WESTGATE CIRCLE ZONING IS C TWO SR.

UH, FORMER LUCAS REQUESTS APPROVAL TO ADD A SECTION OF SIDEWALK THAT CONNECTS 1620 AND 1622 WESTGATE CIRCLE.

BOTH PROPERTIES ARE OWNED BY HERITAGE MEDICAL AND THIS SIDEWALK CONNECTION, UH, WILL ALLOW EMPLOYEES AND PATIENTS TO WALK FROM BUILDING TO BUILDING, UH, SITE IMPROVEMENTS FOR 1620.

WESTGATE CIRCLE WERE APPROVED BY THE FINDING COMMISSION AT THE MARCH, UH, 2024 MEETING.

SO THIS WAS JUST SORT OF A, A, A SMALL PIECE THAT DIDN'T GET INCLUDED IN THAT APPROVAL BACK IN MARCH THAT THAT WOULD ALLOW THE SIDEWALKS TO CONNECT AND STAFF IS RECOMMENDING APPROVAL.

AND THERE ARE THREE CONDITIONS OF APPROVAL WITH THAT ONTO THE REGULAR AGENDA.

THIS IS A MINOR SITE PLAN ALTERATION FOR THE WHATABURGER AND MARYLAND FARMS SUBDIVISION, UH, SECTION 52, LOT 60 AT 5,004.

MARYLAND WAY ZONING IS C TWO KIMLEY HOR AND ASSOCIATES REQUESTS APPROVAL OF A REVISED SITE PLAN FOR THE PROPERTY LOCATED AT 5,004 MARYLAND WAY.

THE PROPOSAL INCLUDES THE CONVERSION OF THE EXISTING 2,355 SQUARE FOOT BUILDING, FORMERLY OCCUPIED BY BACKYARD BURGER TO A WHATABURGER FAST FOOD RESTAURANT.

THE SITE WILL REMAIN AS CONSTRUCTED, UH, IN ITS CURRENT CONFIGURATION.

UH, THE PROPOSED CHANGES INCLUDE THE ADDITION OF A CODE COMPLIANT, A DA RAMP AND RETROFITTING THE EXISTING BUILDING TO REFLECT THE WHATABURGER FACADE AND SIGNAGE.

UH, WITH THE SUBMITTAL, THE APPLICANT SUBMITTED A TRIP GENERATION REPORT AND TRAFFIC ACCESS STUDY.

UM, IT

REALLY, THE, THE GIST OF IT WAS THAT THEY'LL PROVIDE BREAKFAST AT THE WHATABURGER AND THE PREVIOUS, UH, RESTAURANT DID NOT HAVE BREAKFAST, SO THERE WILL BE A, AN A SLIGHT INCREASE IN THE MORNING TRAFFIC TO THE SITE, BUT THE REST OF THE TRAFFIC STUDY SHOWED THAT IT, THE TRAFFIC REMAINS, UH, THE SAME.

OUR CONSULTANT, GREG JUDY, WITH NEIL SCHAFER DID REVIEW THAT AND FOUND THAT THERE METHODOLOGY IN THE REPORT WAS CORRECT AND DIDN'T HAVE ANY ISSUES WITH WHAT THEY PRESENTED.

UM, THEIR PLAN ALSO PROVIDES FOR AN OPENING, UM, AND PEAK HOUR SORT OF QUEUING PLAN SO THAT WHEN THEY HAVE THE, THEY EXPECT SORT OF A, A OPENING DAY AND OPENING WEEKS SORT OF INCREASE IN TRAFFIC, BUT AS IT'S THERE LONGER, IT, IT TENDS TO DIE DOWN.

BUT THEY HAVE A PLAN TO HAVE STAFF ON SITE TO DIRECT TRAFFIC IN AND OUT AND TO MANAGE THE, THE QUEUING SO THAT IT'S, UH, UH, SORT OF WORKS, IT FUNCTIONS AT A, IN A WAY THAT WON'T CAUSE MAJOR, UM, DELAYS OR UPSETS TO THE EXTERIOR TRAFFIC FLOWS OR PATTERNS IN THE AREA.

SO, AND THEY SAID THEY'LL KEEP THAT IN PLACE AS LONG AS THE, THEY NEED TO HAVE THOSE PEOPLE ON SITE DIRECTING TRAFFIC.

BUT THEY SAY IT TENDS TO DIE DOWN AFTER A FEW WEEKS AFTER THE, THE INITIAL OPENING DAY KIND OF, UM, EXCITEMENT ABOUT A NEW RESTAURANT BEING THERE.

SO THEY DO HAVE THAT PLAN.

THEY DO HAVE A SORT OF A, A QUEUING PLAN THAT SHOWS, UH, APPROXIMATELY 20 ONSITE QUEUING SPACES, UH, IN THE, FOR THE DRIVE-THROUGH.

AND, UM, WITH THAT, UM, STAFF IS RECOMMENDING APPROVAL.

I HAVE SOME QUESTIONS.

SO ARE THEY, ARE THEY REMOVING SOME TREES OR WIDENING THAT SPACE TOWARDS THE BACK TO HAVE ANOTHER DRIVE AROUND? NO.

SO I KNOW THAT THEY'RE EAGER TO GET THIS GOING, BUT THEY MAY BE ABLE TO GIVE YOU BETTER TIMING ON THAT.

I'VE HAD TWO TRAFFIC QUESTIONS.

DO WE GET, AS A CITY, ARE YOU GONNA RECOMMEND ONE OR OPTION ONE OR OPTION TWO? BECAUSE IT JUST LOOKS LIKE COMING IN FROM THE NORTH IS GONNA BE BETTER BECAUSE IT'LL PREVENT TRAFFIC FROM BUILDING UP ONTO MARYLAND WAY.

BUT DURING THE, UM, OPENING DAY EVENT, YOU'LL HAVE PEOPLE THAT SORT OF DIRECT THE TRAFFIC TO GO ON THE INSIDE LANE HERE AND EXIT.

AND THE QUEUING WILL GO SORT OF ON THE RIGHT SIDE HERE AND HAVE A BREAK WHERE THAT DRIVEWAY IS.

AND THEN IT WILL, IF, IF NECESSARY, IF THE CUBAN COULD LOOP ALL THE WAY AROUND TO THIS POINT, WHICH I MEAN, IF PEOPLE ARE WAITING THAT LONG, I MEAN, I GUESS PEOPLE MAY WANT TO DO IT, BUT I THINK MCDONALD'S PEOPLE ARE GONNA DECIDE TO FIVE FEET TO THE NORTH, THEY'RE GONNA DECIDE TO GO TO MCDONALD'S INSTEAD OF WAITING IN THAT LINE.
