UH, APPRECIATE EVERYBODY BEING HERE.
WE WILL, UH, BE ABLE TO MOVE FAIRLY QUICKLY HERE.
UM, WE DO HAVE AN ECD MEETING.
WE NEED TO HAVE OUR QUARTERLY ECD MEETING AT 6 45 ON MONDAY NIGHT.
HOLLY WILL SEND A REMINDER, NOTHING, UM, NO ACTION ITEMS, JUST THE STANDARD REPORT FROM KATHLEEN, AND THEN A QUICK REVIEW OF THE FINANCIALS.
UH, BUT WE NEED TO GET THAT OFF THE BOOKS FOR THE LAST QUARTER OF 2024.
SHE SAID WE'RE MEETING THE NEW, A NEW HIRE TOO.
YEAH, SHE SAID I THOUGHT A NEW HIRE.
YEAH, I THINK THAT SAID NEW ONE.
I MEAN, MAYBE IT'S NEW TO US SINCE OKAY.
I ABOUT TO SAY LIKE SOMETIME IN THE LAST THREE MONTHS.
SINCE THE LAST SIZE, YOU KNOW, SHE'S KNOW HOW FREQUENTLY YOU WANT
I'M LIKE, WHAT? HUH? BEFORE APRIL.
UM, SO WE'LL HAVE THE VETERAN'S DAY CEREMONY AND ALLISON, MAYBE QUICK OVERVIEW OF WHAT THAT'S GONNA ENTAIL.
UM, CHARLES HAS BEEN, WE'VE BEEN WORKING ON IT.
YOU'VE BEEN DOING A GREAT JOB AND SO, WE'LL, IT'LL BE VERY SIMILAR TO OUR MEMORIAL DAY EVENT.
SO WE'LL DO JUST A LITTLE INTRODUCTION AND THEN WE'LL HAVE AN INVOCATION, THE PRESENTATION OF THE COLORS BY RAVENWOOD HIGH SCHOOLS COLOR, UM, ROTC, AND THEN THE NATIONAL ANTHEM BY BRENTWOOD HIGH SCHOOL, UH, CHAMBER CHOIR.
WE'LL DO THE PLEDGE, WE'LL HAVE AN INTRODUCTION OF OUR SPEAKER, WE'LL HAVE OUR SPEAKER OF AN ADDICTION.
AND THEN THE BRENTWOOD HIGH SCHOOL, UH, CHOIR WILL SING THE ARMED FORCES MELODY SO ALL THE VETERANS WHO ARE PRESENT CAN STAND DURING THEIR DIFFERENT SONGS.
AND THEN WE'LL HAVE AN INVITATION TO THE RECEPTION, WHICH WILL BE OVER HERE.
DID I MISS IT? ANYTHING? NO, YOU ACTUALLY DID BETTER THAN I WOULD'VE.
AND SO ARE WE STILL GONNA, WE WANT THE, THE WALL OPEN AND THEN WE'LL TAKE A QUICK BREAK TO CLOSE THE WALL? OR DO WE THINK WE CAN GET THROUGH THE AGENDA QUICK ENOUGH TO NOT WORRY ABOUT TAKING THAT BREAK AND CLOSING THE WALL? OH, THAT'S A GOOD QUESTION.
I DUNNO WHAT Y'ALL'S PREFERENCE
UM, YEAH, THE BIG THING WOULD BE COMMISSIONER COMMENTS, RIGHT? YEAH.
I MEAN, SO MM-HMM,
IF YOU FEEL LIKE WE WANT TO TAKE A BREAK AND CLOSE THE WALL WHILE PEOPLE COME BACK HERE, WE CAN DO THAT.
OTHERWISE WE CAN JUST, YOU CAN MOW AROUND ALLISON.
SO, UM, YOU'VE GOT, UM, IN, WE'VE GOT INDICATION BY COMMISSIONER RIDGE, RIGHT? SO THAT WILL, IS THAT NOT THE CASE? IT'LL BE DONE BY SOMEONE CORRECT.
SO, SORRY, I SHOULD HAVE CAUGHT THAT, HOLLY, I APOLOGIZE.
UM, SO I GUESS YOU CAN JUST BUMP HIM TO NEXT TIME.
WHO WILL THE INVOCATION BE BY? UH, SORRY.
JOHN CHERRY, WHO'S A NATIONAL GUARD RETIRED.
AND I'LL, I'LL, WHEN I GIVE THE INTRODUCTION OF THE CEREMONY, I'LL CALL HIM TO THE PODIUM MAYOR.
SO YOU WON'T HAVE TO WORRY ABOUT THAT.
SO WE'LL GO RIGHT INTO THE, UM, VETERAN'S DAY CEREMONY CALLED ORDER ROLL AFTER, AFTER THE ROLL CALL.
ANY QUESTIONS ON THERE? ALL RIGHT.
UH, AGENDA ITEMS. FIRST ITEM IS THE ANNUAL UPDATE TO THE PUBLIC WORKS PROJECT FEE SCHEDULE, WHICH IS OUR ROAD IMPACT FEES.
AND THAT'S BASED UPON THE, UH, YEAR TO YEAR OVER YEAR CHANGE IN THE ENGINEERING NEWS CONSTRUCTION COST INDEX THAT'S PUBLISHED BY THE ENGINEERING NEWS RECORD.
AND FOR THIS CURRENT YEAR, THAT REFLECTS AN INCREASE OF 1.08% TO THE FEES.
SO THERE'S YOUR NEW SCHEDULE, UM, FOR A SINGLE FAMILY HOME, IT GOES FROM 6,000 2 55 TO 6,000 3 25.
WE ALWAYS ROUND TO THE NEAREST $5, AND THEN ALL THE OTHERS ARE ADJUSTED ACCORDINGLY.
ITEM TWO IS YOUR AUTHORIZATION FOR STAFF TO PROCEED WITH ACQUIRING RIGHT OF WAY FOR THE MCEWEN DRIVE EXTENSION FROM WILSON PIKE EAST THROUGH THE TERRA MOORE SUBDIVISION.
UH, THIS IS NOT AN ENGINEERED DRAWN LINE THAT IS A HAND DRAWN LINE, BUT JUST TO GIVE YOU A SENSE OF, UH, THE WILSON PIKE HERE.
THIS IS CONDITIONS MORGAN FARMS AND TERRA MOORE.
UH, SO THIS IS THE PROJECT WE'RE WORKING WITH THE CITY OF FRANKLIN ON, HAVE BEEN FOR SEVERAL YEARS.
[00:05:01]
WE'RE AT THE STAGE OF WANTING TO PROCEED WITH ACQUIRING RIGHT OF WAY MOST OF THE RIGHT OF WAY FOR THE CORRIDOR OF THE ROAD WAS ALL PLANNED WITH THE SUBDIVISIONS.BUT AS DESIGN HAS GONE FURTHER, WE'VE NOW IDENTIFIED, AND THIS IS A, ANOTHER KIND OF SHOWING OF THAT, UM, WELL, LET ME JUST GO BACK TO, THIS IS EASIER.
UH, ALONG THESE HOA, THESE ARE ALL HOA OPEN SPACE AREAS.
UM, SO WE'VE NOW IDENTIFIED WHERE WE NEED CONSTRUCTION EASEMENTS, DRAINAGE EASEMENTS, UH, SLOPE EASEMENTS, AND THEN THE, THE REALLY AREA IN, IN EMPHASIS RIGHT NOW IN DEREK AND SARAH, CATHERINE, CORRECT ME IF I'M WRONG, IS HERE IN TRADITIONS YEAH.
AT THE END OF, I THINK THIS IS PARADE, IS THAT RIGHT? YES.
UM, THE GAS LINE RUNS THROUGH HERE AS YOU CAN OBVIOUSLY SEE MM-HMM.
SO IN THE LAST YEAR OR SO, UH, THE GAS COMPANY UNDER CONTRACT WITH FRANKLIN, WHICH WE PAID OUR SHARE OF, HAS WENT IN AND DID WORK TO UPGRADE AND, AND PREPARE THOSE LINES FOR A ROAD TO GO OVER IT.
UM, BUT IF THIS ROAD IS STILL A, YOU KNOW, THE FULL ROAD IS STILL A FEW YEARS OUT FROM FULL CONSTRUCTION, THERE'S ALWAYS A CONCERN THAT BETWEEN NOW AND THEN, WHETHER IT'S FEDERAL REGULATIONS, GAS COMPANY POLICY OR WHATEVER, MAY SAY, WELL NOW, NOW WE NEED TO DO SOMETHING MORE BEYOND WHAT WE'VE ALREADY DONE.
SO THERE'S, WE'RE HAVING DISCUSSIONS WITH FRANKLIN ABOUT GOING IN AND ACTUALLY BUILDING THIS LITTLE SECTION OF ROAD RIGHT NOW AND JUST GETTING IT DONE OVER THE GAS LINE.
SO THIS IS WHERE I THINK ENGINEERING STAFF WILL FOCUS THEIR INITIAL EFFORTS ON THE RIGHT OF WAY ACQUISITION.
AND I'M GONNA, THOSE ARE NOT GONNA BE SUPER GREAT FOR Y'ALL, BUT, UM, AND THEY WOULD JUST GET THERE THROUGH TRADITIONS.
SO HERE'S THE RIGHT OF WAY ACQUISITION OF THAT.
THIS IS THE LAST LOT ON PARADE DRIVE, I BELIEVE.
OR MAYBE THERE'S ONE MORE HERE.
ANYWAY, SO THIS IS, UM, SLOPE EASEMENTS ACROSS THE GAS LINE, BUT THIS AREA HERE, THERE'S A PRETTY SIGNIFICANT COUPLE ACRES PLUS ACQUISITION OF RIGHT OF WAY BECAUSE IT'S BEEN DESIGNED AS A DETENTION POND OR A POND.
UM, SO THIS WILL BE, UH, AGAIN, WHEN THE SUBDIVISIONS WERE LAID OUT, WE KIND OF FIGURED OUT WHERE THE ROAD WAS GONNA GO.
WE JUST DIDN'T KNOW WHERE ALL THE OTHER KIND OF CONSTRUCTION RELATED STUFF.
SO THIS WILL BE A, A, A POND, UH, TO TAKE ON THE WATER THAT'S BEING GENERATED OFF THE ROAD.
SO WE'LL HAVE TO ACQUIRE THAT RIGHT AWAY FROM THE HOA THERE IN TRADITIONS WOULD JUST BE A FAIR MARKET VALUE COMP.
WE'LL DO AN APPRAISAL AND, AND OFFER THEM WHATEVER THE APPRA, THE INDEPENDENT APPRAISAL WILL BE.
UH, AND THEN WHAT ABOUT TIMING? I MEAN, I GET THE GAS LINE, RIGHT.
BUT, UM, WHAT ABOUT TIMING OF THE ROAD? HOW MUCH HAVE YOU HEARD ANYTHING FROM FRANKLIN? FRANKLIN IS BIDDING RIGHT NOW, I BELIEVE THEIR NEXT PROJECT PROJECTING PHASE FOUR COOL SPRINGS TO WILSON PIKE.
YEAH, ACTUALLY, AND THE IDEA IS, IS THIS WOULD KIND OF TAIL ON AT THE END OF THAT ONE, WHICH WILL BE A PRETTY EXTENSIVE PROJECT.
SO THAT ONE IS UNDER, I THINK IT'S OUT FOR BID NOW.
AND THEY'RE LOOKING TO ADD THIS WORK AND WITH THE CONTRACT, THE GAS LINE FOR YES.
JUST LUMP THAT INTO THEIR CONTRACT.
SO IT'S STILL A COUPLE YEARS OUT PROBABLY FOR FULL CONSTRUCTION OF THIS COUPLE.
BUT, UM, I I, GOSH, I WOULD'VE HOPED THAT IT WOULD'VE BEEN DONE FOUR OR FIVE YEARS AGO.
UM, THEY'VE JUST BEEN KICKING DOWN THE ROAD.
WELL, IF YOU REMEMBER, THEY ENDED UP GETTING A BUNCH OF FEDERAL MONEY FOR THEIR, SO THAT THEY HAD TO STOP AND KIND OF GO BACK AND REDO SOME STEPS THAT YOU GOTTA HAVE SIGNED OFF ON.
SO THAT'S WHAT'S TAKEN FOREVER FOR THEM.
I'M NOT WANTING TO GO REAL DEEP INTO THIS, BUT I WOULD LIKE TO TAKE IT OFF OF THE CONSENT AND IF WE JUST COVER WHAT'S UNDERNEATH THE SUBJECT HERE.
'CAUSE I THINK IT, IT, IT SHOWS HOW BIG THIS PROJECT IS, FOUR 12 FOOT TRAVEL LANES, CONCRETE CURB, SIDEWALK, BIKE PASS.
AND I THINK BY MOVING IT FROM CONSENT JUST ONTO REGULAR, MORE OF OUR CITIZENS WILL JUST KNOW WHAT'S GOING ON THERE.
I DON'T WANT TO GO DEEP INTO THE SLIDES OR ANYTHING LIKE THAT.
I JUST THINK THAT ATTENTION ON THERE WOULD, WOULD DRAW, DRAW SOME MORE PEOPLE THAT WOULD BE FAMILIAR WITH THAT.
WELL, IT DOESN'T SOUND LIKE YOU'RE WANTING TO ASK QUESTIONS, BUT YOU'RE WANTING KIRK TO GIVE A LITTLE BIT OF DETAIL.
JUST DETAIL ABOUT HOW THIS IS IMPORTANT.
AND, AND, AND, AND AGAIN, I THINK YOU ALL KNOW THAT THIS ROAD HAS BEEN PLANNED FOR ALMOST 20 YEARS NOW.
WE HAD ALL THE LAWSUITS AND ALL THAT KIND OF STUFF, BUT THE REALITY IS IT WAS LONG PLANNED BEFORE ANY OF THESE SUBJECT, WELL, TERRA MOORE WAS ALREADY UNDERWAY, BUT MORGAN FARMS AND TRADITION.
SO THERE WILL BE, I THINK WE'VE TALKED ABOUT THIS, THERE WILL BE PUSHBACK FROM SOME OF THESE NEIGHBORS WHO WILL SAY, WELL, WE NEVER KNEW THIS WAS
[00:10:01]
COMING.IT'S ALWAYS PLANNED, ALWAYS ON THE MAJOR THOROUGHFARE PLAN.
SO JUST, YOU KNOW, AS YOU GET SOME CALLS GOING FORWARD, AS THIS MOVES FORWARD, UH, ALONG THOSE LINES, I KNOW, WAS IT MAYBE A YEAR AGO OR SO WE WERE TALKING ABOUT, UM, THE EXTENSION OF THIS ROAD ON THROUGH NOLANSVILLE CORRECT.
AND SO I I I DIDN'T KNOW IF YOU HAD ANY KIND OF UPDATE WE COULD SHARE.
HAVE THEY LANDED ON, UH, A ROUTE FOR THE ROAD? THERE WAS A FINAL, AND AGAIN, IT DIDN'T AFFECT THE PLANNING THROUGH OUR URBAN GROWTH AREA LIMITS, BUT THERE WAS LIMITS A FINAL SETTLE OR AGREEMENT.
WELL, SO YEAH, ALL OF THE STAKEHOLDERS, STAKEHOLDERS, STAKEHOLDERS, UM, FRANKLIN, US, THE COUNTY, NOLANSVILLE, SMYRNA, AND THEN, UH, WEST'S, THE COUNTY OVER THERE, RUTHERFORD COUNTY RUTHFORD, UM, HAD ALL MET AND AGREED UPON A, A MAIN ALIGNMENT AND AN ALTERNATE.
AND THEN IF YOU RECALL, WE CAME TO YOU WITH A RESOLUTION TO AGREE TO PROTECT THAT ALIGNMENT.
AND WE, YOU GUYS VOTED TO APPROVE THAT.
NOLANSVILLE AND THE COUNTY, IF I'M CORRECT, UH, UH, I KNOW THIS HAS BEEN BEING RECORDED.
BUT THEN IT WAS NEVER RATIFIED, UH, SO TO SPEAK, BY THE OTHER MUNICIPALITIES OR THE COUNTIES.
SO IT'S, IT'S KIND OF DEAD FOR NOW.
I HADN'T HEARD ANYTHING IN THE BED.
DO YOU KNOW IF MORGAN FARMS WILL BE CONNECTED TO BREEZEWAY SUBDIVISION? LIKE AN UNDERPASS, WALKABILITY, BIKEABILITY? OH, IT, I MEAN, IT'LL BE AN ACT GRADE, UH, INTERSECTION.
IT'S GOING TO BE AN INTERSECTION ONTO WADE BARN.
STAPLE AND LONG MOWER WILL ALL BE INTERSECTIONS RIGHT THERE.
SO A FOUR-WAY STOP LIKE IT IS AT CARUTHERS.
I, I DON'T THINK, UM, MC, YEAH, I DON'T THINK MCEWEN WILL STOP.
I DON'T THINK THE THROUGH TRAFFIC WILL STOP.
UH, BUT OH, WE HAVEN'T GOT DEEP ENOUGH INTO THE DESIGN YET TO DETERMINE IT WILL BE A MEDIAN CUT THERE, JUST LIKE GRANTED.
BUT I DON'T RECALL THERE BEING SIGNALS AT EACH ONE OF THOSE.
SO TURNING, SO IF I'M TURNING OUTTA MORGAN FARMS AND TRYING TO GO LEFT, IT WILL, I WILL HA WILL NOT HAVE A SIGNAL? POSSIBLY NOT.
IT, IT'S, IF IT, I, I'M QUITE SURE THAT ONE MCEWEN IS CONNECTED TO SOME PLACE.
I JUST DON'T KNOW THAT THAT'S THE CASE RIGHT NOW.
WELL, AND I, I'M GUESSING A ROUNDABOUT MIGHT ALSO BE PART OF THE CONSIDERATION IF THEY'RE THINKING ALONG THE LINES OF A SIGNAL OR A FOUR-WAY STOP DEPENDING ON THE ENGINEERING, THE TRAFFIC VOLUMES.
WELL, IT, THE DESIGN DOESN'T LEND ITSELF TO A ROUNDABOUT BECAUSE IT'S TOO WIDE.
IT'S, UH, TWO 12 FOOT LANES ON EACH SIDE AND A DIVIDED MEDIAN, IT'S 20 FOOT WIDE MEDIAN.
SO IT WOULD BE A VERY, VERY LARGE ROUNDABOUT.
I WOULDN'T BE APPLICABLE THERE.
IT, IT, IT MAY BE THAT WHEN WE GET INTO THE DESIGN PLANS, WE ADD SIGNALS.
WE'RE JUST NOT, I, I DON'T RECALL.
DO YOU RECALL? NO, WE'RE JUST IN RIGHT OF WAY ACQUISITION RIGHT NOW.
SO CONSTRUCTION PLANS ARE A LITTLE FURTHER OUT.
WE'LL KNOW MORE INFORMATION AND FOR THE FORESEEABLE FUTURE, OBVIOUSLY THIS JUST A LITTLE DEAD END RIGHT THERE.
THAT POINT INTO, IS THAT A ROAD OR IS THAT A PROPERTY LINE? NO, IT'S A, NOPE.
SO IT'S THE EDGE OF TERRA MOORE.
SO IN THEORY, MOST OF YOUR, YOU KNOW, COMING OUTTA HERE TURN ARE GONNA BE RIGHT TURNS TURN, BUT MM-HMM.
THERE WILL BE INTERSECTION IMPROVEMENTS AT WILSON PIKE THAT WILL BE CONSTRUCTED WITH THIS PROJECT.
IT'S, UH, IT'S PROPOSED TO BE WIDEN.
SIR CATHERINE, I THINK YOU COULD PROBABLY SPEAK MORE ABOUT WHAT LANES ARE GOING TO BE THERE.
YEAH, THERE'S GONNA BE A RIGHT TURN LANE ONTO MCKEAN.
WE'RE LOOKING ADDING TWO LEFT TURN LANES.
WILSON PIKE, WE'RE STILL IN DISCUSSIONS WITH THE CITY OF FRANKLIN ABOUT ADDING THAT SCOPE INTO THIS PROJECT.
BUT WE'RE NOT THAT FAR INTO, INTO DESIGN YET FOR THAT.
REMIND ME, WHAT'S THE AMOUNT WE CONTRIBUTED TO FRANKLIN FOR THIS? DO YOU REMEMBER? BALLPARK, OUR SHARE OF THIS WHOLE THING IS ROUGH IS 59% OF THE, OF THE COSTS.
AND THAT WAS, IT GOES BACK TO 2004 OR FIVE WHEN THE PERCENTAGE OF THE SUBDIVISIONS THAT, HOW MANY LOTS WERE IN BRENTWOOD AND HOW MANY WERE IN FRANKLIN, OR I CAN'T REMEMBER IF IT WAS LOTS OR ACRES.
AND WHAT DID WE VOTE ON PREVIOUSLY PRICE WISE? WASN'T THERE SOMETHING WE, OR BUDGETED LIKE? WELL, THE CIP OUR SHARE, UM, I'M SORRY.
IT'S ABOUT A $21 MILLION PROJECT.
SO 10, 11 OR 12, 10, 12 MILLION, SOMETHING LIKE THAT.
UM, AND AGAIN, AND WE WERE BACK AND FORTH WITH YOU JUST BUILD TWO LANES AND THEN COME BACK LATER AND, AND WE'RE RECOMMENDING, AND I THINK FRANKLIN WANTS TO JUST BUILD THE WHOLE CROSS, BUILD IT OUT AS PLANNED.
[00:15:01]
NEXT TWO LANES, IF YOU WAIT FOR 20 YEARS, WILL BE AS MUCH DOUBLE WHAT IT WOULD BE JUST TO DO IT NOW.SO EVEN THOUGH THE VOLUME WON'T JUSTIFY THAT DESIGN.
SO I, I'LL JUST, YOU'LL PULL IT OFF WHEN THE MAYOR ASKS FOR YEAH.
AND JUST, YOU USED YOUR, I JUST WANT A LITTLE MORE INFORMATION, HIGH LEVEL, NO SPECIFIC THING.
I KIND OF GIVEN THAT, AND THEN WE'LL GET A VOTE.
MAYBE WE SHOULD CLOSE THE WALL AND THEN JUST HURRY UP THERE.
MOVE THOSE, THOSE PANELS PRETTY QUICKLY.
ITEM THREE IS ADOPTION OF THE REVISED WILLIAMSON COUNTY MULTI HAZARD MITIGATION PLAN.
UM, AGAIN, FOR THESE FEMA REQUIRED PLANS, THE COUNTY EMERGENCY MANAGEMENT TAKES THE LEAD, UH, FOR THE COUNTY AS A WHOLE,
SO THIS IS THE, I DON'T KNOW HOW OFTEN FOUR OR FIVE YEAR UPDATE OF THIS.
THEY'VE HAD SIMILAR ISSUES THAT WE HAVE HAD WITH FEMA WHERE THEY SUBMITTED IT, GOT COMMENTS BACK, ADDRESSED THE COMMENTS, SOMEBODY ELSE AT FEMA REVIEWED IT AND CAME BACK WITH OTHER COMMENTS.
UM, BUT THIS IS, YOU KNOW, WE'VE GOT THOSE COUPLE GRANTS THAT ARE PENDING AND ARE GETTING CLOSE TO BEING READY TO BE FUNDED.
THAT'S ANOTHER LITTLE FINAL CHECKOFF HERE, UH, FOR THOSE GRANTS IS THE, WE HAVE TO HAVE ADOPTED THE COUNTY PLAN.
THE COUNTY HAS GOTTEN NOTICE FROM FEMA THAT THEIR LAST SUBMITTAL IS ACCEPTED, SO IT'S READY TO BE ADOPTED BY US.
SO AGAIN, THIS IS JUST THE MULT EMERGENCY MANAGEMENT PLANNING, IDENTIFYING ALL THE PLANS AND HOW WE WOULD, UH, RESPOND TO DIFFERENT HAZARDS.
SO, UH, WHEN WE, IF YOUR APPROVAL ON MONDAY NIGHT, THEN ON TUESDAY MORNING WE'LL SUBMIT THIS TO OUR FEMA FOLKS TO KNOW THAT THAT LITTLE CHECKBOX FOR OUR GRANTS IS, IS DONE.
OKAY, NEXT TWO ARE PUBLIC WORKS RELATED ITEMS. UM, JUST GETTING TWO COMPANIES, REALLY THE TWO THAT ARE ONLY TWO REALLY IN THE AREA, RIGHT.
S AND W AND STANSEL JUST TO BE UNDER CONTRACT FOR ANY, UH, TRAFFIC SIGNAL REPAIR WORK THAT WE NEED TO BE DONE IN KIND OF A, A TIME SENSITIVE WAY THAT'S BEYOND THE SCOPE OF WHAT OUR FOLKS COULD DO.
WE CAN DO A LOT, BUT WE CAN'T CUT LOOPS INTO ROADS OR THOSE KIND OF THINGS.
AND SO THIS IS JUST A COUPLE COMPANIES UNDER CONTRACT, UH, THAT WE CAN CALL ON WHEN WE NEED IT.
UH, NOT NECESSARILY EMERGENCY WORK 'CAUSE WE WOULDN'T HAVE TO WORRY ABOUT THAT, BUT THIS IS STUFF THAT, YEAH, THE SIGNAL'S WORKING, BUT IT'S NOT AS EFFICIENT, SO WE WANNA TRY TO GET IT FIXED AS SOON AS WE CAN TYPE OF THINGS.
UM, SO I THINK TODD'S GOT 40,000 ALLOWANCE FOR EACH.
WE WOULD KNOW WHERE EXPECT TO SPEND THAT COMBINED, BUT DEPENDING ON WHO'S AVAILABLE AND PRICING ON ANY GIVEN PROJECT, THAT'S KIND OF THE, THE NUMBER WE HAVE IN THE BUDGET IS ABOUT FOUR.
IS THERE ANY LIKE, UM, TIMEFRAME FOR THEM TO BE, IF WE'VE GOT 'EM KIND OF ON HOLD ON RETAINER, LIKE HOW QUICKLY WOULD THEY NEED TO RESPOND IF WE HAD AN NOT FROM EMERGENCY, BUT URGENT? THIS DOES NOT PUT THEM UNDER RETAINER PER SE.
UM, AND THERE'S NOT LANGUAGE ABOUT THAT.
TYPICALLY WHEN WE CALL EITHER ONE OF THE COMPANIES, IT'S JUST A MATTER OF HOW QUICKLY CAN YOU GET OUT HERE.
BUT THEY'RE BOTH IN AN INDUSTRY THAT THEY'RE USED TO WORKING PRETTY URGENTLY.
UM, YOU KNOW, WE EXPERIENCED SOME, SOME CHALLENGES.
WE USE S AND W QUITE FREQUENTLY, BUT THEY WENT OUT OF TOWN TO DO A LOT OF HURRICANE RELATED WORK.
SO WE LEANED ON STANSIL A LITTLE MORE RECENTLY, BUT WE USUALLY FIND SOMEBODY PRETTY QUICK.
AND I THINK AN EXAMPLE OF THAT IS JUST RECENTLY UP HERE AT THE WEST PARK PE YOU KNOW, WE'RE DOING THAT PEDESTRIAN CROSSING THERE.
WE HAD TO CUT NEW LOOPS OR WHATEVER THERE.
BUT, UH, AND PROBABLY SIX WEEKS AGO OR SO, WE HAD A STORM THAT KNOCKED DOWN ONE OF THE, UM, TELEPHONE POLES HOLDING UP THE SCHOOL SIGNALS BY SCALES ELEMENTARY.
THAT WAS RESET WITHIN ABOUT FOUR HOURS.
SO I MEAN, TO SET A POLE THAT QUICKLY IS GENERALLY PRETTY, PRETTY GOOD.
SO AGAIN, THOSE ARE BASICALLY THE SAME CONTRACTS, JUST TWO DIFFERENT COMPANIES.
UH, THEN WE'VE GOT THREE ITEMS, I THINK IN A ROW HERE RELATED TO THE 2025 HEALTH INSURANCE PLAN FOR EMPLOYEES, WHICH THE GENERAL OVERVIEW IS THERE'S REALLY NOTHING CHANGING MUCH.
UM, THE FIRST ITEM IS JUST THE OVERALL, UM, PLAN, SO TO SPEAK.
AND THEN, UH, OUR RECOMMENDATION RELATIVE TO EMPLOYEE CONTRIBUTIONS.
UM, I WON'T GO OVER ALL THAT SEMANTICS OF OUR PLAN.
I THINK Y'ALL KNOW WE'RE PARTIALLY SELF-FUNDED.
WE HAVE STOP LOSS INSURANCE THAT PROTECTS US AGAINST BIG, BIG CLAIMS. AND WE USE BLUE CROSS
[00:20:01]
AND THEIR NETWORK AS OUR THIRD PARTY ADMINISTRATOR.UM, FINANCIALLY THE PLAN IS STILL IN GOOD SHAPE FOR, UM, FISCAL YEAR.
IT'S KINDA ALWAYS WEIRD 'CAUSE THE PLAN YEAR IS A CALENDAR YEAR, BUT FINANCIALLY WE ARE ABLE TO ACCOUNT FOR IT ON A FISCAL YEAR BASIS.
BUT, SO FOR FISCAL YEAR 2024 UNAUDITED, UM, I THINK WE WERE DOWN, UH, $13,000, IF I REMEMBER RIGHT.
UM, YEAH, 13,500 OUT A $4 MILLION PLAN.
SO IN A YEAR TO YEAR WE'RE UP A LITTLE BIT, DOWN A LITTLE BIT.
SO, UH, THE PLAN'S STILL VERY FINANCIALLY STABLE.
WE'VE GOT GOOD RESERVES OVER THREE AND A HALF MILLION DOLLARS AND JUST FOR HEALTH INSURANCE, UM, WHICH GIVES US THE FLEXIBILITY TO DO SOME THINGS.
UM, SO FOR 2025, I'LL JUST RUN THROUGH THE SERIES OF THESE.
AND AGAIN, A COUPLE OF THESE HAVE THEIR OWN AGENDA ITEMS. UM, WE'RE RECOMMENDING, UH, RENEWING WITH BLUE CROSS AND BLUE SHIELD FOR THIRD PARTY ADMINISTRATION SERVICES.
THERE PER EMPLOYEE PER MONTH FEE IS ACTUALLY GOING DOWN, UM, 21%, WHICH WAS A LITTLE BIT OF A SURPRISE TO US.
UM, BUT WE'LL TAKE IT, I GUESS IS THE WAY WE'LL SAY IT.
UM, SO THAT'S ONE PART OF THIS AGENDA ITEM IS JUST RENEWING WITH BLUE CROSS FOR THOSE FEES.
UM, THEY ALSO, UH, ADMINISTER, CORRECT ME, DO THEY STILL ADMINISTER OUR COBRA PROGRAM TOO? YES, I DO.
SO WHENEVER ANYBODY LEAVES US AND GOES ON COBRA, THEY MANAGE THE NOTIFICATIONS AND COLLECTING AND ALL THAT KIND OF STUFF.
UM, THE STOP LOSS INSURANCE, WHICH IS THE OTHER BIG COMPONENT OF THIS, AND THAT'S ITS OWN AGENDA ITEM, BUT IF YOU DON'T MIND, I'LL COVER THAT WHILE WE'RE IN HERE FOR YOU.
UM, EACH YEAR WE GO OUT FOR QUOTES, FOR STOP LOSS INSURANCE.
WE HAVE A $85,000 SPECIFIC LIMIT, MEANING THAT WE'RE ON THE HOOK FOR THE FIRST $85,000 OF ANY INDIVIDUAL MEMBER'S CLAIMS. UH, AND THEN AFTER THAT, THE STOP-LOSS WOULD KICK IN.
EXCEPT WE ALSO HAVE A AGGREGATING SPECIFIC MEANING THAT WE ALSO AGREED THAT FOR AN EQUIVALENT REDUCTION IN PREMIUM, WE'LL COVER THE FIRST 150,000 OF SOME COMBINED, UH, DEDUCTIBLES ON THAT SPECIFIC.
SO, BUT WE GET AN EQUIVALENT REDUCTION IN PREMIUM OF 150,000.
THIS IS SPECIFIC TO A PARTICIPANT
SO IF, IF, IF I HAVE $90,000 OF, OF CLAIMS, THEN UNDER THE BASIC, THE FIRST 85,000 WOULD BE THE CITY, THE NEXT FIVE WOULD BE.
BUT WHAT WE'RE SAYING IS BEYOND THAT FIRST 85,000, THE NEXT 150 OF ANY COMBINATION, WHETHER THAT'S ONE PERSON OR MULTIPLE PEOPLE, THE CITY WILL COVER THAT DIRECTLY TOO BEFORE THE STOP LOSS WOULD GIVE YOU.
AND AS A RESULT, WE GET $150,000 OF A PREMIUM REDUCTION.
AND IT'S, FOR US, IT'S EITHER A GUARANTEED REDUCTION AND MAYBE WE SPEND IT.
AND GENERALLY SPEAKING, WE DO, TO BE HONEST WITH YOU, OR OTHERWISE, YOU GUARANTEE PAYING THEM THE PREMIUM, WHETHER YOU USE IT OR NOT.
SO CUTTING CASH AVAILABLE, WE TAKE OUT A LITTLE MORE RISK FOR GUARANTEED SAVINGS, UM, VERSUS GUARANTEED PAYING IT AND MAYBE, MAYBE NOT WE NEEDED IT.
AND WE'VE BEEN DOING THAT FOR THE LAST SEVERAL YEARS AND FOR MOST YEARS WE HAVE ENOUGH CLAIMS THAT WE END UP PAYING IT AND IT'S A KIND OF A NET ZERO IMPACT TO US.
UM, SO THIS YEAR, UH, AGAIN, CHERYL MORGAN IS OUR INSURANCE CONSULTANT.
UM, I GUESS I'LL GO TO THAT AGENDA BECAUSE I THINK WE HAVE SOME, MAYBE A LITTLE HARD TO READ.
WE'RE CURRENTLY WITH NORTH RIVER FOR, UM, STOP, STOP-LOSS INSURANCE.
UH, SO THEY GOT A QUOTE FROM THEM, UH, AND REVISED IT.
SO THE YELLOW COLONIES, SO THEIR REVISED QUOTE FOR THE CURRENT 2025 AMOUNTS TO ABOUT A 2.9% INCREASE OVER THE CURRENT RATES, WHICH IS REALLY PRETTY GOOD.
THEIR FIRST PROPOSAL WAS ABOUT 18%, AND THEN WE WENT BACK AND, AND GOT TO 2.9%.
UM, THEY ALSO GET QUOTES FROM MULTIPLE OTHER COMPANIES.
UM, SOME ARE REJECTED OUTRIGHT SIMPLY BECAUSE TWO THINGS WE, UM, DON'T EVER WANT TO DO IF WE DON'T HAVE TO, IS IF YOU HAVE A, A LARGE CLAIM PERSON THAT THEY PROJECT IS GOING TO CONTINUE INTO THE FUTURE.
SOMETIMES THEY WILL PUT ON WHAT THE INDUSTRY CALLS IS A LASER, MEANING THAT INSTEAD OF 85,000 FOR THAT PERSON, AND YOU CAN SEE HERE, THIS COMPANY, HM.
[00:25:01]
CLAIMANT ONE IS, AND OBVIOUSLY DON'T KNOW, CAN'T SAY THEY SAID THEIR SPECIFIC ON THAT PERSON WAS GONNA BE 300,000 INSTEAD OF 85.WELL, WE DON'T EVER WANT TO TAKE THAT ON SO THAT SOMETHING LIKE THAT GETS REJECTED.
IT'S THE THING THAT IF SOMEBODY WON'T COMMIT TO THAT, UH, WE WON'T CONSIDER THEIRS.
SO, BUT JUST FOR COMPARISON, SAY WHY WOULDN'T YOU? THERE'S GOTTA BE A REASON OBVIOUSLY THAT Y'ALL DIDN'T GO TO THE ONE THAT'S LESS 6% OR LESS 2.7%.
WHAT WAS THE WELL, THIS ONE WAS STILL HAD A CONDITIONAL LASER ON SOMEBODY, RIGHT? THAT ONE, THE TWO AND THIS ONE.
UH, AND YOU COULD SEE A LITTLE BIT OF SAVINGS.
OUR CONSULTANTS ARE CONCERNED BECAUSE WE'VE SWITCHED THE LAST TWO YEARS JUST FOR PREMIUM SAVINGS.
THEY WERE CONCERNED IF WE DID THAT THREE YEARS IN A ROW THAT YOU'RE GONNA START SEEING FEWER AND FEWER PEOPLE INTERESTED AND QUOTING.
SO THAT'S WHY THEY'RE RECOMMENDING STAYING, EVEN THOUGH IT'S A LITTLE BIT OF AN INCREASE IN PRICE, UH, JUST WITH SHOWING SOME STABILITY IN THE MARKET.
I MEAN, THAT'S, IT'S UP PRETTY ALL TO THINK IF THAT'S A CONCERN, BUT I THINK IF, IF THEY HAD HELD THAT 17.9%, THAT WOULDN'T BE A QUESTION.
UM, BUT SINCE IT'S A SO THAT, THAT'S THEIR BASIS.
BUT AGAIN, AS YOU POINTED OUT, TRANSPARENCY, THERE IS A LOWER QUOTE, BUT THAT WOULD BE THE THIRD TIME CHANGING IN THREE YEARS.
AND NORTH RIVER IS FINANCIALLY STABLE.
UH, AND, AND I THINK WE'VE HAD BETTER ADMINISTRATIVE YEAH.
PROCESSING LUCK WITH THEM THAN THE PRIOR ONES.
NOT THAT THAT'S A REASON TO SAY, BUT IT'S, YEAH, THAT'S PRETTY IMPORTANT.
UM, SO THE RECOMMENDATION ON THE STOP LOSS PART IS NORTH RIVER RENEWAL AT THE 2.9% INCREASE.
UM, SO THAT'S THAT COMPONENT OF IT.
THEN THE OTHER COMPONENT OF IT IS THE PRESCRIPTION PLAN, UM, WHICH IS ITS OWN THIRD AGENDA ITEM, WHICH IS, UH, RE RENEWING WITH MED BEN AS THE PHARMACY BENEFIT MANAGER.
AND IF YOU REMEMBER TWO YEARS AGO WE DID THAT SPECIALTY CARVE OUT.
SO, AND THAT A FEW HICCUPS AS PEOPLE GOT INTO THAT SYSTEM IN THAT FIRST YEAR.
BUT I THINK IT'S GONE FAIRLY SMOOTH.
IT'S GOING VERY SWEET AND WE'RE STILL SEEING SEVERAL HUNDRED THOUSAND DOLLARS IN SAVINGS COMPARED TO IF WE WERE COVERING THOSE EVERY YEAR.
UM, UM, SO MED BEND IS THE ONE THAT MANAGES THAT AND THEY HAVE A, AND WE HAVE THAT RX HELP CENTER, IF YOU REMEMBER.
SO PEOPLE AND I DO IT, I DO IT, IT STILL DOES IT.
AND IT WORKS, IT WORKS FINE FOR ME.
I'VE NEVER HAD AN ISSUE OF NOT GETTING WHAT I NEEDED.
UM, SO WE'RE RECOMMENDING ALL THAT STAY THE SAME MED BED FEES DON'T CHANGE.
RIGHT? THEY'RE STAYING THE SAME.
UM, SO THAT'S THE OVERALL PLAN.
SO WE'RE RECOMMENDING, AGAIN, WITH BLUE CROSS DOWN A LITTLE BIT, OUR CLAIMS PROJECTIONS FAIRLY STABLE AND, AND SIGNIFICANT, UM, FINANCIAL RESERVES IN THE HEALTH PLAN.
WE ARE RECOMMENDING THAT WE NOT INCREASE THE COST TO EMPLOYEES WHO COVER DEPENDENTS IN OUR PLAN FOR 2025.
REMEMBER, CITY STILL PAYS A HUNDRED PERCENT OF THE EMPLOYEES ONLY COVERAGE.
AND THEN IF THEY HAVE, UM, COVERED CHILDREN OR SPOUSES OR THE WHOLE FAMILY, THEN THERE'S AN INCREMENTAL, I DON'T THINK WE HAVE A SLIDE WITH THIS, BUT IT'S IN YOUR PACKET, UH, COST TO THE EMPLOYEE TO COVER THOSE DEPENDENT COVERAGE.
WE HAVE NOT INCREASED THAT I THINK IN THE LAST SIX YEARS, AND WE'RE NOT RECOMMENDING DOING THAT AGAIN.
UH, AND AT THIS POINT, UM, NOW AGAIN, THAT'S STILL SUBJECT TO CHANGE WITH THE BUDGET PROCESS, BUT WE'RE, WE WOULD NOT BE PROJECTING ANY INCREASE IN THE CITIES BUDGETARY CONTRIBUTIONS FOR EMPLOYEES.
ALSO, UH, YOU KNOW, WE BUDGET A PER EMPLOYEE AMOUNT FOR IN EACH DEPARTMENT THAT HAS EMPLOYEES, UH, TO GO INTO THE HEALTH INSURANCE FUND TO PAY THOSE CLAIMS. AND RIGHT NOW WE WOULD, UH, NOT PROJECT TO INCREASE THAT PER EMPLOYEE AMOUNT, WHICH ALSO HASN'T INCREASED I THINK IN THE LAST SIX, THREE YEARS OR SO.
NOW, IF WE HAD EMPLOYEES THAT, OBVIOUSLY IT'S A PER HEAD COMPLIMENT, SO THAT GOES UP, BUT THE AMOUNT PER EMPLOYEE THAT WE CONTRIBUTE TO THE HEALTH INSURANCE FUND HAS REMAINED THE SAME.
SO ALL THAT TO SAY THE PLAN AS IT WAS PUT IN PLACE, GOSH, NOW PROBABLY CLOSE TO 15 YEARS AGO, TO GO SELF-FUNDED HAS DONE WHAT WE HOPED IT WOULD BE, WHICH WAS TRY TO STABILIZE THINGS.
UM, AND AGAIN, WE WERE BLESSED TO BE ABLE TO PUT SOME MONEY INTO IT AND HAVE THOSE FINANCIAL RESERVES WHERE IF YOU HAD THAT ONE BIG YEAR, YOU COULD ABSORB IT HAD TWO OR THREE IN A YEAR, THEN THAT'S TWO OR THREE YEARS IN A ROW, THEN YOU'RE GONNA HAVE TO START DOING IT.
BUT EVERY TIME WE'VE HAD A BIG ONE, THEN IT'S COME BACK DOWN AND IT'S KIND OF JUST LEVELED OUT.
UM, WELL, WE'VE DONE A NICE JOB MANAGING, UH, THIS PLAN FOR THE TAXPAYERS, UH, AND THEN ALLOWING US TO CONTINUE TO PROVIDE THIS EXTRAORDINARY
[00:30:01]
BENEFIT, UH, FOR, UH, IT'S A VERY RICH PLAN.AND FOR THOSE OF US WHO COVER DEPENDENTS, IT'S, YOU KNOW, IF YOU LOOK, AND AGAIN, IT'S APPLES TO ORANGES, BUT WHAT DO I PAY TO COVER MY FAMILY VERSUS WHAT ARE THE PERSON IN NOLANSVILLE OR FRANKLIN? I MEAN, BUT THAT'S DIFFERENT PLANS.
AND AS LONG AS WE CAN KIND OF KEEP IT THERE, UM, WE THINK THAT'S A VALUE ADDED TO OUR BENEFIT PLAN TO HAVE ABSOLUTELY A PRETTY RICH PLAN.
'CAUSE OUR CONSULTANTS DOING WHAT THEY SHOULD DO EVERY YEAR, COME TO US WITH SUGGESTIONS ON HOW TO TRIM THINGS.
UH, AND WE LOOK AT IT EVERY YEAR AND WE DID A COUPLE YEARS AGO WITH THAT SPECIALTY DRUG THING TOOK A PRETTY SIGNIFICANT CHANGE.
UM, BUT MOST OF WHAT THEY COME TO IS JUST KIND OF PLAYING AT THE MARGINS A LITTLE BIT.
YOU KNOW, 40,000 HERE, 50,000 THERE.
BUT IT ENDS UP PUTTING A PRETTY GOOD POTENTIAL ONUS ON A HANDFUL OF EMPLOYEES WHO MIGHT HAVE CLAIMS. AND SO WE'VE ALWAYS JUST KIND OF LOOKED AT IT AS, YOU KNOW, WE'RE ALL IN THIS BOAT TOGETHER AND ANY ONE YEAR SOMEBODY MAY HAVE THE NEED, UH, AND HAVE A BIG CLAIM AND ONLY HAVE A THOUSAND DOLLARS OUT OF POCKET AS OPPOSED TO SOMETHING THAT PUTS THEM FIVE OR $7,000 OUT OF POCKET.
SO THAT'S THE WAY WE'VE APPROACHED IT.
YOU'VE ALL BEEN SUPPORTIVE OF THAT AND IT'S, IT CONTINUES TO WORK.
SO APRIL APRIL'S DONE A GOOD JOB.
WE TALK ABOUT MED BEND AND OTHER THINGS AND THERE'S BUMPS, THERE'S LITTLE BUMPS.
THEY'RE NOT TERRIBLE, BUT SHE HAS TO GET INVOLVED AND THE DEPARTMENT HAS TO GET INVOLVED AND Y'ALL DO A GOOD JOB ON THAT.
I THINK IT'S, OVERALL THIS IS A GREAT PLAN, BUT THERE'S ALWAYS SOME MANAGEMENT IT TAKES FROM STAFF.
AND IF I MAY, CHERYL MORGAN, OUR CONSULTANT WHO REVIEWS THIS WITH US EVERY YEAR AND BRINGS FORTH RECOMMENDATIONS ON THE CHANGES WE MAKE, LIKE MAD MEN AND WHATNOT, THEY'VE DONE A PHENOMENAL JOB.
I CAME HERE IN 2013, THE MESSAGE WE WERE COMMUNICATING TO THE COMMISSION WAS, WE'RE TRYING TO KEEP THESE NUMBERS UNDER 10% PER YEAR INCREASES.
AND IT'S, IT SPEAKS ALSO TO THE BUDGETING PROCESS AND THE BIGGER PICTURE OF EVERYTHING AND HOW WELL RUN THE CITY IS.
AND AGAIN, WE WERE ABLE TO PUT SOME MONEY IN WHEN WE DID THIS TO, TO HAVE A GOOD BALANCE.
HAVING THREE AND A HALF MILLION DOLLARS OF RESERVES MEANS YOU DON'T HAVE TO TRY TO BUDGET TO THE FULL POTENTIAL.
SO AGAIN, YOU GOT THOSE THREE AGENDA ITEMS. ONE IS THE OVERALL PLAN, INCLUDING THE BLUE CROSS, UH, SERVICES AND THE PER EMPLOYEE PER PAY PERIOD DEDUCTIONS FOR DEPENDENT COVERAGE.
THEN YOU'VE GOT THE NORTH RIVER FOR STOP LOSS AND THEN MED BEND FOR PHARMACY BENEFIT MANAGEMENT.
THOSE THREE ITEMS. UH, ITEM NINE ON THE CONSENT AGENDA IS JUST RENEWAL OF OUR AUTO MOCKS, UM, SOFTWARE, UH, UPDATING SERVICE FOR THE TECHNOLOGY DEPARTMENT THROUGH ONE OF THE STATEWIDE NASHVILLE CONTRACTS.
AND THAT'S A, A PLAN BUDGETED, UM, SERVICE.
AND THAT, THAT'S A SERVICE THAT ESSENTIALLY AUTOMATES ALL OF OUR UPDATES AND SECURITY PATCHES AND EVERYTHING YEAH.
ONE ITEM OF NEW BUSINESS IS UPDATE OR NOT UPDATING AN ORDINANCE ADOPTING REVISED FLOOD MAPS FOR THE CITY.
UM, THESE MAPS WERE ACTUALLY ORIGINALLY PROPOSED ABOUT 20 20 20, IF YOU REMEMBER AT THAT TIME.
AND, UM, THEY GOT DELAYED AND DELAYED AND COMMENT PERIODS AND ALL THAT HAVE NOW FINALLY BEEN, UM, APPROVED BY FEMA.
AND WE HAVE UNTIL THE END OF THE CALENDAR YEAR TO ADOPT, THEY NEED TO BE ADOPTED ON, UH, DECEMBER BY DECEMBER 20TH, 2024.
UM, AND FOR THE MOST PART, I MEAN WE'VE HAD THIS INFORMATION OUT ON OUR WEBSITE.
WE ACTUALLY, I THINK IN 2020 SENT NOTICES TO EVERYBODY WHO HAD A SIGNIFICANT CHANGE ON THEIR PROPERTY.
THEY MAY HAVE FORGOT ABOUT THEM.
YOU MIGHT WANNA SEND 'EM AGAIN.
UM, SOME OF THE PROPERTIES TURN OVER, PEOPLE TAKE HANDS.
UH, BUT FOR THE MOST PART, AND AGAIN, I KNOW YOU CAN'T REALLY SEE THAT, BUT IT'S THE MANY MORE PROPERTIES THAT BENEFIT FROM THE CHANGES THAN HAVE AN INCREASE ON 'EM.
THE, THE PURPLE, UH, THE PURPLE AREAS, IF YOU GO TO THE NEXT SLIDE, IT, IT COMES YEAH.
SO THE, THE, IT SHOWS THE PURPLE HOUSE FOOTPRINT.
SO THOSE ARE SHOWING A POSITIVE MEANING A REDUCTION IN THE, NOW IT MAY NOT TAKE 'EM COMPLETELY OUT AROUND RIGHT.
UM, AND THEN THE, THE LIME GREEN IS INCREASE TO THE FLOODWAY UHHUH, UH, THE PURPLE IS A DECREASE IN THE FLOODWAY.
AND A LOT OF RESIDENTS ARE AWARE OF THESE MAPS AND THEY
[00:35:01]
CALL ME ALL THE TIME WANTING TO KNOW, BECAUSE I DON'T THINK THEY CAN GET THEIR POTENTIALLY CHANGE INSURANCE UNTIL THEY'VE BEEN RIGHT.IF, IF THEY HAVE THE ABILITY BECAUSE OF THE CHANGE, NOT ALL WILL.
AND THEN I WOULD ASSUME, LIKE IF A HOUSE GETS ADDED OR MORE OF THEIR PROPERTY GETS ADDED, HOW DO THEY, DOES THEIR INSURANCE COMPANY KNOW THAT THEY'RE GONNA INCREASE THEIR RATES? LIKE HOW DOES THAT, THE NEXT INSURANCE RENEWAL, WILL THAT GET PICKED UP BY THE INSURANCE COMPANY? YEAH, IT, IT PROBABLY WOULD.
THROUGH ANOTHER FLOOD DETERMINATION.
THAT SOMEONE WITH A MORTGAGE COMPANY OKAY.
IF THEY DON'T HAVE A MORTGAGE, OBVIOUSLY IT'S, THAT'S UP.
IT'S NOT RIGHT NOW I DID LOOK AT A COUPLE OF INCREASES.
AND WHAT IT WAS, IT WAS LIKE A, A BAIT AND SWITCH.
SO ONE END OF THE HOUSE GOT, IT WAS BETTER, IT GOT ELIMINATED, REMOVED, AND THEN THE OTHER END GOT ADDED.
WE DO HAVE A COUPLE OF THOSE SCENARIOS.
YOU JUST DON'T WANT SOMEBODY THAT DIDN'T KNOW THEY NEEDED TO INCREASE THEIR FLOOD INSURANCE, THEIR HOUSE FLOODS, AND THEN THEY DON'T HAVE ENOUGH COVERAGE HOUSE.
I DON'T SEE ANY OF THOSE, UH, SCENARIOS WITH THESE CHANGES.
WHERE LIKE A HOUSE WAS COMPLETELY OUT AND NOW IT'S COMPLETELY INCORRECT.
IN TERMS OF LIKE HOW PEOPLE LAND ON THIS, THIS IS AN OBJECTIVE ENGINEERING DECISION BY THEM.
THIS ISN'T SOMETHING WHERE SOMEONE CAN CONTEST IT AND SAY, OH, I DON'T, THEY, THEY CAN CONTEST IT, BUT FEMA REQUIRES SCIENTIFIC DATA.
SO THE PROPERTY OWNER OR A CUL-DE-SAC, THEY WOULD HAVE TO HIRE AN ENGINEER TO DISPUTE THE BASE FLOOD ELEVATION.
AND, AND I'M GUESSING WE DON'T REALLY HAVE AN IMPACT ON THAT OTHER THAN BY PASSING THIS, WE GIVE THEM THE OPPORTUNITY TO, TO MOVE FORWARD IF THEY NEED TO.
I MEAN, WE, WE, WE HAVE TO ADOPT THESE MAPS OR FEMA WOULD NOT, UH, PROVIDE FLOOD INSURANCE FOR OUR RESIDENTS, WHICH WOULD NOT BE GOOD FOR ANYBODY.
IF YOU GOT A MORTGAGE, IT'D BE TERRIBLE.
WE, WE WERE BEEN HOLDING THIS HONESTLY IN THE HOPES THAT WE MIGHT DO THIS AT THE SAME TIME WE DID THIS STAIRWELL THING AND JUST DO ONE ORDINANCE, BUT OBVIOUSLY WE CAN'T WAIT.
NOW I, I DO HAVE AN UPDATE ON THE STAIRWELL.
UM, I GOT POSITIVE FEEDBACK FROM FEMA THROUGH TEMA THAT THEY'RE OKAY WITH THE STAIRWELL PROPOSAL.
HOWEVER, THEY ARE NOT OKAY WITH ANOTHER SECTION.
SO I'M TRYING TO RESOLVE THAT ISSUE.
WELL, I, IT'S A MISUNDERSTANDING.
SO I'M, I'M TRYING TO EXPLAIN TO THEM THAT THAT WHAT IT IS.
IT WAS A SECTION IN A PREVIOUS SECTION.
WE JUST MOVED IT, THEY WON'T VERIFIED.
WE JUST MOVED IT AND IT PUT UP A RED FLAG.
AND WHAT IT, WHAT IT HAS TO DO WITH IS, IF YOU REMEMBER, IF SOMEONE IS ALREADY ELEVATED TO OUR TWO FOOT REQUIREMENT MM-HMM.
SO MAYBE WE AREN'T, AND I CAN'T, I THINK OUR, UH, EX, YOU KNOW, WE'VE EXTENDED THAT SECOND READING AND THAT MAY COME BACK UP IN DECEMBER AS THE DEADLINE TO, SO WE MAY HAVE TO EXTEND IT.
MAYBE NOT ANOTHER SIX MONTHS, BUT MAYBE ANOTHER COUPLE MONTHS.
DID THEY APPROVE LIKE MATERIAL STUFF WHERE ANYBODY COULD OR WOULD YOU TELL 'EM THAT THEY DON'T RIP ANYTHING OUT AND DO ANYTHING? I WOULDN'T DO ANYTHING
SO WE'RE EXTENDING THEIR TEMPORARY CERTIFICATES.
AND THEN YOU HAVE ONE, UH, APPOINTMENT OF ONE MEMBER TO THE EABI THINK THIS IS A, UH, AN EXPIRED TERM THAT ENDS IN AUGUST 31ST OF NEXT YEAR AND YOU'VE GOT THREE APPLICANTS AND THAT IS IT.
UM, AGAIN, NOTHING SIGNIFICANT AGENDA ITEMS. I'VE SENT YOU ALL AN EMAIL GIVING YOU THE HEADS UP THAT RAGSDALE WORK.
WE'LL BE STARTING PRELIMINARY WORK STARTING NEXT WEEK.
UM, AND WE'LL GET SOME SOCIAL MEDIA OUT ON THAT.
OUR NEXT MEETING AFTER THIS ONE IS THE 25TH, WHICH IS THANKSGIVING WEEK.
IS THERE ANYBODY ELSE THAT'S OUT THAT WEEK EXPECTING A FAIRLY LIGHT AGENDA? WE'LL HAVE SECOND READING OF THE, UH, THE FLOOD MAP THING AND A FEW OTHER THINGS, BUT NOTHING SIGNIFICANT.
ALTHOUGH YOU MAY HAVE A, UH, RELATIVE EMPLOYMENT OR EMPLOYMENT AGREEMENT TO APPROVE.
[00:40:01]
DOING IT ON WEDNESDAY, RIGHT? THE BRIEFING WOULD NO, 'CAUSE THE MEETINGS THE WEEK OF THANKSGIVING, SO THE BRIEFING WOULD BE THE WEEK BEFORE THANKSGIVING.SO STILL ON THE NORMAL THURSDAY.
UM, IN, IN THE EVENT WE HAVE AN EMPLOYMENT AGREEMENT THAT WE NEED TO DO, WE MAY, UH, IT MAY BE IN OUR BEST INTEREST TO, UM, UH, PUT OUT NOTICE CALL A, UH, SPECIAL.
AND JUST DEAL WITH THAT ONE ITEM.
AND THAT YOU'RE EXACTLY RIGHT.
THAT MAY BE BETTER TO DEAL WITH THAT SOONER THE BETTER.
SO ANYBODY, EVERYBODY ELSE WILL BE HERE THOUGH THAT WEEK, THE 25TH.
ALL I, I'LL TALK ABOUT THE ZIP CODE THING REAL QUICK IF YOU DON'T MIND, SINCE FOR EVERYBODY ELSE.
SO, UM, WELL WE'VE ANNEXED OUT THERE, SAM DONALD ROAD, COUPLE SUBDIVISIONS OUT THERE.
ONE THAT'S GETTING CLOSE TO BEING READY TO PLA IT THAT HAS A NOLANSVILLE ADDRESS.
AND SO THE BUILDER, AS YOU MIGHT EXPECT, IS A LITTLE CONCERNED ABOUT THAT.
UM, YOU KNOW HOW WELL AND EASY IT IS TO WORK WITH THE POST OFFICE.
WE HAVE A COUPLE DIFFERENT OPTIONS.
AND THE MAYOR, I, I HADN'T, AND MAYBE YOU TALKED TO TODD BEFORE, HE GAVE ME A A, A LITTLE BRIEF, BUT, UM, IT'S GOOD FOR EVERYBODY YEAH.
OBVIOUSLY THAT ZIP CODE GOES BY WORD IS THE MAIL.
WHAT POST OFFICE DOES IT COME FROM? SO ON THE ONE HAND, TO GET THEM TO MOVE TO ANO, UH, BRENTWOOD 3 7 0 2 7, THEY'D HAVE TO CHANGE WHERE THAT MAIL WHAT, WHERE IT GETS PROCESSED AND DELIVERED OUT THERE.
UM, THAT'S ONE OPTION TO REQUEST.
THAT MAY BE A LITTLE HARDER JUST FOR THEM TO, TO DO, EVEN THOUGH YOU'RE, YOU'RE NOT THAT FAR AWAY FROM 3 7 0 2 7 OUT THERE.
THE OTHER OPTION THAT THEY HAVE, UH, WHICH MAY BE A LITTLE MORE REASONABLE, IS TO KEEP THE NOLANSVILLE ZIP CODE NUMBER 3 7 3 5 1 3 5.
BUT HAVE A BRENTWOOD NAME, SO A B, C 1, 2 3 A BC STREET, BRENTWOOD 3 7 1 3 5.
THAT MAY BE A LITTLE MORE PALATABLE TO THEM.
UM, AND MAYBE WE DRAFT A LETTER FOR THE MAYOR TO SIGN THAT KIND OF SAYS, THIS IS WHAT WE'D LIKE, BUT WE'D ALSO ACCEPT THIS AND SEE WHERE IT GOES.
AND UM, UH, WE HAVE SOME ELECTED OFFICIALS THAT WOULD BE WILLING TO HELP US KIND OF NAVIGATE.
UH, THE MONSTROSITY OF A PARKING LOT.
BUT, UM, NONETHELESS, UH, I THINK IT'S IMPORTANT THAT WE, UM, MAINTAIN THE, YOU KNOW, BRENTWOOD.
UM, 'CAUSE IT CAN BE A LITTLE BIT, UH, CONFUSING AS WELL.
SO, AND, AND, AND THE MAYOR HAD ASKED WOULD IT BE A PROBLEM FOR LIKE 9 1 1 AND THAT WON'T, THEY CAN BE MAPPED TO THE RIGHT 9 1 1 RESPONSE REGARDLESS OF WHAT THE NAME IS.
IT WOULD JUST BE, UH, IDENTITY MORE OR LESS.
I, I THINK IT'S IMPORTANT TO TRY FOR IT AND ASK AND, AND MAYBE NOT SAY WHAT WE WOULD ACCEPT, BLESS YOU IN THE FIRST LETTER, BUT ASK FOR OUR RESIDENCE.
IF THEY LIVE WITHIN THE CITY LIMITS OF BRENTWOOD, THEY WOULD LIKE TO HAVE A CITY OF BRENTWOOD ADDRESS AND ZIP CODE.
THAT SORT OF IS OUR KNOWN CULTURE.
I THINK IT'S WORTH ASKING FOR THEM.
SO, AND WE DO, I'VE JUST LETTING YOU KNOW, 'CAUSE I WASN'T AWARE OF IT UNTIL TODD TOLD ME THIS MORNING THAT THERE IS THAT POTENTIAL FALLBACK THAT MAYBE IS SOMEWHERE IN THE MIDDLE, WHICH THE BRENTWOOD NAME STILL, BUT, BUT A DIFFERENT ZIP COUNT BECAUSE THE REVERSE IS A CONSTANT PROBLEM FOR BRENTWOOD DAVIDSON COUNTY.
AND I DON'T THINK ANY OF US EVER CONTEMPLATED THIS BEING AN ISSUE, UM, WITH THE, UH, THE ANNEXATION AND, AND, AND JUST TO BE CLEAR, SO IT'S, WE WOULD BE REQUESTING THIS FOR ALL OF THAT AREA ALONG SAM DONALD OUT TO OUR URBAN GROWTH BOUNDARY EDGE.
SO YOU'D BE AFFECTING SOME PEOPLE WHO AREN'T PART OF A NEW DEVELOPMENT YET TOO.
A FEW HOMES OUT THERE THAT MAY OR MAY NOT OBJECT.
I I DIDN'T WANT, WE DECIDED NOT TO INCLUDE EVERYTHING.
WE, WE KIND OF HONED IT INTO IMMEDIATE, UM, WHAT'S ALREADY BEEN ANNEXED.
I GUESS I'M JUST A LITTLE WORRIED IF THAT, IF YOU LEAVE SOME ISLANDS OF NOLANSVILLE, DOES THAT MAKE IT EASIER FOR THEM TO SAY, WELL, THAT'S NOT AN EFFICIENT DELIVERY ZONE.
WE CAN LOOK AT THAT AREA, THE MAP I GAVE YOU, BUT WE DIDN'T, WE DIDN'T WANT TO LIKE DO A SUPER HUGE AREA.
WE THOUGHT THAT WOULD BE AN AUTOMATIC NO.
SO, OKAY, WELL JUST TO LET YOU KNOW, WE'RE LOOKING AT THAT.
WE'LL PROBABLY END UP, AND I DON'T THINK IT REQUIRES ANY COMMISSION ACTION, UH, OVER THE LETTER FOR THE MAYOR TO SIGN TO FORMALLY MAKE THAT REQUEST BACK ON THE THANKSGIVING WEEK.
SORRY, CAN WE JUST GO IN AND EVEN TO PUT ANNOUNCE OR DO SOMETHING AND JUST DO A, INSTEAD OF A SPECIAL MEETING ON A DIFFERENT DAY, POTENTIALLY DO IT ON THURSDAY BEFORE, AFTER OUR
[00:45:01]
BRIEFING, SINCE EVERYBODY ALREADY BE HERE.IF YOU WANTED TO DO A SPECIAL MEETING ON THE FIRST.
I MEAN IT'S THE SEMA THE, THE PROCESS IS THE SAME.
YOU'D HAVE TO STILL, IT WOULD STILL BE A SPECIAL VOTING MEETING, WOULDN'T POST IT.
BUT THEN WE KIND OF BEEN JUST PROPOSING THAT DAY.
HOW MUCH, UH, NOTICE, UH, DO YOU HAVE TO GIVE? UH, IT'S FOUR TO SEVEN DAYS.
AND HOLLY IS GONNA HAVE TO WEIGH IN ON OUR DEADLINES FOR THE NEWSPAPER BECAUSE FOR A SPECIAL CLUB MEETING THAT'S ON THE 21ST.
I MEAN WE CAN GET IT IN TO THURSDAY'S PAPER THE 14TH.
SO WE SHOULD HAVE SUFFICIENT NOTICE.
IT DOESN'T REQUIRE, IT DOESN'T JUST SAY ADEQUATE PUBLIC NOTICE.
IF YOU ASK THE ATTORNEY GENERAL
BUT IF YOU ASK ANYONE WITH COMMON SENSE, WELL, AND THAT'S WHY I'M, BECAUSE THE NEWSPAPER TODAY DON'T, BUT THAT'S WHAT I'M SAYING.
IF YOU ADD IT TO THIS ONE, IT'S ALREADY PUBLIC ALREADY AND ADD IT.
WELL IT STILL HAS TO BECAUSE IT'S A VOTING MEETING.
IT IT HAS TO BE A SEPARATE THAT'S A VERY GOOD QUESTION.
SEPARATE NOTICE OF THAT ACTION FOLLOWING THE REGULAR ONE.
SO DOING IT THE 21ST MAYBE, WHO KNOWS? WELL, YEAH, I MEAN, LET'S JUST WAIT AND SEE.
AND UH, AND THEN WE'LL FIGURE IT OUT.
AND, UM, IT MAY BE THAT, UM, WE TAKE ON, UH, SOME RISK WITH THE ATTORNEY GENERAL.
UM, I WOULDN'T FALL IN YOUR WAY.
SO WE, UH, NOT THAT WE WOULD GO, UH, A CA, UH, WE WOULDN'T GO AGAINST ATTORNEY ADVICE, BUT, UM, I MEAN SOMETIMES YOU HAVE TO BE REALISTIC.
WELL YOU CAN TELL ME LATER WHAT THE C IS
UM, YEAH, I DON'T KNOW THAT THAT'S AN ACTION THAT'S GONNA BE SUPER RISK OF CHALLENGE ON ANY, YOU KNOW WHAT I MEAN? SO, OKAY.
WHAT WE NEED TO CROSS THAT BRIDGE.
THAT'S ALL WE HAVE, UNLESS THERE'S ANYTHING ELSE.
