BEFORE WE GET TO THE AGENDA, WE HAVE A SPECIAL SHORT PRESENTATION FROM COMMISSIONER STADNIK ABOUT, UH, HER WORK ON THE ENVIRONMENTAL ADVISORY BOARD AND THE TREE BOARD AND WHAT THEY'RE DOING WITHIN THE NEXT FEW WEEKS.

I JUST WANTED TO SAY WE HAD A FANTASTIC ARBOR DAY AND THAT WAS, UM, DUE TO THE TREE BOARD AND ALL THEIR, UH, WORK.

WE, UM, HAD 2300 TREES THAT WERE GIVEN TO STUDENTS AND OUR COMMUNITY.

WE HONORED THE LIFE OF THE COVENANT PRINCIPAL, DR.

KUNZ, WHO LIVES, WHO LIVED HERE WITH A TREE DONATED BY LSI AND THAT TREE WILL BE PLANTED IN THE WINDY HILL PARK.

WE HELD A PO POSTER CONTEST, AN ESSAY CONTEST, AN ANCHOR CONTEST.

UM, I WANTED TO THANK ALL OUR SPONSORS, WHICH WAS MIDDLE TENNESSEE ELECTRIC CORPORATION, COLOR BURST LANDSCAPE, PRESTIGE TROPHIES, S-V-M-I-C, HG HILL, LSI, BRADLEY'S AND PINNACLE.

I ALSO WANTED TO THANK, UH, OUR FIRE DEPARTMENT WHO CAME OUT AND THE BRENTWOOD LIBRARY FOR ACTIVITIES FOR THE CHILDREN.

UM, WE HAD PROBABLY 400 PEOPLE THAT SHOWED UP, WE THOUGHT WAS REALLY WELL DONE AND SUCCESSFUL, AND I HOPE YOU COME NEXT YEAR.

IT IS GOING TO BE ON MARCH 29TH.

SO THAT IS THE, UM, TREE BOARD PRESENTATION.

WE ARE, UM, AS ALSO AS A TREE BOARD, WE ARE, UM, REVIEWING OUR LIST OF TREES FOR THE CITY AND, UM, TAKING A LOOK AT THAT.

THEN REGARDING THE ENVIRONMENTAL COUNCIL, UM, ON THAT TABLE BACK THERE, OUR STICKERS, WE'RE TRYING TO ENCOURAGE EVERYONE TO USE A WATER BOTTLE AND REUSE IT.

AND ALSO YOU WILL SEE, UM, FOUNTAINS AROUND TOWN WHERE YOU CAN REFILL YOUR WATER BOTTLE INSTEAD OF USING A PLASTIC WATER BOTTLE.

WE HAVE ANOTHER INITIATIVE WHERE WE, UH, WE'RE GIVEN A DONATION OF $2,500 FROM THE CITIZENS FOR BRENTWOOD GREEN SPACE, AND THAT IS TO HELP US CREATE A MONARCH BUTTERFLY GARDEN AT SMITH HILL PARK.

THE REASON IS BECAUSE THEY HAVE DECLINED BY 90% AND IN 2023 THEY DECLINED BY 22% IN JUST ONE YEAR.

SO WE ARE, UM, GOING TO PLANT THE NATIVE MILKWEED THAT THEY LIKE AND HOPEFULLY HAVE MONARCH BUTTERFLIES.

UM, AND HOPEFULLY THAT WILL BE SUCCESSFUL AND WE'LL DO A COUPLE OF THEM.

AND CAN YOU JUST A DATE ON THAT? WE'RE WORKING ON THAT.

WE'RE HOPING THAT OUR GARDEN WILL BE UP, UM, MAY JUNE EARLY 'CAUSE THE MONARCHS NEED THE FOOD.

UM, AND THEN THE LAST PROJECT WE'RE WORKING ON IS CALLED A CURB MARKER PROJECT.

WE HAVE FIVE DIFFERENT, UH, NEIGHBORHOODS WHERE WE ARE PUTTING MARKERS AT THE, UM, DRAINAGE PIPES TO LET PEOPLE BE AWARE THAT WE DON'T WANT TRASH IN OUR WATER SYSTEM.

AND, UM, SO WE ARE DOING THAT AT DEERWOOD DERBY, GLEN BRENTWOOD LIGHTS, OAKHAM, AND LENNOX PARK.

UM, KIMBERLY HORN AND ASSOCIATES REQUEST APPROVAL OF A REVISED SITE PLAN FOR THE PROPERTY LOCATED AT 5,004 MARYLAND WAY.

THE PROPOSAL INCLUDES THE CONVERSION OF THE EXISTING 22,355 SQUARE FOOT BUILDING, FORMERLY OCCUPIED BY BACKYARD BURGER TO A WHATABURGER FAST FOOD RESTAURANT.

THE SITE WILL REMAIN, UM, AS CONSTRUCTED IN ITS CURRENT CONFIGURATION.

THE PROPOSED CHANGES INCLUDE THE ADDITION OF A CODE COMPLIANT A DA RAMP AND RETROFITTING THE EXISTING BUILDING TO REFLECT THE WHATABURGER FACADE AND SIGNAGE.

UM, THE APPLICATION ALSO INCLUDED A CHI TRIP GENERATION REPORT AND TRAFFIC ACCESS STUDY TO DETERMINE THE NET IMPACT OF THE VEHICLE TRIPS ON THE SURROUNDING ROAD NETWORK.

AS PART OF THIS PROPOSAL, THE REPORT CONCLUDES THAT THE PROPOSED RESTAURANT IS EXPECTED TO GENERATE 105 NEW TRIPS IN THE AM PEAK HOUR AND THE MIDDAY AND PM PEAK HOURS ARE EXPECTED TO BE THE SAME AS THE PREVIOUS RESTAURANT USE.

UM, THE ADDITION, THE ADDITIONAL MORNING TRIPS IS EXPLAINED BY THE FACT THAT THE PREVIOUS TENANT DID NOT HAVE BREAKFAST OPERATING HOURS.

UM, THE APPLICANT ALSO ASSESSED THE EXPECTED DRIVE THROUGH OPERATIONS DURING PEAK HOURS.

UH, THE MIDDAY OR LUNCHTIME WAS IDENTIFIED AS THE FORECASTED PEAK PERIOD.

UH, ANALYSIS WAS TAKEN FROM COMPARABLE WHATABURGER SITES WITHIN THE REGION, AND THE APPLICANT HAS TWO OPTIONS FOR DEALING WITH SORT OF THE THE PEAK HOUR AND OPENING DAY QUEUING.

UM, THEY ACTUALLY PUT TOGETHER A QUEUING PLAN AS IS SEEN ON THE SCREEN AS YOU'RE PROBABLY AWARE THAT, UH, THERE ARE TWO POINTS OF ACCESS TO THE SITE.

ONE FROM THE EAST SIDE AND ONE FROM THE THE NORTH SIDE.

BOTH OF THOSE ACCESS POINTS ARE ON, UH, JOINT ACCESS EASEMENTS.

THEY'RE SHARED ACCESS WITH THE SURROUNDING PARCELS AROUND THIS AREA.

UM, THERE THEY'RE QUEUING PLAN CALLS FOR, UH, CARS TO SORT OF ENTER ON THE NORTH SIDE AND WRAP AROUND THIS WAY AND HAVE, THERE'S A BREAK WHERE THIS, UH, DRIVEWAY ENTRANCE AND EXIT IS, AND THEN IT CONTINUES ON AROUND TO THE DRIVE THROUGH.

UH, THE DRIVE THROUGH TRAFFIC WOULD EXIT THIS WAY AND, AND SORT OF GO THROUGH, UH, WHERE THERE'S A BREAK THERE.

AND DURING THE, THE OPENING DAY, UH, AND PEAK HOUR PLANS, THEY, UH, WILL HAVE ATTENDANCE ON SITE THAT WILL SORT OF MANAGE THE TRAFFIC FLOW IN THE AREA.

AND IT, WHAT WHAT THEY'VE INDICATED IS THERE'S TYPICALLY A, A, A LARGER THAN USUAL AMOUNT OF TRAFFIC IN THE OPENING WEEKS, BUT IT AFTER A CERTAIN AMOUNT OF TIMES THAT GENERALLY DIES DOWN.

UM, AND AT THAT POINT THE ATTENDANCE MAY NOT BE NEEDED ANYMORE AT THAT POINT.

UM, THE APPLICANT IS HERE.

UM, TO EXPLAIN THOSE, THOSE TWO OPTIONS IN A LITTLE BIT MORE DETAIL, UH, THERE'S TWO CONDITIONS OF APPROVAL.

THE FIRST CONDITION IS THAT ALL RECOMMENDATIONS PROVIDED IN THE TRAFFIC TECHNICAL ME MEMORANDUM AND CIRCULATION PLAN, UM, DATED MARCH 13TH, 2024 MUST BE ACCOMMODATED IN THE OPERATION OF THE SITE AT, UH, OPENING PERIOD AND TYPICAL OPERATION.

AND THE SECOND CONDITION IS, UH, THE, THE KIND OF OUR STANDARD CONDITION ABOUT REIMBURSEMENT FOR OUR TRAFFIC CONSULTANT.

WHO DID LOOK AT THIS, GREG JUDY WITH, UH, NEIL SCHAFER DID LOOK AT THIS AND, UM, UH, AS DISCUSSED DURING

THE BRIEFING LAST WEEK, GREG JUDY, UM, REVIEWED THE PROPOSAL AND FOUND THAT THE METHOD METHODOLOGY AND THE TRIP GENERATION REPORT WAS APPROPRIATE AND THAT THE PROPOSED PLAN ADDRESSED THE QUEUING ONSITE TO THE GREATEST EXTENT POSSIBLE.

AND WITH THAT, UM, STAFF REQUEST THAT THE PLANNING COMMISSION VOTE TO APPROVE THE REVISED SITE PLANS SUBJECT TO THE REQUIREMENTS OF THE STAFF REPORT.

AND THE APPLICANT IS HERE TO ANSWER ANY QUESTIONS.
