IN 1829.

SO COLLIER ENGINEERING HAD A SEPARATE CIVIL ENGINEER THAT ACTUALLY PROVIDED THE FINAL SUBMITTAL OF THE DRAINAGE PLAN WITH THEIR STAMP ON IT, UH, THAT THEN WE REVIEWED AND MR. DEAL REVIEWED.

SO MR. DEAL WAS TOTALLY SEPARATED AND OUT FROM THAT.

AND SO WHEN AN ENGINEER PUTS THEIR STAMP ON A DESIGN, IT'S THEIR RESPONSIBILITY RIGHT NOW, THERE I CAN, I CAN SEE MR. BEDS BELIEVES THERE'S, COULD BE A LITTLE BIT OF AN ARGUMENT IN THAT, THAT'S FINE.

BUT IN THAT CASE, WHEN THAT WAS BROUGHT, THE, IT WAS BROUGHT, UH, TO STAFF, TO HIS ATTORNEY TO, UH, CITY ATTORNEY CORN.

AND AS SHE LOOKED AT IT, SHE ASKED QUESTIONS AND CAME WITH A DETERMINATION THAT THERE WASN'T A CONFLICT.

UH, I SAY A CONFLICT THAT THE CONFLICT OF THE USE OF THE STAMP AT THAT POINT IN TIME, THAT WAS HER DETERMINATION.

HE DISAGREED WITH THAT DETERMINATION.

AND THAT'S FINE.

IT'S PERFECTLY OKAY TO DISAGREE WITH THE DETERMINATION OR ANYTHING THAT WE DO THAT'S PERFECTLY FINE.

BUT, UH, SHE COULD HAVE EASILY JUST SAID, I'M SORRY, YOU'RE JUST GONNA NEED TO MAKE YOUR COMPLAINT OR YOUR CONCERN AND TAKE 'EM DIRECTLY TO THIS DEPARTMENT, THAT DEPARTMENT AND THE OTHER.

BUT I THINK SHE DID A, SHE TRIED TO FACILITATE THE CONVERSATIONS, WORK WITH STAFF.

SHE WOULDN'T SHOW, WANNA NECESSARILY SHOW HER WORK PRODUCT FROM THAT.

UH, BECAUSE THERE IS A LEGAL PRIVILEGE THAT'S WITH ALL ATTORNEYS, RIGHT? AND YOU WOULD EXPECT 'EM TO DO THAT AND NOT GIVE UP THEIR PRIVILEGE, BECAUSE IF A CITY ATTORNEY OR ANY ATTORNEY GAVE UP THEIR PRIVILEGE FOR THEIR, UH, FOR THEIR EMPLOYER PERSON THEY REPRESENT, THAT IN ITSELF WOULD BE AN ETHICAL ISSUE.

AND, AND THAT'S A MUCH BIGGER ISSUE.

IF THERE IS A QUESTION ABOUT A STAMP AND WHETHER SOMEONE USED OR MISUSED A STAMP, THERE IS A STATE AGENCY THAT'S INTENDED TO DEAL WITH THAT.

THAT'S THE TENNESSEE STATE BOARD OF ARCHITECTS AND ENGINEERING EXAMINERS, AND THAT'S, THEY'RE THERE TO MAKE THOSE DETERMINATIONS.

AND THAT FLOODING EVENT HAD TO DO WITH IMPRO IMPROPER INFLATION OF THE SOD IN THE DITCH AND CAUSING, UH, BACKWATER TO FLOW.

AND THAT THEY WORKED VERY HARD TO THEN GET THAT RE REMEDIED ONCE THEY WERE MADE AWARE OF THAT, AND THAT THEY DID INDICATE THAT IF THERE WAS EVER ANY OTHER FLOODING, LET THEM LET THEM KNOW, TAKE PICTURES, TAKE VIDEOS, WHATEVER TO DATE, THEY HAVEN'T RECEIVED, UH, ANY, ANYTHING BACK FROM THE PROPERTY OWNER.

NOW, THIS PROPERTY'S PRETTY NEW, SO I'M NOT SAYING WE'VE BEEN THROUGH 10 SPRING SEASONS EITHER, BUT SO FAR THERE HASN'T BEEN ANY ADDITIONAL FLOODING THAT WE'RE AWARE OF ON THE PROPERTY.

THERE WAS ONE FLOODING EVENT, AND THAT WAS HOW IT WAS ADDRESSED.

BUT THAT, AS YOU POINTED OUT, THERE'S A DIFFERENCE IN THAT.

BUT IT SEEMS LIKE THERE WAS A LOT OF ANGER ABOUT THIS DEVELOPMENT, THIS PROPERTY, AND HE THREW A LOT OF STUFF AGAINST THE WALLS IN THE HOPES THAT SOMETHING WAS GONNA STICK.

THERE WERE THINGS IN HERE THAT HAD NO BEARING ON ANYTHING THAT, UH, ATTORNEY CORN HAD DONE IN THIS AT ALL.

AND AN ETHICS VIOLATION IS WHEN IT'S BEING SNEAKY, AN ETHICS VIOLATION IS DELIBERATELY TRYING TO CIRCUMVENT THE RULES.

AND I SAW NO EVIDENCE OF THAT.

SHE MADE A DECISION, HE DID NOT LIKE THEM.

WE, THAT HAPPENS TO US ALL THE TIME.

WE MAKE DECISIONS THAT PEOPLE DISAGREE WITH, BUT TO, TO DELIBERATELY TRY TO BE SNEAKY ABOUT IT AND, AND DO SOMETHING UNETHICAL, THAT I SAW ABSOLUTELY NO EVIDENCE OF THAT HERE AT ALL.

OTHER COMMENTS, AS SOMEONE WHO KNOWS ABOUT AN ETHICS COMPLAINT THAT WAS WITHOUT MERIT.

THE, UM, AS I LOOK THROUGH IT AND, UM, UM, HAVING 17 YEARS OF EXPERIENCE, UM, AS A COMMISSIONER, I'VE DEALT A LOT WITH ENGINEERING ISSUES, UH, PLANNING ISSUES FROM RESIDENTS THAT, YOU KNOW, FOR ALL KINDS OF DIFFERENT REASONS.

I CAN SEE THAT THERE'S NOTHING UNUSUAL ABOUT ANYTHING IN THIS OF HOW IT WAS HANDLED.

IN FACT, VERY SIMILAR TO MY ETHICS COMPLAINT, THIS ONE IS IF, WHERE SOMEONE DOES THE JOB THEY'RE SUPPOSED TO DO, THEY FOLLOW ALL THE PROPER PROCEDURES AS SET OUT.

THEY HAVE YEARS OF EXPERIENCE OF, OF DOING THOSE THINGS.

AND YET A COMPLAINT'S DONE AGAINST THEM.

AND AS FAR AS I'M CONCERNED, IT'S WITHOUT MERIT BECAUSE, UH, OUR CITY ATTORNEY FOLLOWED WHAT A CITY ATTORNEY SHOULD DO.

AND I HAD THE PLEASURE OF WORKING UNDER HER PREDECESSOR FOR A NUMBER OF YEARS.

AND, UH, MR. HORNER, I'M SURE WOULD'VE FOLLOWED THE SAME PROCEDURES AND HANDLED IT THE SAME WAY.

UM, IN FACT, OFTEN IF YOU DON'T HANDLE THE PROCEDURES PROPERLY, THEN THAT COULD BE NOT NECESSARILY AN ETHICS VIOLATION, BUT IT COULD BE A SITUATION WHERE YOU'RE NOT DOING YOUR JOB PROPERLY.

I SAW NOTHING IN THIS THAT HAD TO DO THAT.

I, I SEE A SITUATION WHERE ONE RESIDENT PROPERTY OWNER

HAS A PROBLEM WITH A ADJACENT PROPERTY.

WE, UNFORTUNATELY, LIKE MOST PLACES IN THE WORLD, HAVE THAT PROBLEM IN CERTAIN SECTIONS OF OUR CITY, BUT IT DOES NOT MEAN OUR CITY ATTORNEY WHO REPRESENTS THE CITY AND DOES A FABULOUS JOB OF DOING THAT, AND DID A GREAT JOB OF DOING THAT.

IN THIS SITUATION, I WOULD'VE EXPECTED NOTHING DIFFERENT.

AND I SEE NOTHING DIFFERENT.

UH, THIS, THIS ETHICS COMPLAINT IS DEFINITIVELY WITHOUT MERIT.

UM, SO I GUESS YOU'LL KNOW HOW I'M GONNA VOTE.

UH, ADDITIONAL COMMENTS? UH, I JUST WANNA SAY JUST A FEW THINGS.

ONE IS, UM, AFTER ALL MY YEARS ON THE PLANNING COMMISSION BEFORE BEING ON HERE, UM, I COULD IDENTIFY, YOU KNOW, WITH HIS COMPLAINTS, CONCERNS.

UM, IF YOU ASK, UH, DIRECTOR OF ENGINEERING OR THE DIRECTOR OF PLANNING INCLUDES, I ASK A LOT OF QUESTIONS.

UM, AND, AND LOOK AT THESE, AND I TAKE THIS VERY SERIOUSLY.

UM, AND SO I HAVE, EVEN THOUGH THE COMPLAINT IS AGAINST THE CITY ATTORNEY, UM, JUST TO CLARIFY TO ME, YOU KNOW, WERE THE PROPER PROCEDURES FOLLOWED, YOU KNOW, HAD THERE BEEN COMPLAINTS RELAYED, UM, AND I'VE REACHED A CONCLUSION THAT BY THE CITY REQUIRING A SEPARATE ENGINEER TO RESUBMIT OR TO SUBMIT HIS OWN PLANS, UM, FOR THE ENGINEERING DESIGN, THAT THE CONFLICT OF INTEREST, UH, WAS THERE.

AND I DON'T THINK THAT, UM, OUR CITY ATTORNEY, UH, WAS PARTLY PARTY TO ANY ETHICAL, UH, PROBLEMS, ANY, ANY ETHICAL ISSUES, UM, IN MAKING THAT DETERMINATION ON HER PARTS THAT THERE WAS CONFLICT OF INTEREST.

AND, UM, I DO APPRECIATE THOUGH THE ATTENTION TO DETAIL AND THE FACT THAT HE MADE US AWARE OF THESE ISSUES BECAUSE THESE ARE THINGS POSSIBLY THAT AS THE TWO PROPERTIES ON EITHER SIDE OF HIM ARE DEVELOPING, AND AS OUR CITY FURTHER DEVELOPS, UM, THESE ARE THINGS THAT WE SHOULD ALL KEEP, KEEP AN EYE OUT FOR.

BUT I DON'T THINK IT'S RAISED ANY ETHICAL ISSUES AT THIS POINT.

OTHER COMMENTS? YEAH, WHILE I FEEL FOR THE, UM, THE COMPLAINANT IN THIS REGARD, IT WAS A VERY UNFORTUNATE SITUATION INDEED.

BUT AFTER READING THE COMPLAINT AND THERE WAS A LOT TO READ, AND, UH, HEARING A THOROUGH AND PRECISE EXPLANATION OF THE, UH, ACTIONS TAKEN BY THE CITY ATTORNEY KORN, I'M CONVINCED SHE ACTED, UH, WITHIN THE PARAMETERS OF HER JOB DESCRIPTION AND, UH, WITHOUT MALICE IN AN APPROPRIATE AND PROFESSIONAL MANNER IN THIS SITUATION.

AND, UH, THEREFORE, I AGREE, UH, WITH THE MAKER OF THE MOTION TO DISMISS THIS MATTER FOR LACK OF MERIT.
