FATHER, EVEN THE HEAT OF THE SUMMER DAY DID NOT DESTROY THE GREAT BEAUTY OF BRENTWOOD.

AND FATHER, WE THANK YOU SO MUCH THAT YOU HAVE SET OUR FEET IN SUCH PLEASANT PLACES.

LORD, WE PRAY THIS EVENING FOR THE TWO OFFICERS THAT WILL BE TAKING THE OATH, BUT ALL OF OUR FIRST RESPONDERS WHO DAILY WATCH OVER US AND TRY TO KEEP US SAFE, WATCH OVER THEM AND THEIR FAMILIES, KEEP THEM FROM STRESS, HELP THEM TO CARRY OUT THEIR CALLING WITH EXCELLENCE.

I'M THE EXECUTIVE DIRECTOR FOR LEADERSHIP BRENTWOOD, WHICH IS THE, UH, NON-PROFIT ARM OF WILLIAMSON INC.

CHAMBER OF COMMERCE.

AND EACH YEAR, OUR 20 CLASS MEMBERS FROM LEADERSHIP BRENTWOOD DO PROJECTS, THREE PROJECTS FOR THE CITY, FOR THE BENEFIT OF THE COMMUNITY.

AND WE'RE SO HAPPY TO PRESENT THESE PROJECTS TONIGHT.

OUR THREE TEAMS, OUR FIRST TEAM IS TEAM TBD.

EACH TEAM GOT TO SELECT THEIR PROJECT NAME, NOT TEAM, A, B, C OR 1, 2, 3.

BUT THIS IS TEAM TBD.

NOW, IS IT MY UNDERSTANDING THAT THE CLASS OF 2025 IS OBJECTIVELY AND UNDISPUTED THE BEST CLASS EVER? THAT'S WHAT I THOUGHT.

WELCOME TEAM.

UH, COMMISSIONERS, UH, I'M JASON DILL, CITY ENGINEER OF CITY OF BRENTWOOD.

UM, HAD THE HONOR OF, OF GOING THROUGH LEADERSHIP, BRENTWOOD, AND, UH, BEING ON I THINK THE BEST TEAM, TBD.

UM, OUR PROJECT WAS, UH, FOR THE, UH, UH, TENNESSEE BATS CHILDREN'S HOME.

UH, WE MET, UH, WITH THEM AND, AND THEY DISCUSSED A NEED, UH, TO US THAT, UH, THERE WAS A COUPLE OF NEEDS.

ACTUALLY.

THE, THEIR PRIMARY NEED WAS THEY HAD AN OLD CLOSET IN THE OLD GYM THAT WAS BASICALLY FOLDED UP WITH, UH, UH, WOOD RACKS AND CLOSETS AND, AND KIND OF THE WAY THEY WERE FUNCTIONING NOW AS THEY WERE ROLLING IN ALL OF THEIR GAMES AND BALLS AND THAT TYPES OF MATERIAL, UH, IN AND OUT OF THE GYM.

SO THEY NEEDED SPACE, UM, TO BE ABLE TO UTILIZE THAT SPACE A LITTLE BETTER.

UM, THEY ALSO, UH, HAD A DEFUNCT, UH, UH, UH, AIR HOCKEY TABLE, AND THEY ALSO, UH, EXPRESSED THE NEED.

WELL, YEAH, THERE'S AIR HOCKEY TABLE.

THEY EXPRESSED THE NEED, UH, FOR A SPACE WHERE, UH, WHERE, UH, WE'RE, UH, FOSTER PARENTS THAT COME IN AND HELP SUPPORT THESE KIDS.

SOMETIMES THEY NEED A PLACE TO, TO, FOR RELIEVE STRESS RELIEF.

SO ONE OF THOSE IDEAS WAS A WORKOUT AREA.

SO THEY NEEDED A A A BASICALLY A WEIGHT BAR.

WE DON'T REALLY HAVE A PICTURE OF THAT, BUT A WEIGHT BAR TO HOUSE THE WEIGHTS AND GIVE 'EM A SPACE TO, TO DO A LITTLE EXERCISE, A LITTLE, LITTLE, LITTLE, LITTLE, UH, DE-STRESS.

SO, BUT ANYWAYS, UH, WE, WE TOOK A WEEKEND AND WENT IN AND, UH, DEMOED THE CLOSETS OUT.

UH, I WILL HAVE TO GIVE A A THANKS TO, UH, BAIRD GRAHAM, WHO'S BUILDING SOME OF THE HOUSES OUT AT EASTMAN PRESERVE IF HE LET US BORROW THEIR DUMPSTER.

SO THAT, UH, ALLOWED US TO PUT A FEW MORE BUCKS INTO, TO SOME OF THE AMENITIES WE WERE ABLE TO PROVIDE.

UM, SO ANYWAYS, YOU CAN SEE, UH, WE HAD ABOUT A $4,000 GOAL.

WE REACHED OUR GOAL.

UH, WE HAD A HUNDRED PERCENT TEAMWORK.

UH, WE HAD, UH, I GUESS TWO SLIGHT ISSUES WITH THE CLOSET.

WE KIND OF DESTROYED ONE FLUORESCENT LAMP AND WE HAD ONE SLIGHT PUNCTURE WOUND IN THE FOOT.

UM, BUT OTHER THAN EVERY, EVERYTHING ELSE WENT OUT WITHOUT A HITCH.

UM, AND WE REALLY, UH, APPRECIATE THE OPPORTUNITY TO, UH, DO THIS FOR THE CHILDREN'S HOME.

SO, WELL, THANK YOU.

THE JET SET ARTISANS ARE THE NEXT TEAM.

THIS IS A VERY EXCITING PROJECT.

ARE OTHER TEAM MEMBERS OH, ENOUGH YEARS, RIGHT? THAT'S WHY I HAD TO FINALLY GO THROUGH.

UH, GOOD EVENING.

UH, WE ARE, UH, THE TEAM JET SET ARTISANS AND OUR LEADERSHIP BRENTWOOD PROJECT THIS YEAR.

WE WERE ACTUALLY, UM, APPROACHED BY THE PARKS DEPARTMENT.

THEY ARE BUILDING THE NEW WINDY HILL PARK OVER IN, UH, BRENTWOOD.

THE PROPERTY WAS ORIGINALLY OWNED BY THE SENSING FAMILY.

UM, AND ON THAT PROPERTY HE ACTUALLY USED IT AS AN AIRSTRIP.

SO AS PART OF OUR MURAL, WE WANTED TO CAPTURE THE SPIRIT OF THE, THE PROPERTY, WHAT IT HAD BEEN USED FOR.

SO THERE IS AN EXISTING HANGAR STRUCTURE THAT WILL STAY ON THE PROPERTY.

AND OUR PROJECT IS ACTUALLY HAVING A MURAL PAINTED ON THE SIDE OF IT.

UH, SO WE FELT LIKE THIS WAS A GOOD WAY TO KIND OF CAPTURE SOME AESTHETICS, UH, TO WHAT OVERALL IS GONNA BE A GREAT PARK.

I, I, AS I UNDERSTAND IT'S UNDERWAY, UM, THIS IS WHAT THE MURAL IS GOING TO LOOK LIKE.

WE HAVE OUR ARTISTS SELECTED AND WE PRETTY MUCH ARE JUST WAITING ON THE GREEN LIGHT FOR WHEN THE PARK IS READY AND THERE'S NOT SUCH HEAT AND DUST AND EVERYTHING BLOWING AROUND.

UM, BUT WITH THIS PROJECT, WE ACTUALLY WERE ABLE TO RAISE, UH, $18,000, UM, JUST THROUGH LOCAL SUPPORT, DIFFERENT, UH, ORGANIZATIONS WITHIN THE COMMUNITY, ALL KIND OF CONTRIBUTING.

SO WE'RE ABLE TO PAINT THAT PICTURE YOU SEE THERE ON THAT, UH, ON THE HANGAR, UM, JUST AS A COMMEMORATION TOWARDS THE SENSING FAMILY AND BRINGING A LITTLE ART TO THE, TO THE PARK.

UH, SO THE PROJECT THAT WE DID WAS BRENTWOOD LIBRARY, AND I WANT TO THANK BECAUSE I SAW MANY OF YOU ON OUR RIBBON CUTTING A WEEK AGO, WHICH I THOUGHT IT WAS A GOOD SUCCESS TO HAVE SO MANY PEOPLE IN SUCH A HEAT AND ON FRIDAY.

SO GOOD ON THAT.

UH, WHY WE CHOSE A PROJECT, BECAUSE I THINK WHEN WE STARTED TO BRAINSTORM, THE IDEA WAS TO BRING SOMETHING TO, TO WORK ON SOMETHING THAT IS VERY PRECIOUS TO BRENTWOOD AND SOMETHING THAT WOULD BRING THE COMMUNITIES TOGETHER AND IMPROVE EVEN THE SPACE THAT IS ALREADY SO GREAT.

SO WHERE WE LOOKED AT BRENTWOOD LIBRARY.

SO WE HAD TWO KIND OF AREAS.

THE FIRST WAS THE AMPHITHEATER.

SURPRISINGLY MANY LIBRARY GO GOERS DID NOT EVEN KNOW THERE'S AN AMPHITHEATER AT THE BACK OF THE LIBRARY BECAUSE IT WAS PRETTY RUN DOWN.

SO AGAIN, I WANT TO HIGHLIGHT THE COLLABORATION ON THAT PROJECT BECAUSE WITHOUT THE PARKS AND RES HELP, WE WOULD NOT BE ABLE TO CLEAN THAT UP.

SO BIG THANKS FOR THEIR SUPPORT AS WELL.

AND NOW WE COULD SEE, THE OTHER DAY I WAS WALKING THERE, THEY COULD HAVE DONE TCAP REHEARSALS, UH, BEFORE THE HOLIDAY.

SO IT WAS STARTING TO BEING UTILIZED MORE THAN IT WAS BEFORE.

NOW IF WE MOVE, NEXT ONE, UH, SO ANOTHER PART OF OUR PROJECT WAS WE WANTED OUTDOOR PLACE TO BE MORE EDUCATIONAL AND PLAYFUL.

SO WE INSTALLED TWO PICNIC TABLES A ROW ALONG THE PADS.

NOW, WHEN WE STARTED DOING THIS PROJECT, I COULD NEVER IMAGINE THAT INSTALLING A PAD WOULD COST COUPLE OF THOUSANDS OF DOLLARS, .

BUT THERE YOU GO.

NINE MONTHS LATER, WE KNOW THE PRICE OF THE PAD.

SO AGAIN, TO MAKE THIS PROJECT MORE INCLUSIVE, THE FIRST TABLE AS YOU SEE ON THE PICTURE, WHICH IS CLOSER TO THE PATH, IS A DA ACCESSIBLE, WHILE THE TABLE THAT IS DOWN FURTHER AT THE BACK, IT HAS A CHESS TABLES, AGAIN TO FOSTER THE SPIRIT OF LEARNING AND EDUCATION AMONG THE KIDS.

AND APART FROM THAT, WE ALSO BOUGHT, UH, CORN HOLES, OTHER OUTDOOR GAMES, BIG JENGAS, LOTS OF CONNECTED DOTS, ET CETERA.

SO JUST TO MAKE SURE KIDS ARE ENTERTAINED AND THEY SPEND THE DOORS OUTSIDE AND ALSO INTEGRATED LEARNING WITH THEIR PLAYING.

AND THE LAST ONE, WE COULD NOT HAVE DONE THIS WITHOUT, OF COURSE, THE SUPPORT OF OUR SPONSORS.

UH, TANYA TRAVIS, SHE WILL TAKE THE TITLE OF FINANCE DIRECTOR DESIGNATE AT THIS POINT.

UH, SHE'S SERVED IN THE CITIES OF SPRING HILL, FAYETTEVILLE,

AND SHELBYVILLE, AND MOST RECENTLY SHE WORKED WITH, UH, TENNESSEE CITIES AS A FINANCE AND ACCOUNTING CONSULTANT, UH, FOR THE UNIVERSITY OF TENNESSEE INSTITUTE OF PUBLIC SERVICE, MUNICIPAL TECHNICAL ADVISORY SERVICE.

WE KNOW IT AS MTAS.

UH, SHE BRINGS TO THE JOB A HIGH LEVEL OF KNOWLEDGE, EXPERIENCE, AND CUSTOMER SERVICE SKILLS.

AND SO SHE'LL FILL THE POSITION THAT WILL BE LEFT, UH, VACANT BY OUR OWN, UH, KAREN HARPER, WHO PLANS TO RETIRE IN EARLY 2026.

SO WE'VE PURPOSELY BUILT IN A SIGNIFICANT AMOUNT OF OVERLAP, WHICH WE THINK WILL MAKE THE TRANSITION MUCH EASIER, MUCH MORE SEAMLESS.

UH, BOTH INDIVIDUALS KNOW EACH OTHER AND THEY WILL WORK TOGETHER THROUGH THE FALL, WINTER.

AND, UH, THAT'LL GIVE TANYA AN OPPORTUNITY TO, UH, LEARN ABOUT THE PEOPLE, THE FUNCTION, THE ORGANIZATION, AND HOW WE FIT INTO THE COMMUNITY.

UH, IT ALSO PROVIDES TIME AND OPPORTUNITY FOR BOTH TANYA AND KAREN AND THEIR STAFF TO REALLY, UH, GET, UH, TAKE SOME TIME AWAY FROM THE DAILY ROUTINE, WHICH KIND OF TIES YOUR TIME UP AND, UH, FOCUS ON THE LOOKING AT ROLES AND, UH, INITIATIVES AND PROCESSES AND TECHNOLOGIES AND ALL THOSE THINGS WHILE WE HAVE ALL THAT BRAIN TRUST TOGETHER.

SO WE'RE EXCITED TO HAVE HER, UH, START ON AUGUST 4TH AND WE EXPECT GREAT THINGS OUTTA THAT FUNCTION.

AND THEN FINALLY, UH, JUST A REMINDER THAT THE FIRST DAY OF SCHOOL IS RIGHT AROUND THE CORNER, UH, AUGUST 4TH, WHICH IS REALLY HARD TO BELIEVE.

UH, I'VE BEEN UP HERE 16 YEARS AND I DO HAVE SOMETHING TO SAY TO THAT THROUGH THE YEARS SINCE 2009 WHEN I BECAME A COMMISSIONER, GEOGRAPHY HAS BEEN USED AS A REASON TO DENY.

UM, COMMISSIONER DUNN HAS BEEN UP HERE 35 YEARS.

SHE'S OUR MOST SENIOR COMMISSIONER.

AND I WOULD SAY THAT SHE AND, UH, REGINA SMITHSON AND JOE SWEENEY AND JOE REGAN AND SEVERAL OTHERS, BETSY CROSLEY ALONG THE WAY, UH, MANY OTHERS THAT I COULD GO THROUGH AND MENTION ARE THE REASON THAT WE ARE CONSIDERED ONE OF THE PREMIER CITIES IN THE WORLD.

BUT NOT ONLY THAT, WE ARE KNOWN FOR OUR STRICT ZONING STANDARDS.

SO OUR LONG HELD TRADITION OF ANY COMMISSIONER WITH A VALID REASON.

AND I DO CONSIDER GEOGRAPHY A VALID REASON, CAN DENY SOMEONE BEING APPOINTED TO THE PLANNING COMMISSION.

DOES NOT MEAN THAT THEY WOULD DENY 'EM IN THE FUTURE, BUT AT THIS POINT IN TIME, THEY CAN.

UH, I BELIEVE THAT TRADITION SHOULD BE KEPT, UH, DOES A COUPLE OF THINGS.

YOU HAVE SEVEN COMMISSIONERS, INCLUDING THE MAYOR, WHO ALL LOOK AT THOSE APPOINTMENTS A LITTLE BIT DIFFERENT.

AND THEY ALL REPRESENT BRENTWOOD.

AND IF THEY CHOOSE TO DO THAT, I FEEL LIKE THEY SHOULD HAVE THAT RIGHT.

AND THE REASON OUR COMMISSION DEVELOPED THAT TRADITION WAS BECAUSE IT KEPT THE MAYOR FROM BECOMING TOO POWERFUL BY COMING IN AND JUST SUDDENLY THROWING EVERYBODY OFF THE PLANNING COMMISSION AND APPOINTING ALL NEW PEOPLE TO THE PLANNING COMMISSION, WHICH I DON'T THINK BRENTWOOD CITIZENS WOULD'VE CATERED TO VERY WELL.

BUT, BUT YOU KNOW, SOMETIMES THINGS LIKE THAT HAPPEN IN CITIES AND IT CAN TOTALLY CHANGE THE FABRIC.

WHEN I FIRST BECAME MAYOR IN 2019, I WAS CHARGED WITH APPOINTING.

WE HAD A COMMISSIONER WHO HAD JUST BEEN ELECTED, ONLY BEEN ON THERE FOR A FEW WEEKS, AND SOMEONE HAD CHOSEN BETSY CROSSLEY, WHO'D BEEN MAYOR TWICE, HAD SERVED ON THE PLANNING COMMISSION BEFORE SHE WAS COMMISSIONER, SERVED ON THE PLANNING COMMISSION AS A COMMISSIONER, PROBABLY SERVED ON EVERY BOARD THE CITY HAS ALONG WITH MANY REGIONAL, STATE AND COUNTY ORGANIZATIONS AND BOARDS.

COMMISSIONER MCMILLAN DENIED BETSY CROSSLEY NEVER REALLY GAVE ME A GOOD REASON.

AND I DID

TELL HER, DO YOU NOT REALIZE THIS PERSON MAY BE, IF NOT THE MOST QUALIFIED PERSON EVER NOMINATED TO BE ON THE PLANNING COMMISSION? AND NOW SHE IS AS OUR MAYOR'S APPOINTMENT SHOWING HIS WISDOM.

BUT I HELD WITH HER TRADITION, DID NOT MAKE A RUCKUS ABOUT IT, AND WENT ON ABOUT THE BUSINESS OF THE CITY OF BRENTWOOD.

SO I VEHEMENTLY DISAGREE WITH COMMISSIONER TRAVIS AND I REALLY THINK WE SHOULD HAVE GONE ON TO THE NEXT CANDIDATE.

I'VE HAD TO CHOOSE MORE THAN ONE CANDIDATE BECAUSE SOMEONE HAS DENIED THEM.

I JUST WENT ON TO THE NEXT CANDIDATE.

DOES NOT MEAN THAT PERSON MAY NOT BE ABLE TO SERVE IN THE FUTURE.

'CAUSE THIS COMMISSION CHANGES, BUT SOMETIMES PEOPLE'S POSITION CHANGES.

UM, I'LL DEFER TO THE COMMISSIONER WITH 35 YEARS EXPERIENCE, WHO HAS A LOT MORE TO DO WITH THE FABRIC AND THE EXCELLENCE OF OUR CITY THAN ANY OF US WHO SIT UP HERE.

SO THAT'S ALL I HAVE TO SAY ON THAT.

BUT I, I TOTALLY DISAGREE.

I THINK OUR TRADITION HAS WORKED REALLY, REALLY, REALLY WELL.

IF YOU THINK HOW GOOD BRENTWOOD HAS DONE COMPARED EVEN TO THE REST OF OUR COUNTY, OUR STATE, AND OUR NATION AND THE WORLD IN HOW WE HANDLE OUR RESIDENTIAL, 90% RESIDENTIAL, 5% SERVICE, INSTITUTIONAL, 5% COMMERCIAL, AND YET HAVE A VERY LOW TAX BURDEN, THAT IS ALMOST UNHEARD OF.

WHEN THEY HAVE SOMETHING LIKE A PROJECT IN THE CITY OR SOMETHING GOING ON, THEY'D REALLY ROLL UP THEIR SLEEVES, GET INVOLVED AND HELP IT TO HELP IT TO HAPPEN.

AND WHEN BIKE WALK, BRENTWOOD CAME TO US AND WAS TALKING ABOUT MOUNTAIN BIKE TRAILS IN SMITH PARK, THEY SAID, HEY, WE'RE NOT JUST TALKING ABOUT, HEY, WE HAVE AN IDEA.

WE'D LET THE CITY TO CARRY, CARRY IT ALL THE WAY THROUGH.

THEY RAISED A BUNCH OF MONEY, THEY WENT THROUGH BUILDING THE TRAILS AND BUILT QUITE A FEW OF THEM.

AND LAST SATURDAY, AND THEN AGAIN THIS FALL, YOU KNOW, THEY'RE SETTING UP VOLUNTEERS AND THEY'RE COMING OUT AND THEY'RE MAINTAINING THE TRAILS, THEY'RE PUTTING SWEAT EQUITY.

AND THAT IS A GREAT PART OF THE FABRIC OF OUR CITY.

AND IT BUILDS RELATIONSHIPS.

IT'S NOT JUST THE DOLLAR VALUE OF THE WORK THEY'RE DOING, IT'S THE FRIENDSHIPS THEY'RE BUILDING.

AND THE FOLKS, YOU KNOW, I GOT OUT THERE WHEN THEY WERE FIRST GATHERING FOR THE WORK SESSION AND THEY'RE SHARING TOOLS AND THEY'RE TALKING ABOUT WHAT THEY'RE DOING.

AND THE HEAD OF DAD TEACHING A SON HOW TO START A WEED EATER, , YOU KNOW, DO SOME OF THAT STUFF.

I THINK IT'S GREAT.

I WANNA BRING THE COMMISSIONERS UP TO SPEED A LITTLE BIT ON IT.

WE ARE HAVING CONVERSATIONS WITH WILLIAMSON COUNTY AND ALSO THE PRIVATE COMPANIES INVOLVED ABOUT CELLULAR COVERAGE IN BRENTWOOD, TRYING TO GET IT UPGRADED SOMEWHAT.

UM, THE STEP THAT'S GOING ON RIGHT NOW IS AFTER TALKING TO THOSE FOLKS, THEY'RE TRYING TO PUT TOGETHER, I GUESS YOU COULD KIND OF CALL IT A HEAT MAP, UM, WHERE THEY'RE TRYING TO SHOW A DISPLAY OF HOW THE COVERAGE IS IN VARIOUS AREAS OF TOWN TO WHERE OUR OPPORTUNITIES MIGHT BE.

THEY HAVE A ROUGH DRAFT OF IT ALREADY AND GAVE US AN IDEA OF SOME SPOTS THAT COULD MAKE AN IMPACT WHERE WE'RE GETTING IT, THAT, THAT UPDATED.

'CAUSE WE HAVEN'T REALLY LOOKED AT OUR, OUR, OUR CODES INVOLVING CELLULAR VOICE AND DATA IN QUITE SOME TIME.

WE'VE TRIED TO GET THE WORD OUT ABOUT THOSE COMING UP HERE IN THE COMING MONTHS, BUT I ALSO THINK IT'S WORTHWHILE FOR ANYBODY REALLY INTERESTED IN THIS ISSUE TO GO BACK AND TAKE A LOOK AT WHAT'S BEEN DONE ALREADY.

SO IT'S A VERY GOOD MEETING TO GO THROUGH AND REVIEW, JUST SO YOU'RE UP TO SPEED ON THAT.

SO I BRING THIS UP BECAUSE AS WE GET INTO THESE COMMUNITY MEETINGS, I THINK IT WOULD BE VERY MUCH THE BENEFIT OF US AS A COMMUNITY FOR ANYBODY INTERESTED IN GOING TO THE COMMUNITY MEETINGS AND BEING PART OF THIS TO TAKE THE TIME TO REVIEW WHAT'S HAPPENED ALREADY.
