RIGHT.

OUR FIRST ORDER OF BUSINESS TONIGHT, OF COURSE, IS, UH, ONE OF MY FAVORITE THINGS WE GET TO DO AS A COMMISSION, WHICH IS, UH, ADMINISTER THE OATHS OF OFFICE.

SO IT LOOKS LIKE, ACCORDING TO MY AGENDA, THAT MAYBE, UH, FIRE AND SAFETY IS GOING FIRST.

CHIEF COLLINS.

THANK YOU, SIR.

THANK YOU, MAYOR AND COMMISSION.

UH, BEFORE WE GET TO THE SWEARING IN, THERE WAS A FEW ITEMS I DID WANNA UPDATE YOU ON.

HE SERVED AS A LINE MEDIC IN GERMANY FOR THREE YEARS AS AN IN, AS AN INSTRUCTOR IN SOUTH CAROLINA FOR TWO AND A HALF YEARS.

HE OBTAINED THE EXPERT FIELD MEDICAL BADGE AND THE AIR ASSAULT BADGE, UH, DURING HIS TIME, UH, AS A COMBAT MEDIC IN THE US ARMY.

GRIFFIN AND HIS WIFE PAIGE, LIVE IN SMYRNA, AND THEY HAVE A 2-YEAR-OLD DAUGHTER NAMED MARLEY, WHO'S NOT HERE TONIGHT, UNFORTUNATELY.

AND I WILL SAY THAT JULIA'S FATHER HAD A LONG CAREER AND RETIRED AS, UH, AN ASSISTANT SHERIFF.

SO WHEN YOU SEE PAIGE PENN GRIFFIN, JUST GIVE HER A LITTLE GRACE .

OKAY.

WE'RE HAPPY TO HAVE HIM.

HE'S DOING GREAT AS WELL.

VERY GOOD.

JUST PUT THAT OUT THERE FOR YOU.

A MIDDLE TENNESSEE NATIVE.

DON'T SEE A LOT OF THOSE.

ALRIGHT.

HERE WE GO.

I, GRIFFIN EMMERICH.

I GRIFFIN EMMERICH.

DO SOLEMNLY SWEAR, DO SOLEMNLY SWEAR THAT I POSSESS ALL THE QUALIFICATIONS THAT I POSSESS ALL THE QUALIFICATIONS FOR THE DUTIES OF POLICE OFFICER, FOR THE DUTIES OF POLICE OFFICER AS PRESCRIBED BY THE CITY OF BRENTWOOD AS PRESCRIBED BY THE CITY OF BRENTWOOD.

COMMENTS FROM CITIZENS, INDIVIDUALS MAY COMMENT, AND ANY ITEM INCLUDED IN THE CONSENT OR REGULAR AGENDA OR ANY OTHER MATTER REGARDING THE CITY OF BRENTWOOD.

ALL COMMENTS SHOULD BE DIRECTED TO THE BOARD OF COMMISSIONERS

[00:15:02]

CITIZENS WHO WISH TO REQUEST AN ITEM BE MOVED FROM THE CONSENT AGENDA TO THE REGULAR AGENDA FOR DISCUSSION SHOULD MAKE THAT KNOWN TO THE BOARD AT THIS TIME, UH, WE HAVE A SIGN IN SHEET, UH, WITH ONE PERSON SIGNED UP, AND I BELIEVE THE CHIEF TOLD ME THAT SOMEBODY ELSE MENTIONED THEY'D LIKE TO SPEAK.

UM, SO IT SOUNDS LIKE WE HAVE TWO FOLKS SPEAKING TONIGHT.

SO, UH, FIRST SPEAKER IS CHUCK WELLS, I BELIEVE IT SAYS, LET TO COME APPROACH THE PODIUM.

GOOD EVENING.

I AM, UH, CHUCK WELLS, UH, PRESIDENT OF THE WILLIAMSON COUNTY LINES CLUB, AS WELL AS THE SENSORY GARDEN FOR THE BLIND.

RYAN AND I HAVE KNOWN EACH OTHER FOR OVER 15 YEARS.

UH, WE STARTED THE WILLIAMSON FAMILY LINES CLUB, AS WELL AS THE CENTURY GUARD FOR THE BLIND.

UH, AND WE'VE WORKED TOGETHER TO MAKE BOTH A VERY, UH, GOOD ORGANIZATION.

UH, I COULD HAVE NOT DONE IT WITHOUT HIM, AND HE PROBABLY COULDN'T HAVE DONE IT WITHOUT ME, AT LEAST.

HOPEFULLY HE THINKS THAT.

UH, BUT, UH, REALLY, REALLY HARD WORKER.

UH, HE DOES WHAT HE SAYS HE'S GONNA DO.

HE SHOWS UP WHEN HE SAYS HE'S GONNA DO IT, AND JUST HAS GREAT IDEAS AND GREAT, UH, CONNECTIONS WITH THE COMMUNITY.

AND I, I THINK HE WOULD TRULY BE A GREAT ASSET FOR CITY COMMISSIONER.

THANK YOU.

THANK YOU.

BEFORE I ADDRESS YOU, I JUST WANNA INTRODUCE MYSELF.

I'M REBECCA JACKSON.

I KNOW MY NAME WAS NOT ON, ON THE LIST MM-HMM .

TO SPEAK.

AND THE ADDRESS, UH, ON, ON THE, THE SIGN IT'S IN YOUR ADDRESS.

MY ADDRESS, YES.

UH, IS, UH, 10 11 STEWART LANE, BRENTWOOD.

OKAY.

UH, BRENTWOOD HILLS SUBDIVISION.

UH, MY HUSBAND AND I HAVE LIVED HERE IN BRENTWOOD FOR THE LAST 15 YEARS, AND I, UH, RECEIVED THE PLEASURE OF GETTING TO KNOW RYAN REED, UH, AS A MEMBER OF, UH, THE WILLIAMSON COUNTY, BNI.

UM, THERE ARE SEVERAL MEMBERS IN THAT GROUP.

UH, BUT THE ONE THING I LOVE ABOUT BNI IS THAT IT BRINGS OUT A LOT OF LEADERSHIP AND, UH, PARTICIPATION AND A LOT OF THE, THE MEMBERS THERE.

AND RYAN HAS BEEN A, AN INTEGRAL PART OF THAT GROUP, UH, EVER SINCE I'VE BEEN THERE.

I THINK HE'S BEEN A MEMBER FOR 25 YEARS, SO THAT'S LONGER THAN I'VE BEEN ALIVE.

SO, BUT, UM, BUT RYAN HAS ALWAYS BEEN A GREAT ADDITION AND, UH, VERY MUCH PARTICIPATING IN ALL OF THE ACTIVITIES.

UM, AND I'VE GOT TO KNOW HIM AS A PERSONAL FRIEND AS WELL AND HIS FAMILY.

UH, HE'S JUST VERY CONSISTENT.

UM, HE'S OF GREAT CHARACTER AND I THINK HE WOULD BE A GREAT ADDITION TO ALL OF YOU SITTING UP THERE.

THANK YOU.

THANK YOU.

ALRIGHT.

I THOUGHT JAY WAS COMING UP TO SPEAK.

OH.

OH, DO YOU WISH TO SPEAK? YES.

OKAY.

SO I AM THE RYAN REED THAT THEY BOTH SPOKE.

1607 ROBBIE COURT.

BRENT HAVEN.

THANK YOU.

SO, UH, UH, YOU KNOW, FIRST OF ALL, I WOULD LIKE TO SAY THANK YOU FOR THOSE NICE WORDS AND, UH, ALSO WATCHING LIVE RIGHT NOW, MY WHOLE FAMILY'S IN FLORIDA AND THERE'S ACTUALLY A PRETTY BIG LARGE GROUP.

SO I WANT TO SAY HI TO YOU GUYS.

AND HAPPY BIRTHDAY DAVID, MY BROTHER-IN-LAW, AND A BIG SPECIAL SHOUT OUT TO HARRY DUNN, WHO'S 109 MONTHS OLD RIGHT NOW.

AND HE'S AT HOME WATCHING, 'CAUSE HE COULDN'T GET HERE.

SO HE WANTED TO BE HERE, AND HE FELT LIKE HE LET ME DOWN.

YOU DIDN'T LET ME DOWN.

MATTER OF FACT, HE WORKED ON THE QUESTION, WHICH IS THE DIFFERENCE BETWEEN STRENGTH AND INFLUENCE.

POWER AND INFLUENCE.

HARRY, GOOD JOB.

SO THAT WAS A, ACTUALLY A SOMETHING THAT NELSON ASKED ALL THE PEOPLE IF THEY KNEW THE DIFFERENCE BETWEEN POWER AND INFLUENCE.

SO I PUT THAT ON HARRY'S TABLE TO HERE, YOU KNOW, LET'S FIGURE THIS OUT TOGETHER.

SO ANYWAYS, UH, WHAT DOES A CLEAR TRANSPARENCY LOOK LIKE WHEN IT COMES TO THE PUBLIC TRUST? AND WE DID A REALLY GOOD JOB OF PROVING THAT WITH THIS WHOLE APPLICATION PROCESS.

IT WAS ALL PUT ON THE PUBLIC WEBSITE.

WE GOT TO SEE ALL 21 CANDIDATES.

WE GOT TO SEE ALL OF THEIR ANSWERS TO THE FIVE MAJOR QUESTIONS.

AND OF COURSE, OTHER THINGS THAT WERE ON THAT LIST.

THAT IS PUBLIC TRANSPARENCY.

THAT IS AWESOME.

GOOD JOB.

THE, UM, THE, SOME OF THE THINGS THOUGH FROM THAT IS OF THE 21 CANDIDATES, I'VE BEEN ASKED, WHY ARE YOU THE ONLY ONE THAT'S SAYING THAT I'M NOT GONNA RUN AGAIN? I'M JUST INTERESTED IN HELPING RIGHT NOW.

WELL, THE REASON WHY IS WE JUST HAD A VERY ROUGH ELECTION AND THE VOTE WAS FOR A, YOU KNOW, THEY WANTED TO TAKE A VOTE.

THEY WANTED

[00:20:01]

THE PEOPLE TO VOTE FOR IF WE WERE GONNA HAVE A TENNIS FACILITY OR NOT.

THEY SAID, LET'S BRING THIS A VOTE.

SO IF YOU'RE APPOINTED, THEN YOUR PERCENTAGE WISE ARE GOING TO PROBABLY BE ON THE NEXT BALLOT TO WIN.

WHAT I MEAN BY THAT IS, I WENT AND LOOKED AT THE LAST EIGHT ELECTIONS AND THE LAST EIGHT ELECTIONS, YOU ONLY HAD 1.8 ON AVERAGE PEOPLE RUNNING AGAINST THE INCUMBENTS OR THE OPEN POSITIONS.

SO THAT GIVES YOU SOMEWHERE BETWEEN A 60 AND A 70% CHANCE OF WINNING.

THAT MEANS WHEN YOU APPOINT SOMEONE, YOU'RE APPOINTING 'EM REALLY FOR THESE TWO YEARS AND STATISTICALLY FOR THE NEXT FOUR.

SO THAT'S A HUGE APPOINTMENT, AND I REALLY BELIEVE THAT THAT'S NOT WHAT THE PUBLIC WANTS.

I'M AN EASY SOLUTION TO THIS PROBLEM, WHICH IS I CAN PLUG IN AND KNOW EXACTLY WHAT I NEED TO DO BECAUSE I'VE BEEN ALSO GOING TO ALL THE BOARDS I'VE BEEN SHOWING UP AND I'VE BEEN LISTENING AND LEARNING, AND I'M READY TO HIT THE GROUND RUNNING.

THERE WON'T BE A LEARNING CURVE LIKE A, A NORMAL NEW COMMISSIONER WOULD BE.

SO HOW COULD SOMEONE JOIN THE, TO BE A COMMISSIONER OVER THE TREE BOARD WHEN, I'M NOT SURE, THIS ISN'T MY STATEMENT, BUT IF YOU DON'T KNOW THE TREE BOARD MEETS TOMORROW, THEN THAT'S PROBABLY THE WRONG PERSON TO PICK.

SO I'LL BE THERE IN THE MORNING.

THE UH, BUT THE POINT IS, IS LIKE IF, IF YOU'RE GIVING THAT TITLE OUT, THE RESPONSIBILITY OF WHAT YOU'RE CREATING, ESPECIALLY WHEN MAYBE THEY HAVE NOT WON AN ELECTION BEFORE AND NOW YOU'RE PUTTING THEM IN AND THEY, THEY HADN'T WON BEFORE.

SO YOU'RE BYPASSING THE PEOPLE.

THAT'S MY MAIN POINT ON THAT.

THE, UM, UH, DOES SHOWING UP TO THE COMMISSIONER INFORMATION MEETING COUNT? DOES IT MATTER? WELL, THAT'S WHERE YOU HAVE TO BE.

THAT'S THE AGREEMENT.

WHEN YOU SAY THERE'S FOUR MEANS, YOU HAVE TO BE AT, I WAS THE ONLY ONE THERE.

AND I'M SITTING THERE JUST SURPRISED.

I WAS LIKE, THERE'S 21 CANDIDATES.

I THOUGHT THERE WOULD BE MAYBE FIVE OR SO BECAUSE I HAVEN'T SEEN EVERYONE, PEOPLE SHOWING UP AS A CITIZEN TO THE DIFFERENT BOARDS.

AND I'M SITTING THERE LIKE, WOW, THIS IS A STATEMENT.

IT'S UNFORTUNATELY, IT CREATES A ILLUSION OF A INSIDE PICK, A FRIENDSHIP PICK.

I'M NOT SAYING THAT THAT'S WHAT'S HAPPENING, BUT THAT CREATES THAT ILLUSION.

WHEN PEOPLE CAN WATCH A PUBLIC MEETING, WHICH ARE WATCHING RIGHT NOW, AND I'VE WATCHED WAY OVER 16 HOURS.

THIS IS WHAT I DO FOR A LIVING.

I INSTALL SURVEILLANCE CAMERAS AND WE LOOK FOR THE GOOD AND WE TEACH PEOPLE HOW TO GET BETTER.

SO THE POINT IS, YOU'RE SITTING THERE WATCHING AND NONE OF 'EM ARE SHOWING UP.

DOESN'T THAT COUNT FOR SOMETHING? I COULD HAVE LEFT WEDNESDAY WITH MY FAMILY, BUT I WAS LIKE, NO, THIS IS THE OBLIGATION.

BUT BIGGER THAN THAT, IT'S SHOWING PEOPLE THAT YOU WILL SHOW UP AND YOU WILL HELP WITH THE CITY TO BE BETTER.

I JUST, YOU KNOW, SO ANYWAYS, THE, UH, TO, I KNOW I'VE GOT LIMITED TIME, SO I'M GONNA WRAP UP.

UM, YOU KNOW, WHY DO REFERENCES MATTER? WE, I WATCHED THE DEBATE ON THIS AND SO THEY DEBATED IF, IF WE SHOULD EVEN PUT REFERENCES ON THE APPLICATIONS, YOU KNOW, AND THEN SEVERAL SAID, WELL, I, I'D LIKE 'EM BEYOND BECAUSE YOU KNOW, I CAN, IF IF YOU'RE IN THE TOP FIVE I'LL CONTACT THEM.

WELL, BY THE WAY, I DID A CHAT GPT, UH, ANALYSIS AND, AND EVEN SENT IT OUT FOR VERIFICATIONS TO OTHER BRENTWOOD BUSINESS IT COMPANIES.

AND I WON, I WON UNDER CHAT GPT.

THAT DOESN'T MATTER TONIGHT.

BUT THAT DOES MEAN I PROBABLY SHOULD BE CONSIDERING THE TOP FIVE JUST AS YOU GUYS ARE ARE TRYING TO LEARN MORE YOURSELF ABOUT IT.

SO WHEN YOU PUT YOUR REFERENCES DOWN AND YOU REFERENCE YOU ALL, WHAT DOES THAT SAY TO THE PUBLIC WHEN YOU SAY THERE'S ONE, I'M NOT GONNA COUNT, SAY ANYONE IN PARTICULAR, BUT WHEN YOU SAY YOU ALL AND THAT'S IT, IT'S INDICATING TO THE PUBLIC THAT YOU'RE NOT BRIGHT ENOUGH TO REALIZE THIS IS, IS COLL.

THIS IS AN INSIDE, IT CREATES A NEGATIVE IMAGE THAT SHOULDN'T BE THERE.

AN EASY WAY TO FIX THAT IS JUST WHEN WE CREATE THE APPLICATION, SAY, YOU KNOW, PLEASE DO NOT SAY ANYONE THAT'S CURRENTLY ON THE COMMISSION SAY, WHO HELPED DESIGNATE YOUR DESTINATION, WHO HELPED PROVE WHAT YOU'RE SAYING IS TRUE.

THAT'S WHAT A TRUE REFERENCE IS.

AND ANN KNOWS THIS.

SHE'S A, SHE'S A ENGLISH MAJOR FROM EAST CAROLINA.

SHE THOROUGHLY UNDERSTANDS THAT A, A REFERENCE IS TO HELP YOU SEE WHY THAT PERSON IS SAYING WHAT THEY SAID.

ALRIGHT.

AND TO FINISH,

[00:25:01]

UM, TO SUM IT UP IS, YOU KNOW, UM, WELL ACTUALLY I WOULD COME IN TO HELP.

MY WHOLE GOAL WOULD BE AT THE END OF TWO YEARS, ALL OF THE INCUMBENTS GET REELECTED BECAUSE I CAME IN TO HELP GET BETTER COMMUNICATION.

THAT WAS THE REASON WHY I PUT MY NAME IN THE HAT TO BE THE CITY MANAGER.

I KNEW I WASN'T GONNA BE THE CITY MANAGER.

I DIDN'T HAVE THE QUALIFICATIONS.

I WASN'T ONE, BUT I WANTED TO BE ASKED WHY.

AND UNFORTUNATELY I DIDN'T GET ON THE 12 JUST TO BE ASKED WHY THERE IS A COMMUNICATION THAT I CAN HELP BECAUSE THAT'S WHAT I DO FOR A LIVING.

THANK YOU VERY MUCH.

THANK YOU.

IS THERE ANYONE ELSE WHO WOULD CARE TO SPEAK? ALRIGHT, WE'LL CLOSE PUBLIC COMMENTS AND MOVE ON TO A REPORT FROM

[ Report from City Manager Report from the City Attorney Reports and comments by Commissioners and Mayor]

THE CITY MANAGER.

I HAVE NOTHING THIS EVENING.

OKAY.

AND, UH, A REPORT FROM THE CITY ATTORNEY IF WE COULD KEEP THAT BRIEF.

I THINK I'LL MET TIM.

I HAVE NOTHING TO EVENING YOU.

THANK YOU.

ALRIGHT.

REPORTS AND COMMENTS FROM THE COMMISSION AND MAYOR.

SO WE'LL START TONIGHT WITH COMMISSIONER DUNN.

THANK YOU.

UM, SINCE THE HISTORIC BOARD DID NOT MEET THIS MONTH, I THOUGHT THIS WOULD BE A GOOD OPPORTUNITY TO SHARE WHAT WE'VE DONE THIS YEAR SO FAR.

'CAUSE THEY'RE NOT MEETING DOESN'T MEAN THEY'RE NOT DOING ANYTHING.

THIS IS A REALLY HARDWORKING BOARD.

AND THIS MAY TAKE ME A COUPLE MINUTES, BUT I I I DO THINK THEY NEED THIS PAT ON THE BACK SOMETIMES.

THEY RAN A VERY SUCCESSFUL LECTURE SERIES CALLED BRENTWOOD SPEAKS, UH, TALKING ABOUT SOME OF THE EARLY DEVELOPMENT IN THE NEIGHBORHOODS.

UH, WE HAD THE BRENTWOOD TENNESSEE TURNPIKE HISTORY CREATED BY JOE GROSS AND HIS COMMITTEE.

AND THAT BECAME A BOOK AND WE PUT IT IN SCHOOL LIBRARIES AND THE CITY LIBRARY.

WE'VE HAD THAT SAME GROUP, DID EXTENSIVE COLLABORATION ON THE BRENT VALE PROJECT.

THAT WAS THE RESTORATION USING REPURPOSED WOOD OF THE CA CABIN THAT WAS AT CROCKETT PARK.

AND WE HAD A RIBBON CUTTING OUT THERE.

WE RAN THE BSA BOY AND SPRING ACADEMY CLASSROOM PROGRAM, WHICH INVITES CHILDREN FROM THE PUBLIC SCHOOLS OF, UH, BRENTWOOD TO, UH, COME OUT AND SPEND A DAY, UH, IN AN 1845 SCHOOLHOUSE.

WE HAVE THE, UH, BOWLING SPRING ACADEMY OPEN HOUSES THE FIRST SUNDAY OF EVERY MONTH FOR FIVE MONTH.

UH, THE NEWSLETTER, THE BUGLE, WHICH WE, UH, IS PART OF THE CITY NEWSLETTER, BUT IT'S WRITTEN BY THE HISTORIC BOARD.

WE HAVE THE HISTORY BOWL, WE HAVE THE RAVENSWOOD 200TH ANNIVERSARY EVENT.

WE PUT UP NEW HISTORIC SIGNS REPAIRED AND REPLACED OLD ONES.

UM, THIS TOOK, EVEN THE SPOUSES GOT IN ON THIS ACT.

WE HAD FURNISHINGS AT THE COOL SPRINGS HOUSE AND RAVENSWOOD STORED IN SOME OF THE OUTBUILDINGS.

THEY REVIEWED THESE, RELOCATED THEM WHERE THEY NEEDED TO BE, AND THEY, THEY, THE BOARD MEMBERS AND THEIR HUSBANDS HAD TRUCKS AND SPENT A COUPLE OF SATURDAYS DOING THAT.

UM, LET'S SEE.

THEY CONTINUE THE WORK ON THE, UM, BRENTWOOD VIRTUAL ARCHIVES.

SO EVERY RECORD WE HAD HAS BEEN DIGITIZED AND THEY'RE GETTING IT SO THAT NOW WE CAN HAVE A TOTAL VIRTUAL ARCHIVES THAT THE PUBLIC CAN ACCESS AND WE CAN THANK CHUCK CHERYL AT THE TENNESSEE STATE LIBRARY FOR HELPING US WITH THAT.

UM, THEY ALSO WORK WITH THE TECH DEPARTMENT TO, UH, RECREATE WHEN THE NEW WEBSITE WAS GOING UP TO THE HISTORIC HOMES AND SITES.

AND THAT'S NOW ON THE WEBSITE.

AGAIN, THEY WERE TEMPORARILY DOWN WHILE THE NEW WEBSITE WAS BEING PUT UP.

AND I, I'M SURE I, I MEAN ALL THE RESEARCH THEY DO CONTINUALLY, IT'S JUST AMAZING.

OH, AND WE ARE ALREADY INVOLVED IN THE AMERICA TWO 50 EVENT TO, YOU KNOW, FOR OUR QUASI CENTENNIAL, I THINK IS WHAT SHE TOLD ME IT IS.

I SAID IT WAS A MOUTHFUL.

SO I'M JUST GONNA SAY THE 250TH, I THINK IT'S CALLED THE QUASI CENTENNIAL ANNIVERSARY OF AMERICA.

BUT I JUST WANTED TO THANK THE BOARD FOR, FOR ALL THE WORK THEY'VE DONE.

AND, UH, TONIGHT IS, IS A BIG NIGHT FOR THE CITY AND FOR SOME PERSON WHO WILL BECOME A NEW CITY COMMISSIONER.

I THANK EVERYBODY WHO APPLIED AND FOR TAKING THE TIME TO ANSWER THE QUESTIONS THAT WERE SENT OUT.

AND I GIVE CREDIT TO MAYOR ANDREWS FOR DEVELOPING THAT PROCESS.

AND THEY WERE SHARED WITH ALL OF US, BUT WE COULD NOT COMMENT BACK AND FORTH, YOU

[00:30:01]

KNOW, AS TO OUR, OUR PERSONAL REACTION TO THOSE.

BUT IT, IT WAS A VERY LABOR INTENSIVE, UM, PROCESS FOR THE CANDIDATE AND FOR US.

'CAUSE WE HAD A LOT OF READING TO DO.

AND I WILL TELL YOU, I HAVE NARROWED MINE DOWN TO TWO PEOPLE, AND EITHER ONE THAT WINS.

IT WILL BE TO MY THINKING IF ONE OF MINE IS CHOSEN, WILL BE A VERY GOOD CITY COMMISSIONER.

SO IT, IT HAS NOTHING TO DO WITH FRIENDSHIP.

IT HAS EVERYTHING TO DO WITH WHETHER I THINK THEY'RE QUALIFIED OR NOT.

SO, UH, AND SO I WANNA SAY ON THAT, 'CAUSE I HAVE A LOT OF FRIENDS THAT APPLIED AND I KNOW SOME OF 'EM ARE NOT GOING TO BE HAPPY WHEN THIS IS OVER.

.

THANKS, COMMISSIONER DUNN.

COMMISSIONER GOERS.

OKAY.

THANK YOU.

UM, MAYOR, UM, IT FEELS LIKE IT'S BEEN SO LONG SINCE WE'VE MET, BUT, AND SO A LOT HAS HAPPENED.

WE HAD THE BRENT VALE RIBBON CUTTING, UM, THAT HAPPENED THAT, DID SHE MENTION THAT? I THINK SHE DID.

OKAY.

SORRY.

I WAS REVIEWING MY NOTES.

BUT THAT WAS A FANTASTIC, UH, EVENT AND THEY, IT JUST WAS REALLY WELL DONE.

IT WAS FUN TO HEAR THE HISTORY OF HOW IT CAME TO BE.

UM, AND SO IF YOU DON'T KNOW ABOUT THAT, THAT'S DEFINITELY WORTH LOOKING INTO AND HAVING, UM, LEARNING ABOUT THAT, IT WAS REALLY FA UH, FASCINATING AND THANK YOU TO THE, UM, HISTORIC BOARD FOR PUTTING ON SUCH A GREAT EVENT.

AND THEN WE ALSO HAD THE, UM, THE TWO CONCERTS, UH, RUBIK GROOVES WAS, UM, WHATEVER DAY IT WAS, IT'S BECAUSE IT'S ALL BLENDED TOGETHER AT THIS POINT.

BUT THAT WAS A FANTASTIC, THE WEATHER HELD OFF AND IT TURNED OUT TO BE A GREAT EVENT.

AND WE ENDED UP MOVING THE DUELING PIANOS TO THE, TO THE NEXT NIGHT IN FRONT OF THE RED, WHITE, AND BOOM.

AND IT ACTUALLY TURNED OUT TO BE A REALLY, I THINK THAT WE SHOULD CONSIDER THAT NEXT YEAR BECAUSE IT KIND OF GAVE A, A, UH, IT WAS JUST A GREAT WAY TO START BEFORE THE, UM, ACTUAL RED, WHITE AND BOOM EVENT, AND THEN THE FIREWORKS.

AND, UM, IN THAT, I DO WANNA THANK THE FIRE DEPARTMENT AND THE POLICE DEPARTMENT.

THEY, UM, THAT DAY WAS REALLY HOT.

I DON'T KNOW IF YOU WERE OUTSIDE ON THE FOURTH, BUT, UM, THEY WORKED, UM, REALLY HARD, UM, WITH A LOT OF PEOPLE AND A LOT OF HEAT.

AND IT WAS, UM, A GREAT EVENT AND EVERYTHING SEEMED TO BE UNDER CONTROL.

SO THANK YOU TO BOTH OF THOSE DEPARTMENTS AND ESPECIALLY THE PARKS DEPARTMENT, UM, THE WHOLE CREW AND, UM, THAT THERE'S A LOT OF NAMES, BUT IT WORKED OUT REALLY WELL AND Y'ALL DID A FANTASTIC JOB.

AND WHOEVER DID ALL THE CONES AND THE TRAFFIC, THAT WAS INCREDIBLE.

, I THINK WE BROKE THE RECORD FOR A NUMBER OF CONES, BUT IT WAS AWESOME BECAUSE IT HELPED THE, THE FLOW OF TRAFFIC, UM, GETTING OUT.

AND THAT'S QUITE A TASK, UM, TO GET EVERYBODY OUT.

AND MOST OF ALL THANK YOU TO THE RESIDENTS WHO SHOWED UP TO SUPPORT THAT EVENT AND OUR SPONSORS TO HELP MAKE THAT HAPPEN.

IT'S AN AWESOME EVENT AND, UM, I'M JUST REALLY, IT WAS, IT WAS GREAT.

SO THANK YOU TO EVERYBODY FOR MAKING THAT, UM, WORKS SO WELL.

AND, UM, ALSO, I, I WANNA THANK THE, UM, THE 21 PEOPLE WHO APPLIED AND TAKING THE TIME AND FOR YOUR ENGAGEMENT AND BEING CIVIC MINDED AND ALSO, UM, JUST WANTING TO SERVE.

AND I CERTAINLY HOPE ONE OF YOU WILL BE APPOINTED, BUT THE 20 THAT AREN'T.

IT'S AN AMAZING TALENT POOL THAT WE HAVE.

AND I HOPE THAT YOU CONSIDER, UM, CARRYING THAT THEY'RE CITY, STATE, COUNTY SEATS THAT WE NEED GOOD PEOPLE WHO ARE CIVIC-MINDED AND HAVE A SERVANT'S HEART.

AND SO PLEASE, UM, CONSIDER, YOU KNOW, MOVING FORWARD IN THAT DIRECTION.

AND, UM, A SPECIAL THANK YOU TO ALL THE RESIDENTS WHO HAVE REACHED OUT.

I, UM, REALIZE THAT I HAVE TO PUT, THERE'S A LOT OF, UM, I'M, I FEEL LIKE I'M DRINKING THROUGH A FIRE HOSE, LEARNING HOW TO DO ALL THIS COMMISSION STUFF.

AND, UM, ON TOP OF IT HAVING TO MAKE THIS DECISION.

AND SOMEBODY POINTED OUT, YOU KNOW, IT'S NOT REALLY YOUR DECISION.

YOU'RE THE VOICE OF THE RESIDENTS.

AND I REALIZED THAT, UM, I WAS LIKE, OH, THANK YOU.

IT TAKES A LOAD OFF OF ME BECAUSE I'M, I HAVE TO BE THEIR VOICE.

AND SO I'M VERY APPRECIATIVE FOR EVERYBODY WHO'S REACHED OUT PHONE CALLS, TEXTS, MESSAGES ON FACEBOOK.

UM, IT'S BEEN REALLY REMARKABLE TO SEE THE ENGAGEMENT AND TO HAVE THAT KIND OF INTERACTION AND TO GET THE FEEDBACK.

AND I'M VERY APPRECIATIVE FOR, UM, ALL OF THAT, UM, THE, THE PEOPLE WHO VOICED, UM, WHAT THEY, WHAT THEY WANT.

SO THANK YOU FOR THAT.

AND, UM, THE LAST THING IS WE HAD MR. PARKER'S FUNERAL TODAY, AND IT WAS AN AMAZING, UM, IT WAS JUST A GREAT EVENT.

I MEAN, IT WAS THIS VERY SAD EVENT, BUT IT WAS REALLY, THEY DID A GREAT JOB.

AND SO, UM, IT WAS, HE'S AN ICON IN THIS COMMUNITY AND, UM, IT WAS NEAT TO HEAR, UM, THE TRIBUTES TO HIM AND HIS, HIS LEGACY THAT HE'S LEFT BEHIND.

AND SO, UM, I JUST WANTED TO LET Y'ALL KNOW ABOUT THAT.

I THINK NOT EVERYBODY KNEW.

SO, UM, IT WAS, IT WAS A REALLY GREAT EVENT.

SO, AND LAST THING PARK BOARD MEETING IS AUGUST 4TH.

SO COME TO THE PARK BOARD MEETING IF YOU HAVE PARK QUESTIONS OR WOULD LIKE TO GET

[00:35:01]

INVOLVED.

WE HAVE SEATS THAT NEED TO BE FILLED, SO CONSIDER FILLING OUT AN APPLICATION.

AND THAT'S ALL I HAVE, MAYOR.

VERY GOOD.

THANK YOU.

COMMISSIONER DONAHUE.

THANK YOU.

GOOD EVENING.

I WOULD LIKE TO PERSONALLY THANK EACH OF THE 21 INDIVIDUALS WHO SUBMITTED THEIR APPLICATIONS FOR THE VACANCY ON THE BOARD OF COMMISSIONERS.

IT TAKES A LOT OF COURAGE TO SHARE YOUR PERSONAL INFORMATION THAT WAY, SHARING YOUR TALENTS, YOUR PREVIOUS, UH, EXPERIENCE, REFLECTIONS, YOU KNOW, ON YOUR OWN CHARACTER AND WHY YOU THOUGHT YOU WERE A GOOD FIT FOR THE CITY.

AND ALSO, YOU KNOW, TO SHARE YOUR PERSONAL ASPIRATIONS FOR THE CITY ITSELF AND WHERE, WHAT DIRECTION YOU SEE THE CITY IS GOING.

AND I RESPECT YOU ALL BECAUSE I KNOW IT'S NOT EASY TO PUT YOURSELVES OUT IN PUBLIC THAT WAY.

AND, UM, YOU TOOK, YOU KNOW, MAKE YOURSELF VULNERABLE AND YOU ALL TOOK A CHANCE.

AND I, AND I REALLY WOULD LIKE YOU TO KNOW THAT I, THAT I HONOR THAT.

I ALSO LIKE THE FACT THAT YOU'VE ALL SPENT SO MUCH TIME ON THOSE APPLICATIONS AND ALSO IN THE FOLLOW-UP QUESTIONS AND, YOU KNOW, ENCOURAGING PEOPLE REACH OUT FOR US, UH, REACH OUT TO US AND, AND IN YOURSELVES REACHING OUT TO, UM, ALL OF THAT WAS, UH, USEFUL.

UM, WHEN WE EXTENDED THE TRADITIONAL BOARD APPLICATION, IF YOU'VE EVER SEEN IT ONLINE BEFORE, WE ADDED SEVERAL QUESTIONS.

AND OUR GOAL WITH THAT WAS TO BE ABLE TO, UH, GET SOME INFORMATION MADE TO COMPARE PEOPLE WHO HAVEN'T PREVIOUSLY BEEN ENGAGED IN A CITY ACTIVITY, BUT WHOSE EXPERIENCE MIGHT BE MORE WORK RELATED OR IN CIVIC BOARDS.

AND TO THAT END, I THINK THAT, UM, THAT, THAT WORKED AND WE ACTUALLY HAD A LOT MORE PEOPLE THAN WE THOUGHT WE WOULD.

AND, UH, THAT'S GREAT.

AND AS COMMISSIONER GOERS SAYS, THE TALENT POOL IN OUR CITY IS AMAZING.

UM, LIKE EVERYONE ELSE, I SPENT A GREAT DEAL OF TIME SINCE THE FIRST APPLICATION CAME IN, READING ALL OF THOSE, CONSIDERING THE INFORMATION THAT WE GOT IN FOLLOW UP AND, UM, IN MY TYPICAL STYLE, UH, OVER OVERANALYZING PROBABLY, BUT ANALYZING CONTINUOUSLY, YOU KNOW, CONTRASTING, COMPARING AND SEEING, UH, ALL OF US, I THINK HAVE DIFFERENT CRITERIA IN WHAT WE'RE LOOKING FOR.

AND, UM, HOPEFULLY WE'LL BE ABLE TO COME TO A CONCLUSION, UH, TONIGHT ON ONE PERSON.

FOR THOSE THAT DO NOT GET SELECTED TONIGHT, AS COMMISSIONER GARVER SAYS, YOU KNOW, THERE ARE A LOT OF OPPORTUNITIES.

WE WILL HAVE SOME, UH, COUNTY COMMISSION SEATS UP.

THERE ARE BOARD SEATS THAT ARE UP.

THERE WILL BE AN ELECTION IN 2027, UM, YOU KNOW, SCHOOL BOARD CIVIC ORGANIZATIONS.

SO PLEASE CONTINUE TO GET INVOLVED.

WE HAD A LARGE INTEREST IN THE AD HOC VETERANS MEMORIAL COMMITTEE.

THERE WERE 11 PEOPLE APPLYING FOR THOSE SIX SEATS, AND I ANTICIPATE THERE'LL BE OTHER BOARDS, UH, AND POSSIBLY, UM, YOU KNOW, ANOTHER 2040 TYPE PLAN COMMITTEES ALONG THOSE NATURE.

AND PLEASE GET INVOLVED.

THE BRENTWOOD LIBRARY CONTINUES TO BE, IN MY HUMBLE OPINION, THE GREATEST ASSET IN THE CITY NOT TO, UH, KNOCK THE FIRE AND POLICE DEPARTMENTS BACK THERE.

BUT, UM, I THINK WE ALL HAVE MORE EXPERIENCE WITH THE LIBRARY, FORTUNATELY THAN WITH THE POLICE AND THE FIRE DEPARTMENT.

UH, AND THEY'RE VERY BUSY.

UH, THE SUMMER READING PROGRAMS FOR BOTH THE YOUTH AND THE ADULTS, UH, HAVE LARGE NUMBERS IN THEM THIS YEAR.

AND IT'S NOT TOO LATE TO SIGN UP FOR THE READING CHALLENGE.

UH, IF YOU DON'T WANNA DO THAT, PLEASE CONSIDER JOINING IN SOME OF THE ACTIVITIES THAT, UH, ARE DURING, DURING THE DAY, DURING THE WEEKEND, IN THE EVENINGS, BOTH FOR YOUTH AND FOR ADULTS.

THE CONVERSION OR RENOVATIONS OF THE TEEN ROOM, WHICH HAD BEEN IN THE BACK OF THE LIBRARY AND THE QUIET ROOM, WHICH WAS IN THE FRONT.

UH, AND, AND THOSE ARE SCHWABING PLACES THAT IS, UH, MOVING ALONG.

THE LAST MEETING, UH, LAST WEDNESDAY WAS WITH BARGE DESIGN SOLUTIONS, WHO WAS THE COMPANY THAT WAS CONTRACTED.

THEY ARE GOING TO DEVELOP THREE CONCEPTUAL DESIGNS AS WELL AS ASSOCIATED PROBABLE CONSTRUCTION COSTS ONCE THEY'RE DONE STUDYING THE EXISTING SPACE, THE BLUEPRINTS, THE SURVEYS THAT WERE DONE OF PATRONS, ESPECIALLY THE TEENS, AND WHAT THE DATES AND THE GOALS ARE, UH, FROM THE LIBRARY ITSELF.

TONIGHT ON THE CITY COMMISSION, WE'RE GOING TO CONSIDER FOR PASSAGE, CERTAIN REVISIONS TO THE LIBRARY POLICY MANUAL.

THIS WAS BASED ON REVIEWS OF THE EXISTING POLICIES AND IDENTIFICATION OF NEW PROBLEMS THAT, OR, UH, YOU KNOW, ISSUES THAT HAVE COME UP AND SIGNIFICANT WORK DONE BY OUR LIBRARY DIRECTOR AND THE STAFF AND ANYBODY THAT WOULD LIKE TO SEE THOSE.

UM, YOU CAN SEE THOSE ON THE CITY WEBSITE.

THERE'LL BE IN TONIGHT'S AGENDA, UH, ON THE WEBSITE.

THE NEXT MEETING OF THE BRENTWOOD LIBRARY BOARD IS THIS WEDNESDAY AT 4:30 PM IN THE LIBRARY.

THE GOALS AND IMPLEMENTATION, UH, FOR THE YEAR ARE GOING TO BE DISCUSSED FOR STRATEGIC PLANS, TRAINING, ADVOCACY, STAFF SUPPORT, AND, UH, SPACE PLANNING.

ALSO, THE FISCAL YEAR 2026 BUDGET, UH, I UNDERSTAND IS ALSO UP FOR REVIEW.

MAYOR INJURIES.

VERY GOOD.

COMMISSIONER TRAVIS.

THANK YOU MAYOR.

UM, AT OUR INFO MEETING ON THURSDAY, IF YOU HAVEN'T BEEN TO AN INFO MEETING FOR THE CITY COMMISSION, YOU SHOULD COME.

UH, THAT'S WHERE SOME REAL NUTS AND BOLTS IN THE BUSINESS GETS DONE.

IT'S HARD.

THERE'S A LOT OF STUFF THAT GOES ON.

UH, JUST TWO THINGS THAT WERE REALLY, UH, REALLY TIMELY AND TOPICAL.

I THINK AT THE LAST INFO

[00:40:01]

MEETING, UH, WE'RE GONNA TALK ABOUT OLD SMYRNA ROAD IN THE NEAR FUTURE.

AND SO WE LAID OUT SOME PLANS ON WHEN THE DRAWINGS AND OTHER THINGS SHOULD BE AVAILABLE.

AND THEN ALSO WE TALKED ABOUT THE VETERANS MONUMENT THAT WE'RE WORKING ON.

A LOT OF DISCUSSION ON THAT REALLY GOOD DISCUSSION.

IT'S AMAZING HOW MUCH DISCUSSION IT TAKES TO SEE WHERE YOU CAN PUT THAT, WHERE YOU THINK IS A FLAT PIECE OF GROUND.

THERE'S A HILL WHERE YOU THINK IT'S PERFECTLY LEVEL, THERE'S A DITCH THAT GOES THROUGH THERE.

AND, UH, COMMISSIONER, VICE MAYOR LITTLE HAS DONE A LOT OF WORK ON THAT AND IS GREATLY APPRECIATED.

BUT, UH, IT, TAKE A LOOK AT THAT VIDEO, I THINK YOU'LL ENJOY IT.

UM, I ALSO ASK THAT IN THE CONSENT AGENDA THAT WE MOVED ITEM NUMBER NINE REGARDING THE LIBRARY TO THE REGULAR MEETING.

AND I DID THAT NOT BECAUSE IT'S CONTROVERSIAL, IT'S BECAUSE IT'S SO GOOD.

SOMETIMES IT CAN GET BURIED IN THE CONSENT AGENDA.

WE JUST READ THE TITLE AND WE SAY, LET'S, LET'S VOTE ON IT.

LISTEN TO THAT ONE THAT'S READ WHEN IT COMES UP, LOOK AT THE DEPTH AND THINK ABOUT WHAT OUR LIBRARY BOARD AND OUR LIBRARY LIBRARY STAFF DID.

IT IS SO IMPRESSIVE, AND THAT'S WHY I'D LIKE TO SEE IT IN THE REGULAR AGENDA.

THE, UH, PLANNING COMMISSION MET JULY 7TH.

ONE ITEM THAT CAME UP REGARDING THE GOVERNOR'S CLUB.

WE ARE REALLY GOOD IN BRENTWOOD WITH OUR RULES AND REGULATIONS AND HOLDING PEOPLE, UH, ACCOUNTABLE.

I THINK WE'RE SO GOOD THAT DEVELOPERS KNOW WHAT IS EXPECTED AND INSTEAD OF COMING AND TESTING THE PLANNING COMMISSION, THEY COME AND SAY, THIS IS WHAT YOU WANT AND THIS IS WHAT YOU GET.

AND I REALLY THINK IT'S WORKED VERY WELL FOR THE LAST FEW YEARS.

I'VE BEEN ON THE PLANNING COMMISSION SIX YEARS, AND IT'S REALLY, IT'S REALLY NEAT TO SEE THE DEVELOPERS, UH, COME THAT WAY.

UM, THE, WHAT I, WHAT I CAME UP WAS REGARDING THE GOVERNOR'S CLUB.

THE GOVERNOR'S CLUB WAS FOUNDED AND BEGAN YEARS AND YEARS AND YEARS AGO.

IT FIRST STARTED WITH 438 LOTS AND THEN MORPHED DOWN TO 433 LOTS.

THEN THERE WERE SOME MORE CHANGES AND IT WENT TO 4 26.

AND NOW THEY WANT TO TAKE ONE MORE PIECE OF, UH, COMMON GROUND THAT THEY HAVE.

THEY, AND THIS, THEY HAVE A ABILITY TO DO THIS AND TAKE IT TO 4 27.

BUT THEY ALSO, WE, WE SAID, AND WITH STAFF'S PLANNING AND INPUT, THEY SAID, WE'VE GONE THROUGH THIS A LOT.

YOU SEE HOW MANY DIFFERENT NUMBERS WE WANNA LOCK IN ON THIS NUMBER.

SO GOVERNOR'S CLUB HAS AGREED THAT THEY'RE GONNA STICK AT THAT 427 NUMBER.

THAT'S AN IMPORTANT NUMBER BECAUSE WE KNOW THAT MEETS ALL THE OSRD ONE ACRE ZONING RULES AND REGULATIONS.

AND THAT IS SO IMPORTANT TO BRENTWOOD.

AND TO GET THEM TO AGREE LIKE THAT IS SOMETHING THAT'S VERY, VERY GOOD.

AND I THINK THE PLANNING COMMISSION, ALONG WITH OUR CODES AND PLANNING DEPARTMENT DID A REALLY GOOD JOB.

UM, WE HAD A, WE HAD A BUSY HARD WEEK, TWO WEEKS.

UH, A LOT OF INFORMATION CAME IN, BUT GOOD INFORMATION.

21 PEOPLE THANK YOU FOR APPLYING.

I GUARANTEE YOU I READ EVERYTHING THAT CAME ACROSS.

IT TOOK A LOT OF TIME.

THERE WAS A LOT OF INFORMATION, UH, REALLY GOOD INFORMATION.

UM, ONE OF THE THINGS I'M GONNA ASK THAT WE DO AS A CITY COMMISSION, AND WE USED TO DO THIS IN MY BUSINESS WHEN I WORKED FOR GENERAL ELECTRIC, AFTER YOU HAVE A MEETING LIKE THIS, HAVE A DEBRIEF.

WHAT DID, WHAT DID WE DO RIGHT ON THIS? AND WHAT COULD WE DO A LITTLE BIT BETTER? I I, I WOULD THINK THAT WE ALSO MIGHT WANNA REVIEW OUR, UM, SAME THING FOR OUR CITY MANAGER.

YOU KIND OF CAME IN RIGHT IN THE MIDDLE OF SOME CONTROVERSY TOO, JASON AND THINGS.

BUT I THINK IF WE JUST HAD A SESSION AND SAID, WHAT DID WE DO? RIGHT? 'CAUSE IT'S NOT ALL ABOUT FINDING WHAT YOU DID WRONG.

IT'S ABOUT WHAT DID YOU DO RIGHT? AND WE WANT TO EMPHASIZE THAT AND DO THAT, AND WHAT LITTLE THINGS COULD WE TWEAK? SO I HOPE WE HAVE A DEBRIEF SESSION ON THAT IN THE FUTURE.

JUST LIKE THE OTHER COMMISSIONERS, I WISH ALL OF YOU, UH, THE BEST.

WE'RE GONNA DISAPPOINT SOME PEOPLE TONIGHT.

AND THAT IS SO HARD.

IT HAS BEEN SO HARD TO SIT HERE AND KNOW THAT.

BUT ALSO, I ENCOURAGE YOU TO STAY ACTIVE.

UM, DON'T GO TO THE COUNTY, DON'T GO TO THE SOMEWHERE ELSE.

STAY IN BRENTWOOD.

WE GOT A LOT OF VOLUNTEER JOBS THAT WE NEED.

SO STAY HERE.

COME TO MEETINGS.

VOLUNTEER.

WE NEED YOU.

THANK YOU MAYOR.

THANK COMMISSIONER TRAVIS, VICE MAYOR LITTLE YES.

I'LL START WITH, UH, THE GREAT INDEPENDENCE DAY CELEBRATION.

COMMISSIONER GARRIS ALREADY GAVE A VERY GOOD REPORT ON IT, BUT I WANTED TO SAY WHAT A, A GREAT EVENT IT WAS THIS YEAR AND HAS BEEN FOR THE PAST, PROBABLY THREE AND A HALF DECADES, OF WHICH I, MYSELF AND MY FAMILY HAVE ATTENDED.

SO, UM, A LOT OF WORK GOES IN.

I WORK WALK CROCKETT PARK A LOT, AND, UH, THAT WHOLE WEEK BEFORE THE PARKS DEPARTMENT, PUBLIC WORKS ARE OUT THERE, FIRE DEPARTMENT, DIFFERENT ONES, SETTING UP FENCING, BLOCKAGE TO KEEP SOMEONE

[00:45:01]

FROM DRIVING INTO AN AREA THAT THEY DON'T NEED TO, THAT TYPE OF THING.

OF COURSE, OUR POLICE AND FIRE ALWAYS DO A WONDERFUL JOB IN KEEPING US SAFE OUT THERE.

UM, SPECIAL THANK YOU TO CHARLES AND KEISHA.

'CAUSE Y'ALL DO A GREAT JOB GETTING THE PERFORMERS AND THE FIREWORKS.

AND I BELIEVE THIS YEAR AND MY GROUP OF PEOPLE THAT TEND TO COME EVERY YEAR AND WE ALL SET TOGETHER THOUGHT THAT WAS THE BEST FIREWORKS SHOW WE'VE EVER HAD IN BRENTWOOD.

SO THANK Y'ALL VERY MUCH FOR THAT.

SO, UH, AND I ENJOYED IT VERY MUCH IN THE, THE MUSIC THAT WENT ALONG WITH IT.

UM, VETERANS MONUMENT.

WE HAD OUR FIRST MEETING, KIND OF AN INTRO MEETING, KIND OF GETTING OUR FEET WET.

UH, WE WILL MEET TOMORROW OR HERE AT CITY HALL 2:00 PM UM, LOOK FORWARD TO HAVING SOMETHING VERY SPECIAL AND HONORABLE FOR OUR VETERANS.

UM, AND, UH, APPEAR TO HAVE A GREAT COMMITTEE AND A LOT OF KNOWLEDGE ON IT.

AND I THINK A LOT OF ENTHUSIASM.

SO I THINK THAT'S A GOOD THING.

UM, ON THE COMMISSION APPOINTMENTS, UH, WE COULD BE LIKE MANY COMMUNITIES AND BEEN FACED WITH APATHY.

WE WERE NOT, WE WERE FACED WITH ENTHUSIASM.

21 APPLICANTS.

THAT'S A LOT.

THERE'LL BE 20 PEOPLE THAT I'M SURE ARE DISAPPOINTED THIS EVENING.

UM, I WOULD SAY THAT OF MY TOP CANDIDATES, PLURAL, THERE'S A HAIR'S DIFFERENCE BETWEEN THEM.

UH, I THINK AS COMMISSIONERS WE ALL INDIVIDUALLY REACH DECISIONS SEPARATELY BECAUSE WE'RE DIFFERENT PEOPLE.

SOME PEOPLE'S STRENGTHS MAY NOT BE AS BIG A STRENGTH TO MYSELF AS IT IS TO ANOTHER COMMISSIONER.

AND I DON'T WANNA SPEAK FOR THE OTHER COMMISSIONERS.

UM, IT'S A HARD DECISION.

UH, THE BLESSING IS WE HAD MANY GOOD APPLICANTS.

I FEEL LIKE WHOMEVER IS CHOSEN, WE'LL BE EXCELLENT FOR THE CITY AND CITIZENS OF BRENTWOOD.

UM, IT'S A HARD DECISION.

IT IS A LOT OF WORK IN A SENSE, HAVING JUST COME THROUGH THE ELECTION.

I DID THOUGH I WOULD SAY THAT IT'S NOT THAT BAD.

UM, NOT NEAR THE PRESSURE EITHER.

UH, BUT IT, UM, UH, IT'S A JOY TO ME THAT WE LIVE IN A COMMUNITY THAT YOU DO HAVE 21 PEOPLE APPLYING FOR A POSITION.

I DO HOPE THOSE WHO ARE DISAPPOINTED TURN THEIR DISAPPOINTMENT INTO VOLUNTEERISM.

'CAUSE MANY OF YOU ALREADY VOLUNTEER IN MANY WAYS.

UM, AND YOU WILL SEEK OFFICE OR SEEK ANOTHER POSITION.

AND IT DOES NOT NECESSARILY HAVE TO BE A GOVERNMENTAL POSITION.

IT COULD BE A POSITION WITH THE HEART ASSOCIATION OR THE AMERICAN RED CROSS, OR YMCA.

THERE'S SO MANY GREAT ORGANIZATIONS AROUND HERE WHO REALLY CARRY ON THE VOLUNTEER SPIRIT AT THE STATE OF TENNESSEE.

SO, UH, THANK YOU ALL FOR APPLYING.

THE ONE THING I DO WANT YOU TO ALL KNOW THAT, AS FAR AS I'M CONCERNED, IT TAKES A LOT OF COURAGE TO APPLY FOR A POSITION JUST AS IT TAKES A LOT OF COURAGE TO RUN FOR AN ELECTION.

UH, I WILL CORRECT ONE THING.

I, THERE WAS A STATISTICS ABOUT A 1.8, THE FIRST TIME I RAN FOR COMMISSION IN 2009.

THERE WERE THREE INCUMBENTS, BUT IF I REMEMBER CORRECT, THERE WERE 14 CANDIDATES.

UH, PEOPLE USED TO TELL ME, IS THIS A COMMISSIONER RACE OR THE KENTUCKY DERBY ? AND SO, UH, SOME OF OUR RACES ARE VERY POPULATED.

IT SOMETIMES JUST DEPENDS ON WHAT'S GOING ON AND WHO CAN DO WHAT AND TAKE THAT YOKE UPON THEIR SHOULDERS.

AND I WILL TELL YOU, BEING A COMMISSIONER, IF YOU DO IT CORRECTLY AND YOU DO IT SERIOUSLY, IS A VERY HEAVY YOKE.

THERE'S A LOT OF RESPONSIBILITY.

AND IT'S WITH YOU 24 HOURS A DAY, SEVEN DAYS A WEEK, 365 DAYS A YEAR IF YOU TAKE IT SERIOUSLY, IF YOU FEEL IT'S YOUR CALLING.

AND SO, UM, I WANNA SAY THAT I ADMIRE YOU FOR YOUR COURAGE FOR POSSIBLY HAVING THAT YOKE PLACED ON YOUR SHOULDER.

IT IS ALSO AN HONOR AND A GREAT JOY TO SERVE LIKE THAT.

SO, UM, I LOOK FORWARD TO SEEING WHO WE FINALLY LAND ON.

I HAVE NO CLUE.

AND, UH, AND, AND, UH, APPRECIATE SO MANY CITIZENS AND CANDIDATES IN ATTENDANCE.

UH, AS MENTIONED EARLIER, THERE WAS BOTH A SAD TIME TODAY, BUT A JOYOUS TIME BECAUSE JAMES PARKER HAD A GREAT INFLUENCE ON THIS COMMUNITY TO THIS POINT, AND WILL GO ON FOR MANY YEARS.

I FEEL VERY VALID IN SAYING HE PROBABLY HAD A GREAT INFLUENCE ON THOUSANDS OF PEOPLE.

I WAS BLESSED TO HAVE HIM AS A PRINCIPAL

[00:50:01]

AT FRANKLIN HIGH SCHOOL.

TEENAGE YEARS ARE HARD.

IT'S WONDERFUL WHEN YOU HAVE A PRINCIPAL WHO YOU FEEL LIKE IS ON YOUR SIDE AND KIND OF UNDERSTANDS BEING A TEENAGER, BUT ALSO WITH STRICT AND FAIR.

AND AS I LISTENED TO THE EULOGIES AND THE SERMON TODAY, I THOUGHT MR. PARKER WOULD BE VERY PLEASED BECAUSE IT WAS VERY, VERY NICE, BUT IT WASN'T REAL FANCY.

AND MR. PARKER, IF YOU KNEW HIM, THAT WAS NOT MR. PARKER, WAS NOT FANCY BUT SPECIAL.

YES, WHEN I WAS LISTENING TO ALL THE ACCOLADES AND THE WAY HE CARRIED OUT HIS CALLING AS AN EDUCATOR WITH EXCELLENCE, I THOUGHT OF A COUPLE OF VERSES.

AND ONE OF THE BIG ONES I THOUGHT OF IS, WHATEVER YOU DO IN WORD OR DEED, DO ALL UNTO THE LORD AND NOT UNTO MAN.

'CAUSE THAT'S HOW HE LIVED HIS LIFE.

AND I WILL SHARE WITH YOU, HE WAS A MENTOR TO ME.

I WAS BLESSED TO SERVE WITH HIM ON THE PARK BOARD.

I KNEW HIM AS A CUSTOMER.

AND MY YOUNGEST DAUGHTER WAS BLESSED TO HAVE HIM AS A SUBSTITUTE TEACHER SOMETIMES AT RAVENWOOD.

AND SHE THOUGHT THAT WAS THE NEATEST THING, THAT THE MAN WHO HAD BEEN MY HIGH SCHOOL PRINCIPAL WAS ACTUALLY HER SUBSTITUTE TEACHER SOMETIMES.

SO, UH, HE'LL BE DEARLY, DEARLY MISSED, BUT HOPEFULLY MANY WILL CARRY ON.

AND I, I KNOW TODAY WAS SAD, BUT I KNOW IN HEAVEN IT'S A HOMECOMING.

AND HE'S AN INDIVIDUAL THAT I HAVE NO DOUBT THAT THE LORD JESUS MET HIM AND SAID, GOOD AND WELL DONE, FAITHFUL SERVANT.

ENTER INTO YOUR MASTER'S REWARD.

THANK YOU, MAYOR.

FAITH VERSE MAYOR.

UM, YOU KNOW, ON THAT SOMBER NOTE, YOU KNOW, THE, YOU KNOW, LIKE RAY AND KIM AND MANY OTHERS THAT ARE HERE, YOU KNOW, MR. PARKER WAS MY PRINCIPAL.

AND, UM, IT WAS FUN GOING THERE TODAY AND SEEING ALL THOSE FOLKS COME OUT TO HONOR HIS MEMORY.

AND, UH, I'VE HEARD A LOT OF STORIES THAT PROBABLY SHOULDN'T I REPEAT HERE, SOME OF 'EM INVOLVING MY DAD OVER BRENTWOOD HIGH SCHOOL.

BUT, UM, BUT MR. PARKER REALLY WAS SOMETHING BROUGHT A LOT OF HEART TO IT.

YOU KNOW, I DON'T THINK ANYONE'S EVER GONNA TOUCH HIS RECORD OF OVER 500 GAMES AND I DON'T KNOW HOW MANY IN A ROW WHERE HE DIDN'T MISS A HOME OR AWAY, UH, BRENTWOOD HIGH SCHOOL GAME FOR YEARS.

AND, UH, LIKE I SAID, HE HAD, YOU KNOW, TWO GENERATIONS OF ANDREW'S KIDS.

YOU KNOW, MY KIDS ALL HAD HIM AS A SUBSTITUTE ONE TIME OR ANOTHER.

SO JUST AN INCREDIBLE GUY.

AND SEEING CHRISTINE TODAY AND, UM, AND JUST OUTPOURING OF LOVE, YOU KNOW, EVEN, YOU KNOW, COACH KING FLEW IN FROM PENNSYLVANIA TO, UH, TO SEE HIM AND TELL STORIES TODAY.

UM, YOU KNOW, IT'S JUST BEEN A LITTLE BIT OF A SOMBER WEEK THAT WAY.

YOU KNOW, WE HAD A, UM, CLARICE, UH, MANCHACA WHO WAS A BRENTWOOD RESIDENT.

UH, 21-YEAR-OLD WAS KILLED IN THE TEXAS FLOODS, YOU KNOW, WHICH KIND OF BRINGS THAT, BRINGS THAT HOME TO US RIGHT HERE.

AND, UM, YOU KNOW, FOUND OUT ON, ON JULY 3RD, YOU KNOW, MARY BETH FARRAN, WHO'S THE MOTHER OF ONE OF MY SON'S GOOD FRIENDS, UH, PASSED AWAY OVER CENTER HILL LAKE.

SO JUST A REMINDER THAT, YOU KNOW, LIFE IS, WELL, IT'S INDETERMINATE, YOU KNOW, IT CAN BE LONG LIKE MR. PARKER, IT CAN BE SHORT LIKE SOME OTHERS.

UM, YOU JUST HAVE TO DO WHAT YOU CAN EVERY DAY.

SO IF WE JUST KEEP THOSE FAMILIES IN YOUR, IN YOUR HEARTS AND YOUR PRAYERS, UH, WAN TO BUSINESS, UM, IT'S SOMETHING, A LITTLE BIT OF HOUSEKEEPING, BUT, UH, SOMETHING I GUESS FOR THE COMMISSIONERS AND EVERYONE HERE, UM, UH, WE'VE BEEN WORKING IN A FACTOR IN THE CAMPAIGN AND SOME OTHER TIMES I'VE HAD A LOT OF COMMENTS ON CELL VOICE AND DATA COVERAGE.

SO JUST BRING ALL OF Y'ALL UP TO DATE, UH, FOR A LITTLE BIT.

UM, WE'RE WORKING ON DOING SOME BACKGROUND, UH, RECONNAISSANCE.

SO, UH, JASON G AND I HAVE SPENT QUITE A BIT OF TIME.

UH, WE'VE MET WITH BOTH THE VERIZON AND AT T GOVERNMENT RELATIONS FOLKS TO HELP UNDERSTAND THEIR PERSPECTIVE.

UH, WILLIAM, UH, WILLIAMSON COUNTY'S ENGAGED AND WE'VE GOT A MEETING SET UP WITH, UH, COUNTY MAYOR ROGERS ANDERSON, SOME OTHERS TO FIND OUT WHAT COLLABORATIONS ARE AVAILABLE.

UH, WE FOUND OUT THE UNITED COMMUNICATIONS AND MIDDLE TENNESSEE ELECTRIC HAVE LAUNCHED SOMETHING THEY CALL PROJECT UNITE TO EXPAND HIGH SPEED INTERNET.

AND, UM, APPARENTLY IT HAS SOME IMPACT POSSIBLY ON BOTH, UH, CELLULAR VOICE AND DATA.

BUT, UH, JASON, I HAVE A MEETING COMING UP WITH THEM AS WELL LATER ON THIS MONTH TO LEARN MORE ABOUT HOW THAT INTERACTS.

I'VE HAD A NUMBER OF PEOPLE MAKE COMMENTS TO ME ABOUT WHY WOULD YOU EVEN LOOK AT TOWERS? UM, BECAUSE THEY'RE SATELLITE SYSTEMS FROM STARLINK AND A ST SPACE MOBILE AND PROJECT COOPER, I GUESS, WHICH IS PART OF AMAZON.

UM, BUT LOOKING INTO THOSE, AND I HAD A CHANCE TO HAVE LUNCH WITH SOME FOLKS THAT ARE MORE IN THAT WORLD THAN I AM.

AND IT SOUNDS LIKE THE SATELLITE BASED SORT OF SPACE SYSTEMS ARE INTENDED TO BE LIKE A THIN BLANKET, BUT NOT NECESSARILY PRIMARY COVERAGE.

SO THEY COMPARED IT TO LIKE YOUR HOUSE.

YOU MIGHT USE YOUR CELL DATA FOR SOME STUFF, BUT YOU'RE STILL GONNA HAVE A, A FAST CONNECTION FOR YOUR TV AND FOR OTHER THINGS.

SO, UM, SO THESE THINGS ALL WORK TOGETHER.

UM,

[00:55:01]

I DO WANNA MAKE THE COMMENT BOTH, UH, WELL ACTUALLY PRO PERIMETER TO COMMISSIONERS, BUT JUST IN GENERAL, UM, I, I KNOW ANNE AND RAY, REMEMBER WHEN WE OPENED UP THE POLICE HEADQUARTERS AND WE HAD SOME PEOPLE MAKE COMMENTS ABOUT THE PUTTING ANTENNAS ON THE POLICE HEADQUARTERS AND BEING CONCERNED ABOUT THAT.

AND I JUST, YOU KNOW, I, I TAKE THAT SERIOUSLY, BUT THE POLICE HEADQUARTERS IS LITERALLY IN THE SHADOW OF THE BIGGEST ANTENNA I'VE EVER SEEN .

SO IT'S, UH, SO I, I DO UNDERSTAND THAT PEOPLE HAVE CONCERNS AT TIMES ABOUT ANTENNAS AND WHATNOT.

I MEAN, WE HAVE A, A PARK NAMED AFTER A N ANTENNA HERE IN BRENTWOOD.

UH, SO I HOPE THAT WE CAN TRY TO BALANCE OUT, YOU KNOW, PEOPLE'S CONCERNS, UH, ALONG WITH, UM, THE NEEDS OF THE COMMUNITY AS COMMISSIONER TRAVIS MENTIONED.

ALSO, IN TERMS OF THINGS TO KEEP YOUR EYE ON, UM, YOU KNOW, OLD SMYRNA ROAD IS SOMETHING THAT IS, UH, FRONT AND CENTER.

IN FACT, TRAFFIC, CONJUNCTION, UH, TRAFFIC INTO CONGESTION AND ROADS IN GENERAL ARE PROBABLY SOMETHING WE'LL BE TALKING ABOUT A LOT.

BUT SPECIFICALLY, UM, ON AUGUST 18TH, WE'LL HAVE A PUBLIC INFORMATION MEETING ABOUT OLD SMYRNA ROAD AND POSSIBLE IMPROVEMENTS THERE.

WE STILL HAVE TO DETERMINE THE TIME AND LOCATION THE STAFF IS WORKING ON THAT FOR US.

AND OUR, UH, BRIEFING SEPTEMBER 18TH, UH, NINE O'CLOCK CITY HALL RIGHT HERE IN THE BACK OF THIS ROOM, NOW THAT WE HAVE THE WALL OPEN, UH, WE'LL BE HAVING A BRIEFING ON THAT FROM THE EXPERTS, INCLUDING THE STAFF AND SOME OUTSIDE ENGINEERS.

AND THEN OCTOBER 6TH, 2025, WE'LL BE HAVING A SECOND PUBLIC INFORMATION MEETING TO, UM, TO TALK ABOUT WHAT WE'VE LEARNED UP TO THAT POINT.

ONCE AGAIN, THE OCTOBER 6TH MEETING, THE TIME AND LOCATION WILL BE DETERMINED.

SO, UH, SO TYING INTO THAT, YOU KNOW, UM, THERE'S A COUPLE PEOPLE MENTIONED, UH, BOTH IN PUBLIC COMMENTS AND UP HERE.

YOU KNOW, WE DID JUST HAVE A BIG ELECTION AND WE DID HAVE SOME PRETTY SPECIFIC THINGS THAT WERE SAID DURING THAT ELECTION.

AND INTERESTINGLY, UM, YOU KNOW, COMING INTO THE ELECTION, THERE'S A LOT OF TALK ABOUT A REFERENDUM AS THAT'S COME UP.

I'VE HAD A LOT OF PEOPLE SINCE THAT ELECTION REMIND ME THAT WE KIND OF HAD A REFERENDUM.

UM, THAT ELECTION HAS SOME VERY CLEAR MESSAGES.

AND AS PART OF THAT, SOMETHING WE'RE PLANNING TO DO, THAT'S A LITTLE BIT OF AN UNUSUAL MESS.

UH, WELL, EVENT FOR THE STATE OF BRENTWOOD, WE DO A, A CAPITAL IMPROVEMENTS PROGRAM ANNUALLY, AND THAT HELPS BUILD THE BUDGET AND THAT'S HOW WE ALLOCATE RESOURCES.

WE ARE PLANNING ON DOING AN UNUSUAL MID CYCLE, UH, CAPITAL IMPROVEMENTS PROGRAM TO REVISIT OUR CURRENT CAPITAL IMPROVEMENTS PLAN AND FIND OUT BASED ON WHAT WE LEARNED IN THE PAST ELECTION, IF THERE AREN'T SOME OPPORTUNITIES TO REALLOCATE SOME RESOURCES.

SO THE STAFF IS WORKING ON THAT.

OF COURSE, WE WANNA HAVE A DELIBERATE, THOUGHTFUL PROCESS TAKING EXPERT INPUT FROM THE STAFF TO FIND OUT, YOU KNOW, AND ALSO FROM WHAT WE'VE LEARNED FROM THE CITIZENS, HOW TO BEST USE THE RESOURCES ENTRUSTED TO US.

AND, UH, PART OF THAT IS THE COMPOSITION OF THE COMMISSION.

I DO WANNA RECOGNIZE, AND Y'ALL BEAR WITH ME REAL QUICK, JUST THE 21 FOLKS THAT HAVE APPLIED FOR THIS JOB.

UM, YOU KNOW, RONNIE BOWLING, STACEY CASE, UH, DAVID FERRARO, UH, DON FISHER, JAKE GALBRATH, NATASHA GREEN, STEVEN GRISEL, JEFF WALTY, UH, SCOTT, WHAT'S, EXCUSE, SCOTT GIL HUTCHINSON, UH, UM, SARAH JOHNSON.

MICHAEL KAPLAN, UH, BEN K KITZ, UH, FRANK KRUEGER, SCOTT MATLOCK, STEVE PIPPIN, GEORGE REAGAN, RYAN REED, UH, MATTHEW ROYALTY, DEBORAH SPARKS, UH, TRICIA SCOTT SWAN, I CAN'T CALL IT TRISHA LYNN SWAN.

I KEEP WANNA CALL IT TRISHA SCOTT.

AND GARNET THURMAN, UM, LIKE RAY MENTIONED, OR COMMISSIONER LITTLE MENTIONED PUTTING YOUR YOURSELF OUT THERE FOR THESE KIND OF THINGS IS, UH, IT, IT'S REALLY SAYING SOMETHING, YOU KNOW, AND PART OF WHAT WE'VE TRIED TO DO THROUGH THIS PROCESS, YOU KNOW, THE, SOMETHING WE'VE FOUND UP HERE, UM, AND ALL THE FOLKS IN THE COMMISSION RIGHT NOW ARE ELECTED, NOT APPOINTED AS COM.

UH, VICE MAYOR, LITTLE POINTED OUT, HE HAD A PRETTY STIFF, UH, FIELD.

HIS FIRST TIME RAN.

I THINK, UM, THERE ARE NINE PEOPLE RUNNING.

THE FIRST TIME I RAN.

AND SOMETHING I DID FIND OUT IS THAT RUNNING FOR THE COMMISSION IS A REALLY GOOD WAY TO GET PREMIER, UH, PREPARED TO BE A COMMISSIONER.

UM, SO WE'VE TRIED TO THOUGHTFULLY REPLICATE WITH SOME DEGREE OF REASONABLENESS SOME OF THAT EXPERIENCE IN TERMS OF THIS APPLICATION PROCESS.

SO WE DID HAVE A, AN APPLICATION, BUT WE ALSO TRIED TO HAVE SOME THOUGHTFUL QUESTIONS TO THE CANDIDATES, JUST TRYING TO GET THEM TO SEAT THEMSELVES IN A COMMISSION SEAT AND DEVELOP SOME OF THAT PERSPECTIVE AS, UH, AS BEST WE CAN.

BUT THAT SAID, YOU KNOW, BECAUSE YOU CAN'T GO THROUGH THAT FULL PROCESS WITH AN APPOINTMENT, UM, I DO WANNA ENCOURAGE ALL THE COMMISSIONERS AS WE'RE LOOKING AT THIS TO THINK ABOUT, YOU KNOW, WHO HAS THE EXPERIENCE AND TEMPERAMENT AND WHO'S, WHO WOULD BE ABLE TO COME IN HERE TO, TO DO THIS JOB.

'CAUSE IT IS, IT'S, IT'S A DIFFERENT POSITION.

AND WHILE A NUMBER OF THE APPLICANTS, UM, HAVE MENTIONED VARIOUS PROJECTS THEY'VE WORKED ON AND DIFFERENT CONTRIBUTIONS THEY'VE MADE, WHICH ARE GREAT, BUT I'M, I'M HERE TO TELL YOU, THERE'S A WORLD OF DIFFERENCE BETWEEN WORKING ON A WELCOME PROJECT AND HAVING

[01:00:01]

SOMEONE BRING YOU AN IDEA THAT YOU AGREE WITH THEM.

THIS IS A GOOD IDEA, BUT ALTHOUGH THIS IS A GOOD IDEA, WE'RE STILL NOT GONNA DO IT.

UM, THERE ARE THINGS OUT THERE AND WHETHER IT'S BECAUSE OF BUDGET, WHETHER IT'S 'CAUSE OF TIME, SOMETIMES IT'S JUST OUTSIDE THE SCOPE OF THE MISSION OF THE CITY, AND YOU HAVE TO TAKE SOMEBODY WHO HAS A VERY GOOD COMMENT AND EXPLAIN WHY THAT'S NOT GONNA GO ON.

SO HAVING SOMEBODY, IF WE'RE GONNA POINT SOMEBODY, SOMEONE WHO'S BEEN IN A POSITION WHERE THEY'VE HAD TO HAVE THOSE KINDS OF KIND CONVERSATIONS, I KNOW THAT'S SOMETHING I'M LOOKING FOR.

AND I THINK THAT'S, UH, A VALUABLE EXPERIENCE TO HAVE.

UM, A NUMBER OF WAYS TO GET THAT.

YOU KNOW, I, I KNOW, UH, COMMISSIONER DONNA, YOU CAN TELL YOU THE PLANNING COMMISSION HAS TO DO THAT.

THERE ARE A NUMBER OF THINGS THAT COME FROM THE PLANNING COMMISSION.

THERE ARE GOOD IDEAS.

UM, I KNOW JAY GALBRATH, WHO'S HERE IS TELLS YOU THAT THAT MIGHT EVEN HAPPEN AT THE SCHOOL BOARD AT TIMES.

YOU KNOW, IF ANYONE'S EVER BEEN ON AN HOA BOARD, IT CERTAINLY COMES UP.

THERE ARE THINGS THAT PEOPLE WANNA DO AT THE, IN THE NEIGHBORHOODS THAT ARE GOOD IDEAS, BUT YOU STILL AREN'T GONNA DO 'EM.

SO, UM, SO AS WE GO THROUGH THIS PROCESS, THERE ARE A LOT OF THINGS TO CONSIDER.

YOU KNOW, THERE ARE A LOT OF QUALITIES FOR THE CANDIDATES AND, UM, YOU KNOW, LIKE, UH, LIKE I THINK EVERYONE'S MENTIONED SO FAR, IT'S ENTIRELY, WELL, I, I WOULD LIKE TO THINK NO ONE'S GONNA GO AWAY DISAPPOINTED BECAUSE I HOPE THEY UNDERSTAND THE DIFFICULTY OF TAKING 21 VERY GOOD HEARTFELT APPLICANTS THAT ARE WILLING TO GIVE THEIR TIME AND THEIR TALENTS TO THE CITY OF BRENTWOOD.

AND I THINK IT'S ALL WITH GREAT INTENTIONS.

WE CAN ONLY PICK ONE.

AND I'M HOPING THAT WE'RE ONLY PICKING ONE ONE TIME IN MY TIME IN THE COMMISSION.

APPOINTMENTS DON'T COME UP VERY OFTEN 'CAUSE ELECTIONS ARE A PREFERRED METHOD, BUT WE, YOU KNOW, WE'RE PUT IN THIS POSITION AND WE ARE GONNA DO OUR LEVEL BEST TO COME UP WITH A GOOD CONCLUSION FOR THE CITY OF BRENTWOOD.

ALRIGHT, SO THOSE ARE MY COMMENTS.

ANYTHING ELSE WHILE WE'RE DOING? ALRIGHT, SO THANK YOU.

WE ARE AN HOUR INTO THE MEETING AND WE'RE JUST NOW GETTING AROUND TO BUSINESS , SO THANKS FOR HANGING IN WITH US.

ALRIGHT, SO STARTING OUT WE'RE GONNA GO

[ Consent Agenda]

WITH THE CONSENT AGENDA.

ALL MATTERS LISTED IN THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE AND WILL GENERALLY BE ENACTED BY ONE MOTION EXCEPT FOR ANY ITEMS THAT ARE REMOVED, SUCH AS ITEM NUMBER NINE.

UM, THERE WILL BE NO SEPARATE DISCUSSION FOR THESE ITEMS AT THIS TIME.

DOES ANYONE HAVE ANY OTHER ITEMS BESIDES NUMBER NINE? THEY WANNA MOVE? OKAY.

ALRIGHT, SO WE'LL GO AHEAD AND READ THESE IN THE RECORD.

UH, CONSENT TO AGENDA ITEM NUMBER ONE, RESOLUTION 2025 DASH OH TWO A RESOLUTION AUTHORIZING THE DONATION OR SALE AND DISPOSAL OF SURPLUS PROPERTY HELD BY THE CITY FOR ADOPTION CONSENT.

DO WE HAVE A MOTION MOVE TO APPROVE MOVE APPROVED BY VICE MAYOR? LITTLE SECOND.

SECOND.

SECOND BY COMMISSIONER EZ.

UH, I'LL APPROVE, SAY AYE.

AYE.

AYE.

ANY OPPOSED? ALRIGHT, CONSENT AGENDA PASSES.

SO I GUESS, UM, CITY ATTORNEY SHOULD I JUST GO STRAIGHT INTO, UH, THE FORMER CONSENT AGENDA

[9. Resolution 2025-59 - A RESOLUTION ADOPTING REVISIONS TO THE JOHN P. HOLT BRENTWOOD LIBRARY POLICY MANUAL]

RESOLUTION 2025 DASH 59? YES, SIR.

OKAY.

SO I'D LIKE TO, UH, OH, DO WE HAVE A MOTION TO, UH, APPROVE RESOLUTION 2025 DASH 59 A RESOLUTION ADOPTING REVISIONS TO THE JOHN P. HOLT BRENTWOOD LIBRARY POLICY MANUAL.

I MOVE THAT WE ADOPT RESOLUTION 2025 DASH 59.

ALRIGHT.

MOTION BY COMMISSIONER DONAHUE.

I'LL

[01:05:01]

SECOND IT.

SECOND BY COMMISSIONER TRAVIS.

ALRIGHT, DISCUSSION.

UH, COMMISSIONER TRAVIS, WOULD YOU LIKE TO BEGIN? I I WOULD, I I WILL JUST SAY A LITTLE BECAUSE I KNOW WE HAVE OUR LIBRARY DIRECTOR UP THERE AND I THINK SHE CAN DO A BETTER JOB.

I HOPE SHE'S PREPARED BECAUSE IF YOU'LL SHARE THIS WITH THEM, WHAT, JUST WHAT YOU SHARED WITH US THE OTHER DAY, I THINK IT WOULD BE WONDERFUL.

SURE.

AND THANK YOU.

I'M LEE LEY.

UH, IT'S MY HONOR TO BE YOUR LIBRARY DIRECTOR.

I TAKE STEWARDING THIS, UH, IMPORTANT COMMUNITY ASSET VERY SERIOUSLY.

STAFF HAVE WORKED, UM, WITH CITY ATTORNEY KRISTIN KORN, POLICE CHIEF ANTHONY WEEKLY, AND WITH THE ADVISEMENT OF OUR WONDERFUL LIBRARY BOARD, SOME OF WHOM ARE IN THE AUDIENCE TO UPDATE THE CODE OF CONDUCT SO THAT THERE'S CLEAR EXPECTATIONS ABOUT CONSEQUENCES AND BEHAVIORAL EXPECTATIONS IN THE LIBRARY.

WE ALSO WORKED ON, UM, UPDATING PROGRAMMING POLICIES AND THEN MOST RECENTLY IT WAS BROUGHT TO OUR ATTENTION THAT WE NEEDED TO REVISIT THE MEETING ROOM POLICY GUIDELINES AND WE HAVE WORKED ON THAT AND WE'RE GONNA CONTINUE TO WORK TO IMPROVE THAT.

THANK YOU.

FURTHER COMMENTS, I'LL JUST SAY THANK YOU VERY MUCH.

I KNOW.

UM, WELL THE CITY ATTORNEY CORN, YOU KNOW, THE LIBRARY STAFF, THE LIBRARY OF VOLUNTEERS, UM, HAVE SPENT A LOT OF TIME ON THIS AND WE'RE GOING THROUGH IT THE OTHER DAY.

I REALLY APPRECIATE ALL THE TIME THE THOUGHTFUL EFFORT AND, YOU KNOW, HAVING A GOOD LIBRARY, AS WE'VE SAID IS, IS KEY TO OUR COMMUNITY.

SO THANK YOU VERY MUCH.

ALRIGHT, SO WE HAVE A MOTION TO APPROVE ANY FURTHER DISCUSSION.

ALRIGHT, ALL IN FAVOR SAY AYE.

AYE.

AYE.

OPPOSED? ALRIGHT, PASS THE UNANIMOUSLY.

ALRIGHT, SO NEW BUSINESS ITEM

[1. Appointment of One (1) Member to the Board of Commissioners]

NUMBER TWO.

APPOINTMENT OF ONE MEMBER TO THE BOARD OF COMMISSIONERS, I BELIEVE CITY ATTORNEY KORN.

THIS IS, UH, YOUR OPPORTUNITY TO DESCRIBE THE PROCESS.

ALL RIGHT.

AND I, IF I WOULD ASK AFTER I READ OR AFTER I BEGIN TO READ THE PRO, UH, THE RULES OF PROCEDURE, IF YOU ALL WOULDN'T MIND MAKING A MOTION TO ADOPT THEM, JUST MOVING FORWARD, BUT, OKAY.

UM, AS WE DISCUSSED ON THURSDAY BACK IN 2008, SOME PRO, EXCUSE ME, SUGGESTED RULES OF PROCEDURE WERE PRESENTED.

THAT'S A LOT FOR ME.

UM, AND I THINK YOU ALL DISCUSSED IT, YOU WOULD LIKE TO FOLLOW THESE MOVING FORWARD.

SO, UM, THEY HAVE BEEN ATTACHED TO THE AGENDA ITEM.

I THINK YOU ALL HAVE A COPY OF THEM, BUT JUST FOR THE AUDIENCE TO KNOW, UM, EACH COMMISSIONER WILL RECEIVE A BALLOT THAT INCLUDES THE NAME OF ALL 21 APPLICANTS.

AND THE COMMISSIONERS WILL VOTE FOR ONLY ONE CANDIDATE ON THAT BALLOT.

UM, AND AT THE END OF THAT FIRST ROUND, ANYONE WHOSE NAME WAS NOT VOTED FOR AT LEAST ONCE WILL NO LONGER BE ON THE BALLOT.

SO THEN THE REMAINING SIX CANDIDATES AT THE MOST WOULD MOVE FORWARD TO THE SECOND ROUND AND SO ON UNTIL, UM, ONE CANDIDATE RECEIVES FOUR VOTES.

UM, AND I APOLOGIZE TO COMMISSIONER DUNN, BUT I AM GONNA GO AHEAD AND SAY THE NEXT, IF AT ANY POINT WHERE IT LOOKS LIKE , THAT'S A PRIVATE JUG.

I KNOW WHERE IT LOOKS LIKE, UM, THERE IT MAY NOT CHANGE FROM THAT ANYONE, UM, CAN MAKE A MOTION TO APPROVE A PARTICULAR CANDIDATE AND THEN WHEN A SECOND IS MADE, THEN DISCUSSION CAN ENSU ON THAT CANDIDATE.

UM, AND THEN A VOTE CAN BE TAKEN IN.

AGAIN, ULTIMATELY ANY CANDIDATE NEEDS FOUR VOTES TO BE A SUCCESSFUL CANDIDATE FOR THE CITY COMMISSION VACANCY.

SO, UM, AND IF ANYONE HAS ANY QUESTIONS ON THAT FIRST BEFORE WE GET GOING.

SO WE NEED A MOTION TO ADOPT THE PROCESS YES.

AS ATTACHED TO OUR, UH, COMMISSION MATERIALS.

AND DESCRIBE BY THE CITY ATTORNEY.

YES SIR.

THANK YOU.

SO DO WE HAVE A MOTION? I A MOTION WE HAVE MOTION.

COMMISSIONER GURE.

SECOND.

SECOND.

A SECOND.

COMMISSIONER DONAHUE.

AYE.

ALRIGHT, ALL IN FAVOR? AYE.

OPPOSED? ALRIGHT.

SO GUESS MOVING FORWARD, IF, UH, YOU WOULD TAKE YOUR BALLOT AND SELECT A, UM, A CANDIDATE.

NO.

COME PICK 'EM UP WHEN YOU'RE READY.

I THINK WE'RE READY.

WHY I SAY THAT I WORE MY WALKING SHOES TODAY, SO .

ALL RIGHT.

YOU READY? I'M READY.

ALL RIGHT.

ALL RIGHT.

YOU ALL READY? YEP.

ALL RIGHT.

COMMISSIONER DUNN VOTES FOR GIL HUTCHINSON.

RIGHT.

[01:10:03]

OKAY.

COMMISSIONER GRIS VOTES FOR JAY GALBRATH.

OKAY.

COMMISSIONER DONAHUE VOTES FOR STEVE PIPPEN.

COMMISSIONER TRAVIS VOTES FOR RYAN REED, VICE MAYOR.

LITTLE VOTES FOR STACEY CASE AND MAYOR ANDREWS VOTES FOR STEVE PIPPEN.

OKAY.

OKAY.

SO THAT LEAVES, THAT MEANS THAT FIVE CANDIDATES MOVE FORWARD TO THE SECOND BALLOT AND WE CAN READ THOSE IF I BELIEVE YOU ALL HAVE HIGHLIGHTERS.

OKAY.

ARE YOU READY? CALL OUT.

THE NAMES THE GAM.

OKAY.

THE FIRST CANDIDATE IS STACY LYNN CASE.

THE SECOND CANDIDATE IS JAY GALBRATH.

THE THIRD CANDIDATE IS SCOTT GILL GILLARD HUTCHINSON.

THE FOURTH CANDIDATE IS STEVEN LEROY PIPPIN.

AND THE FIFTH CANDIDATE IS RYAN REED.

OKAY.

YOU READY? ALRIGHT.

YOU READY? MM-HMM .

ALRIGHT.

COMMISSIONER TRAVIS VOTES FOR STEVE PIPPEN, VICE MAYOR.

LITTLE VOTES FOR STEVE PIPPEN.

MAYOR ANDREWS VOTES FOR STEVE PIPPEN.

COMMISSIONER DONAHUE VOTES FOR STEVE PIPPEN.

COMMISSIONER DUNN VOTES FOR STEVE PIPPEN AND COMMISSIONER GALEZ VOTES FOR GAIL HU HUTCHINSON, TEXAS.

YEP.

ALRIGHT, SO WE HAVE UH, FIVE VOTES FOR STEVE PIPPEN.

ONE VOTE FOR GAIL HUTCHINSON.

VERY GOOD.

WELL, CONGRATULATIONS STEVE PIPPEN.

ALL RIGHT.

A A POINT OF ORDER PLEASE.

HIS SWEARING IN, I ASSUME WILL BE AT THE NEXT MEETING.

SO HE HAS OPPORTUNITY TO HAVE FAMILY HERE.

THAT'S CORRECT.

AND IF HE WANTS THE COUNTY MAYOR TO SWEAR HIM IN, THAT'S CORRECT.

YES, SIR.

OKAY.

THAT QUESTION WAS ASKED ME THIS AFTERNOON AND I SAID, I'M NOT FOR CERTAIN, BUT I THINK THAT'S HOW IT WOULD GO.

YES, THAT'S CORRECT.

YEAH.

AND I KNOW WHEN WE DO THE BOARD APPOINTMENTS, I KNOW THE, THE ONE BOARD THAT DOESN'T HAVE A COMMISSIONER ON IT RIGHT NOW IS THE TREE BOARD, BUT WE, WE CAN'T APPOINT SOMEBODY WHO'S NOT, UH, A COMMISSIONER THAT'S TO THAT.

SO WE HAVE TO WAIT UNTIL AFTER THE SWEARING IN.

YES, SIR.

IS THAT CORRECT? YES, SIR.

OKAY.

MM-HMM .

VERY GOOD.

WELL, I WANNA, AGAIN, THANK ALL THE CANDIDATES, UH, FOR THIS.

AND AS, UH, SEVERAL FOLKS MENTIONED THERE ARE A LOT OF OPPORTUNITIES TO GET INVOLVED AND I HOPE YOU FELT LIKE THE PROCESS WAS A POSITIVE ONE AND I HOPE THAT WE SEE MORE OF YOU, NOT LESS OF YOU, UM, AS WE MOVE FORWARD FROM THIS.

SO THANK YOU SO MUCH FOR THAT HERE.

THIS ALSO CREATES A VACANCY ON THE PLANNING COMMISSION.

OH, THAT'S TRUE.

UM, SO I GUESS NEXT MEETING WE TALK ABOUT THAT.

THAT'S CORRECT.

WE CAN PLAN TO HAVE THAT ON YOUR NEXT AGENDA OR WE CAN PUT IT ON THE SUBSEQUENT ONE.

AND THE PLANNING COMMISSION DOESN'T MEET NEXT UNTIL AUGUST, CORRECT? RIGHT.

THAT'S ALMOST UPON US .

RIGHT.

YEAH.

FAIR ENOUGH.

GOOD.

IF WE COULD HAVE IT NEXT MEETING BECAUSE THEN THEY WOULD BE READY FOR THAT FIRST MEETING IN AUGUST.

[01:15:01]

BUT I THINK IT'S, I THINK IT'S MINE.

OKAY.

SO IF WE CAN GET, UH, INFORMATION ON THE PLANNING COMMISSION APPOINTMENT, UM, SURE.

'CAUSE THAT IS OF COURSE, AS A, AS A MARRIAGE APPOINTMENT, IT'S SOMETHING THAT WE HAVE A PROCESS FOR, BUT WE DON'T HAVE TO HAVE A, A PROCESS QUITE AS INVOLVED IN THIS TO DO THAT.

SO IT'S, UH, .

YEAH, THAT'D BE GREAT.

VERY GOOD.

ALRIGHT, IS THERE ANY FURTHER BUSINESS IN FRONT OF THE COMMISSION TONIGHT? IF NOT, CALL THIS ADJOURNED.

THANK YOU.

THANK YOU.
