[00:00:01] GOOD EVENING AND WELCOME TO THE REGULAR [ Call to Order by Mayor Roll Call Invocation by Commissioner Andrews Pledge of Allegiance to the Flag Veterans Day Ceremony] MEETING OF THE BOARD OF COMMISSIONERS FOR MONDAY, NOVEMBER 11TH, 2024. PLEASE LET THE RECORD REFLECT THAT ALL COMMISSIONERS ARE PRESENT. WE ARE GLAD YOU ARE ALL HERE WITH US TONIGHT. UM, HOW NEAT TO SEE, UH, SUCH A, UH, A LARGE, UH, FULL HOUSE. UH, AND WHAT A GREAT EVENING, UH, TO CELEBRATE WITH THOSE COMMENTS. I'M GONNA TURN IT OVER TO, UH, COMMISSIONER SPEARS. THANK YOU. WELCOME. GOOD EVENING, LADIES AND GENTLEMEN. UM, ON BEHALF OF THE VA, THE MAYOR, THE VICE MAYOR, THE COMMISSIONERS, AND THE STAFF, WE WANNA WELCOME YOU TO OUR VERY FIRST VETERANS DAY CEREMONY HERE IN BRENTWOOD. IT HAS BEEN MY HONOR TO WORK ON PLANNING THIS EVENT, AND WE HOPE THAT THIS IS THE FIRST OF MANY FUTURE EVENTS. IN 1919, PRESIDENT WILSON PROCLAIMED NOVEMBER 11TH AS PHARMACIST DAY. THIS WAS DONE TO HONOR AND REMEMBER ALL OF THE VETERANS OF THE GREAT WORLD WAR BY AN ACT OF CONGRESS. IN 1938, THE DAY BECAME A LEGAL HOLIDAY. IN 1954, PRESIDENT EISENHOWER CHANGED THE NAME TO VETERANS DAY AND EXPANDED THE SCOPE TO INCLUDE AND HONOR ALL VETERANS. WE ARE ABLE TO GATHER HERE TONIGHT BECAUSE OF THE SACRIFICES OF OUR VETERANS AND TO THAT, THAT THEY DEFENDED THE CAUSE OF FREEDOM AS OUTLINED IN OUR CONSTITUTION, BECAUSE OF THE SACRIFICES OF OUR VETERANS, WE HAVE A GOVERNMENT THAT IS OF THE PEOPLE, BY THE PEOPLE, AND FOR THE PEOPLE. SO TONIGHT WE SAY THANK YOU TO EVERY VETERAN, PAST AND PRESENT. WE SAY THANK YOU FOR YOUR SACRIFICES OF SERVING. WE SAY THANK YOU TO THE FAMILIES THAT SUPPORTED YOU WHILE YOU WERE AWAY, AND THE FAMILIES THAT WELCOMED YOU HOME WARMLY WHEN YOU RETURNED. TONIGHT, WE HAVE A FEW, FEW GROUPS OF PEOPLE SPECIFICALLY THAT WE WOULD LIKE TO THANK. WE WOULD LIKE TO THANK THE HONOR OUR VETS, CO-FOUNDERS, TOM FRIEDEN FREEMAN, AND DON BELTON. THEY'RE HERE TONIGHT. THEY'VE HELPED US PLAN AND PROMOTE TONIGHT'S EVENT. WE WOULD ALSO LIKE TO THANK ALL OF THOSE WHO ARE PARTICIPATING IN OUR CEREMONY TONIGHT. THEY'RE LISTED IN YOUR PROGRAM. I HOPE YOU GOT ONE. UM, THEY ARE VETERANS AND THEY ARE HIGH SCHOOL STUDENTS FROM RAVENWOOD AND BRENTWOOD HIGH SCHOOL. WE WOULD ALSO LIKE TO THANK THE HILLSBOROUGH EXCHANGE CLUB. THIS HILLSBOROUGH EXCHANGE CLUB IS AN ALL VOLUNTEER GROUP, AND THEY ARE RESPONSIBLE FOR PUTTING THE 110 AMERICAN FLAGS THAT LINE, THE LIGHT POSTS DOWN FRANKLIN ROAD FROM OLD HICKORY DOWN THROUGH THE COMMERCIAL DISTRICT. I HOPE YOU'VE BEEN ABLE TO DRIVE THROUGH BRENTWOOD TODAY. THEY DO THIS FOR ALL PATRIOTIC HOLIDAYS. NOW WE WOULD LIKE TO TAKE A MOMENT TO RECOGNIZE OUR DISTINGUISHED GUESTS. UH, WHEN I CALL YOUR NAME, PLEASE STAND AND REMAIN STANDING. TONIGHT'S SPEAKER, LIEUTENANT COMMANDER, RETIRED HOWARD RODRIGUEZ, SENATE STATE SENATOR JACK JOHNSON IS HOPING TO COME LATER. SO IF YOU'RE HERE FOR THE AFTER PARTY, HOPEFULLY YOU'LL GET TO SEE HIM. WE HAVE STATE, TENNESSEE STATE REPRESENTATIVE GINO OLSO. I KNOW HE'S HERE, BUT I DON'T KNOW WHERE HE'S SITTING. HE'S IN THE BACK STANDING IN THE BACK. WE HAVE ONE OF OUR COUNTY COMMISSIONERS HERE, CHRISTOPHER RICHARDS. ARE THERE ANY OTHER, UM, DISTINGUISHED GUESTS THAT I'VE MISSED THAT ARE OUTSIDE OF BRENTWOOD? NOT YET. OKAY. WE HAVE MAYOR GORMAN, VICE MAYOR TRAVIS, COMMISSIONER ANDREWS, COMMISSIONER DUNN, COMMISSIONER LITTLE AND COMMISSIONER MCMILLAN. AND WE HAVE ONE MORE GUEST THAT I'D LIKE TO INTRODUCE. WE HAVE MR. STOBY REYNOLDS. CAN YOU STAND FOR US, MR. REYNOLDS? I KNOW SEVERAL OF YOU HAVE MET MR. REYNOLDS, BUT IN CASE YOU HAVEN'T, HE IS A WORLD WAR II VETERAN AND HE SERVED IN THE ARMY WITH PATTON AND HE HAS LOTS OF GREAT STORIES TO TELL. AND HE WILL TURN 100 ON CHRISTMAS DAY. YOU MAY BE SEEN. THANK YOU SO MUCH. WE ARE GRATEFUL FOR THIS EVENING AND THIS EVENT TONIGHT. WE VIEW THIS EVENT AS [00:05:01] THE BEGINNING OF INTENTIONALLY INCREASING OUR RECOGNITION FOR OUR MILITARY HERE IN BRENTWOOD. NOW WE WILL BEGIN OUR CEREMONY. WE WILL BEGIN TONIGHT WITH THE INVOCATION. TONIGHT'S INVOCATION WILL BE GIVEN BY JOHN CHERRY. HE SERVED AS A COLONEL IN THE NATIONAL GUARD AND IS NOW RETIRED. PLEASE STAND FOR THE INVOCATION, SHALL WE PRAY? DEAR HEAVENLY FATHER, WE COME BEFORE YOU WITH HEARTS FULL OF THANKFULNESS. FOR THE BRAVE MEN AND WOMEN WHO HAVE SERVED OUR NATION, WE KNOW THAT NO ONE UNDERSTANDS SACRIFICE MORE THAN YOU. THIS VETERAN'S DAY, WE'RE REMINDED OF THOSE WHO'VE SACRIFICED FOR OUR COUNTRY. YOU KNOW, EVERY ONE OF THEM BY NAME AND THE HARDSHIPS THAT THEY'VE FACED. YOUR WORDS SAY THAT THERE'S NO GREATER LOVE THAN TO LAY DOWN YOUR LIFE FOR YOUR FRIENDS. OUR VETERANS HAVE LIVED OUT THIS VERY TRUTH BY RISKING THEIR LIVES FOR THE PROTECTION AND PEACE OF OUR NATION. MAY THEIR SACRIFICE NEVER BE FORGOTTEN, AND MAY WE HONOR THEIR COURAGE WITH OUR GRATITUDE AND SUPPORT. WE ALSO ASK FOR PEACE AND COMFORT FOR THE FAMILIES OF VETERANS AND HONOR THEIR SACRIFICES. WELL, WE THANK YOU FOR EVERY MAN AND WOMAN WHO GAVE THEIR ALL IN THIS SERVICE FOR OUR COUNTRY. IN JESUS' NAME WE PRAY. AMEN. PLEASE REMAIN STANDING. THANK YOU COMMISSIONER. LADIES AND GENTLEMEN, WE'VE ASKED YOU TO PLEASE REMAIN STANDING FOR THE PRESENTATION OF THE COLORS BY THE RAVENWOOD HIGH SCHOOL RESERVE OFFICER, TRAINING COLOR GUARD, WHICH WILL BE FOLLOWED BY THE NATIONAL ANTHEM OF THE BRENTWOOD HIGH SCHOOL CHAMBER CHOIR, AND THEN THE PLEDGE OF ALLEGIANCE LED BY JOEY KOPI. FOR ALL OF THESE, WE ASK THAT YOU REMAIN STANDING VETERANS AND MILITARY PERSONNEL PRESENT. PLEASE REMEMBER TO RENDER THE HAND SALUTE ALL OTHERS. PLACE YOUR HAND OVER YOUR HEART. THANK YOU VERY MUCH. WE HELD OUT THE TWILIGHTS LAST WHO'S BRUSH STRIPES AND BRIGHT STARS THROUGH THE, OR THE WHAT WE WATCH WE'RE SO AND STREAMING ON THE ROAD THERE. STAR, LADIES AND GENTLEMEN, IT'S APPROPRIATE AT THIS TIME TO RENDER A ROUND OF APPLAUSE FOR THAT OUTSTANDING. [00:10:07] NOW, OUR PLEDGE OF ALLEGIANCE, WHICH WILL BE LED BY JOEY KOPI. JOIN ME, I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH STANDS, ONE NATION UNDER GOD, GOD AND LIBERTY, JUSTICE FOR TOMORROW. ORDER ARMS, ORDER COLORS, RIDE BASE FORCE, ARMS COM LAB, MARS. WOULD YOU PLEASE RENDER? ONE MORE ROUND OF APPLAUSE, LADIES AND GENTLEMEN. PLEASE TAKE YOUR SEATS. FOR THOSE OF YOU THAT HAVE A PROGRAM, I'D LIKE TO BRING YOUR ATTENTION TO IT AND ASK YOU TO TURN IT OVER AND TAKE A LOOK AT IT. WE'RE VERY BLESSED THIS EVENING TO HAVE A DISTINGUISHED NAVAL VETERAN WHO SERVED 20 YEARS ON ACTIVE DUTY IN THE UNITED STATES NAVY. HE HAS A DISTINCTION OF BEING A DUAL QUALIFIED FLIGHT OFFICER AND PILOT. THAT MEANS, UH, FOR THOSE WHO ARE NOT FAMILIAR WITH THOSE TERMS, HE IS BOTH A FIXED WING PILOT, WHICH WOULD BE AIRPLANES. AND HE'S ALSO A ROTARY WING AVIATOR HELICOPTERS. HE SPENT MOST OF HIS CAREER 9,000 HOURS IN FLIGHT TIME, 2000 OF IT IN FIXED WING, THE OTHER 7,000 OR SO IN ROTARY WING AIRCRAFT. THIS IS AN EXCEPTIONAL, UH, CAREER AND A DISTINGUISHED NUMBER OF HOURS. A FEW AVIATORS IN A 20 YEAR TIME FRAME WILL ACCRUE THAT MANY HOURS. ADDITIONALLY, HE SERVED AS A SQUADRON OPERATIONS OFFICER. FOR THOSE WHO ARE NOT FAMILIAR WITH THAT TERM, THAT MEANS YOU'RE IN CHARGE OF EVERYTHING. SINCE FLYING AND MOVING AROUND ON AIRCRAFT CARES, HE'S VERY, UH, PROUD TO HAVE SERVED ON WHAT WE KNOW AS THE BIG E OR THE ENTERPRISE. UH, THIS AIRCRAFT CARRIER HAD MULTIPLE REACTORS AND UH, THAT WOULD BE EIGHT IF I'VE GOT IT CORRECT. YES, THAT IS EIGHT. AND IT WAS THE FIRST NUCLEAR POWERED AIRCRAFT IN THE UNITED STATES NAVY. UH, HOWARD IS A VERY DISTINGUISHED MEMBER AS WELL OF SHRINERS, WHERE HE SERVES ON THE SHRINER CHILDREN'S HOSPITAL BOARD, AND THAT IS A DISTINGUISHED ACCOMPLISHMENT. ACCOMPLISHMENT. HE'S ALSO BEEN A NUCLEAR SECURITY OFFICER WHERE HE RETIRED. HE SERVED IN GOVERNMENT SERVICE IN LOCAL GOVERNMENT, AND HE IS A DEACON AT BRENTWOOD BAPTIST CHURCH. LADIES AND GENTLEMEN, PLEASE JOIN ME IN A WARM WELCOME FOR OUR DISTINGUISHED GUEST SPEAKER. HOWARD, PLEASE STEP FORWARD. THANK WOW, BIG CROWD. FIRST OFF, I'D LIKE TO THANK YOU FOR THE HONOR OF BE HAVING THE PRIVILEGE TO ADDRESS Y'ALL TODAY. IF WE LOOK AROUND, JUST I GET A QUICK SHOW OF HANDS. HOW MANY VETERANS DO WE HAVE IN HERE TODAY? OKAY, THANK Y'ALL. ALL FOR YOUR SERVICE. AND OVER THE LAST FEW YEARS, WHEN WE ASK THAT AND WE GO AROUND AND LOOK, WE HAVE FEWER AND FEWER VETERANS AT THESE TYPE OF PROCEEDINGS. THE MAIN REASON FOR THAT IS OUR GREATEST GENERATION IS GOING AWAY. WE'RE HONORED TO HAVE MR. REYNOLDS WITH US TONIGHT. THANK YOU, SIR. [00:15:01] BUT I SAY THAT BECAUSE WORLD WAR II, OVER 20% OF THE MALES WERE IN THE MILITARY OR SERVED IN SOME WAY. TODAY, IT'S DOWN TO WHERE LESS THAN ONE HALF OF 1% SERVE IN THE MILITARY OF OUR POPULATION. SO THE REASON FOR THAT MAIN REASON IS PROBABLY TECHNOLOGY. THE TECHNOLOGY THAT WASN'T AVAILABLE IN WORLD WAR II, WHILE WE HAD TO SEND THESE HUGE FLIGHTS BOMBERS ACROSS, WHERE NOW WE CAN DO A LOT WITH ONE BOMBER, WITH THE SMART BOMBS THAT WE HAVE, ALL THE TECHNOLOGY THAT'S COME ALONG OVER THE YEARS, THAT WE'VE BEEN ABLE TO FIGHT SMARTER AND SAVE MORE LIVES BY DOING IT THAT WAY. UM, SO AND THEN WE ALSO HAVEN'T HAD THE WORLDWIDE WARS. WE'VE HAD THE SMALLER CONFLICTS AND WE HAVEN'T NEEDED NEEDED AS MUCH. BUT, UH, LET'S FACE IT, EVEN OUR PREACHER AT CHURCH ON SUNDAY MADE A COMMENT FROM SOMEONE WHO'D DONE SOME RESEARCH FROM THE BIBLE OF 35 YEARS OF WRITTEN HISTORY THAT A GUY WAS ABLE TO LOOK AT. ONLY 260 YEARS HAVE NOT BEEN WITHOUT SOME TYPE OF WARFARE GOING ON. SO THAT'S WHY WE NEED OUR VETERANS OUT THERE. MOST OF MY 20 YEARS WAS, I WAS LUCKY. I'VE ONLY GOT ONE COMBAT FLIGHT IN MY 20 YEARS OF SERVICE. THE REST OF MY TIME WAS, UM, SHOWING THE FLAG BEING ON A CARRIER. IT IS TRUE. WHEN SOMETHING STARTS GOING DOWN THE WORLD, THE FIRST THING THE PRESIDENT ASK IS, WHERE'S THE NEAREST CARRIER? BECAUSE I CAN'T TELL YOU HOW MANY TIMES ON CRUISE WE WERE SHOT TO A SPOT, PULL UP 10, 5, 10 MILES OFF THE COAST, LET 'EM SEE US, AND THEN BACK OFF AND WATCH THE SITUATION COOL DOWN. UM, BUT A LOT OF THINGS THAT'S COME OUT. UH, WE JUST FINISHED 20 YEARS OF WAR IN AFGHANISTAN AND IRAQ. UH, THE WAY SOME OF IT ENDED IS UNFORTUNATE. BUT THE BIGGEST THING THAT CAME OUTTA THAT WAR WAS ALSO SOMETHING THAT SAVED LIVES WAS THE, UH, WERE SOME MEDICAL ADVANCES. THE BIGGEST MEDICAL ADVANCE THAT CAME OUT OF THE LAST 20 YEARS WAS THE HANDLING OF TRAUMATIC BRAIN INJURIES. WE HAD, AND THIS IS WHERE I WILL REALLY GIVE IT TO SOME NEUROSURGEONS, EVERYTHING, THEY VOLUNTEERED TO GO TO IRAQ AND SET UP INSIDE AROUND BAGHDAD TO TREAT, TO TRY SOME CURES THAT THEY THOUGHT WOULD WORK, AND THEY HAD IT IN ENOUGH. SO THERE THEY WERE ABLE TO PUT TOGETHER SOME, UH, PROTOCOLS THAT NOT ONLY WERE USED IN THE MILITARY, NOW THEY'RE USED ALL THROUGHOUT FOR PREP, UH, TRAUMATIC BRAIN INJURY TO GIVE THOSE PEOPLE A WHOLE LOT BETTER CHANCE OF BEING ABLE TO CARRY FORWARD. BUT AS VETERANS, AND FOR ME, WE WERE ALWAYS ABOUT, UH, AS A HELICOPTER PILOT, AND I DID A LOT OF SEARCH AND RESCUE COMBAT SEARCH AND RESCUE. BUT, UH, OUR MOTTO WAS ALWAYS, SO OTHERS MAY LIVE. AND, UH, SO I GUESS I'VE BEEN A SHEEP DOG ALL MY LIFE, . BUT, UH, IT WAS GOOD. BUT THE ONE THING THAT WE AS VETERANS, WE HELD OUT, 'CAUSE WHO WE COULDN'T DO IT WITHOUT IS OUR FAMILY. MY WIFE BACK THERE. IF SHE WASN'T TAKING CARE OF THE HOME FRONT, I COULDN'T HAVE DONE WHAT I DID TO THE IT. IT'S A SO, AND THAT'S THE OTHER VETERAN I'D LIKE TO THANK TONIGHT ALL THE SPOUSES AND FAMILIES WHO SUPPORTED US WHILE WE WERE OUT. BUT OTHER THAN THAT, I, I WAS PROUD TO SERVE. I GLADLY SERVE AGAIN AND I THANK EVERYONE HERE WHO SERVED FOR YOUR SERVICE. THANK Y'ALL. [00:20:13] THANK YOU HOWARD. THANK YOU FOR YOUR OUTSTANDING SERVICE AND YOUR LEADERSHIP. AND THANK YOU FOR RECOGNIZING THE SPOUSES AND FAMILY MEMBERS THAT ARE HERE THIS EVENING. CAN WE ALL ASK FOR THE SPOUSES AND FAMILY MEMBERS OF OUR ARMED FORCES TO PLEASE STAND SO WE CAN RECOGNIZE YOU THIS EVENING? THANK YOU SO MUCH. IN THE LAST 20 YEARS, THE ARMED FORCES HAS ACTUALLY REALIZED THE SACRIFICE THAT FAMILY MEMBERS MAKE WITH FAMILY SUPPORT PERSONNEL THAT ARE ACTUAL SPOUSES AND FAMILY MEMBERS ARE NOW WITH EVERY MAJOR UNIT. AND THEIR JOB IS TO HELP THE SPOUSE AND THE FAMILY MEMBERS COPE WITH THE DEPLOYMENTS THAT TODAY'S SOLDIER, SAILOR AIRMEN, MARINES, AND MEMBERS OF THE COAST GUARD. AND I WILL NOT FORGET THE SPACE FORCE THAT THEY ALSO ARE DEPLOYED. I HEAR A LITTLE GIGGLE ABOUT THE SPACE FORCE. THERE'S, I KNOW THEY WEAR THE STAR WARS UNIFORM AND THERE'S 8,500 OF THEM, BUT THEY'RE OUTSTANDING PEOPLE JUST AS MUCH. SO THANK YOU ALL AND THANK YOU FOR YOUR SERVICE. WE'RE VERY BLESSED TO HAVE A REPEAT PERFORMANCE BY THE CHAMBER CHOIR. NOW THIS WILL REQUIRE SOME COORDINATION FOR NAVY PERSONNEL HOWARD, ALL THE NAVY PERSONNEL. RAISE YOUR HAND PLEASE. OKAY. WHEN YOU HEAR YOUR HYMN, WE WANT YOU TO STAND UP, RENDER A HAND SALUTE ONLY WHEN YOU HEAR YOUR HYMN. SO THEY'RE GOING TO SING ALL THE ARMED FORCES MEDLEY FOR US. AND WHEN THEY DO, I KNOW THAT THERE'S SOME OF YOU THAT HAVE BEEN IN MULTIPLE BRANCHES, STAND RENDER THE HAND SALUTE. WE DON'T HAVE TO TELL THAT TO THE MARINES. MARINES, I KNOW CURRY ANDREWS IS HERE. HE'S A MARINE. UH, WE WILL EXPECT YOU TO SING YOU OR HYMN 'CAUSE YOU GUYS ALWAYS KNOW IT. MM-HMM. THE REST OF US, WE DON'T REALLY KNOW IT THAT WELL, . SO, UH, IF YOU WILL TAKE IT AWAY, MAESTRO. THANK YOU. . [00:28:10] PLEASE REMAIN STANDING. AND JUST A MOMENT, STUDENTS HAVE EXITED THE ROOM. WE'RE GOING TO HAVE OUR BENEDICTION. I JUST WANT TO THANK THE COMMISSIONERS, THE MAYOR, THE STAFF, OUR CITY MANAGER FOR ALLOWING US THE OPPORTUNITY TO HONOR OUR VETERANS IN THIS COMMUNITY. THIS IS TWICE THIS YEAR. THEY'VE STEPPED OUT AND DONE OUR MEMORIAL DAY REMEMBRANCE, AND THEN TONIGHT'S REMEMBRANCE. IT TAKES A LOT OF WORK ACTUALLY TO PUT THESE ON. SO WE WANT TO THANK THE CITY STAFF AND TEAM AND THE LEADERSHIP FOR DOING THAT. ALSO, I WANT TO THANK EACH ONE OF THE PARTICIPANTS THIS EVENING FOR HELPING US HONOR OUR VETERANS AND FOR OUR 99-YEAR-OLD VETERAN THANK YOU, SIR, FOR YOUR SERVICE WITH GENERAL PATTON'S ARMY. ALRIGHT. AND WE WILL HAVE AN ANNOUNCEMENT. WE WILL BE REPLACING THIS YOUNG MAN'S MILITARY DECORATIONS, WHICH HAVE LONG BEEN LOST IN A CEREMONY IN THE NEAR FUTURE. SO STANDBY FOR THAT. PLEASE DO. WHILE I'VE ASKED YOU TO REMAIN STANDING FOR THE BENEDICTION, I AM VERY, UH, PLEASED TO INTRODUCE MY COLLEAGUE, DON BELTON, TO LEAD US IN THE BENEDICTION. HOLD ON, DON. IT'S NICE TO BE A COLONEL TO BE ABLE TO TELL THE SERGEANT FIRST CLASS TO HOLD ON. STAND ON. DON IS A TREMENDOUS, TREMENDOUS ASSET AND HARD WORKER FOR ALL THE VETERANS OF OUR COMMUNITY. AND IN THE STATE OF TENNESSEE, WE COULDN'T HAVE ACHIEVED SOME OF THE THINGS WE'VE DONE WITHOUT DON'S LEADERSHIP AND VISION. AND WE ALL OWE YOU A GREAT DEAL. EVERY ONE OF US VETS BENEFITS FROM WHAT [00:30:01] YOU'RE DOING. SO I WANT TO THANK YOU. AND NOW YOU MAY MARCH TO YOUTH MEDITATION , LET US PRAY. OUR DEAR HEAVENLY FATHER, WE THANK YOU LORD FOR THE MANY VETERANS, MEN AND WOMEN THAT IN THIS AUDIENCE TONIGHT. WE THANK YOU FOR THE MANY VETERANS THAT'S ABROAD SERVING IN MANY CONFLICTS. AND WE ASK YOU, LORD, TO LOOK OVER THOSE AND PROTECT 'EM. WE ASK YOU TO BLESS THE FAMILIES WHO HAVE LOST THE LOVED ONES, WHO GAVE THE ULTIMATE SACRIFICE THAT ARE NOT WITH US. COMFORT THEM AND LET THEM KNOW THAT THIS IS THE FREEST COUNTRY BECAUSE OF THEM. AND GOD, WE GIVE ALL THE PRAISE IN YOUR NAME. AMEN. WE HAVE SOME REFRESHMENTS IN THE BACK. YOU'RE WELCOME TO JOIN US AND THANK ALL OF YOU FOR COMING. AND LET'S GIVE ANOTHER HAND TO THAT CHOIR AND THE HONOR GUARD, A FAMILIAR TERM TO ALL THOSE IN THE MILITARY IS FALLOUT . ALRIGHT, UM, WELCOME BACK. UM, WHAT A GREAT, UH, CEREMONY FOR OUR VETERANS. UM, GOSH, THAT WAS SO PATRIOTIC. ALMOST SEEMS TOO QUIET IN HERE. NOW YOU CAN KIND OF HEAR A PIN DROP. RIGHT. UM, BUT WE'RE GOING TO, UH, TRY AND MOVE THROUGH THE AGENDA, UH, THIS EVENING. AND WE'RE GONNA GO OVER AND, UH, AND THEN CELEBRATE WITH THE, UH, WITH THE VETERANS, [2. Approval or Correction of Minutes] UH, NEXT DOOR. SO THE FIRST ITEM OF BUSINESS IS APPROVAL OR CORRECTION OF THE MINUTES FROM THE OCTOBER 28TH, 2024 MEETING. DO I HEAR A MOTION TO APPROVE? MOVE TO APPROVE SECOND PRIMARY AND SECONDARY MOTION ON THE FLOOR. ALL IN FAVOR SIGNIFY BY SAYING AYE. AYE. AYE. OPPOSED? ABSTENTIONS. MOTION PASSES UNANIMOUSLY. [ Comments from Citizens – Individuals may comment on any item included in the Consent/Regular agenda or on any other matter regarding the City of Brentwood. All comments should be directed to the Board of Commissioners. A sign-in sheet will be provided fifteen (15) minutes prior to the start of the meeting. Anyone wishing to speak may, but are not required to, sign in. ] AT THIS POINT IN THE MEETING, WE'LL HAVE COMMENTS FROM CITIZENS. INDIVIDUALS MAY COMMENT ON ANY ITEM IN THE CONSENT OR REGULAR AGENDA, OR ANY OTHER MATTER REGARDING THE CITY OF BRENTWOOD. YOU DON'T HAVE TO SIGN UP THIS EVENING. UM, WE HAVE, UM, ONE PERSON SIGNED UP. UM, JASON GRANT, IF YOU WOULD COME FORWARD, IDENTIFY YOURSELF BY NAME AND ADDRESS AND THEN ANYONE ELSE THAT WOULD LIKE TO SPEAK AFTER JASON DURING CITIZEN COMMENTS AS WELL. HELLO, JASON GRANT, 1626 OALL DRIVE. UH, HELLO ALL. WE'VE BEEN COMMUTING BY, UH, COMMUNICATING BY EMAIL. AND, UM, THAT'S ALWAYS, UH, TO ME KIND OF TAKING LEFT TURNS AT TIMES. I THINK YOU'RE LOST ON THE, UH, THE INFLECTION AND THE INTENT AND, UM, UH, ANSWERS I THINK TO SOME OF THE QUESTIONS THAT WERE POSED BECAUSE, UM, ALLISON'S MOST RECENTLY GIVEN AN EMAIL, I HAVEN'T RESPONDED TO IT YET, BUT I'D GIVE HER A HEADS UP. UM, THE ONLY REASON I'M HERE TONIGHT IS BECAUSE ALL OF OUR KIDS' ACTIVITIES WERE, WERE CANCELED. UM, AND THAT'S WHAT YOU'LL FIND, UH, WITH MAJORITY OF THOSE OF US THAT ARE ACTIVELY INVOLVED IN SPORTS. AND, UM, THAT'S THE TOPIC TONIGHT, THE FACILITIES, UM, IS THAT WE ARE BUSY ALL THE TIME. AND A LOT OF THAT HAS TO DO WITH THE FACT THAT WE COMMUTE. AND WHEN I SAY WE COMMUTE, UH, WE HAVE PRACTICES IN BETHESDA OF ALL PLACES. UM, EVEN THOUGH WE'RE BASED RIGHT HERE IN BRENTWOOD, WE HAVE PRACTICES IN BELLEVUE SOMETIMES BECAUSE WE'RE BASED RIGHT HERE IN NASHVILLE. UM, AND SO THEY THINK THAT IT'S OKAY THAT WE CAN COMMUTE TO DIFFERENT PLACES, LARGELY BECAUSE WE DON'T HAVE ANY SPACE. NOOSA, WHICH IS A SOCCER PROGRAM THAT'S BASED HERE IN BRENTWOOD NONPROFIT, SENT AN EMAIL OUT A MONTH AND A HALF AGO TO ALL OF ITS MEMBERS ASKING, DOES ANYBODY HAVE ANY CONNECTIONS SO THAT WE CAN FIND PLACES TO TRAIN IN THE WINTER? AND THIS IS A PROBLEM BECAUSE EVEN DURING THE SEASON, WE DON'T HAVE SPACE. AND SO WHEN THE WINTER COMES, LO AND BEHOLD, THE GRASS FIELDS FROM HERE AND TO I, I'M ASSUMING CANADA ARE CLOSED. AND SO WHEN THE COMMISSION APPROVED A TENNIS FACILITY FOR 800 DISPLACED TENNIS PLAYERS, LET'S BID IN THE BUSINESS OF FACILITIES THEN. AND LET'S TALK ABOUT IT BECAUSE WE'VE GOT TRIPS TO MURFREESBORO EVERY WEEKEND IN THIS MONTH, AND THEN THROUGHOUT THE WINTER JUST SO WE CAN PLAY MATCHES. AND WE'RE NOT TALKING ABOUT, HEY, WE'VE GOT A BUNCH OF PEOPLE OUTSIDE OF THE, THE COMMUNITY THAT ARE ON THESE TEAMS. IF YOU KNOW ANYTHING ABOUT NOOSA, OVER HALF THEIR THOUSANDS OF SOCCER PLAYERS OR BRENTWOOD RESIDENTS, TSC, WHICH IS THE LARGEST SOCCER COMMU SOCCER CLUB HERE IN THE STATE OF TENNESSEE, UH, ACTUALLY HAS ABOUT A THIRD OF THEIR SOCCER PLAYERS THAT ARE BRENTWOOD RESIDENTS. BUT YET THEY STILL HAVE TO TRAVEL OUTSIDE THE CITY [00:35:02] TO CONDUCT BUSINESS. IF YOU'RE NOT FAMILIAR WITH SCHEDULES, SCHEDULES GET HAIRY BECAUSE OF THE LIMITED SPACE. YOU'VE GOT A LIMITED TIME. PRACTICES USUALLY BEGIN FIVE 30 TILL SEVEN, SEVEN TO EIGHT 30. AND FOR THOSE UNFORTUNATE HIGH SCHOOL SCHOOLERS, HIGH, HIGH HIGH SCHOOL STUDENTS THAT ARE OVER AT TOWER PARK, THEY GET THE EIGHT 30 TO 10 O'CLOCK SPOT. SO THIS IS NOT AN UNCOMMON SITUATION RESTRICTED TO THIS CITY. UM, MY SISTER WHO LIVES IN THE ATLANTA AREA, WELL OUTSIDE BY MY DAD IN GWINNETT COUNTY, THEY HAVE REGULARLY SCHEDULED MATCHES THAT OCCUR STARTING AT 10 30 AT NIGHT BECAUSE THEY'RE SO SPACE LIMITED. BUT I FELT THIS COMMUNITY HAS ZERO TURFED FIELDS. AND I WANNA TALK TO YOU ABOUT TURF FIELDS SPECIFICALLY BECAUSE YOU'RE SPENDING 16 TO $20 MILLION FOR, AGAIN, YOU CAN CHECK ME ON THE NUMBERS, 800 DISPLACED BRENTWOOD RESIDENTS TO BUILD A A, A RACKET FACILITY. AND YOU'VE GOT THOUSANDS UPON THOUSANDS OF PARTICIPANTS IN THIS COMMUNITY WHO WOULD USE THE SAME FACILITIES IF THEY WERE CHURCH FIELDS FOR LACROSSE, FOOTBALL, SOCCER. MY SON IS WITH TSC. HE'S GOING TO BE PRACTICING IN THE WINTER ON THE BASEBALL FIELDS AT CROCKETT BECAUSE THEY ARE TURFED BECAUSE UNLIKE TENNIS, WE CAN ACTUALLY PARTICIPATE IN OTHER SPORTS YEAR ROUND OUTSIDE. UNFORTUNATELY, OUR FIELDS, WHICH I DON'T KNOW IF MOST OF YOU KNOW THIS, OUR FIELDS HERE IN BRENTWOOD ARE REALLY ONLY OPEN SIX MONTHS OUT OF THE YEAR. DECEMBER, JANUARY, FEBRUARY. NOT UNTIL ABOUT APRIL DID THEY GET OPENED. JUNE, JULY, THEY'RE CLOSED AGAIN. IT RAINS HALF AN INCH CLOSED. AND THEN EVEN WHEN THEY ARE OPEN LACROSSE NETS, SOCCER NETS LOCKED. SO YOU CAN'T PRACTICE. NOW, IT'S VERY INTERESTING BECAUSE WE HAVE STATE CHAMPION GIRLS AND BOYS LACROSSE TEAMS RIGHT HERE IN THE CITY. WE HAVE STATE CHAMPION MEN'S AND WOMEN'S OR GIRLS AND BOYS SOCCER TEAMS RIGHT HERE IN THE CITY. PEOPLE WANT THIS. PEOPLE NEED THIS. AT THIS POINT. WE HAVE GREENWOOD BASED BUSINESS THAT'S OFFERING AN ALTERNATIVE TO TSC, WHO'S BASED IN FRANKLIN TO GIVE THEM A DIFFERENT EXPERIENCE, A DIFFERENT SOCCER EXPERIENCE. I WOULD TELL YOU THE CULTURES FROM THE TWO CLUBS ARE VERY DIFFERENT AND THEY CAN'T FIND SPACE TO TRAIN. THAT'S ONE OF THE BIGGEST CHALLENGES THEY HAVE RIGHT NOW IS 'CAUSE TSC IS THE 800 POUND GORILLA WITHIN THE SOCCER COMMUNITY. AND THEY ARE TAKING ALL THE FIELDS. THEY'RE THE FIRST TO THEM. THEY'LL PAY THE MOST, THEY CAN SHORT IT OUT. NOW, IN TERMS OF COST, ALLISON, WHAT DO YOU WANNA ADDRESS THIS? I KNOW THAT YOU SAID THAT COST WAS NOT A PRIMARY MOTIVATOR FOR THE, FOR THE TENNIS FACILITIES. I HOPE THE HECK IT WAS. I HOPE ANYTHING THAT THIS COMMISSION DOES, YOU CONSIDER COST. AND THAT WAS ONE OF THE MAJOR THINGS THAT I THINK WAS AN ADVOCATE POINT, WAS THAT IT'S GOING TO PAY FOR ITSELF $20 MILLION OVER 20 YEARS POTENTIALLY. BUT THOSE ARE THE ESTIMATES. AND SO THAT, THAT'S A VERY IMPORTANT POINT WITH, WITH TAKE A LOOK AT MURFREESBORO, FOR EXAMPLE. THEY HAVE SEVEN OUTDOOR FIELDS AND ONE INDOOR FIELD NOW COST. THAT WAS A QUESTION THAT SUSANNA, YOU HAD POSED TO ME FOR SOCCER FIELD SPECIFICALLY SEVEN 50 TO ONE TWO FOR A SOCCER PITCH TURFED. NOW THAT'S FROM A STUDY. FROM A, FROM A LONGEVITY STANDPOINT, THAT'S ONE OF THE THINGS THAT IS READILY AVAILABLE. JUST GOOGLE IT. SO A SOCCER FIELD, CONSTRUCTION COSTS FIVE 50 TO ONE TWO NATURAL GRASS, 400 TO EIGHT 20 MAINTENANCE COSTS OVER 10 YEARS, 60 TO A HUNDRED THOUSAND DOLLARS VERSUS 18 TO $44,000 A YEAR FOR GRASS UTILIZATION. AND THIS IS WHERE IT'S VERY IMPORTANT UTILIZATION ON A GRASS TURF OVER 10 YEARS, YOU CAN GET ABOUT 8,000 HOURS OF USE ON A TURF FIELD OVER 10 YEARS. YOU CAN GET 28,000 HOURS OF USE. AND THEN THE COST PER HOUR OF USE OBVIOUSLY IS 22 TO 46 AND 52 TO 28. SO OVER THE LIFE, IT'S A THIRD OF THE COST IN TERMS OF MAINTENANCE COST. YOU GET A LONGER USE OF IT. AND FOR THE CITY AND ITS RESIDENTS A BENEFIT FOR SIX ADDITIONAL MONTHS, TWICE AS LONG IN TERMS OF WHAT'S AVAILABLE. NOW, AGAIN, LET'S DO THE MATH. I KNOW WE TALKED ABOUT, I KNOW, WELL, THIS WAS THE ONLY THING THAT WAS ON THE AGENDA. SO, UM, I I WANNA MAKE SURE IT'S, I, I'LL TRY TO CONDENSE IT AS QUICKLY AS POSSIBLE. BUT IF WE DID THE SAME THING THAT MURFREESBORO DID, AND AGAIN, WE'LL, WE'LL ACCEPT THE INDOOR. SO SEVEN OUTDOOR FIELDS, A MILLION DOLLARS A POP, $7 MILLION FOR TENS OF THOUSANDS OF RESIDENTS USE YEAR ROUND VERSUS WHAT YOU ALL JUST APPROVED LIGHTING. AND I KNOW THERE'S BEEN [00:40:01] DISCUSSION FROM STAFF ABOUT A GENTLEMAN'S AGREEMENT, BUT RAVENWOOD HIGH SCHOOL DIDN'T EXIST WHEN I GRADUATED FROM BRENTWOOD HIGH SCHOOL. AND THAT GENTLEMAN'S AGREEMENT. AND THOSE PEOPLE THAT AGREED TO WHATEVER THAT WAS ARE PROBABLY LONG SINCE GONE, EITHER MOVED OR UNFORTUNATELY DECEASED THE CITY IS NOT THE SAME AS IT WAS WHEN THAT AGREEMENT WAS STRUCK. IT'S A NON-BINDING AGREEMENT. THERE ARE NEEDS THAT THE CITY HAS NOW THAT NEED TO BE ADDRESSED. AND SO FROM A LIGHTING STANDPOINT, ADD ANOTHER MILLION DOLLARS TO IT. SEVEN FIELDS A MILLION DOLLARS IN LIGHTING. YOU'RE TALKING $8 MILLION TO BENEFIT THIS COMMUNITY IN A YEAR OUT ON CAPACITY LACROSSE. MY SON, I'LL GO BACK TO MY SON, THEY'RE A GROWING SPORT. THEY KICKED MY SON'S TEAM OFF LAST YEAR IN THE MIDDLE OF WINTER. AND THERE'S TWO CLUBS. THERE'S THE BRENTWOOD CLUB THAT SPORTS BRENTWOOD HIGH SCHOOL AND THE, AND THE RAVENWOOD YOUTH CLUB, THE SPORTS RAVENWOOD, THEY'RE GROWING IN POPULARITY. IT'S BECOMING A POPULAR SPORT. IT'S GOOD FOR COLLEGE ENTRANCE AND OTHER ASPECTS. IT'S MULTIPURPOSE FIELDS THAT CAN BE USED FOR ALL A VARIETY OF THINGS, EVEN EVENTS. NOW, I YOU DON'T, YOU DIDN'T LIKE THE IDEA ABOUT THE TOURNAMENTS, SOCCER TOURNAMENTS BEING ADJACENT. IT'S, YOU'VE GOT ABOUT ANOTHER MINUTE, UH, AND THEN DONE. OKAY. BUT IT'S NOT ABOUT THE SOCCER TOURNAMENTS, IT'S ABOUT THE USE BY THE RESIDENTS AND THE FACT THAT WE HAVE AMENITIES THAT SHOULD BE AVAILABLE TO US AND THEY'RE NOT. AND IF YOU'RE WILLING TO SPEND 16 TO $20 MILLION ON A RACKET FACILITY TO SERVE 800 BURWOOD RESIDENTS, YOU SHOULD BE WILLING TO SPEND ABOUT HALF THAT TO SERVE TENS OF THOUSANDS MORE. THANK YOU. THANK YOU VERY MUCH. ANYONE ELSE, UH, FOR PUBLIC COMMENTS THIS EVENING? ALRIGHT, HEARING NONE, UH, WE'LL CLOSE, UH, COMMENTS FROM [ Report from City Manager Report from the City Attorney Reports and comments by Commissioners and Mayor] CITIZENS AND WE WILL MOVE TO A REPORT FROM OUR CITY MANAGER, KIRK. THANK YOU MAYOR AND COMMISSIONERS. I'LL BE BRIEF. JUST A REMINDER FOR THE PUBLIC THAT, UH, BEGINNING THIS WEEK WORK ON RAGSDALE ROAD BETWEEN SPLIT LOG AND SUNSET OR THE GLEN ALLEN SUBDIVISION. WE'LL BEGIN, UH, WITH SOME PRELIMINARY WORK AND THEN CONSTRUCTION WORK WILL FOLLOW. AND THAT'S A ANYWHERE FROM AN 18 MONTH TO A 24 MONTH TYPE PROJECT. UM, SO ANYBODY WHO LIVES OUT IN THE, UH, SOUTHEAST PART OF TOWN NEEDS TO BE AWARE OF THAT. IF YOU CAN FIND ALTERNATE ROAD WILL REMAIN OPEN. I'LL BE CLEAR. 'CAUSE WE DID HAVE A CLOSURE EARLIER THIS YEAR. ROAD WILL REMAIN OPEN. THERE MAY BE CERTAIN DAYS, UH, WHEN WE GOT ONE LANE CLOSED AND FLAGGING AND ALL THAT, BUT IT WILL REMAIN OPEN FOR TRAFFIC. OBVIOUSLY, IF YOU COULD FIND AN ALTERNATE ROUTE, THAT MAY BE THE BEST WAY TO DO THAT. UM, BUT THAT'S ALL I HAVE UNLESS THERE'S ANY QUESTIONS, QUESTIONS MOVING ON FOR REPORT FROM OUR CITY ATTORNEY. NO REPORT TONIGHT. THANK YOU. THANK YOU VERY MUCH. ALL RIGHT, NOW THIS EVENING, UH, WE'LL START WITH COMMISSIONER REPORTS WITH COMMISSIONER DUNN. THANK YOU. UH, THE HISTORIC BOARD WILL MEET THIS COMING FRIDAY AT RAVENSWOOD MANSION. WE HAVE SEVERAL NEW MEMBERS AND JUST AS WE MET IN THE BRENTWOOD ROOM WITH THE, AT THE LIBRARY TO GET THEM ACQUAINTED WITH THAT, UH, WE WANT THEM TO GET REALLY ACQUAINTED WITH THE INTERIOR AND THE HISTORY OF RAVENSWOOD MANSION IN THAT PROPERTY. SO WE'LL MEET THERE AT NINE 30 THIS COMING FRIDAY MORNING. UH, THE HISTORY BOWL DEADLINE FOR ACCEPTING THE INVITATIONS THIS PAST. WE HAVE EIGHT OF 10 SCHOOLS WILL BE PARTICIPATING THIS YEAR, AND ALL 131 QUESTIONS ARE FINISHED. SO WE CAN TAKE SORT OF A BREAK DURING THE HOLIDAYS AND NOT, AND NOT HAVE TO WORK ON THAT. UM, I WANTED TO THANK APRIL AND HER STAFF FOR THE WONDERFUL, UM, BANQUET THAT THE CITY HOSTED FOR ALL THE EMPLOYEES LAST WEEK. IT WAS TRULY NICE AND I THINK EVERYBODY REALLY HAD A GOOD TIME. I KNOW I THOUGHT OUR TABLE WAS FUN. UH, THOSE OF US WHO WERE ALL THERE, IT REALLY WAS KIND OF A FUN, EVEN FOOD WAS DELICIOUS AND PART OF THE JOY AND ALL THE YEARS I HAVE BEEN TO THESE EVENTS, THE COMMISSIONERS WERE ALWAYS THE LAST TO GO THROUGH THE LINE. AND THEN WE HAD TO GET UP AND TALK ALMOST AS SOON AS WE SAT DOWN. SO I NEVER FINISHED A SINGLE MEAL. WE WENT FIRST THIS TIME BECAUSE OF THE TIME CRUNCH, AND THAT WAS SUCH A PLEASANT SURPRISE. AND I, I REALLY ENJOY THAT. I THINK THAT'S A TRADITION WE SHOULD KEEP. SO IF YOU CAN KEEP THAT IN MIND FOR NEXT YEAR. BUT IT, IT WAS REALLY NICE. AND, UH, MY HUSBAND AND I CELEBRATED OUR 50TH ANNIVERSARY ON SATURDAY, AND SO THAT WAS NICE AND WE ENJOYED IT. AND, UM, WE HAD A LOT OF OUR DAUGHTER ORGANIZED A VIDEO FOR US, A SURPRISE ONE, AND APPRECIATE ALL THOSE PEOPLE WHO PARTICIPATED ON THAT IN THAT, IT WAS REALLY A NICE SURPRISE. UM, TONIGHT WAS DELIGHTFUL. IT WAS ALLISON, THANK YOU FOR YOUR EFFORTS ON THIS. IT, IT, IT REALLY BROUGHT TEARS TO MY EYES. [00:45:01] THAT CHOIR, WHEN THEY SING THOSE SONGS, THEY JUST SO EMOTIONAL. AND MR. REYNOLDS, MY FATHER WAS A VETERAN OF WORLD WAR II AND HE SERVED WITH GENERAL PATTON AND IT WAS, HE WAS A MASTER SERGEANT WHEN THE WAR ENDED, AND IT WAS ONE OF THE PROUDEST THINGS OF HIS LIFE THAT HE HAD SERVED WITH PATTON. AND MY BROTHER WAS A VETERAN OF, UH, VIETNAM WAR. UH, WE LOST A COUSIN, UH, COUSIN'S SON IN THE AFGHANISTAN WAR. SO VETERANS REALLY HAVE BEEN A BIG PART OF OUR FAM, MY HUSBAND'S FAMILY AND MINE, AND I JUST APPRECIATE SO MUCH WHAT THEY DO. AND WAR HAS CHANGED. THE SAD PART IS, I, I KNOW HE WAS TALKING ABOUT, UM, THE MEDICAL IMPROVEMENTS AND WHERE PEOPLE USED TO DIE IN WAR. THEY CAN GO HOME NOW, BUT SOMETIMES, UM, WE SEE DAMAGE THAT IS JUST HARD TO TAKE. AND I THINK THAT THESE PEOPLE HAVE TO LIVE WITH IT. SO WAR IS NEVER GOOD, BUT WE ARE THANKFUL FOR THOSE WHO ARE WILLING TO MAKE THAT SACRIFICE FOR US. AND I AM OF THAT GENERATION, AND I DON'T KNOW IF YOU ALL ARE OR NOT, BUT WHEN I WAS A CHILD, WE WERE RED PUPPIES ON VETERAN'S DAY. THAT WAS STILL A TRADITION IN THOSE DAYS. EVERYBODY DOWN THROUGH THE CHILDREN WORE, WORE POPPIES. AND, UM, I JUST DON'T SEE THOSE ANYMORE. AND I THINK THAT'S A SHAME THAT THAT'S A CUSTOM THAT HAS, HAS LOST FAVOR WITH PEOPLE BECAUSE IT'S, IT'S REALLY A STATEMENT AND I THINK WE ALL FEEL IT IN OUR HEART, BUT IT'S NICE SOMETIMES TO SHOW WHAT WE'RE FEELING. AND I JUST THOUGHT EVERYONE TONIGHT WAS JUST SO EMOTIONAL AND SO PATRIOTIC. AND THE GENTLEMAN THAT GAVE THE, UH, BE THE, UM, INVOCATION, I COULD SEE HOW MUCH THIS MEANT TO HIM. SO THANK YOU FOR YOUR PATIENCE TOO IN HELPING HIM GET THROUGH THAT. AND THAT'S ALL I'VE GOT. VERY GOOD. COMMISSIONER LITTLE, I'D LIKE TO START THIS EVENING BY, UH, MENTIONING LYNN TUCKER RECEIVING A LIFETIME ACHIEVEMENT AWARD A COUPLE OF WEEKS AGO. UM, FOR YEARS SHE HAS SERVED IN LEADERSHIP BRENTWOOD AND YOUTH LEADERSHIP BRENTWOOD, AND ALSO AS CHAIRED OUR TREE BOARD AND IS A VERY, VERY IMPORTANT REASON WHY WE'RE A TREE CITY USA NOW OVER 30 YEARS. SO JUST WANTED TO TELL HER CONGRATULATIONS AND THANK HER FOR HER SERVICE AND SHE WILL CONTINUE TO SERVE AS SHE ASSURED US THAT EVENING. UH, GREAT BANQUET AND, UH, GREAT AWARDS BREAKFAST TOO LAST WEEK. AND THANK YOU, UH, UH, ESPECIALLY THE STAFF OF HUMAN RESOURCES WHO PULL THAT TOGETHER. BUT ALL OUR EMPLOYEES, UM, GOD'S PLACED IN OUR HEART A DESIRE FOR BEAUTY AND EXCELLENCE. AND OUR STAFF, I TOLD THEM, UH, THEY EXHIBIT EXCELLENCE IN EVERYTHING THEY DO. AND, AND IT'S GREATLY APPRECIATED, ESPECIALLY AS A COMMISSIONER AND ONE WHO, WHO LOVES BRENTWOOD. SO THANK YOU. AND THEN THE VETERAN'S DAY CELEBRATION. THAT WAS VERY GOOD. UH, THANK TOM FREEMAN FOR THE WORK HE DOES AND HONOR OUR VETERAN PROGRAM. AND I WANTED TO TOUCH ON ONE THING IN THE UNITED STATES OF AMERICA, KIND OF UNIQUE IN HISTORY. AT OUR CORE, WE'VE ALWAYS HAD CITIZEN SOLDIERS. THERE WAS NOT A WARRIOR CLASS. IT WAS SOLDIERS THAT LEFT HOME AND FOUGHT AND THEN CAME BACK AND WENT BACK IN THEIR BUSINESS OR THEIR FARM, OR THEIR MEDICAL PRACTICE, OR POLICE FIRE OR PUBLIC WORKS, WHATEVER, UH, DIFFERENT AVENUE THEY WENT. SO I WANTED TO DO TWO QUOTES ABOUT THE CITIZEN SOLDIER AT THE CORE OF THE AMERICAN CITIZEN, SOLDIERS KNEW THE DIFFERENCE BETWEEN RIGHT AND WRONG, AND THEY DIDN'T WANNA LIVE IN A WORLD IN WHICH WRONG PREVAILED. SO THEY FOUGHT AND WON. AND WE, ALL OF US LIVING AND YET TO BE BORN MUST BE FOREVER PROFOUNDLY GRATEFUL. STEPHEN AMBROSE VETERANS KNOW BETTER THAN ANYONE ELSE, THE PRICE OF FREEDOM FOR THEY'VE SUFFERED THE SCARS OF WAR. WE CAN OFFER THEM NO BETTER TRIBUTE THAN TO PROTECT WHAT THEY HAVE WON FOR US PRESIDENT RONALD REAGAN. THANK YOU, MAYOR. THANK YOU COMMISSIONER SPEARS. THANK YOU MAYOR. I WANNA THANK THE RESIDENTS OF BRENTWOOD FOR YOUR EMAILS, FOR ATTENDING OUR MEETINGS, AND FOR YOUR PUBLIC COMMENTS. THANK YOU JASON, FOR COMING TONIGHT. UM, WHAT A WONDERFUL NIGHT TO HONOR OUR VETERANS. I'M SO THRILLED THAT THIS IS OUR FIRST ANNUAL VETERAN'S DAY EVENT AND A SPECIAL THANKS TO DON, TO DON BELTON AND TOM FREEMAN OF HONOR OUR VETS. UM, SPECIAL THANKS TO BRENTWOODS OWN CHARLES BOOTH, WHO'S HIDING BACK THERE, UM, FOR ALL OF YOUR WORK ON THIS EVENT. UH, CHARLES, YOU OUTDID YOURSELF. THANK YOU. UM, I SEE WHERE THE CITY OF BRENTWOOD IS BECOMING A VERY INTENTIONAL CITY ABOUT BEING VETERAN FRIENDLY AND [00:50:01] I'M REALLY GLAD THAT WE'RE DOING THAT. THANK YOU TO THE STUDENTS OF RAVENWOOD HIGH SCHOOL AND BRENTWOOD HIGH SCHOOL. UH, THANK YOU, CHIEF HAYES, WHO'S THE DIRECTOR OF THE ROTC PROGRAM. UH, THEY DID A COLOR GUARD, AN EXCELLENT JOB, AND TO NATALIE PRATT, WHO IS THE DIRECTOR OF BRENTWOOD HIGH SCHOOL'S CHOIR. EXCELLENT JOB, BRENTWOOD HIGH SCHOOL. UM, OUR STUDENTS IN BRENTWOOD ARE IMPRESSIVE AND THE FUTURE IS CERTAINLY BRIGHT FOR THEM AND BECAUSE OF THEM, THE FUTURE IS ALSO BRIGHT FOR US. OUR PARK BOARD MET ON MONDAY EVENING, NOVEMBER 4TH. WE APPROVED TWO SOFTBALL TOURNAMENTS FOR THE SPRING OF 2025, AND THOSE WILL BE HELD AT CROCKETT PARK. ONE SOFTBALL TOURNAMENT WAS FOR BRENTWOOD HIGH SCHOOL AND ONE WAS FOR RAVENWOOD HIGH SCHOOL. EACH TEAM USES THEIR EVENT AS THEIR MAJOR FUNDRAISER FOR THE YEAR. THE PARTICIPATING TEAMS THAT COME TO PLAY COME FROM ALL OVER MIDDLE TENNESSEE FOR THOSE TWO WEEKENDS. OUR NEXT PARK BOARD MEETING WILL BE SCHEDULED FOR MONDAY, DECEMBER 2ND, AND IT'LL BE HELD AT THE LIBRARY AFTER THE CHRISTMAS TREE LIGHTING ON DECEMBER 2ND. AND THOSE MEETINGS ARE ALWAYS OPEN TO THE PUBLIC TONIGHT. I TOO WANNA THANK THE HUMAN RESOURCES DEPARTMENT FOR ALL OF YOUR WORK FOR ALL THAT YOU DO. THEY WORK DILIGENTLY ON CELEBRATING OUR EMPLOYEES THIS MONTH WITH OUR SERVICE AWARDS BREAKFAST, WHERE WE AWARDED EMPLOYEES FOR 5, 10, 15, 20, 25, AND EVEN 30 YEARS OF SERVICE TO THE RESIDENTS OF BRENTWOOD. ALSO, ON FRIDAY NIGHT, THE HR DEPARTMENT PLANNED AND HOSTED A GREAT EMPLOYEE RECOGNITION SUPPER FOR OUR ENTIRE STAFF AND THEIR SPOUSES. THESE WERE TWO GREAT EVENTS THAT THE HR DEPARTMENT KNOCKED OUTTA THE PARK. SO THANK YOU APRIL. AND TEAM, I DO HAVE SOME PICTURES TO SHARE WITH YOU TONIGHT. ON FRIDAY MORNING, I JOINED 45 OTHER PEOPLE AT MIDDLE TENNESSEE VETERANS CEREMONY OFF OF MACQUARIE LANE IN NASHVILLE. AND WE SPENT TWO HOURS PUTTING AMERICAN FLAGS AT EACH HEADSTONE OF EACH GRAVE. IT WAS QUITE AN HONOR, AND THERE WERE 8,000 FLAGS THAT WERE PLACED THAT MORNING. ON SATURDAY, I STOPPED BY GRANNY WHITE PARK AND A GROUP OF VETERANS WAS HOSTING THE THIRD ANNUAL SHELLY HETHER RUN FOR VETERANS. THEY HAD 150 PEOPLE RUN A THREE K, A 5K, OR A 10 K, AND THEY HAD 45 PEOPLE RUN THEIR ULTRA MARATHON. AND THAT IS EIGHT HOURS OF CONTINUOUS RUNNING. AT LEAST ONE OF THE ULTRA MARATHONERS WAS ON PACE TO COMPLETE AT LEAST 50 LAPS, WHICH IS AT LEAST 40 MILES. IT WASN'T OVER WHEN I WAS THERE, SO HE WAS STILL RUNNING. IT WAS GREAT WEATHER FOR RUNNING AND HONORING OUR VETERANS. AND THEN EARLIER TODAY, I WAS ABLE TO GO TO THE HERITAGE SENIOR LIVING IN BRENTWOOD FOR THEIR VETERANS DAY CELEBRATION. WE HONORED ALL OF THOSE WHO CURRENTLY SERVE AND THOSE WHO HAVE SERVED IN THE PAST, DEFENDING OUR GREAT COUNTRY AND OUR CONSTITUTION TODAY AT THE HERITAGE, WE CELEBRATED THESE VETERANS ON THE 11TH HOUR OF THE 11TH DAY OF THE 11TH MONTH OF THE YEAR. THANK YOU VETERANS. AS I ALWAYS SAY, BRENTWOOD IS A WONDERFUL CITY FOR MANY REASONS. IT'S A GREAT PLACE TO CALL HOME, BUT THE BEST THING ABOUT BRENTWOOD IS THE PEOPLE. THANK YOU, MAYOR. THANK YOU COMMISSIONER MCMILLAN. THANK YOU MAYOR. UM, TO OUR VETERANS HERE TONIGHT, THANK YOU FOR YOUR SERVICE AND THANK YOU AND YOUR FAMILIES FOR YOUR SACRIFICES. THANK YOU FOR YOUR COURAGE, HONOR, AND COMMITMENT. THANK YOU FOR PROTECTING US AND DEFENDING OUR RIGHTS AND FOR OUR OTHER GUESTS HERE TONIGHT. WHILE WE ARE HERE TO RECOGNIZE THE VETERANS, PLEASE REMEMBER TO THANK THESE MEN AND WOMEN THE OTHER 364 DAYS A YEAR. UH, THIS MORNING, COMMISSIONER SPEARS AND I HAD THE OPPORTUNITY TO ATTEND THE VETERAN'S DAY CELEBRATION. I'VE GOT SOME PICTURES FOR YOU. UM, AT THE HERITAGE, MY FATHER, WHO IS A NAVY VETERAN WHO SERVED IN VIETNAM, STARTED THE EVENT AT THE HERITAGE FOUR YEARS AGO. AND IT WAS, UM, A VERY MOVING EVENT AS WE RECOGNIZED AND HONORED THE 67 VETERANS WHO ARE CURRENT RESIDENTS AT THE HERITAGE, AS WELL AS THE SEVEN VETERAN RESIDENTS WHO HAVE PASSED AWAY THIS PAST YEAR. WE ALSO RETIRED AN OLD FLAG AND RAISED A NEW ONE. IT WAS ESPECIALLY MOVING TO HAVE CURRENT RESIDENTS LEAD US IN SONG AS WELL AS PLAY TAPS DURING THE LOWERING OF THE FLAG. THE VETERANS FROM THE HERITAGE COULD NOT BE HERE TONIGHT AS THEY'RE HAVING THEIR OWN SPECIAL DINNER CELEBRATION. IT WAS A GREAT DAY FOR IT AS THE COMMISSIONER REPRESENTATIVE TO THE LIBRARY BOARD. I'LL MOVE ON TO LIBRARY ANNOUNCEMENTS. THE NEXT SCHEDULED LIBRARY BOARD MEETING IS WEDNESDAY, NOVEMBER 13TH AT 4:30 PM AT THE LIBRARY. THIS WEEK WE HAVE LINE DANCING AT THE LIBRARY TUESDAY AT SIX 30. AND ON WEDNESDAY AT SIX, WE HAVE COLLEGE ADMISSIONS 1 0 1. THE LIBRARY WILL BE CLOSED ON THANKSGIVING DAY AND THE DAY AFTER. BUT GO ON AND PUT ON YOUR CALENDAR NOW, THE CHRISTMAS TREE LIGHTING, WHICH WILL BE ON MONDAY, DECEMBER 2ND AT 5:30 PM WE WILL BE LIGHTING OUR BRAND NEW TREE AT THE LIBRARY PRIOR TO THE TREE LIGHTING AT 4 45. WE WILL HAVE THE POLAR EXPRESS READING. YOU DO NEED TICKETS TO ATTEND THE READING. SINCE SPACE IS LIMITED, THOSE TICKETS WERE AVAILABLE STARTING THIS MORNING AT THE CHILDREN'S SERVICES DESK, BUT THEY HAVE ALL BEEN GIVEN OUT. BUT THERE IS NO NEED FOR A TICKET FOR THE TREE LIGHTING AND ALL ARE WELCOME TO ATTEND. THE FRIENDS OF THE BRENTWOOD LIBRARY WILL BE SERVING HOT CHOCOLATE AT THE TREE LIGHTING. AND THEN ON [00:55:01] SATURDAY, DECEMBER 7TH, FROM NINE TO 11:00 AM WE WILL HAVE OUR MORNING WITH SANTA. THE DOORS WILL OPEN AT 9:00 AM TO SEE SANTA. IF YOU WOULD LIKE TO ATTEND ONE OF THE MAGIC SHOWS AT 9 30, 10 30, OR 1130 THAT DAY, YOU MUST ALSO GET ADVANCED TICKETS FROM CHILDREN'S SERVICES. SINCE SPACE IS LIMITED, THOSE TICKETS ARE STILL AVAILABLE. BUT IF YOU CANNOT GET TICKETS TO THE MAGIC SHOW, EVERYONE IS STILL WELCOME TO COME VISIT WITH SANTA. AND AGAIN, THE DOORS WILL OPEN AT 9:00 AM ON DECEMBER 7TH. THANKS, MAYOR. COMMISSIONER ANDREWS. UH, THANK YOU, MAYOR. UH, AS WE'VE BEEN SAYING, YOU KNOW, ON VETERANS DAY, LET US HONOR ALL WHO HAVE SERVED OUR NATION'S, OUR NATION WITH COURAGE, SACRIFICE, AND UNWAVERING COMMITMENT. THEIR SELFLESS SERVICE HAS SHAPED THE COURSE OF HISTORY AND SECURED THE FREEDOMS WE CHERISH. AND IT'S A, IT'S A VERY BIG DEAL. YOU KNOW, YOU TAKE A LOOK AND AS SEVERAL COMMISSIONERS OF MENTIONED, AND WE DO HAVE CITIZEN SOLDIERS THAT COME BACK AND BRING A LOT OF EXPERIENCE AND A LOT OF OTHER THINGS FOR COMMUNITY, YOU KNOW, SKILL AND EXPERIENCE, ECONOMIC IMPACT, SOCIAL IMPACT, AND VETERANS MAKE AN INVALUABLE CONTRIBUTION TO THE UNITED STATES, BOTH DURING AND AFTER THE MILITARY SERVICE AND THEIR SACRIFICES AND SKILLS HELP SHAPE THE NATION AND MAKE IT A BETTER PLACE FOR ALL OF US. UM, YOU KNOW, AS I THINK WE TALKED ABOUT LAST VETERANS DAY IN, UM, YOU KNOW, MY, MY GRANDFATHER, UH, DR. ANDREWS WAS IN THE US ARMY AIR CORPS IN NORTH A AFRICA, YOU KNOW, PREDATING THE, UM, THE AIR FORCE. AND SO THAT'S, UH, DR. ANDREWS AND, AND APOLOGIZE FOR THE GRAIN EQUALITY. THAT'S ACTUALLY A PICTURE OF A COPY OF A PICTURE. UM, BUT, YOU KNOW, MY DAD, ACTUALLY, MY UNCLE ZELLE, WHO'S UP IN THE TOP RIGHT, FOUND, UM, FOUND A COPY OF THIS PICTURE AND THEN I WAS ABLE TO DIGITIZE IT. BUT HE CAN TELL IT WAS, UH, THE PICTURE'S A FEW WEEKS BACK. BUT, UM, JUST, UH, AN AMAZING THING. OF COURSE, MY DAD LOOKING A LITTLE BIT YOUNGER, UM, WAS ALSO A, A VETERAN FROM THE MARINES. BUT, YOU KNOW, IT'S JUST AN AMAZING THING. AND, UH, REALLY APPRECIATE EVERYONE WHO'S HERE TONIGHT. I WAS THINKING THAT WE'D BE DOING OUR COMMENTS WITH, UH, THE WHOLE CREW AS OPPOSED TO A, A, A SMALL CREW. BUT I HOPE EVERYONE KNOWS THAT WAS HERE TONIGHT, HOW MUCH WE APPRECIATE 'EM. UM, AS THE COMMISSIONERS HAVE MENTIONED, THE BANQUET AND THE BREAKFAST ARE AMAZING AND, UH, YOU KNOW, APRIL AND KIRK AND, AND JAY AND CHARLES AND EVERYBODY TO PUT ALL THAT ON, IT'S SUCH A GREAT OPPORTUNITY TO SEE THE TEAM KIND OF OFFLINE. YOU KNOW, HAD A CHANCE TO VISIT WITH QUITE A FEW PEOPLE, ESPECIALLY DURING THE COCKTAIL ARMY OR COCKTAIL HOUR BEFORE THE DINNER. AND IT WAS JUST FANTASTIC TO MEET THE SPOUSES, GET TO KNOW FOLKS AND PUT, YOU KNOW, FACES AND NAMES AND BACKGROUNDS TOGETHER. SO THANK YOU FOR DOING THAT. AND I THINK THAT THAT FABRIC HELPS MAKE US A BETTER CITY. IN FACT, I I HOPE WE CAN GET BACK TO DOING SOMETHING LIKE THAT MAYBE WITH OUR VOLUNTEER BOARDS, YOU KNOW, IN A SIMILAR KIND OF WAY TO HELP PEOPLE GET TO KNOW EACH OTHER BETTER AND FORM BETTER RELATIONSHIPS. OUR NEXT TREE BOARD MEETING IS NOVEMBER 19TH. UM, SEVERAL TREE BOARD MEMBERS HERE TONIGHT APPRECIATE Y'ALL BEING HERE. AND, UM, THAT'S ALL I'VE GOT, MAYOR. VERY GOOD. THANK YOU. VICE MAYOR TRAVIS. THANK YOU MAYOR. UH, NUMBER ONE. THANK YOU, COMMISSIONER SPEARS. WHAT, WHAT A GREAT CELEBRATION. THANK THE VETERANS THAT WERE HERE. UH, A LOT'S BEEN SAID, I JUST ECHO THAT. IT, IT WAS JUST A FABULOUS NIGHT, FABULOUS NIGHT BY EVERYBODY. UH, EMPLOYEE DINNER, EMPLOYEE BREAKFAST, APRIL. YOU DID A GREAT JOB ON THOSE. IT WAS REALLY FUN. WE FAILED TO MENTION THOUGH, THE SPECIAL VIDEO THAT WE HAD. I GUESS WE SHOULD HAVE PLAYED THAT ON MR. BEDNAR FOR HIM WHEN ALL EVERYBODY WAS IN THE ROOM. THEY COULD HAVE ENJOYED THAT. BUT, UH, A SPECIAL TRIBUTE TO OUR RETIRING CITY MANAGER THAT NIGHT TOO, WAS VERY SPECIAL AND WELL DESERVED. KIRK JUST WANTED YOU TO KNOW THAT, UM, I, I WAS ALSO AT THE LYNN TUCKER RECOGNITION. VERY, VERY NICE CEREMONY, AND SHE CONTINUES TO GIVE A LOT TO THE TREE BOARD AND LEADERSHIP BRENTWOOD. VERY MUCH APPRECIATED. UM, I BROUGHT THE AGENDA FROM THE LAST PLANNING COMMISSION MEETING BECAUSE THERE WAS ONE SIGNIFICANT ITEM ON THERE ON THE REGULAR AGENDA. AND IT'S A SITE PLAN FOR CARLOCK CAR DEALERSHIP IN MALLORY PARK. THE REASON THAT'S SIGNIFICANT IS THAT'S ON THE OLD HARLEY DAVIDSON PROPERTY. THAT'S WHAT GOT ME GOING. THAT WAS GONNA BE A HARLEY DAVIDSON DEALERSHIP COMPLETE WITH A, UH, RACE TRACK, TEST TRACK AND AN AMPHITHEATER WHERE THEY WERE GONNA HAVE CONCERTS EVERY WEEKEND. SO, UH, THAT'S WHEN I FIRST GOT TO MEET JANET DONAHUE TOO. AND, UH, IT WAS A LOT ON THAT. BUT I'M OFF FOR BUILD THE CAR DEALERSHIP. IT'S A LOT BETTER NEIGHBOR THAN A HARLEY DAVIDSON DEALERSHIP WAS GOING, GOING TO BE, UH, THAT WAS THE MOST SIGNIFICANT THING WE HAD. UH, JASON, THANK YOU FOR COMING. UH, NUMBER ONE, IT'S A LOT MORE THAN 800 PLAYERS THAT PLAY TENNIS. THERE'S A LOT MORE, THERE'S 700 AND SOMETHING ON THE WAITING LIST FOR KIDS, JUST KIDS, AND IT'S A LOT LESS THAN 20 MILLION. BUT THAT BEING SAID, WE DO NEED TO TURN SOME ATTENTION. WE PROBABLY TO SOCCER. I'VE TALKED TO DAVE BUNT. HE SAYS HE'S WORKING ON THIS, AND SO THIS, [01:00:01] I'LL LET YOU KNOW THAT I'VE TALKED TO HIM. PART OF HIS CONCERN IS WHEN YOU, IF YOU WERE TO TURF EVERYTHING WE HAD, YOU WOULD LOSE FIELDS FOR A CERTAIN AMOUNT OF TIME WHILE THEY HAVE TO DO IT. THAT'S WHAT HE WAS TELLING ME. I DON'T HAVE ALL THOSE DETAILS, BUT WE CAN BE GLAD TO, TO GET WITH HIM AND SEE WHAT HE SAID. BUT THAT'S PART OF HIS WAS THERE'S NO TIME FOR, THERE'S NO DOWNTIME FOR THE FIELDS ANYMORE. POINTS YOU MADE. YOU KNOW, THEY, THEY CAN BE USED WITH ALL THE SPORTS ONE TO THE OTHER. YOU'RE JUST GONNA HAVE TO BITE THE BULLET. I'M, I'M ASSUMING, AND FIGURE OUT WHEN YOU CAN DO IT AND DO IT AT THE LEAST, AT THE LEAST FAVOR AT THE MOST FAVORABLE TIME I SHOULD SAY. BUT I'LL FOLLOW UP WITH DAVE ON THAT. THAT'S ALL I HAVE, MAYOR. VERY GOOD. THANK YOU. UM, I'LL KEEP MY COMMENTS, UH, BRIEF. UH, WHAT A GREAT, UH, BREAKFAST. APRIL. UM, THANK YOU, UH, FOR THE EMPLOYEE SERVICE, UH, AWARDS BREAKFAST. UH, TO THINK THAT WE HAVE, UM, UH, TEAM MEMBERS THAT HAVE BEEN HERE 30 PLUS YEARS IS, UH, IS JUST FANTASTIC. UH, MAKES YOU SMILE. UM, COMMISSIONER SPEARS AND I HAD THE OPPORTUNITY TO SPEND, UM, UH, GOSH, COUPLE HOURS, UH, WITH, UH, THE, UH, BRENTWOOD HIGH SCHOOL, UH, FILM, UH, AND TELEVISION, UM, REPORTERS, UH, AND WHAT A COUPLE OF PROFESSIONAL, UM, YOUNG PEOPLE. UH, AND SO WE HAD THE OPPORTUNITY TO SPEND TIME WITH ANNA AND HANK, UH, AND THEY HAD SO MUCH FUN. AND, UH, THANK YOU, UH, CHIEF COSS, UH, AND, UH, CHIEF COLLINS, UH, YOUR FIREFIGHTERS, UH, DID GREAT. SO WE TALKED WITH THEM, BUT THEN THEY SAW THE GLITZ OF, UH, THE FIRETRUCKS AS WE WALKED OUT THE DOOR AND SAID, HEY, CAN WE WALK OVER THERE? UH, AND SO THEY WERE ABLE TO GET A LOT OF REALLY GOOD FOOTAGE, UH, FOR, UH, THAT. UM, AND THEN, UH, I GOT HIT UP, UH, FOR THE NEXT WEEK. UH, AND I SPENT 90 MINUTES WITH THEM, UH, THIS PAST TUESDAY WITH, UH, ANNA HANK, UH, AND CADEN, UH, AND CHIEF HICKEY, THANK YOU AND YOUR TEAM FOR, UH, MAKING SUCH A FAVORABLE IMPRESSION, UH, ON THE BRENTWOOD HIGH SCHOOL. UH, FOLKS, UH, THAT'S CARRIES AND YOU ALL TALK ABOUT POSITIVE PUBLIC INTERACTION. UH, THAT'S SUCH POSITIVE PUBLIC INTERACTION THAT WILL RIPPLE THROUGH, UH, THE HIGH SCHOOL COMMUNITY, UH, FOR SURE. UH, BUT THEY HAD A BALL. UH, I HAD MEETINGS TO GO TO, UH, AND I KIND OF HAD TO DRAG 'EM OUT KICKING AND SCREAMING BECAUSE THEY WANTED TO STAY, UM, AT BOTH PLACES AT THE FIRE, UH, STATION AND THE, UH, POLICE HEADQUARTERS. UM, BEFORE WE GO TO, UH, TO VETERANS DAY, UH, THANK YOU VERY MUCH, UH, FOR COMING OUT, UH, TONIGHT, JASON. UM, AND THEN I'M GONNA TRANSITION FROM THAT. UM, IF IT WASN'T FOR THE VETERANS, UH, THAT, UM, WORKED, UH, TO KEEP US FREE, UM, WE WOULDN'T BE ABLE TO MAKE OUR THOUGHTS AND FEELINGS KNOWN ON, UH, ON MATTERS. UM, IT THINGS COULD BE A WHOLE LOT DIFFERENT. UM, GOD HELP US. SO, UH, THOSE THAT PUT THEMSELVES, UH, IN HARM'S WAY TO PROTECT OUR FREEDOM. UM, MANY, MANY THANKS, UH, FOR, UH, YOU ALL, UM, COMMISSIONER SPEARS, UH, YOU AND, UH, AND CHARLES BACK THERE IS HIDING AGAIN. UM, UM, FANTASTIC. UH, FOR YOU TO CONTINUE TO, UH, HONOR, UH, OUR VETERANS. UH, KEEP UP THE GREAT WORK. I THINK THE BEST IS YET TO COME, BUT YOU ALL ARE DOING FANTASTIC. ALL RIGHT, [ Consent Agenda] UM, WE'LL MOVE ON, UH, TO THE CONSENT AGENDA. UH, PLEASE NOTE ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE AND WILL BE ENACTED BY ONE MOTION, EXCEPT FOR ANY ITEMS THAT ARE REMOVED FROM THE CONSENT AGENDA. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS AT THIS TIME. DOES ANYONE WISH TO REMOVE SOMETHING FROM CONSENT? I, I WOULD LIKE TO REMOVE ITEM NUMBER TWO, MAYOR, UH, ITEM NUMBER TWO. ALL RIGHT, WE'LL MOVE, UH, RESOLUTION, UH, 2024 DASH 1 1 7, UH, TO THE REGULAR, UH, AGENDA AND WE'LL PUT THAT FIRST. ALRIGHT, SO, CONSENT AGENDA ITEM NUMBER ONE, RESOLUTION 2024 DASH 1 0 4 RESOLUTION, ADOPTING A REVISED SCHEDULE OF PUBLIC WORKS PROJECT FEES RESOLUTION 2024 DASH 12 RESOLUTION, ADOPTING, UH, THE WILLIAMSON COUNTY MULTI HAZAR MITIGATION PLAN RESOLUTION 2024 DASH 1 23 RESOLUTION AUTHORIZING AN AGREEMENT WITH STAN CELL ELECTRIC COMPANY FOR TIME SENSITIVE TRAFFIC SIGNAL REPAIR RESOLUTION 2024 DASH 1 24 RESOLUTION AUTHORIZING AGREEMENT WITH S AND W CONTRACTING LLC FOR TIME SENSITIVE TRAFFIC SIGNAL REPAIR FOR ADOPTION RESOLUTION 2024 DASH 1 25 RESOLUTION AUTHORIZING ADOPTION OF PROPOSED GROUP HEALTH INSURANCE PLAN FOR CITY EMPLOYEES FOR CALENDAR YEAR 2025 FOR ADOPTION RESOLUTION. 2024 DASH 1 26 RESOLUTION AUTHORIZING ACCEPTANCE OF A PROPOSAL FROM NORTH RIVER INSURANCE COMPANY FOR STOP LOSS INSURANCE COVERAGE FOR CALENDAR YEAR 2025 FOR ADOPTION RESOLUTION. 2024 DASH 1 27 RESOLUTION AUTHORIZING ACCEPTANCE OF A RENEWAL PROPOSAL FROM MEDICAL BENEFITS ADMINISTRATORS INC. MED BEND FOR PHARMACY BENEFIT MANAGEMENT FOR [01:05:01] CALENDAR YEAR 2025 FOR ADOPTION. AND THEN ITEM NUMBER EIGHT, APPROVAL TO PURCHASE AUTOMAX RENEWAL FROM INSIGHT PUBLIC SECTOR. DO I HEAR MOTION? MOVE TO APPROVE SECOND PRIMARY AND SECONDARY MOTION ON THE FLOOR. ALL IN FAVOR SIGNIFY BY SAYING AYE. A AYE. OPPOSED ABSTENTIONS. MOTION PASSES UNANIMOUSLY. IS THERE ANY OTHER OLD BUSINESS BEFORE THE COMMISSION THIS EVENING? HEARING [2. Resolution 2024-117 - A RESOLUTION AUTHORIZING THE ACQUISITION OF RIGHT-OF-WAY AND EASEMENTS FOR THE WIDENING OF MCEWEN DRIVE EAST FROM WILSON PIKE TO THE WILLIAMSON COUNTY BOUNDARY, for adoption] NONE. WE'LL MOVE TO NEW BUSINESS. UH, ITEM THAT WAS REMOVED FROM CONSENT. AGENDA RESOLUTION 2024 DASH ONE 17. A RESOLUTION AUTHORIZING THE ACQUISITION OF RIGHT OF WAY AND EASEMENTS FOR THE WIDENING OF MCEWEN DRIVE EAST FROM WILSON PIKE TO THE WILLIAMSON COUNTY BOUNDARY FOR ADOPTION. DO I HEAR A MOTION? MOVE TO APPROVE? I'LL SECOND. KIRK. UH, THANK YOU MAYOR COMMISSIONERS. THIS ITEM, UH, AUTHORIZE THIS STAFF TO PROCEED WITH RIGHT OF WAY ACQUISITION FOR THE MCKEEN DRIVE EXTENSION. AS SHOWN ON THE SCREEN THERE, THIS IS A NEW ROAD, UH, THAT RUNS EAST FROM WILSON PIKE, WHERE THE EXISTING MCKEEN AND FRANKLIN HITS WILSON PIKE. UM, AND IT WILL BORDER THE SOUTHERN BORDERS OF, UH, SEVERAL BRENTWOOD SUBDIVISIONS, INCLUDING TRADITIONS, MORGAN FARMS AND TERRA MOORE. UM, AS YOU KNOW, THIS PROJECT IS A JOINT PROJECT WITH THE CITY OF FRANKLIN THAT THE ONUS OF THAT DATES BACK LITERALLY 20 YEARS. UM, BUT THIS WILL AUTHORIZE AGAIN, PROCEEDING WITH RIGHT OF WAY ACQUISITION, ALL OF THE NECESSARY RIGHT OF WAY ACQUISITION UNDER THE AGREEMENT WITH FRANKLIN, WE HAVE TO ACQUIRE ANY RIGHT OF WAY AND EASEMENTS THAT ARE NEEDED IN BRENTWOOD. THEY DO THE SAME IN FRANKLIN. UH, THERE ARE SEVERAL, UH, RIGHT OF WAY AND EASEMENT ACQUISITIONS NECESSARY IN BRENTWOOD. ALL OF THOSE ARE WITHIN HOA OPEN SPACES, NO PRIVATE PROPERTY, UM, OR INDIVIDUALLY OWNED PRIVATE PROPERTY. UM, AS YOU KNOW, UM, FRANKLIN IS STILL PROCEEDING WITH THEIR NEXT PHASE OF MCEWEN, WHICH IS FROM COOL SPRINGS BOULEVARD OUT TO WILSON PIKE. THAT PROJECT IS BEING BID RIGHT NOW BY THE CITY OF FRANKLIN AND WILL COMMENCE CONSTRUCTION, UH, IN EARLY 25. PRETTY COMPLICATED PROJECT, PROBABLY A TWO TO THREE YEAR PROJECT. THE HOPE IS THAT WE WOULD BE ABLE TO TRY TO SEE CONSTRUCTION ON THIS PROJECT EAST OF WILSON PIKE TO COMMENCE TOWARDS THE END OF THAT PROJECT. UH, AND STAFF AGAIN WILL PROCEED WITH RIGHT AWAY, UH, WITH YOUR APPROVAL OF THIS RESOLUTION. THE ROAD IS PROPOSED TO BE A FOUR LANE, UH, MEDIAN BOULEVARD TYPE ROAD, JUST LIKE YOU SEE IN FRANKLIN TODAY. CLOSER INTO, UH, THE COOL SPRINGS AREA, UH, MUL MULTI-USE TRAIL ON THE NORTH SIDE, THE, THE BRENTWOOD SIDE OF THE ROAD, AND A SIDEWALK ON THE SOUTH SIDE. UM, GLAD TO ANSWER ANY QUESTIONS AND UH, DEREK, OUR ENGINEERING DIRECTOR IS HERE. IF YOU HAVE ANY OTHER QUESTIONS TOO, QUESTIONS. I JUST APPRECIATE YOU POINTED OFF OF CONSENT. 'CAUSE I THINK IT'S REALLY IMPORTANT FOR THE RESIDENTS TO KNOW THAT THIS IS OVER A 20 YEAR PROJECT THAT'S BEEN IN THE WORKS AND, UM, THAT THOSE HOMEOWNERS ASSOCIATIONS HAVE BEEN, UM, COMMUNICATED WITH THAT PEOPLE HAVE KNOWN ABOUT IT COMING. IT WILL STILL BE A SURPRISE FOR SOME PEOPLE, BUT, UM, I APPRECIATE YOU PULLING IT OFF CONSENT SO THAT WE COULD TALK ABOUT IT. YEAH, AND ALL OF THOSE THREE SUBDIVISIONS WERE, WHEN THEIR PRELIMINARY PLANS CAME THROUGH, WERE DESIGNED WITH THIS ROAD IN MIND. NOW AGAIN, AT THE TIME WE DIDN'T KNOW EXACTLY WHERE EASEMENTS AND ALL THAT WERE NEEDED, WHICH IS WHY WE'RE COMING BACK NOW AND GETTING THOSE, BUT THE ROAD NETWORK WITHIN THOSE SUBDIVISIONS, ALL THAT WERE PLANNED, UH, WITH THIS FUTURE ROAD IN MIND, VICE MAYOR TRIBES. YEAH, I, I DO APPRECIATE YOU US PULLING THIS OFF JUST BECAUSE OF THE MAGNITUDE OF THIS, BUT I THINK IT ALSO SHOWS THE PLANNING THAT WE'VE DONE ON THIS. WE'VE DONE A LOT OF PLANNING, JUST LIKE YOU SAID, WE'RE GONNA HAVE FOUR 12 FOOT LANES. WE'RE GONNA HAVE CONCRETE CURB, WE'RE GONNA HAVE A SIDEWALK, WE'RE GONNA HAVE A BIKE PATH, A MULTI-USE PATH. AND YOU CAN SEE HOW BIG THIS IS. AND ALL THAT LINES UP WITH THE OTHER, OTHER SUBDIVISIONS. THAT'S, THAT'S A WELL THOUGHT OUT, WELL-MANAGED PLAN. I THINK SO THANKS STAFF FOR WHAT THEY DID ON THIS. ANY OTHER COMMENTS, COMMISSIONER ANDREWS? UH, JUST THE OBSERVATION THAT I'M REALLY PLEASED TO SEE THIS CONTINUING TO MOVE FORWARD AS SEVERAL COMMISSIONERS HAVE MENTIONED, IT'S BEEN IN THE WORKS FOR A LONG TIME. IN FACT, I THINK IT'S ONE OF THE THINGS, ONE OF THE FIRST THINGS THAT STEVE FOSTER, UH, MENTIONED TO ME, UM, WHEN I WAS FIRST ELECTED TO THE COMMISSION, YOU KNOW, A WHILE BACK, IS THE EXTENSION, WHICH WAS AN OLD PROJECT AT THAT POINT. BUT SEEING IT COME THROUGH AND JUST KNOWING HOW TOUGH EAST WEST TRAFFIC CAN BE IN THIS AREA OF THE COUNTY AND, AND IN BRENTWOOD IN PARTICULAR, YOU KNOW, GETTING MCKEEN PUSHED THROUGH, YOU KNOW, EXTENDED AND EVENTUALLY, YOU KNOW, I KNOW WE SPOKE SOME OF THE COMMISSION BRIEFING ABOUT HOW, YOU KNOW, LONG TERM IT SHOULD GET ALL THE WAY OVER TO I 24 WHEN FINALLY COMPLETE, WHICH SHOULD TAKE SOME PRESSURE, HOPEFULLY OFF CONCORD ROAD. BUT THIS IS A VERY IMPORTANT PROJECT, OF COURSE, BEING A ROAD THAT [01:10:01] BIG, IT INVOLVES A LOT OF DIFFERENT ENTITIES. UH, IT IS NOT SOMETHING UNDER THE CONTROL OF THE BRENTWOOD COMMISSION, UM, SOLELY, BUT I'M VERY GLAD TO SEE THIS MOVING AHEAD WITH OUR PART ENTHUSIASTICALLY AND, AND TRYING TO KEEP THIS PROJECT ON TRACK. ALRIGHT, UM, ALL IN FAVOR OF RESOLUTION 2024 DASH ONE 17 SIGNIFY BY SAYING AYE. AYE. AYE. OPPOSED? ABSTENTIONS. MOTION PASSES UNANIMOUSLY. ALRIGHT, UM, [1. Ordinance 2024-10 - AN ORDINANCE AMENDING SECTIONS 56-64 OF THE MUNICIPAL CODE TO ADOPT NEW FLOOD INSURANCE RATE MAPS, for consideration on first reading] ITEM NUMBER TWO, NOW, UM, UNDER NEW BUSINESS ORDINANCE 2024 DASH 10, AN ORDINANCE AMENDING SECTIONS 56 THROUGH 64 OF THE MUNICIPAL CODE TO ADOPT NEW FLOOD INSURANCE RATE MAPS FOR CONSIDERATION ON FIRST READING, DO I HEAR A MOTION? MOVE TO APPROVE. SECOND PRIMARY MOTION BY, UH, COMMISSIONER MCMILLAN, SECOND BY COMMISSIONER ANDREWS KIRK. THANK YOU, MAYOR. THE, UH, FEMA HAS FINALLY GIVEN FINAL APPROVAL TO PROPOSE, UM, FLOOD MAP UPDATES FOR THE LITTLE HARPETH RIVER BASIN AND THE TRIBUTARIES OF THE LITTLE HARPETH RIVER BASIN. THESE MAPS WERE ORIGINALLY, UM, PUT OUT FOR PUBLIC COMMENT, UH, BACK IN, UH, 2021. AT THAT TIME, UH, THERE'S BEEN NO SIGNIFICANT CHANGES, UH, SINCE THAT TIME. IT'S JUST BEEN A PUBLIC COMMENT AND A, AND A BACK AND FORTH PROCESS WITH FEMA. UH, BUT THE MAPS ARE NOW HAVE BEEN FINALIZED, UH, AS YOU KNOW, FOR US TO, UH, HAVE, BE PART OF THE NATIONAL FLOOD INSURANCE PROGRAM, WHICH ALLOWS OUR RESIDENTS WHO ARE IN THE FLOOD ZONES TO GET FLOOD INSURANCE, WE HAVE TO ADOPT, UH, THE MOST RECENT MAPS. THESE MAPS HAVE TO BE ADOPTED, UH, BY, UH, BY DECEMBER 20TH OF THIS YEAR. SO THIS IS FIRST READING OF THE ORDINANCE. SECOND READING WILL BE AT YOUR NEXT MEETING. FOR THE MOST PART, OBVIOUSLY ANY INDIVIDUAL PROPERTY IS AFFECTED, UH, MORE OR LESS THAN OTHERS. BUT FOR THE MOST PART, THE VAST MAJORITY OF IMPACTS IN BRENTWOOD WITH THESE NEW MAPS IS A REDUCTION OF THE OVERALL FLOOD ZONES ON PROPERTIES. UM, WE'VE HAD THESE MAPS OUT ON OUR WEBSITE SINCE 2021. AT THAT TIME, WE ALSO NOTIFIED ALL THE AFFECTED PROPERTIES. UM, SO, UH, FOR THE MOST PART, BRENTWOOD RESIDENTS WILL SEE SOME BENEFIT TO THIS. NOW, IT MAY NOT MEAN THEIR PROPERTY IS COMPLETELY OUT OR THEIR HOME IS COMPLETELY OUT, BUT OVERALL, SOME BENEFIT TO THE CHANGE IN THE FLOOD MAPS. SOME PROPERTIES WILL SEE A LITTLE BIT OF AN INCREASE, NO QUESTION, BUT THE VAST MAJORITY IS A DECREASE WITH THE ADOPTION OF THESE NEW MAPS. UM, AND AGAIN, WE, UH, WE'RE UNDER AN OBLIGATION TO DO THIS, OTHERWISE WE RISK THE POTENTIAL OF, OF NOT BEING, UH, CURRENT IN OUR FLOOD PROGRAM. SO WE DON'T HAVE A LOT OF DISCRETION IN THIS. UM, SO IF THERE'S ANY QUESTIONS, I'D BE GLAD TO ANSWER THOSE. AND, AND TODD PETROWSKI, WHO IS OUR FLOODPLAIN MANAGER, IS HERE ALSO. OH, REAL QUICK. UM, IF SOMEONE AT HOME WANTS TO SEE, UH, THESE, UH, MAPS OTHER THAN, UH, BEING FLIPPED ON THE SCREEN HERE, IS THERE A PLACE ON THE CITY WEBSITE THEY CAN ? THERE IS, AS I SAID, WE FIRST PUT IT UP THERE IN 2021, SO I'M NOT SURE. I'M LOOKING AT CHARLES. I'M NOT SURE HOW EASY IT IS TO FIND. WE CAN PROBABLY PUT TOGETHER A LITTLE BIT OF A NEWS ITEM, UM, ON THE FRONT PAGE OF THE WEBSITE THAT CAN LINK BACK TO THOSE MAPS. I THINK FOR THE, IT WOULD BE THE FIRST STEP IN THAT PROCESS. THEY CAN ALWAYS CALL TODD, TODD KNOWS MOST OF THE RESIDENTS THAT ARE IN THE FLOOD ZONE ALREADY WITH A SPECIFIC QUESTION. AND, AND HE'LL BE GLAD TO HELP ANY SPECIFIC PROPERTY OWNER TOO. YEAH. UM, IF ANYONE HAS A QUESTION, UM, THANK YOU. THAT'D BE HELPFUL. COMMISSIONER, WE HAVE TALKED THURSDAY IN THE BRIEFING. THAT MAY BE SENDING ANOTHER KIND OF MAILING OR SOMETHING TO JUST THOSE INFECTED. UM, IS THAT POSSIBLE THAT WE COULD DO IT JUST 'CAUSE THERE'S BEEN ENOUGH TURNOVER? THAT'S THE WISH OF THE COMMISSION. WE, IT'D BE KIND OF A FORM LETTER.
