[00:00:02] BRENTWOOD. [ Call to Order by Mayor Roll Call Invocation by Commissioner Travis Pledge of Allegiance to the Flag by Mayor Andrews Oath of Office for Police Officers Rylie Lassetter and Aaron Yoder] SO WE'LL START OUT WITH THE ROLL CALL. IT APPEARS THAT WE HAVE ALL THE COMMISSIONERS PRESENT TONIGHT. WE'LL HAVE THE INVOCATION BY COMMISSIONER TRAVIS AND I WILL DO THE PLEDGE OF ALLEGIANCE. THANK YOU. DEAR LORD. TONIGHT, AS WE SWEAR IN TWO NEW POLICE OFFICERS, LET US PRAY FOR OUR FIRST RESPONDERS. GOD, YOU CREATED A UNIQUE INDIVIDUAL, A POLICE OFFICER THAT MUST BE A COMPOSITE OF WHAT ALL MEN AND WHAT WOMEN ARE THEY, THE MINGLING OF A SAINT AND A SINNER, DUST AND DEITY. HE RECOGNIZE THAT A POLICE OFFICER MUST BE SUCH A DI DIPLOMAT THAT THEY CAN SETTLE DIFFERENCES BETWEEN INDIVIDUALS SO THAT EACH OF THEM WILL THINK THEY WON. LORD, GIVE OUR OFFICERS STRENGTH AS THEY MUST MAKE AN INSTANT DECISION, WHICH WE REQUIRE MONTHS FOR OTHERS TO MAKE. GIVE OUR OFFICERS EXTRA STRENGTH AS THEY OFTEN ARE THE FIRST TO AN ACCIDENT. AND ON THE SPOT WITH A DIAGNOSIS, AN OFFICER MUST BE ABLE TO START BREATHING, MUST BE ABLE TO STOP BLEEDING, TIE SPLINTS, AND ABOVE ALL, BE SURE THE VICTIM GOES HOME WITHOUT A LIMP. REMEMBER, OUR POLICE OFFICERS, THEY ARE CALLED TO EMBODY MANY ROLES, MINISTER, SOCIAL WORKER, DIPLOMAT, ENFORCER, AND FRIEND, ALL IN ONE UNIFORM. LORD, WE ARE SO GRATEFUL FOR OUR BRENTWOOD, TENNESSEE POLICE OFFICERS. THANK YOU SO MUCH. KEEP THEM ALL SAFE. IN GOD'S NAME WE PRAY. AMEN. AMEN. THIS IS MY WIFE, SAMANTHA, OUR SON. YOU PROBABLY HEARD HIM. HE WAS OUT IN THE HALLWAY ACTING A FOOL. UH, HE'S OUT THERE WITH MY MOTHER-IN-LAW AND MY NIECE RIGHT NOW. THANKS AARON. SO AARON JOINED US IN JULY. HE'S ORIGINALLY FROM ELKHART, INDIANA. HE IS WORKING ON HIS BACHELOR'S DEGREE IN SPORTS AND HEALTH SCIENCES FROM AMERICAN MILITARY UNIVERSITY. PRIOR TO JOINING THE BRENTWOOD POLICE DEPARTMENT, UH, AARON SERVED EIGHT YEARS IN THE US ARMY. AFTER LEAVING THE ARMY, UH, HE WENT TO THE VETERANS AFFAIRS POLICE WHERE HE WAS THE TRAINING SERGEANT. HE'S ALSO SCHEDULED TO ATTEND THE TRANSITION ACADEMY IN SEPTEMBER. AND I DON'T NEED TO TELL YOU THAT HE'S GONNA DO WELL ALSO. SO, UH, WE'RE PROUD TO HAVE HIM, MR. MAYOR. ALRIGHT, NOW HOLD YOUR, UH, YOUNGIN. UH, HE'S TWO AND A HALF, SIR. TWO AND A HALF. WOW. WOW. THAT'S PRIME TIME. YEAH, TOTALLY MOBILE, NOT AT ALL REASONABLE. YEAH. . YEAH. BIG EMOTIONS. YEAH. RIGHT. . AND I'LL FAITHFULLY DISCHARGE THE DUTIES OF POLICE OFFICER I'LL FAITHFULLY DISCHARGE THE DUTIES OF POLICE OFFICER. WELCOME. THANKS. HAVING HERE CONGRAT DAME. CONGRATULATIONS. THANKS FOR YOU. THANK YOU ALL. THANK YOU. I'M AN SDC GUY AT HEART. OKAY. ALRIGHT. NEXT ON [2. Approval or Correction of Minutes] OUR AGENDA IS THE APPROVAL OR CORRECTION OF MINUTES. HOPEFULLY VERS HAD A CHANCE TO TAKE THAT AND GIVE IT A LOOK. DO I HAVE A MOTION? SO, UH, MOTION BY COMMISSIONER PIPPEN. MM-HMM . SECOND. SECOND. SECOND BY COMMISSIONER DONAHUE. UM, ANY COMMENTS? ALRIGHT, ALL IN FAVOR SAY AYE. AYE. AYE. ANY OPPOSED? ABSTENTIONS. ALRIGHT, THE PASS. SO, COMMENTS FROM CITIZENS. AGAIN, INDIVIDUALS MAY COMMENT ON ANY ITEM INCLUDED IN THE CONSENT TO REGULAR AGENDA OR ON ANY OTHER MATTER REGARDING THE CITY OF BRENTWOOD. ALL COMMENTS SHOULD BE DIRECTED TO THE BOARD OF COMMISSIONERS CITIZENS WHO WISH TO REQUEST AN ITEM BE MOVED FROM THE CONSENT AGENDA TO THE REGULAR AGENDA FOR DISCUSSION SHOULD MAKE THAT KNOWN TO THE BOARD. AT THIS TIME, THE SIGN SHEET HAS BEEN PROVIDED. UH, DO WE HAVE ANYONE SIGNED IN? WE DO NOT, BUT ANYONE WISHING TO SPEAK DOES NOT HAVE TO SIGN IN. SO YOU'RE WELCOME TO COME ON UP AT THIS TIME. YOU HAVE ANYBODY? ALRIGHT. AGAIN, GOING ONCE, GOING TWICE. ALRIGHT. CLOSE THE CITY COMMENTS. I'LL [ Report from City Manager Report from the City Attorney Reports and comments by Commissioners and Mayor] [00:10:01] MOVE TO A REPORT FROM THE CITY MANAGER. GOOD EVENING. EVENING. GOOD EVENING. GIVE YOU A QUICK UPDATE ON RAGSDALE ROAD AS IT CONTINUES TO SHIFT, UH, QUITE A LOT. THE, UH, CONTRACTOR WILL BE DOING THE FINAL TEMPORARY WIDENING ALONG RAGSDALE ROAD BETWEEN THE NEW ARCADIA SUBDIVISION AND BELL ROYAL ROAD. BEGINNING, BEGINNING TOMORROW, AUGUST 12TH AT 8:00 AM THAT WILL BE A FULL ONE LANE CLOSURE WITH FLAGGERS AND WILL LIKELY TAKE ABOUT TWO DAYS TO COMPLETE. FOLLOWING THAT WORK, THE CONTRACTOR WILL SHIFT TRAFFIC ON WEDNESDAY AFTERNOON IN CERTAIN AREAS ALONG THE ROADWAY. SO ANYONE TRAVELING IN THIS AREA SHOULD EXPECT MINOR DELAYS OVER THE NEXT FEW DAYS. SO IT'S A LONG WAY OF SAYING IT'S REALLY, REALLY BUSY. IT'S CONGESTED, IT'S GONNA BE TOUGH TO GET THROUGH THERE. MAYBE AN ALTERNATIVE ROUTE MIGHT BE A GOOD IDEA. UH, UPDATE ON THE OLD SMYRNA ROAD PUBLIC MEETING. JUST AS A REMINDER THAT WE WILL HOST A PUBLIC MEETING REGARDING IMPROVEMENTS TO OLD SMYRNA ROAD FROM 5:30 PM TO 7:30 PM ON THE 18TH OF AUGUST. UH, AT THE JOHN P. HOLT BRENTWOOD LIBRARY IN MEETING ROOM A THE MEETING IS OPEN TO THE PUBLIC. UH, THE PRESENTATION WILL BEGIN WITH A BRIEF OVERVIEW OF THE PROJECT, UH, BY THE PROJECT CONSULTANT WHO WILL SHARE DESIGN OPTIONS AND FINDINGS FROM RECENT STUDIES FOLLOWING THE PRESENTATION. ATTENDEES ARE WELCOME TO VISIT SMALLER DISCUSSION TABLES, ASK QUESTIONS ABOUT THE, UH, DESIGN ALTERNATIVES AND PROVIDE INPUT. AND AGAIN, AS AS THE CITY COMMISSION KNOWS, UH, THEY'LL, THAT INPUT'S IMPORTANT. THAT'S WHY WE'RE DOING IT. THEY'LL TAKE THAT AND, UH, CONSIDER THAT WHEN WE, UH, WHEN WE CHOOSE THE FINAL DESIGN. AND THEN, UH, THE, UH, WILLIAMSON COUNTY BATTLE, THE BADGES BLOOD DRIVE. THIS IS A BIG DEAL. IT'S VERY COMPETITIVE. UM, , THIS IS SET FOR WEDNESDAY, AUGUST 20TH, AGAIN AT THE JOHN P. HOLT BRENTWOOD LIBRARY. AS ALWAYS, THE EVENT IS CONDUCTED BY THE AMERICAN RED CROSS AND THIS IS THE 12TH YEAR OF THE DRIVE. UH, IT WILL FEATURE THE WILLIAMSON COUNTY SHERIFF'S OFFICE, UH, THE BRENTWOOD FIRE AND RESCUE BRENTWOOD POLICE IN THE NOLANSVILLE, UH, FIRE DEPARTMENT COMPETING TO RAISE THE MOST UNITS OF BLOOD. THE DRIVE WILL BE FROM 6:00 AM TO 6:00 PM AND THIS YEAR'S DRIVE WILL HONOR THE MEMORIES OF DETENTION. DEPUTY ROBERT ANDREW RYAN WITH WILLIAMSON COUNTY SHERIFF'S OFFICE. UH, DEPUTY RYAN LOST HIS LIFE DUE TO INJURY SUSTAINED IN AN OFF-DUTY VEHICLE ACCIDENT, UH, EARLIER THIS SUMMER. SO WE DO HOPE TO, THAT EVERYONE COMES OUT TO SUPPORT THIS EVENT. IT'S A BIG DEAL. AND MAKE SURE THAT TO SAY YOU'RE GIVING, UH, FOR EITHER THE BRENTWOOD FIRE AND RESCUE OR BRENTWOOD POLICE. SO, SO DON'T GET LOST IN ALL THOSE OTHERS. UM, NOW FINALLY, THE, THE MOST IMPORTANT ITEM ON MY UPDATE IS I'D LIKE TO INTRODUCE TAWNY TRAVIS, OUR NEW DESIGNATE FINANCE DIRECTOR. VERY GOOD THANK YOU. AND THEN A REPORT FROM OUR CITY ATTORNEY. THANK YOU SO MUCH. I HAVE NO REPORT FOR Y'ALL TONIGHT. ALRIGHT, SO REPORTS AND COMMENTS FROM THE COMMISSIONERS TONIGHT. WE'LL START WITH JANET. THANK YOU. FIRST, I'D LIKE TO, UH, THANK THE POLICE OFFICERS, BUT THEY'RE NOT HERE. BUT I JUST WANNA RECOGNIZE THAT WE'RE HAPPY THAT THEY CHOSE BRENTWOOD OVER THE COMPETING CITIES. MM-HMM . UM, AGAIN, ALSO, JUST TO ECHO WHAT JASON SAID, UH, ENCOURAGE PEOPLE TO ATTEND THE MEETING ABOUT THE OLD SMYRNA ROAD PROJECT ON AUGUST 18TH. AND IT'S IN MEETING ROOM A, WHICH BRINGS ME TO MY NEXT BIT OF NEWS FROM THE LIBRARY IS THAT, UM, WE HAD A POLICY COMMITTEE MEETING LAST WEDNESDAY, WHICH ESSENTIALLY IS EVERYBODY THAT'S ON THE LIBRARY BOARDS ON THE POLICY COMMITTEE WHERE WE SPECIFICALLY ADDRESSED THE ISSUE OF THE MEETING ROOMS KIND OF CAME TO A HEAD. UH, JASON, I DON'T THINK YOU WERE HERE AT THAT TIME, UH, OR RIGHT AROUND TIME YOU WERE THERE, BUT WHEN WE HAD THE, UH, DEBATE SPONSORED BY THE LEAGUE OF WOMEN VOTERS AND WE COULD ONLY USE ONE OF THE TWO ROOMS AND WE HAD OVER A HUNDRED PEOPLE OVERFLOW AND THEY JUST WOULDN'T OPEN UP THAT ROOM EVEN THOUGH IT WAS EMPTY BECAUSE THE POLICY PROHIBITED IT. SO THE, UH, POLICY HAS BEEN REVISITED, IT'S BEEN DISCUSSED. THERE IS NOW A MECHANISM IN PLACE. CERTAIN ORGANIZATIONS, ESPECIALLY IF THEY'RE CITY AFFILIATED, ARE ALLOWED TO RESERVE BOTH ROOMS. UH, IF THERE'S NO, UH, OVERLAPPING LIBRARY SPECIFIC EVENT. AND THE OTHER ONES ARE ON A CASE BY CASE BASIS AND PEOPLE AT THE LIBRARY KNOW WHO TO CALL AND CAN MAKE IT HAPPEN. SO THAT HAS, HAS BEEN ADDRESSED. UM, PLANS ARE ALSO UNDERWAY IN THE LIBRARY FOR A REDESIGN REASSIGNMENT OF THE ADMINISTRATIVE OFFICES, BOTH THE ONES BEHIND THE LENDING DESK AS WELL AS THE ONES FURTHER BACK IN THE LIBRARY. UM, THE DIRECTOR HAS A LITTLE BIT DIFFERENT ORGANIZATIONAL STRUCTURE THAN WE'VE USED TO HAVE, AND SHE'S GONNA MOVE, THE PEOPLE THAT ARE MOST INVOLVED IN THE FACE-TO-FACE, UH, PATRON INTERACTION ARE GONNA MOVE TO THOSE FRONT OFFICES AND IT'LL BE REDESIGNED. AND THERE'LL BE SUPPLIES, UH, THEIR SUPPLIES WILL BE THERE AND, AND THAT'LL BE MUCH MORE EFFICIENT. AND THEN SHE'S MOVING TO THE BACK AREA WITH HER NEW ASSISTANT. UH, AND THAT IS A BUILDING PROJECT THAT'S ACTUALLY GONNA BE BUILT BY THE CITY PERSONNEL. SO NO OUTSIDE CONSULTANTS, UM, OR I MEAN, THERE MIGHT BE A BUILDER, BUT IT'S BEING COORDINATED BY, UH, OUR FACILITIES, UH, THE CITY'S FACILITIES, UH, GENTLEMEN. UH, SO THAT WILL BE A VERY AFFORDABLE PROJECT FOR WHICH MONEY'S ALREADY BEEN ALLOCATED. UH, THE SPACE PLANNING COMMITTEE ALSO MET LAST WEEK AND, UH, WENT OVER THE PRELIMINARY [00:15:01] DESIGNS WE HAD HEARD FROM BARGE GROUP AND NOTICED A LITTLE BIT OF A DISCONNECT BETWEEN WHAT THEY WERE PRESENTING AND WHAT OUR VISION WAS. AND, AND WE RECOGNIZED IT WASN'T COMMUNICATED EFFICIENTLY. SO WE MET FOR ABOUT AN HOUR AND A HALF AND TALKED ABOUT, UH, HOW, HOW TO BETTER EXPRESS OUR VISION. AND SO THAT HAS BEEN GIVEN TO THEM. SO THERE MIGHT BE A LITTLE BIT BEHIND ON OUR TIMELINE, BUT WE THINK WE'LL GET A BETTER PRODUCT, UH, THAN WHAT WE HAD PLANNED. SUMMER READING, ONCE AGAIN, THE ADULTS, UH, MAKING BIGGER STRIDES THAN THE TEENAGERS WITH ONLY 17 MORE ADULTS THIS YEAR THAN LAST YEAR. THEY INCREASED THE NUMBER OF MINUTES BY 76,000 MINUTES, READ TO 213,000 MINUTES READ BY THE ADULTS, WHEREAS THE TEENS READ AT 58,000 MINUTES. HOWEVER, THE TEENS WERE BUSY BECAUSE THERE WERE 30 19 PROGRAMS IN JULY, WHICH I THINK HAS GOTTA BE A RECORD. UM, 874 PATRONS ATTENDING THOSE. SO THAT DEFINITELY SHOWS WHY WE NEED MORE TEEN SPACE. UM, AND THERE WERE 60,530 ITEMS CHECKED OUT IN JULY. SO DEFINITELY ONE OF THE BUSIEST PLACES IN THE CITY. UH, THE LIBRARY ITSELF HAS HAD THE SOFFIT REPLACED IN THE FRONT AND THEY PUT EXPANSION JOINTS AROUND THE BUILDING TO MAKE EVERYTHING WORK BETTER. AND JUST A REMINDER TO EVERYBODY HERE AND PEOPLE WATCHING CHECK OUT THE LIBRARY WEBSITE OR THEIR, UM, BULLETIN BECAUSE THERE ARE ANY NUMBER OF PROGRAMS EVERY DAY. EVERYTHING FROM BOOK RELATED LIKE BOOK CLUBS AND STORY TIMES TO YOGA, TAI CHI, AND EVEN LINE DANCING NOW. SO LOTS HAPPENING AT THE LIBRARY. UM, AND THAT'S, THAT'S IT FROM LIBRARY. FANTASTIC. I HAVE A LITTLE QUICK FOLLOW UP QUESTION. IS THERE A PROPOSED, UH, OR PROJECTED TIMEFRAME ON THAT CONSTRUCTION AT THE LIBRARY? UH, FOR THE OFFICES? YES. UH, IT'S JUST AS SOON AS POSSIBLE. AS SOON AS POSSIBLE. YEAH. I DON'T KNOW THE ACTUAL DATE WHEN THEY'RE GONNA START THOUGH, BUT IT'S BEEN, THE MONEY'S BEEN ALLOCATED. UM, THE PLANS ARE APPROVED. WE HAVE, UH, AN INVOICE FROM THE PERSON THAT'S GONNA DO THE ACTUAL CON CONSTRUCTION. AND THEN I FEEL REMISS BECAUSE I CANNOT REMEMBER BRENT'S LAST NAME. THAT'S THE THANK YOU. HE'S GONNA DO THE OVER, HE'S GONNA BE THE SUPERVISOR OF THE PROJECT, SO. OKAY. THANK YOU. IT SHOULD BE PRETTY SOON THOUGH. GOOD. 'CAUSE EVERYBODY THAT'S, EVERYBODY'S BEEN HIRED AND PEOPLE HAVE BEEN PROMOTED WITHIN THE LIBRARY, SO THOSE POSITIONS ARE FILLED AND WE JUST NEED TO GO. SO YOU MENTIONED THE MONEY'S ALLOCATED. IS IT THE FRIENDS OF THE LIBRARY OR? NO, I THINK IT WAS THEIR PROJECT. I THINK IT WAS UNDER THEIR PROJECT. SO IT'S IN THE PROJECT. PROJECT PROJECT. VERY GOOD. MM-HMM . FANTASTIC. YEAH. WELL I'M REALLY GLAD, I MEAN, WE'VE GOT AN OUTSTANDING LIBRARY STAFF AND HAVING 'EM TAKE A LOOK WITH FRESH EYES AT THE OPERATION AND TRYING TO ORGANIZE IT LOGISTICALLY BASED ON THE FUNCTIONS OF IT, THAT IS REALLY, REALLY GOOD. IT IS, YES. A GREAT MOVE. GREAT. SO MOVING ALONG, UH, COMMISSIONER TRAVIS, THANK YOU. UM, OUR THOUGHTS AND PRAYERS ARE WITH YOU, ANN, DURING THIS HARD TIMES. UM, IF THERE'S ANYTHING THAT CAN BE DONE, I KNOW YOU GOT FRIENDS THAT ARE SITTING UP HERE AND WILL DO ANYTHING TO HELP YOU. UM, JUST WANTED TO ALSO CONGRA CONGRATULATE OUR POLICE OFFICERS. MAN, YOU KEEP RECRUITING THEM. FIRE DEPARTMENT, YOU DO THE SAME THING. WE'RE REALLY, REALLY SO LUCKY. JUST AS A NOTE, AND I THOUGHT ABOUT THIS AFTERWARDS, UM, I THINK BRENTWOOD IS A GOOD PLACE TO BE FOR POLICE OFFICERS, BUT IT'S ALSO BECOMING FOR CITIZENS A MORE AND MORE DANGEROUS PLACE TO DRIVE. THERE'S SO MANY PEOPLE THAT RUN LIGHTS NOW. IT'S JUST AMAZING. OUR GRANDSON IS STARTING TO TO DRIVE AND WE'VE TOLD HIM WHEN THAT LIGHT CHANGES, YOU GOTTA WAIT THREE TO FIVE SECONDS 'CAUSE SOMEBODY'S GONNA COME THROUGH. SO THAT'S NOT A LOT THAT WE CAN DO. THERE'S NOT ENOUGH OF POLICE OFFICERS OUT THERE TO DO THAT, BUT THAT'S JUST SOMETHING THAT I THINK WE ALL NEED TO BE AWARE OF. BUT WHAT A GREAT, WHAT A GREAT TWO THAT YOU GOT TONIGHT. UM, THANK YOU CITY MANAGER FOR MENTIONING THE RAGSDALE ROAD CLOSURE. I THINK THAT'S VERY IMPORTANT AND I HOPE THE PEOPLE OUT THAT WAY APPRECIATE THAT WE'RE TRYING TO LET 'EM KNOW WHAT'S GOING ON THERE. UM, I SENT OUT A NEWSLETTER THIS WEEK AND IN IT I HAD AN EAGLE SCOUT PROJECT THAT WAS DONE BY, BY MAC HERON. THIS WAS AN ARTICLE IN THE WILLIAMSON HERALD, UH, 17-YEAR-OLD MAC HERON. INSTALLED TWO BENCHES AND MILEAGE SIGNS THAT HE CONSTRUCTED ALONG THE MOUNTAIN BIKE TRAILS AT NOBLE'S CORNER IN MARCELLO V VETTE SMITH PARK. UM, HE SPENT OVER A THOUSAND DOLLARS DOING THIS. HE BUILT THEM, HE INSTALLED THEM. UM, I JUST THINK IT'S TREMENDOUS. IF YOU WANT A REALLY GOOD FEEL, GOOD STORY, GO AND LOOK THAT UP AND READ THAT. IT'S REALLY, REALLY GOOD. UH, WE HAD GREAT DISCUSSION ON THE OLD SMYRNA ROAD PROJECT. UM, PEOPLE MIGHT NOT UNDERSTAND HOW MUCH TIME IS TAKEN ON THURSDAYS AT OUR INFO MEETINGS. IT'S A LOT OF DETAILS, A LOT OF STUFF TO GO OVER. UH, DICKIE SULLIVAN DID A GREAT JOB AND BROUGHT US SOME WONDERFUL THINGS THAT WE ALL HAVE TO CONSIDER AND WE WILL LOOK FORWARD INTO THAT MEETING ON THE 18TH AT FIVE 30. THAT'S ALL I HAVE, MAYOR. UH, THANK YOU COMMISSIONER [00:20:01] PIPPEN. WELL, THE SIGN SAYS COMING SOON, AND THAT WILL BE THE FIRST REPORT AFTER I GET THROUGH MY FIRST MEETING, WHICH IS, UH, A WEEK, UH, ROUGHLY A WEEK FROM NOW. SO BIG THINGS I'VE BEEN READING UP ON IT, TRYING TO CATCH UP ON IT. AND THERE'S, UH, FUN TIMES AHEAD. . VERY GOOD. BUT THANK YOU. THAT'S COMING TWO BOARD'S, A GREAT BUNCH OF FOLKS AND I THINK YOU REALLY ENJOY THE EXPERIENCE. ALRIGHT, SO FLIPPING ALL THE WAY BACK TO THE, UH, THE LEFT. COMMISSIONER DUNN. THANK YOU. FIRST THING I WANT TO DO IS CONGRATULATE STEVE PIPPEN ON BEING A COMMISSIONER. I WAS NOT AT THE MEETING WHERE YOU WERE SWORN IN, BUT I WAS VERY, VERY PLEASED THAT YOU WERE CHOSEN AND I THINK YOU'LL DO A WONDERFUL JOB. SO CONGRATULATIONS. SECONDLY, THE HISTORIC BOARD WILL MEET THIS FRIDAY AT THE COOL SPRINGS HOUSE AT NINE 30. UH, AND OF COURSE THE PUBLIC IS WELCOME TO ATTEND ANY OF OUR MEETINGS. UM, WE HAVE THE DATE FOR THE HISTORY BOWL. FOR THOSE OF YOU WHO DON'T KNOW, THIS IS OUR, WILL BE OUR 15TH ANNUAL AMERICAN HISTORY BOWL. IT'S, WE INVITE ALL THE PUBLIC SCHOOLS, HIGH SCHOOLS IN WILLIAMSON COUNTY TO SEND A TEAM AND THEY COMPETE HERE IN THE CHAMBER AGAINST EACH OTHER FOR OUR TROPHY AND FOR MONETARY PRIZES. AND IT REALLY IS A FUN NIGHT. THE KIDS HAVE A GOOD TIME AND THAT ARE SO SMART. AND THIS, THIS FIERCE COMPETITION. DAN THOMAS OF WSMV CHANNEL FOUR WILL AGAIN BE OUR MC AND CHUCK CHERYL, THE FORMER STATE LIBRARIAN AND FORMER PRINT WOOD DIRECTOR OF THE LIBRARY WILL AGAIN BE THE QUESTIONER. AND I'M LOOKING AT THREE SPONSORS THAT I HOPE WILL BE SPONSORS AGAIN THIS YEAR. COMMISSIONER LITTLE MAYOR NELSON ANDREWS AND COMMISSIONER JANET DONAHUE. THEY ALL SPONSORED LAST YEAR, SO WE'RE GONNA BE HITTING UP ALL OF OUR SPONSORS, SO BE ON NOTICE. OKAY. STARTING THIS NEXT WEEK, HUH? WELL I'M, PLEASE ANNOUNCE ONE FOR SURE THAT, UH, LITTLE BROTHERS WILL ABSOLUTELY BE BACK. . OKAY. . SO IT'S THAT . GOOD DEAL. THANK YOU. THANK YOU. I APPRECIATE THAT. UH, LET'S SEE ELSE I HAD DOWN HERE THAT I WANTED TO MENTION. UH, I DID WANT TO THANK, UH, RESIDENTS AND FRIENDS AND MY FELLOW COMMISSIONERS AND THE CITY STAFF FOR ALL THE KINDNESSES THAT YOU'VE SHOWN ME THE LAST WEEK. IT WAS MUCH APPRECIATED AND MUCH HELP. AND, UM, UH, JUST THANK YOU SO MUCH. AND THAT'S ALL I'VE GOT, UH, THANK YOU. ALRIGHT, COMMISSIONER GARRE. OKAY, THANK YOU. UM, OKAY. SO A COUPLE OF THINGS WE HAVE. UM, FIRST OFF, THE WILLIAMSON COUNTY FAIR WAS INCREDIBLE. IF ANYBODY WENT, WE BROKE RECORDS THIS YEAR FOR ATTENDANCE AND, UM, JUST, IT WAS INCREDIBLE. AND I WAS ACTUALLY ABLE TO ATTEND THE, UM, THE MOBILE EMERGENCY RESPONSE TRAILER, WHICH WAS AMAZING. AND, UM, THEY KEPT REEMPHASIZING, IF OUR CITY EVER NEEDED IT FOR ANY KIND OF A DISASTER OR ANYTHING, IT WAS, IT'S AVAILABLE AND IT'S JUST AMAZING AND IT, UM, SPEAKS SO HIGHLY OF THE COUNTY FOR HAVING THAT. IT'S AN INCREDIBLE, UM, BENEFIT TO OUR CITY AND OUR COMMUNITY. UM, THE SECOND THING IS, UH, THERE'S A WORKDAY ON NOVEMBER 23RD AT SMITH PARK FROM EIGHT TO 11. UM, WE'RE GONNA BE CLEANING UP, UH, WELL NOT WHOEVER CAN BE THERE WILL BE CLEANING UP THE MOUNTAIN BIKE TRAILS. UM, AND IT'S A GREAT EVENT TO SHOW UP AND BE THERE, UM, WITH YOUR FAMILY AND FRIENDS. AND, UM, AS KEN MENTIONED, UM, I, THERE'S UM, A GUY, THIS IS MAC HERRING AND, UM, I WAS HAVING LUNCH AT THE BRENTWOOD MARKET AND THEY WALKED IN WITH THEIR SHIRTS AND THEY HAD THEIR, UM, THEY HAD THEIR MOUNTAIN SMITH, UH, MOUNTAIN BIKE TRAIL SHIRT ON. AND SO OF COURSE I HAD TO START TALKING TO 'EM, AND THAT'S THEM AT THE MARKET. AND HE TOLD ME THEY HAD JUST COME IN FROM DOING THEIR EAGLE PROJECT AND A NOTE OF INTEREST THAT THAT'S ROD FREEMAN'S GRANDSONS THAT WERE THERE WITH HIM. AND SO WE JUST SAT DOWN AND HAD A GREAT TALK ABOUT WHAT THEY WERE DOING. UM, SO MAC HERON AND HIS DAD MONTY, AND THAT'S CHARLIE AND MILES FREEMAN, UM, THEY ARE WITH SCOUT TROOP 55 AND THEY'RE ALSO MEMBERS OF THE BHS MOUNTAIN BIKE CLUB. AND THEY DECIDED TO DO THEIR PROJECT. AND LIKE, UM, KEN SAID AT NOBLE'S CORNER, THEY INSTALLED THOSE SIGNS AND THE BENCHES AND, UM, IT TOOK THEM MONTHS TO PLAN AND A BIG SHOUT OUT TO OUR PARKS DEPARTMENT BECAUSE THEY WERE INTEGRAL IN COORDINATING EVERYTHING HE SAID. THE PLANNING WAS ACTUALLY MUCH MORE OF A CHALLENGE THAN ACTUALLY INSTALLING AND, AND PUTTING TOGETHER THE BENCHES AND THE, UM, THE SIGNS THERE. BUT IT WAS, IT'S A GREAT, UM, A GREAT PROJECT LIKE Y'ALL, UM, LIKE KEN MENTIONED, AND JUST A, A REALLY GREAT STORY THAT THE WILLIAMSON HERALD DID ON, [00:25:01] ON THEM AND THEIR EFFORTS. SO, UM, THEY DID A GREAT JOB. AND ALSO THE PARKS DEPARTMENT, UM, WE, AND THANK YOU HOLLY, FOR THE PICTURES. UM, THEY CLEANED UP EIGHT BLOCKAGES THAT WERE, UM, CLEARED THEM FROM THE LITTLE HARPETH, WHICH, UM, FROM ALL THE RAIN THAT WE HAD A LONG TIME AGO SINCE WE HAVEN'T HAD RAIN IN A LONG TIME. UM, ALSO SOMETHING THAT WE NEED TO START, UM, AS RESIDENTS AND AS A CITY, WE NEED TO START KEEPING AN EYE ON THE E-BIKE SITUATION. APPARENTLY WE'RE GETTING A LOT OF CALLS, UM, BETWEEN E-BIKES AND GOLF CARTS THAT ARE ON THE WALKWAYS. AND, UM, THESE ARE NOT TO, THEY'RE NOT SUPPOSED TO HAVE MOTORIZED VEHICLES. THAT INCLUDES E-BIKES ON, UM, THESE, UM, THESE WALKWAYS. AND NOT ONLY ARE THEY NOT SUPPOSED TO BE THERE, UM, BUT THEY'RE ALSO SPEEDING. AND SO WE'RE HAVING SOME REALLY BIG ISSUES AND IF WE AS RESIDENTS CAN'T MONITOR OURSELVES ON THAT, THEN WE'RE GONNA HAVE TO FIGURE OUT HOW TO MANAGE IT BECAUSE IT'S BECOMING A HUGE PROBLEM. AND, UM, THEY'RE NOT GOING AWAY. IN FACT, THEY'RE BECOMING MORE OF A PROBLEM, UM, EVERY DAY. SO, AND, UM, LET'S SEE, LAST TWO THINGS. PARK BOARD, THE NEXT MEETING IS SEPTEMBER 2ND, THAT'S A TUESDAY BECAUSE IT'S AFTER LABOR DAY. IT'S WARM LAND MONDAY, SO IT'LL BE TUESDAY. AND WENDY HILL PARK IS SO CLOSE TO BEING OPENED. UM, WE'RE ON TRACK FOR THE END OF SEPTEMBER, SO THAT'LL BE EXCITING TO HAVE THAT, UM, TO CELEBRATE, I GUESS SO. AND UM, AND LAST THING I FAILED TO SAY CONGRATULATIONS TO COMMISSIONER PIPPEN LAST WEEK. I'M SO SORRY BECAUSE I'M REALLY HAPPY YOU'RE, YOU'RE ON THE BOARD AND SO I'M GLAD YOU'RE HERE. AND PLUS WE GET LESLIE, SO LIKE A, A TWO FOR ONE DEAL. SO ANYWAY, BUT WELCOME. THANK YOU. THAT'S ALL I HAVE, MAYOR. THANK YOU. SO WOULD IT BE, UH, WHEN, UH, COMMISSIONER GARRIS MENTIONED THE, UM, THE VEHICULAR TRAFFIC ON THE DIFFERENT TRAILS? I KNOW WE'VE TALKED FOR A WHILE ABOUT MAKING SURE THE CYCLISTS AND THE WALKERS AND THE PEOPLE IN SCOOTERS AND STUFF ALL INTERACT WELL. IS THIS SOMETHING, IS IT, SHOULD WE REVIEW THIS IN A BRIEFING IN TERMS OF WHAT OUR CURRENT, I GUESS, REGULATORY STATUS IS OR HOW THIS IS ADDRESSED? OR HOW, HOW WOULD WE, WHAT WOULD BE THE APPROPRIATE NEXT STEP GIVEN HER REPORT? I, I THINK WE COULD CERTAINLY DO THAT. I, I, IT'LL GIVE ME A GOOD OPPORTUNITY TO SEE ARE THEY RESTRICTED, ARE THEY NOT, IS IT AN ENFORCEMENT ISSUE OR IS IT A ORDINANCE ISSUE? UH, AND THEN WE CAN PUT TOGETHER A GAME PLAN ACCORDINGLY. SO IT MAY DEPEND ON WHAT IT IS, BUT WE CAN CERTAINLY BRING THAT A TOPIC UP AND SOME FEEDBACK. YEAH, MAYBE JUST START OUT WITH THE SITUATIONAL ASSESSMENT. 'CAUSE THAT, I KNOW THAT THE, THE GREENWAY TRAILS AND THE BARK BIKE AND PEDESTRIAN TRAILS, YOU KNOW, AT SOME LEVEL CAN OFFER A, A LITTLE BIT OF A SAFETY VALVE TO THE ROADWAYS IN TERMS OF TRAFFIC AND CONGESTION IF PEOPLE HAVE OTHER WAYS. BUT ALSO WE WANT EVERYONE TO BE SAFE ON THOSE TRAILS, YOU KNOW, SO THEY HAVE TO WORK EQUALLY WELL FOR FAMILIES AND TRAINING WHEELS AS THEY DO FOR, UH, E-BIKES AND, AND OTHER VEHICLES AND JUST MAKE SURE THEY ALL INTERACT SAFELY AND, AND PLEASANTLY, UH, THANK YOU FOR BRINGING THAT UP. ANY ADVICE? MERRI A LITTLE, SORRY. I'M SORRY. OH, PLEASE. OTHER QUICK QUESTION. I'M SORRY. BACK TO THE BLOOD DRIVE. IF WE WANT, CAN WE DIVIDE BETWEEN THE FIRE AND THE POLICE OR DO WE HAVE TO PICK ONE OR THE OTHER FOR OUR CITY? YOU MIGHT HAVE TO CLEAN UP THE FLOOR. OH, . OKAY. THINK THEY BOTH STAND THERE. I KNOW. AND THEY HOVER OVER YOU. YOU JUST HAVE TO FIGURE OUT LIKE, ARE THERE MORE OF ONE TEAM OR THE OTHER IN THE ROOM AT THAT TIME. OKAY. SO WE DON'T PLAY FAVORITES OTHER THAN THERE. OKAY. , IT'S YOU STANDING AT THE DESK WHEN YOU CHECK IN . LITERALLY MAYBE IF YOU PICK SOMEONE, MAYBE IF YOU AND JANET GO TOGETHER, YOU CAN EACH WE GO. THAT'S WE'RE IN. OKAY. OKAY. THANK YOU. SORRY. THANK YOU. ALRIGHT, VICE MAYOR, LITTLE THANK YOU. UM, FIRST I'D LIKE TO EXTEND, UH, CONDOLENCES AND, AND ALL FOR YOUR LOSS OF JOHN AND APPRECIATE YOUR COURAGE IN BEING HERE TONIGHT AND JUST SHOWS YOUR LOVE OF THE CITY OF BRENTWOOD AND THE CITIZENS. SO THANK YOU FOR BEING BRAVE AND STRONG. SO, UM, AND SPEAKING OF THE HISTORIC OR THE HISTORY BALL, I LOVE COMING IN, HEARING THE QUESTIONS, UH, AND SEEING HOW SMART THE CHILDREN ARE. BUT I HAD SARAH BAIRD FOR FIVE CLASSES AT FRANKLIN HIGH SCHOOL AS WELL, SO, SO THERE'S A SPECIAL LIKE HEART, UH, THING ON THE, THE, THE TROPHY, THE SARAH BAIRD TROPHY. SO, UH, YOU CAN COUNT ON ME. SO TO BE A SPONSOR AGAIN, UM, HAD A GREAT CELEBRATION AT BRENTWOOD MIDDLE SCHOOL. UM, GORGEOUS NEW BUILDING. UM, UH, THREE COMMISSIONERS WERE THERE AND ALL OUR ALUMNI OF [00:30:01] WHAT WAS USED TO BE CALLED NORTHSIDE. AND SO THAT WAS KIND OF SPECIAL. AND IT WAS ONE OF THOSE EVENTS WHERE AS A COMMISSIONER YOU GO TO A LOT OF RIBBON CUTTINGS OR GRAND OPENINGS OR WHATEVER, BUT IT WAS REALLY SPECIAL TO THINK THAT I WENT SEVENTH, EIGHTH AND NINTH GRADE TO THAT SCHOOL. AND NOW 50 YEARS LATER AS A COMMISSIONER, I GET THE HONOR OF BEING THERE, UH, FOR THE RIBBON CUTTING. AND I'LL HAVE TO SAY IT WAS GREAT. UH, THE HARLAN DID A WONDERFUL JOB, THE CEREMONY AND, AND JASON GOLDEN AND ROGERS ANDERSON, UM, BRINGING OUT SOME POINTS ABOUT THE BUILDING AND JUST THE HISTORY OF BRENTWOOD AND HOW IT CAME ABOUT. AND SO VERY, VERY ENJOYABLE EVENT. IT WAS JUST A, A REALLY SPECIAL AFTERNOON YESTERDAY, GETTING TO BE A PART OF THAT. UM, EAB MET THIS EVENING AND WE TALKED ABOUT OUR CURBSIDE MARKERS. YOU CAN GO ON OUR WEBSITE AND GET THE CURBSIDE MARKERS TO KEEP PEOPLE FROM THROWING THINGS INTO THE DRAIN THAT GO OUT INTO THE RIVER. AND, UH, UH, WE'RE HOPING MAYBE SCOUT GROUPS ENVIRONMENTAL CLUBS AT THE HIGH SCHOOLS. UM, OTHER CIVIC GROUPS MAY TAKE THIS ON AS A PROJECT AND YOU CAN PURCHASE THE, THE APPROVED CURBSIDE MARKERS ON THE WEBSITE AND YOU HAVE TO HAVE A, UM, AN ADHESIVE, UH, TO, TO PUT 'EM ON. AND ALL THE INSTRUCTIONS ARE THERE ON HOW THEY SHOULD BE DONE. UM, WE'LL AGAIN, BE PLANTING MILKWEED. UH, THIS, UH, FALL AT OUR, UH, POLLINATOR GARDEN THAT WE ESTABLISHED, UH, LAST YEAR IN SMITH PARK. THE WILDFLOWERS WE PLANTED THIS SPRING DID WONDERFUL. THE MILKWEED DIDN'T DO SO WELL BECAUSE WE HAD SUCH A LATE DROUGHT LAST YEAR IN THE FALL AND THEY JUST NEVER REALLY TOOK SO WE'LL BE REPLANTING MILKWEED AGAIN. UM, AS YOU KNOW, POLLINATORS HAVE HAD A HARD TIME THE LAST 10 OR 15 YEARS, UH, BOTH BEES AND BUTTERFLIES. SO, UH, THIS IS A WAY TO PROMOTE, PROMOTE THEIR LIVING. UH, AND THEN THIS YEAR WE HELPED WITH A WEED, WEED WRANGLING PROJECT AT AL HILL PARK, BUT WE'RE HOPING THIS NEXT SPRING TO DO A WEED WRANGLING. THE CITY DID PURCHASE SOME EQUIPMENT, UH, SPECIAL TOOLS THAT HELP YOU WEED WRANGLE SO THAT YOU ALSO GET THE ROOTS OF INVASIVE SPECIES, ESPECIALLY PLANTS LIKE HONEYSUCKLE. UM, AND WE'RE HOPING TO DO MAYBE CROCKETT PARK, RIVER PARK. WE'VE NOT SET THAT UP YET, BUT AS YOU HEAR MORE ABOUT IT, COME AND JOIN IN. WE, WE WILL, UH, AS WE GET RID OF THE INVASIVE SPECIES, SOME GORGEOUS, UH, SPECIES LIKE WILDFLOWERS, LIKE BLUE-EYED MARYS START TO GROW AND IT'S JUST MUCH PRETTIER AND IT'S MUCH BETTER FOR THE BIRDS, ESPECIALLY THE MIGRATING BIRDS. SO, UH, HAD A GREAT MEETING AND THAT'S ALL. MAYOR. VERY GOOD, THANK YOU. WELL, I THINK, UH, RAY, YOU AND ANN WARNED ME AT ONE POINT THAT, UH, AS MAYOR GOING LAST, PEOPLE TAKE ALL YOUR MATERIAL . SO IT'S, UH, I GUESS THE RISK OF, UH, REPEATING JUST, UH, SAY, UH, ONE OF THE BIG NOTES IS THAT AUGUST 18TH MEETING REGARDING OLD SMYRNA ROAD. I APPRECIATE EVERYBODY MENTIONING THAT 'CAUSE THIS IS A VERY IMPORTANT PROJECT TO GET RIGHT. SO, UH, I REALLY DO APPRECIATE THE PEOPLE THAT HAVE CORRESPONDED ON THIS AND HOPE PEOPLE ENGAGE AND COME OUT AND, UM, AND REALLY ATTEND TO GIVE US SOME THOUGHTFUL, UH, THOUGHTFUL CONSIDERATION. AND AS MENTIONED, BATTLE OF THE BADGE IS AUGUST 20TH. WE'VE GOT IT ON THE CALENDAR SIGNED UP. JUST A REMINDER THAT YOU CAN SIGN UP FOR SPECIFIC TIME SLOTS AHEAD OF TIME ON THE AMERICAN RED CROSS WEBSITE AND, UM, AND GET IN THERE. AND IT'S, IT'S A GOOD IDEA TO GRAB YOUR SPOT BECAUSE IT GOES MUCH SMOOTHER WHEN YOU REGISTER AHEAD OF TIME. AND THE BATTLE OF THE BADGES IS, UM, IT'S A GREAT TIME FOR GREAT CAUSE REALLY ENCOURAGE EVERYONE TO BE PART OF THAT. AND, UH, YOU KNOW, COMMISSIONER OR VICE MAYOR, LITTLE MENTIONED BMS, UH, RIBBON CUTTING WAS A LOT OF FUN AND WHO KNEW WHEN WE WERE THERE, UH, A THOUSAND YEARS AGO THAT THIS WOULD BE THE FIRST MAJOR RENOVATION OF THE SCHOOL EVER. BUT, UM, BUT YOU KNOW, IN SOME CASES WHOEVER GOES LAST WINS AND THE SCHOOL IS FABULOUS. SO IF ANYONE HASN'T HAD A CHANCE TO GO OVER THERE AND TAKE A TOUR, IT IS REALLY, IT IS REALLY SOMETHING TO SEE. AND I THINK IN SUMMER CITY CAN BE REALLY PROUD OF IN TERMS OF JUST THE THOUGHT BEHIND IT, THE LAYOUT, THE ORGANIZATION, THE INTEGRATION, AND THE FACT THAT THEY RAN THAT SCHOOL WHILE COMPLETELY REBUILDING IT IS A, I DON'T KNOW HOW THEY DID THAT. THAT WAS A REALLY, REALLY WELL THOUGHT THROUGH PROCESS. SO, UM, YOU KNOW, TANYA TRAVIS, WELCOME. SO GLAD TO HAVE YOU HERE TONIGHT. HOPE YOU GET A CHANCE TO MEET EVERYBODY AND I'M REALLY GLAD TO HAVE YOU ON OUR TEAM. AND KAREN, I KNOW YOU, YOU THINK YOU'VE GOT ONE FOOT OUT THE DOOR, BUT WE'VE GOT LOTS TO DO, SO, UH, DON'T, DON'T, DON'T GO CHECKING OUT JUST YET. AND, UM, AS MENTIONED, YOU KNOW, THERE'S A LOT OF, A LOT, A LOT OF FOLKS EXPERIENCE GRIEF, YOU KNOW, AND, AND, UH, I KNOW I REALLY APPRECIATE, UM, YOU KNOW, WHAT SOME FOLKS ARE GOING THROUGH. [00:35:01] UM, AND I DO WANNA POINT OUT THAT, UH, OUR NEWEST COMMISSIONER, COMMISSIONER PIPPIN AND HIS FAMILY ARE INVOLVED WITH, UH, UH, KIND OF A, A COPING PROCESS AND WHAT'S THE NAME OF THE PROGRAM THAT Y'ALL DO FOR FOLKS? THE BEREAVEMENT THAT LESLIE DOES OVER AT BRENTWOOD BAPTIST? YEAH, THAT'S, IT'S, IT, IT'S THE NURTURE TEAM. IT'S UNDER THE UMBRELLA, WHAT'S CALLED THE NURTURE TEAM, BUT OKAY. HER SPECIFIC AREAS, BLESSING BASKETS AND THEY, UH, REACH OUT TO PEOPLE WHO ARE IN THAT SORT OF AREA WHEN EVERYBODY'S KIND OF GONE AWAY AND THE PERSON'S SORT OF LEFT THERE WITHOUT THE, UH, THE PEOPLE WHO NORMALLY WOULD NORMALLY SURROUND HIM WITHIN LIKE SIX WEEKS. WELL THERE'S A, THERE'S A GREAT PROGRAM KNOW WRESTLING BASKETS. YEAH, I KNOW THAT, UH, Y'ALL ENGAGED WITH MY DAD ON THAT. YEAH, IT DID SEEM LIKE JUST WHEN YOU KIND OF HIT THAT, THAT LULL, THE LU LEFT FOR ALL THE STUFF GOES ON, YOU KNOW, THE, THE PIPPIN FAMILY AND BRENTWOOD BAPTIST WAS STANDING RIGHT THERE AND I REALLY, REALLY APPRECIATE THAT. YEAH. SO THANK IT'S A HARD TIME. SO, AND UM, ALSO WANT TO POINT OUT, UH, YOU KNOW, COMMISSIONER DONAHUE THAT I, I DID NOT KNOW THE LIBRARY WAS DOING THE RENOVATION AND I'M SO IMPRESSED BY THAT. YOU KNOW, IT'S A, IT IS FUN WHEN YOU ALL BRING US A PROBLEM AND A SOLUTION AND A BUDGET ALL THE SAME TIME, ALL AT THE SAME TIME. . SO IT'S UH, LIBRARY. I WISH EVERYTHING WAS THAT EASY. OUR LIBRARY, OUR LIBRARY DIRECTOR SEEMS TO BE VERY EFFICIENT AND VERY PLAN PLANS BUT THINGS HAD TO, SO IT'S DOING A GREAT JOB. WELL THAT IS FANTASTIC AND I CAN'T WAIT TO SEE THE RIBBON CUTTING FOR THAT. I HOPE THEY DON'T SKIP THAT STEP. SO I'LL HAVE TO BRING THAT UP 'CAUSE I DON'T THINK IT WAS ON THE, ON THE PLAN. VERY GOOD. ALRIGHT, ANYTHING ELSE BEFORE WE MOVE ON? ALRIGHT, SO WITH THAT [ Consent Agenda] WE'LL MOVE TO THE CONSENT AGENDA. ALL MATTERS UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE AND GENERALLY BE ENACT IN ONE MOTION. EXCEPT FOR ANY ITEMS THAT ARE REMOVED FROM THE CONSENT AGENDA. THERE'LL BE NO SEPARATE DISCUSSION. UH, IS THERE ANYONE THAT WANTS TO HAVE SOMETHING MOVED OFF THE CONSENT AGENDA? ALRIGHT, IF NOT, I'LL GO AHEAD AND READ IT INTO THE RECORD. CONSENT AGENDA ITEM NUMBER ONE, RESOLUTION 2025 DASH 63 RESOLUTION AUTHORIZING THE TERMINATION OF AN AGREEMENT WITH C AND I DESIGN INC FOR DESIGN SERVICES RELATED TO INDOOR RACKET FACILITY AND CROCKETT PARK FOR ADOPTION CONSENT. AGENDA ITEM NUMBER TWO, APPROVAL TO PURCHASE SEVEN LIFE PACK 35 CARDIAC MONITORS CONSENT AGENDA ITEM NUMBER THREE, APPROVAL TO PURCHASE OF VAM AND O 365 BACKUP RENEWAL CONSENT AGENDA ITEM NUMBER FOUR, APPROVAL OF SCHEDULE OF BOARD OF COMMISSIONERS MEETINGS FOR CALENDAR YEAR 2026 AND CONSENT. AGENDA ITEM NUMBER FIVE, APPROVAL OF A SCHEDULE FOR REVIEW OF THE PROPOSED FISCAL YEAR 2027 ANNUAL OPERATING BUDGET AND FISCAL YEAR 2027 TO DASH DASH 2031 CAPITAL IMPROVEMENT PROGRAM. DO I HAVE A MOTION? MOVE TO APPROVE, MOVE APPROVE BY A ER. LITTLE SECOND. SECOND. SECOND BY COMMISSIONER PIPPIN. ALL IN FAVOR SAY AYE. AYE. AYE. OPPOSED? ABSTENTIONS. ALRIGHT, PASS UNANIMOUSLY. ALRIGHT, OLD BUSINESS ITEM NUMBER ONE. APPOINTMENT BY MAYOR OF ONE MEMBER OF THE PLANNING COMMISSION. AT THIS TIME, UH, WE DO NOT HAVE A CANDIDATE SO WE WILL DEFER THAT UH, TO NEXT MEETING. AND UH, I GUESS STATE ATTORNEY, IS THERE ANYTHING OTHER THAN THAT? THAT NO SIR TO SAY ABOUT THAT? NO ACTION NEEDED. OKAY, IS THERE ANY OTHER OLD BUSINESS? ALRIGHT, NEW [1. Appointment of one (1) member to the Board of Building Construction Appeals] BUSINESS ITEM NUMBER ONE, APPOINTMENT OF ONE MEMBER TO THE BOARD OF BUILDING CONSTRUCTION APPEALS. SO YOU'LL SEE THE BALLOT IN FRONT OF YOU. ARE YOU READY? I'M READY. ALL RIGHT. COMMISSIONER DUNN VOTES FOR AMIR AMIR SRY. COMMISSIONER GRIS VOTES FOR AMIR AMIR SRY. COMMISSIONER DONAHUE VOTES FOR AMIR AMIR SRY. MAYOR ANDREWS VOTES FOR ADAM HARTH. COMMISSIONER PIPPIN VOTES FOR ADAM HARTH. COMMISSIONER TRAVIS VOTES FOR ADAM HARTH AND VICE MAYOR. LITTLE VOTES FOR ABBY PATRA. SO WE HAVE A TIE. OKAY, BETWEEN AMIR, ER SORY AND ADAM HARTH C**K, BOTH HAVE THREE VOTES. ALRIGHT, SO I GUESS FOR ROUND TWO WE UH, VOTE FOR ONE OF THE TWO THAT EACH GOT THREE VOTES. IS THAT CORRECT? MM-HMM . ALL RIGHT. SO ROUND TWO. [00:40:35] ALL RIGHT, COMMISSIONER DUNN VOTES FOR AMIR AMER. COMMISSIONER GARRIS VOTES FOR AMIR. UM, AMERS AUDREY, COMMISSIONER DUNNA WHO VOTES FOR AMIR AMER AUDREY MAYOR ANDREWS VOTES FOR AMIR AMERS VICE MAYOR. LITTLE VOTES FOR AMIR AMERS. AUDREY COMMISSIONER TRAVIS VOTES FOR ADAM HARTH AND COMMISSIONER PIPPEN VOTES FOR ADAM HARTH. OKAY, WE HAVE FIVE VOTES FOR AMIR AMER AUDREY AND TWO VOTES FOR ADAM HARTH. SO AMIR AMERS AUDREY WITH APPEARS TO WIN. VERY GOOD. I'LL TAKE US [2. Appointment of three (3) members to the Park Board] ON TO NEW BUSINESS ITEM NUMBER TWO, APPOINTMENT OF THREE MEMBERS FOR THE PARK BOARD. AND UH, I GUESS, I DON'T KNOW, WE HAVE A LITTLE BIT OF A DIFFERENT PROCESS FOR THIS. IS THERE ANYTHING WE NEED TO TALK ABOUT GOING IN? WE DO, AND I DON'T KNOW, JUST TO GIVE YOU ALL A HEADS UP AS YOU SEE THEY'RE DIFFERENT TERMS BECAUSE THEY'RE REPLACING UM, PEOPLE WHOSE TERMS ARE NOT QUITE OVER YET. SO THAT'S THE REASON WHY THEY'RE BROKEN INTO THREE. UM, I THINK AND, AND HOLLY AND I AND JASON ALL THOUGHT TO DO THE FIRST ONE, THE LONGER TERM OR THE LONGEST TERM AND THE SECOND LONGEST AND THEN THE THIRD. SO DO THREE DIFFERENT ROUNDS. UM, ULTIMATELY IT'S UP TO THE COMMISSION HOW YOU ALL WANNA DO IT, BUT THAT WAS KIND OF OUR THOUGHT WAS TO DO THAT LONGEST TERM FIRST. SO YOU WOULD ONLY VOTE FOR THAT TOP CANDIDATE FIRST OR THAT TOP SLOT I GUESS SEEMS THE MOST EFFICIENT. YEAH. OKAY. KIND OF A LITTLE DIFFERENT. SO IF FOLKS WOULD, UH, IS EVERYONE GOOD WITH THAT RECOMMENDATION? EVERYBODY? SURE. ALRIGHT, SO WE'LL DO THE LONGEST TERM FIRST STRIKE. SO YOU'RE SAYING THAT YOU GOT THE SAME NAME SO WE CAN VOTE FOR THE SAME PERSON THREE TIMES? YOU COULD, BUT, BUT OUR RECOMMENDATION IS TO VOTE ONLY FOR THAT LONGEST TERM FIRST, UM, TO FILL THAT LONGEST STANDING TERM FIRST AND THEN AFTER. THIS IS WAY CONFUSING. IT IS, IT IS A LITTLE BIT CONFUSING. THE WAY WE USED TO DO IT WAS REALLY MUCH EASIER. THE ONE THAT GOT THE LEAST VOTES DID THE LAST, THE SHORTEST TERM AND THEN YOU JUST, THAT'S YOU. RIGHT. AND THAT'S TYPICALLY WHEN WE HAVE ONLY TWO, BUT THIS ONE WITH THREE THAT WE COULDN'T FIGURE OUT HOW TO MAKE THAT WORK SO. WELL YOU'RE AN ATTORNEY. I'M NOT A , I'M NOT A MATHEMATICIAN THOUGH. . WELL, AS STEVE GAVE US QUITE A FEW COPIES, WE MIGHT HAVE MULTIPLE ROUNDS FOR EACH TERM. YES, YES. SO RIGHT NOW WE ARE DOING THE TERM ENDING APRIL 30TH, 2028. YES. MM-HMM . SO JUST VOTE FOR ONE AND UM, WE WILL SEE WHO GETS THE THAT'S CORRECT. AND AGAIN, THAT'S JUST A RECOMMENDATION. SO THE COMMISSION CAN DO HOWEVER YOU ONLY VOTE, ONLY VOTE FOR THIS CONVERSATION. OKAY. OKAY. I DON'T DO WELL WITH NEW STUFF. I KNOW. SORRY. THIS IS, WE'RE DOING THE BEST WE CAN. I KNOW WE'RE DOING THE BEST WE CAN WITH WHAT WE'VE GOT, SO THANK YOU. I THINK I SIGNED IT. THANK YOU. READY? I'M READY. ALRIGHT. COMMISSIONER DUNN VOTES FOR CHUCK NIK. COMMISSIONER DUNHILL VOTES FOR ROBERT ROTH. COMMISSIONER GARRIS VOTES FOR CHUCK NIK. MAYOR ANDREWS VOTES FOR EDWARD STAN WORTH VICE MAYOR. LITTLE VOTES FOR CHUCK NIK. COMMISSIONER TRAVIS VOTES FOR EDWARD STANMORE AND COMMISSIONER PIPPEN VOTES FOR EDWARD STANMORE . WELL WE HAVE A TIE BETWEEN UH, CHUCK CZARNIK AND EDWARD STANMORE. ALRIGHT, WE BOTH HAVE THREE VOTES. WE DO ROUND TWO FOR THE, THE TERM ENDING APRIL 30TH, REMEMBERING THAT WE'LL, OR 28, REMEMBERING THAT WE'VE GOT A TERM THE ENDING APRIL 30TH, 2027 COMING UP NEXT THAT THEY'RE BOTH ELIGIBLE FOR. YES. BUT IF WE COULD PICK BETWEEN, UH, CHUCK CZARNIK AND EDWARD DENWORTH. WE'LL DO ROUND NUMBER TWO. LET'S DO IT. [00:45:35] YOU READY? I'M READY. ALL RIGHT. COMMISSIONER DUNN VOTES FOR CHUCK CZARNIK. COMMISSIONER PIPPIN VOTES FOR EDWARD STAN WORTH. COMMISSIONER TRAVIS VOTES FOR EDWARD STAN VICE MAYOR. LITTLE VOTES FOR CHUCK CZARNIK. MAYOR ANDREWS VOTES FOR EDWARD STAN WORTH. COMMISSIONER DONAHUE VOTES FOR EDWARD STAN AND COMMISSIONER GARRIS VOTES FOR CHUCK CZARNIK. OKAY, EDWARD STAN WORTH HAS FOUR VOTES AND CARRIES THE VOTE. ALL ALRIGHT, SO NOW WE GET TO VOTE FIRST. UH, OUR SECOND POSITION. SO THE SECOND SECTION FOR, UH, AN UNEXPIRED TERM ENDING APRIL 30TH, 2027. SO WE CAN FILL OUT YOUR BALANCE FOR THAT. RECOMMEND YOU ELIMINATE EDWARD STANMORE . WE'RE NOT SURE ABOUT THE WORK ETHIC THERE, SO IT'S A LOT OF RESPONSIBILITY. FOR EDWARD STAN. I DO NOT. OKAY. HE'S NOT THAT BIG OF A DIGESTIVE . THANK YOU SIR. YOU READY? MM-HMM ALRIGHT. COMMISSIONER PIPPIN VOTES FOR CHUCK CZARNIK. COMMISSIONER GARRIS VOTES FOR CHUCK CZARNIK. COMMISSIONER DOWN VOTES FOR CHUCK CZARNIK. COMMISSIONER DONAHUE VOTES FOR CHUCK CZARNIK. MAYOR ANDREWS VOTES FOR CHUCK NIK VICE MAYOR. LITTLE VOTES FOR CHUCK CZARNIK AND COMMISSIONER TRAVIS VOTES FOR CHRIS DOY. OKAY, UH, CHUCK CZARNIK HAS SIX VOTES AND CARRIES THE VOTE ALL SO NOT LEFT. ALRIGHT, VERY GOOD. SO NOW OUR THIRD ROUND FOR THE PARK BOARD. THIS IS FOR AN UNEXPIRED TERM ENDING APRIL 30TH, 2026. SO THE BOTTOM SECTION AND OF COURSE IS UH, TO REPEAT THE COMMENT BEFORE WE'LL TAKE CHUCK AND EDWARD OFF THE LIST. MAY I ASK WHY WE MISSED SO MANY PEOPLE? QUIT THE PARK BOARD ALL AT ONCE? UM, I REALLY, ONE WAS ON TWO BOARDS. OH THAT'S RIGHT. THAT WAS ONE OF THE THREE. THAT'S ONE OF THE THREE. THAT'S TRUE. YEAH, THAT WAS BILL FROST. THEY'RE ALL ON EXPIRED TERMS, SO YES. AND THEN IT'S JUST STRANGE I THINK, I THINK ONE HAD A WORK CONFLICT. WORK CONFLICT. MM-HMM OKAY. BUT THE OTHER ONE, I'M JUST IMPRESSED THAT WE HAD JUST MULTIPLE APPLICANTS FOR ALL THE BOARDS, WHICH I DON'T, I DON'T KNOW IF THAT HOW IT USUALLY IS, BUT FOR, UM, IT'S HARD. THIS IS MORE THAN USUAL, RIGHT? YEAH. GLAD TO SEE ENGAGEMENT AND THIS MANY PEOPLE, RIGHT? THIS IS UNUSUAL. SO I THINK EVERYBODY GOT EXCITED DURING THE ELECTION. GOT PEOPLE GOT ENGAGED. YEAH. AGREED. PEOPLE APPLYING AND PEOPLE THAT HAVE NOT BEEN ON ANYTHING BEFORE. JUST STEPPING UP I THINK IS GREAT. Y'ALL READY? MM-HMM . ALL RIGHT. COMMISSIONER PIPPEN VOTES FOR ROBERT ROTH. COMMISSIONER DUNN VOTES FOR ANGELA NORDSTROM. COMMISSIONER DONAHUE VOTES FOR ROBERT ROTH. COMMISSIONER GARRIS VOTES FOR ROBERT ROTH. MAYOR ANDREWS VOTES FOR CHRIS DOY VICE MAYOR. LITTLE VOTES FOR ROBERT ROTH AND COMMISSIONER TRAVIS VOTES FOR CHRIS DOY. OKAY, ROBERT ROTH HAS FOUR VOTES AND CARRIES THE VOTE. ALRIGHT, . ALRIGHT, WELL VERY GOOD. SO THAT, UH, CARRIES THROUGH THE PARK BOARD WITHOUT HAVING TO MAKE ADDITIONAL COPIES OF THE BALLOT. SO, UH, ALRIGHT. [3. Appointments of three (3) members to the Environmental Advisory Board] AS WE'RE MOVING THROUGH OUR UH, APPOINTMENT MARATHON, WE'RE APPOINTING THREE MEMBERS THE ENVIRONMENTAL ADVISORY BOARD, SO TO FIND THE CORRECT BALLOT. AND ARE THERE ANY COMPLICATIONS FOR THIS ONE? NO SIR. OH, VERY GOOD. , PRETEND LIKE I WASN'T RUDE. I WASN'T RUDE. RUDE. [00:50:35] ARE YOU READY? I'M READY. OKAY. COMMISSIONER DUNN VOTES FOR HEATH BUSCH, TANYA TODD AND APRIL WYATT IT COMMISSIONER DONAHUE VOTES FOR KIERAN ALIA, SORRY. KIERAN HEATH BUS AND TANYA TODD. COMMISSIONER PIPPIN VOTES FOR HEATH BUS. BEN MATTHEWS AND TANYA TODD. COMMISSIONER TRAVIS VOTES FOR HEATH BUSCH. ALLISON M MOYLE POSEY AND TANYA TODD. HOLD A SECOND. OKAY. I'M SORRY. CUT. OKAY. VICE MAYOR LITTLE VOTES FOR HEATH BUSCH. ALLISON HUDDLESTON AND TANYA TODD, VICE MAYOR ANDREWS VOTES FOR HEATH BUSCH. ALLISON HUDDLESTON AND TANYA TODD. COMMISSIONER GORE VOTES FOR KIERAN AULA, HEATH BUSH AND TANYA TODD. OKAY, WE HAVE UH, SEVEN VOTES FOR HEATH BUSH. SEVEN VOTES FOR TANYA TODD. AND THEN WE, I ASSUME THAT THOSE TWO CARRY YES. IS THAT CORRECT? YES. MM-HMM . AND THEN WE HAVE A TIE. WE HAVE TWO INDIVIDUALS WITH TWO VOTES. KIERAN, UH, HOW'D YOU PRONOUNCE THAT? ULA. OKAY. ULA AND, UH, ALLISON HUDDLESTON BOTH HAVE TWO VOTES. SO WE'LL NEED A TIEBREAKER, I PRESUME FOR THOSE TWO INDIVIDUALS. ALRIGHT, SO THIS ROUND WE CHOOSE BETWEEN KAREN AND ALLISON HUDDLESTON. IS THAT CORRECT? YES. ALLISON HUDDLESTON. YEAH. THERE'S TWO ALLISONS, RIGHT? SO YEAH, THAT'S WHAT THROUGH ME. CHOOSE OR ALLISON CAREFULLY OR KAREN. SO THAT'S ONE. THANK YOU. ALL RIGHT. GARRIS VOTES FOR KAREN AULA. COMMISSIONER DONAHUE VOTES FOR KAREN AULA. COMMISSIONER DUNN VOTES FOR KAREN AULA. MAYOR ANDREWS VOTES FOR ALLISON HUDDLESTON VICE MAYOR. LITTLE VOTES FOR ALLISON HUDDLESTON. COMMISSIONER TRAVIS VOTES FOR ALLISON HUDDLESTON AND COMMISSIONER PIPPIN VOTES FOR ALLISON HUDDLESTON. OKAY, ALLISON HUDDLESTON HAS FOUR. THE SEVEN VOTES CARRIES THE VOTE. VERY GOOD. AND THAT, UH, [4. Appointment of one (1) member to the Veterans Monument Ad Hoc Committee] MOVES US ON TO OUR, UH, FINAL APPOINTMENT PROCESS FOR OUR ONE MEMBER TO THE VETERANS MONUMENT AD HIGH COMMITTEE. JUST WANNA POINT OUT, UM, WE DO WANT TO THINK ABOUT TOM FREEMAN WHO'S A MEMBER THAT WE'RE REPLACING, WHO HAD A, A VERY, VERY TOUGH SITUATION WITH THE FAMILY THAT'S KEPT HIM FROM SERVING. UM, ALRIGHT, SO IF EVERYONE CAN MARK YOUR BALLOT, CHOOSE ONE MEMBER. [00:55:04] ALL RIGHT. YOU READY? ALL RIGHT. COMMISSIONER DUNN VOTES FOR ERIC ZIMMERMAN. COMMISSIONER GRIS VOTES FOR CHARLES HAWKINS. COMMISSIONER DUNHILL VOTES FOR ERIC ZIMMERMAN. MAYOR ANDREWS VOTES FOR CHARLES HAWKINS. MAYOR. LITTLE VOTES FOR CHARLES HAWKINS. COMMISSIONER TRAVIS VOTES FOR JARED PETERS AND COMMISSIONER PIPPEN VOTES FOR JARED PETERS. OKAY. CHARLES HAWKINS SAYS THREE VOTES. THE, UH, TWO OTHER CANDIDATES HAVE TWO. SO CHARLES HAWKINS CARRIES THE VOTE. DO WE, IS THAT HOW IT WORKS OR DO WE HAVE TO GET FOUR? WE ONLY NEED ALL NEED FOUR. OH, YOU NEED FOUR. I'M SORRY. SO WE DON'T CARRY THE VOTE. SO CLOSE. SO WITH THAT SET OF REVOTE IS APPROPRIATE. SO NOW WE'LL SWITCH MY, MY VOTE TO CHARLES KINS HAWKINS AND BE AND WELCOME HIM TO THE COMMITTEE. IF THAT'S AN ACCEPTABLE PARLIAMENTARY MOVE. I THINK IT'S FINE IF THERE'S YEAH, IF YOU'D THE REST OF THE BOARD'S OKAY WITH IT. YEAH. IS THERE THE SAME RESULT? I KNOW I WENT TO MEMPHIS, BUT WE LEARNED THAT IT SEEMS THAT OUR COUNCIL WERE THE TRIP OVER HERE. THAT'S RIGHT. ALL GOOD CANDIDATES. ALL OF THEM. ONE OF THEM. WELL, AND TO, UH, AND TO REALLY EMPHASIZE THE POINT THAT COMMISSIONER DONAHUE MADE EARLIER IS WHAT A, A GREAT ABUNDANCE OF QUALIFIED CANDIDATES FOR ALL THESE. AND YOU KNOW, I HOPE EVERYONE THAT APPLIED TO THE BOARDS AND YOU KNOW, THE ONES THAT APPLIED AND DIDN'T GET IT, I HOPE THEY DON'T TAKE THAT AS DISCOURAGEMENT AT ALL. 'CAUSE WE HAD SOME FANTASTIC APPLICANTS FOR ALL THESE BOARDS. ALRIGHT, [5. Other new business] SO ANY OTHER NEW BUSINESS? ANYBODY? ALL RIGHT. WE DO HAVE THE NOTICE OF A FUTURE APPOINTMENT OF ONE MEMBER TO THE TREE BOARD FOR INFORMATION ONLY. SO IT'LL BE COMING UP. SO, UH, I WANNA ENCOURAGE FOLKS TO APPLY, UM, IF FOLKS THAT UH, APPLY TO THESE BOARDS AND HAVE A PASSION FOR THE TREE BOARD. I WILL SAY THAT IT'S VERY IMPORTANT TO, UH, TO CHOOSE A BOARD TO UH, BE A PART OF THAT YOU REALLY WANT TO DO THE WORK OF THE BOARD. UM, I THINK IT'S, UH, IT'S A, IT'S A BIG DEAL AND THESE ARE OUR WORKING BOARDS AND TREE BOARD AS, AS MUCH AS ANY IS, IS REAL COMMITMENT. ALRIGHT. SO ANYTHING ELSE WHILE WE'RE ALL TOGETHER, DO WE HAVE A A MOTION TO ADJOURN? A MOTION TO ADJOURN? SECOND. SECOND. ALL ALL IN FAVOR? AYE. AYE. A ADJOURNED. THANK YOU Y'ALL. THANK YOU. * This transcript was created by voice-to-text technology.
