UH, AS YOU MENTIONED THIS, THIS PROPOSAL IS A, A PROPOSED REZONING OF 1.37 ACRES, UM, SOUTH OF OLD HICKORY BOULEVARD AND WEST OF WILDWOOD VALLEY DRIVE FROM THE R TWO SUBURBAN RESIDENTIAL TO THE SI ONE SERVICE INSTITUTION RELIGIOUS ZONING DISTRICT.

UH, THE SUBJECT PROPERTY IS DIVIDED BY THE WILLIAMSON COUNTY DAVIDSON COUNTY LINE.

THE PARCEL IS LOCATED RIGHT HERE.

THERE IS THE WILLIAMSON COUNTY DAVIDSON COUNTY LINE.

THE YELLOW, UH, PORTION IS THE CITY OF BRENTWOOD PORTION OF THE SLOT, AND IT'S CURRENTLY ZONED R TWO, WHICH IS REPRESENTED BY THE YELLOW.

UM, CURRENTLY THERE'S A HOUSE AND THERE ARE TWO BALL FIELDS ON THE SOUTH END OF THIS, UH, PARCEL.

UM, THE PROPOSAL IS TO REZONE THE PROPERTY TO SI ONE FOR A FUTURE MIRACLE FILLED, UH, LOCATION.

THE PROPERTY IS OWNED BY HARPETH HILLS CHURCH OF CHRIST, AND IS SURROUNDED BY CONGREGATION MICAH PROPERTY AND SOME OTHER PARCELS OWNED

THERE IS AN ACCOMPANY, UH, CON CONCEPT PLAN THAT, AND THIS PLAN IS CONCEPTUAL, MEANING THAT IT COULD CHANGE LATER ON.

BUT, UH, AS DEPICTED HERE, THERE IS A PROPOSED MIRACLE FIELD.

UM, THERE ARE CONCESSIONS, UH, BLEACHERS.

THERE'S A PROPOSED PLAYGROUND.

UM, SO LIKE I SAID, UM, THEY HAVE TO SUBMIT THIS CONCEPT PLAN SHOWING HOW THEY CAN COMPLY WITH THE SI ONE ZONING, WHICH IT SHOWS COMPLIANCE.

BUT LATER ON, UH, IF THE REZONING IS APPROVED, THEN THEY WILL COME BACK TO THE PLANNING COMMISSION WITH A MORE DETAILED SITE PLAN SHOWING FULL COMPLIANCE WITH ALL OF OUR REQUIREMENTS.

UM, ON APRIL 13TH, THIS WILL GO BEFORE THE CITY COMMISSION FOR A PUBLIC HEARING, AND THEN ON APRIL 27TH, IT WILL GO BACK TO THE CITY COMMISSION FOR SECOND AND FINAL READING.

STAFF IS REQUESTING THAT THE PLANNING COMMISSION FORWARD A RE RECOMMENDATION OF APPROVAL, UH, TO THE CITY COMMISSION.

AND, UH, MY HEART IS FOR THIS, UM, LEAGUE, UH, THE MAIN REASON IS JUST BECAUSE THERE'S NOT ANOTHER MIRACLE FIELD OR ACCESSIBLE, UH, FIELD RIGHT NOW IN DAVIDSON OR WILLIAMSON COUNTY.

UM, WHAT THIS FIELD IS, WELL, THE, THE MIRACLE LEAGUE IS A NATIONAL NONPROFIT LEAGUE, AND THEY ALL LOOK A LITTLE BIT DIFFERENT, BUT THE, THE COMMON THEME IS THAT THE, UH, SURFACE IS A SOFT, RUBBERIZED, UM, FLAT SURFACE.

UH, SO IT'S, UM, SAFE AND ACCESSIBLE.

ALL THE MOUNDS AND BASES ARE WITHIN THE, UH, FIELD.

SO, UM, AS YOU CAN SEE, IT'S JUST A SAFE PLACE FOR KIDS TO, TO PLAY.

THEY OFFER THE BUDDY SYSTEM.

UM, SO EVERY PLAYER DOES HAVE, OR EVERY ATHLETE ON THE FIELD DOES HAVE A BUDDY.

UM, THIS FIELD CAN ALSO BE USED FOR, UM, VETS OR ELDERLY OR, UH, REALLY ANYBODY THAT DOESN'T HAVE CLEATS HOME BECAUSE WE WANT IT TO STAY SAFE.

SO IT CAN BE USED FOR A MULTITUDE OF, OF REASONS.

UM, IT WILL HAVE A SMALL, WE HOPE IT WILL HAVE A SMALL, UM, ACCESSIBLE, INCLUSIVE PLAYGROUND.

AND, YOU KNOW, OF COURSE THE CHURCH WOULD REALLY LIKE THAT FOR THEIR DAYCARE CHILDREN, UH, TO BE ABLE TO PLAY ON AS WELL.

SO, UM, IT'S, IT'S JUST A PLACE I THINK THAT'S GONNA SERVE OUR COMMUNITY WELL AND BE A POSITIVE, UM, ADDITION.

UM, ONE, ONE GREAT THING ABOUT THIS LAND IS THAT PROPERTY LINE, EVEN THOUGH IT'S BEEN A HEADACHE FOR US, .

UM, BUT IN MY MIND IT JUST MAKES IT MORE INCLUSIVE THAT IT'S SHARE SHARED BETWEEN THE TWO COUNTIES.

SO, UM, I THINK IT'LL JUST BE A GREAT WAY TO BRING PEOPLE TOGETHER.

AND THEN POINT OF REFERENCE, UH, CITY ATTORNEY KORN, WHAT WE'RE REVIEWING TODAY IS NOT THIS PLAN PER SE, BECAUSE IF WE MAKE THIS CHANGE IN JUST THE ZONING, THEN THE, I MEAN, TECHNICALLY THEY COULD COME BACK WITH A PLAN OF BUILDING A CHURCH OR ANYTHING THE CHURCH WOULD WANT TO BUILD ON THIS LAND.

CORRECT.

SO LONG AS WHATEVER COMES BACK IN THE SITE PLAN WILL BE COMPLIANT WITH THE SI ONE ZONING DISTRICT.

UM, WE'VE BEEN IN EXISTENCE 29 YEARS.

I'VE BEEN OPERATING BASEBALL AT HARPETH HILLS CHURCH OF CHRIST THE LAST 24 YEARS.

THE FIRST YEAR THAT TIM CORBIN CAME TO VANDERBILT, IN FACT.

UM, SO I'M ALL FOR, UH, THERE'S A LOT OF HISTORY BEHIND THE MIRACLE FIELD, UH, HERE IN DAVIDSON COUNTY THAT, UH, WE ACTUALLY HAD A, A NONPROFIT OURSELVES 10 YEARS AGO.

IT WAS CALLED THE MIRACLE LEAGUE OF MUSIC CITY.

AND WE WERE GONNA BUILD THIS MIRACLE FIELD AT WARNER PARK, EDWIN WARNER PARK, ACROSS FROM THE STEEPLECHASE IN DAVIDSON COUNTY.

AND, UH, WE WORKED OUR WAY THROUGH, WE RAISED ABOUT $900,000 IN CASH AND ABOUT A MILLION AND A HALF TO $2 MILLION OF IN KIND DONATIONS AND OUR PARKS BOARD, UM, IN NASHVILLE.

UH, GOT A LITTLE CRAZY WITH US AND, UM, WE RAN INTO SOME HEAD, UH, HEADWINDS.

AND WE HAD THE LAND THERE AT WARNER PARK WHERE THERE'S FIVE EXISTING BASEBALL FIELDS.

THE WHOLE PARK POINT OF THIS MIRACLE FIELD WAS YES, TO PROVIDE A PLACE FOR THE SPECIAL NEEDS KIDS TO PLAY BASEBALL, BUT ALSO TO PROVIDE AN AREA WHERE THERE'S OTHER BASEBALL FIELDS.

SO THE AVERAGE RECREATIONAL KID AND THE SPECIAL NEEDS KIDS COULD INTERMINGLE AND BE TOGETHER AND HAVE A GREAT ATMOSPHERIC, UH, OF, OF BASEBALL AND CAMARADERIE AND SO FORTH.

UH, WELL ANYWAY, UM, OUR PARKS BOARD THOUGHT WE HAD TOO MANY KIDS OVER IN WARNER PARK AND MADE US ABANDONED, UH, THE IDEA OF BUILDING THE MIRACLE FIELD AT WARNER PARK UNLESS WE REMOVED TWO BASEBALL FIELDS OF THE FIVE EXISTING FIELDS THAT BROKE MY HEART.

UM, NASHVILLE, WILLIAMSON COUNTY, WILSON COUNTY, YOU NAME IT, SUMNER COUNTY NEEDS MORE BASEBALL FIELDS, NOT FEWER.

AND OUR PARKS BOARD, UM, DIDN'T QUITE SEE IT THAT WAY AND WERE ASKING US TO, IF WE WANTED TO BUILD THE MIRACLE FIELD AGAIN TO REMOVE TWO BASEBALL FIELDS, WE SAID, NO, WE'RE NOT GONNA DO THAT.

THAT WAS FOUR AND A HALF YEARS AGO, UM, ALMOST FIVE YEARS AGO.

SO THE IDEA CAME ABOUT THAT WE'RE PLAYING BASEBALL AT WARNER PARK.

WE'RE ALSO PLAYING BASEBALL AT, AT THE CHURCH, HARPER HILLS CHURCH OF CHRIST WITH FIVE LITTLE FIELDS, UH, WHERE THE YOUNGER KIDS PLAY AT, AT, UH, HARPER HILLS AND THE OLDER KIDS PLAY AT WARNER PARK.

WE HAVE, AT THAT TIME, WE HAD ABOUT EIGHT OR 900 KIDS PLAYING BASEBALL.

WE NEED ALL THE FIELDS WE CAN POSSIBLY PLAY ON.

SO, UM, THE IDEA POPPED IN MY HEAD THAT, UH, WE'RE, WE CAN'T BUILD THIS LITTLE MIRACLE FIELD AT WARNER PARK.

SO LOOKING AROUND, WHERE CAN WE, WE BUILD A, A MIRACLE FIELD THAT'S DESPERATELY NEEDED IN THIS AREA.

THAT ASPECT, UH, THERE'S A NEED FOR A MIRACLE FIELD.

THERE'S ONE IN MURFREESBORO CROSS, UH, CROSSVILLE, UH, CLARKSVILLE NOW, UH, COLUMBIA, TENNESSEE JUST OPENED ONE NASHVILLE NEEDS ONE OF THESE FIELDS IN, IN, IN THE WORST WAY THAT POPPED UP THAT, WELL, LET'S SEE IF WE COULD TAKE IT TO, TO HARPETH HILLS CHURCH OF CHRIST AND BUILD A LITTLE MIRACLE FIELD THERE.

UM, THE FIRST FIELD UP AT THE TOP BY OLD HICKORY BOULEVARD, IF YOU MAY, THERE YOU GO.

THAT FIELD RIGHT THERE IS FIELD ONE CAUGHT.

FIELD ONE IS UP THERE BY ITSELF, CLOSE TO OLD HICKORY BOULEVARD, EASILY ACCESSIBLE, SO FORTH AND SO ON.

THAT'S WHERE THE MIRACLE FIELD WAS GONNA BE PLACED.

SO THEN, UH, UH, THE MIRACLE GROUP HERE AT THE HARPER HILLS CHURCH DECIDED THAT THEY WANTED TO MOVE IT TO WHERE THERE'S A, A LITTLE WHITE HOUSE HERE, THIS DILAPIDATED AND TEAR THAT HOUSE DOWN, BUT THE MIRACLE FIELD HERE.

AND THEREFORE, UH, WE'RE LOSING ONE BASEBALL FIELD, THE FIRST FIELD UP AT THE TOP BOULEVARD, JUST LOSING ONE FIELD WITH A CONCEPTUAL PLAN THERE IN THE RED, YOU SEE THAT, UH, THOSE TWO LITTLE BALL FIELDS ARE BLANKED OUT.

WELL, IN THE RECENT LAST SIX MONTHS OR SO, I'VE GONE BACK TO OUR DAVIDSON COUNTY PARK BOARD, OUR, OUR PARK DIRECTOR MONIQUE ODOM, AND DISCUSSED THE IDEA OF MOVING THE MIRACLE FIELD BACK TO WARNER PARK.

'CAUSE THAT'S A POSSIBILITY THAT WE HAVE TWO FIELDS NEAR OLD HICKORY BOULEVARD, ONE OF WHICH IS A SMALLER FIELD WE DON'T USE AS OFTEN NOW THAT WE USED TO USE MORE FREQUENTLY FOUR YEARS AGO, FOUR OR FIVE YEARS AGO, SHE SAID, SCOTT, THIS MIGHT BE A GOOD IDEA IF WE CAN GET, BUILD A MIRACLE FIELD THERE.

SO THE POSSIBILITY IF, IF IT COMES TO FRUITION THAT WE'RE REMOVING THREE BASEBALL FIELDS OUT OF FIVE AT, AT HARPER FIELDS CHURCH OF CHRIST, UM, JUST PLANTING THE SEED, THAT MIGHT NOT BE THE PRUDENT THING TO DO THAT WE COULD MAYBE MOVE IT BACK TO WARNER PARK AND BUILD A MIRACLE FIELD OVER THERE.

BECAUSE YES, WE DO NEED A MIRACLE FIELD.

SO WE WILL BE SIGNIFICANTLY REDUCING THE AMOUNT OF RUNOFF IN A PEAK FLOW RATE THAT LEAVES OUR PROPERTY.

UH, THE CITY COMMISSION WILL LOOK AT THE APPLICANTS AND SELECT 18, UH, TO SERVE ON THIS ADVISORY COMMITTEE.
