I GUESS BEFORE WE GET START, WE'RE GONNA START WITH OUR REGULAR AGENDA BECAUSE, UH, JANET HAS TO GO A LITTLE BIT EARLY, BUT THEN BEFORE WE GET TO THAT, WE HAVE, UH, AN APPOINTMENT OF THE ENVIRONMENTAL ADVISORY BOARD MEMBER THAT WILL COME UP ON MONDAY.

SO I THINK YOU WANTED TO SAY A FEW WORDS ABOUT THAT.

SO I'M CURRENTLY THE ENVIRONMENTAL ADVISORY BOARD, UH, CHAIR.

AND I WOULD LIKE TO STEP OFF THAT BECAUSE MY WORK SCHEDULE'S GONNA CHANGE.

UM, AND IT'S NOT THAT IT'S, UH, A LOT OF NIGHTS, BUT IT IS ANOTHER MONDAY NIGHT.

UM, THE ADVISORY BOARD MEETS ON A MONDAY NIGHT FROM SIX TO SIX 50 BEFORE THE CITY COMMISSION MEETING IN THE LITTLE CHAMBER ROOM OVER THERE, UM, EVERY QUARTER, SOMETIMES A LITTLE MORE OFTEN, BUT THAT'S, UM, WHEN WE'VE GOT A PROJECT GOING.

BUT THAT'S THE, THE REQUIREMENT IS ONCE A QUARTER.

UM, CURB PROJECTS HAVE TO DO WITH MAKING PEOPLE AWARE OF HOW THE STORM SEWERS ACTUALLY DO DRAIN INTO THE RIVERS TO TRY TO KEEP SOME OF THE TRASH AND DEBRIS OUTTA THE STORM.

SO, AND, UH, TRYING TO A CAMPAIGN CALLED PITCH THE PLASTIC FOR TRY AND GET PEOPLE TO USE RE TO STOP RECYCLING BECAUSE THEY DON'T WANT THEM TO USE RECYCLABLE BOTTLES.

THEY WANT 'EM TO USE REUSABLE BOTTLES.

SO THOSE WERE THE TWO.

AND THEN THEY USUALLY HAVE A TABLE AT ARBOR DAY, SO IF ANYBODY'S INTERESTED, LET US KNOW SO WE CAN HAVE A NOMINATION CHAIR.

UM, THIS IS A PRELIMINARY PLAN FOR THE RAGSDALE SUBDIVISION ZONED RECENTLY ZONED BACK TO OSRD BACK IN THE FALL.

SEC INC REQUESTS APPROVAL OF A PRELIMINARY PLAN TO ALLOW 46 LOTS ON APPROXIMATELY 116 ACRES OF PROPERTY LOCATED, UM, NORTH OF THE INTERSECTION OF SPLIT LOG ROAD AND RA, UH, ON RAGSDALE ROAD.

UM, THIS IS THE PROPERTY, UM, THE, THE PLAN THAT'S PROPOSED WITH 46 LOTS, THREE OF THOSE LOTS, IT'S KIND OF HARD TO SEE ON HERE.

THOSE ARE, THESE ARE HILLSIDE DEVELOPMENT OVER THE LOTS IN HERE.

UH, IT MAINTAINS A, A CONNECTION TO THE NORTH THAT WILL TIE INTO RAINTREE FOREST EVENTUALLY.

UM, THE MAIN ACCESS IS FROM RAGSDALE ROAD.

AND YOU MAY HAVE NOTICED THIS SITE IS ALREADY UNDER CONSTRUCTION BASED ON THE PREVIOUS PLAN THAT WAS APPROVED.

UM, BUT AS THIS PLAN GOES THROUGH THE PROCESS, THEY WILL, UH, COMPLY WITH THIS, UH, PLAN.

THE TWO PLANS.

THE ROADS WERE IN APPROXIMATELY THE SAME LOCATIONS.

AND, UM, THERE'S SOME MINOR CHANGES WITH THE REDUCTION OF LOTS THAT THAT OCCURRED.

BUT OVERALL, THE PLANS ARE, ARE SIMILAR.

JUST THE, THE OVERALL NUMBER OF LOTS CHANGED.

SO WITH THAT STAFF IS RECOMMENDING APPROVAL OF THE PRELIMINARY PLAN.

SO FROM THEIR PRELIMINARY OSRD PLAN, WHEN WE APPROVED IT, UH, THE CHANGE TO, OR WE RECOMMENDED THE PROOF, THE SRD CHANGE, THEY'VE ACTUALLY GONE DOWN THE AMOUNT OF LOTS.

YEAH.

IT WENT FROM 66 LOTS TO 46 LOTS WHEN THE, WHEN THAT REZONING OCCURRED LAST FALL.

FROM O-S-R-D-I-P TO OSRD.

YEAH.

YOU GUYS SAW THAT REZONING PROPOSAL? YEAH.

AND RECOMMENDED APPROVAL.

YEAH, I JUST KNOW THOSE PLANS ARE NON-BINDING AND SO IT'S ALWAYS GOOD TO SEE, WELL, THEY ARE, OSRD IS BINDINGS, OSRD, I'M SAYING THE LOT PLAN, THE INITIAL ONE, THE OSRD ZONING IS BINDING.

OH, NO, I'M TALKING ABOUT WHEN THEY SHOW YOU THE PLAN OF WHAT THEY WANT TO DO AND THEY HAVE TO COME BACK NOW AND GET THE APPROVAL, SOMETIMES THEY SWITCH AND SO IT'S GOOD FOR THEM NOT TO HAVE SWITCHED AND ANY CHANGES.

WHAT IS THE MINIMUM LOT SIZE INSIDE OSRD? 14,000 SQUARE FEET? IT'S JUST LIKE A QUARTER OF AN ACRE.

IT'S THE MINIMUM ACRE, BUT IT STILL REQUIRES THAT THEY MAINTAIN AN OVERALL DENSITY OF, UH, ONE ACRE LOT.

I MEAN ONE ACRE OR ONE DWELLING UNIT PER ACRE, I GUESS.

SO, I MEAN, THEY'RE WAY UNDER THAT.

THERE'S 116 ACRES HERE WITH 46 LOTS, MOST OF WHICH SEEMS TO BE UNDEVELOPABLE BECAUSE OF THE SLOPE.

IS THAT CORRECT? THERE'S A, THERE'S A LOT OF AREAS THAT ARE IN STEEP SLOPES.

AND THOSE ARE THROUGHOUT THIS WHOLE, THIS PLAN HAS GONE BACK AND FORTH BETWEEN OSRD ORIGINALLY TO OSRD, IP, BACK TO OSRD, THROUGHOUT THAT WHOLE CHANGE PROCESS, UM, THAT AREA'S MAIN BEEN MAINTAINED, UM, AS COMMON OPEN SPACE OR UNDEVELOPED AREA.

I KNOW A TRAFFIC STUDY APPARENTLY WAS DONE RIGHT, INCLUDED CHAIR AS A FORMER CHAIR TIME IS IT DETERMINED THAT ANY HAS TOO MUCH TRAFFIC, SEEM TO DO INDEPENDENT REVIEWS OF TRAFFIC, AND AT ONE POINT IN TIME WE SAY, YOU KNOW, WITH ALL THE DEVELOP ROAD, FOR EXAMPLE, HAS TOO MANY CARS ON NOLANSVILLE ROADS, THERE'S REAL POWER ON THEM.

I MEAN, THERE IS A, AND DEREK MAY BE ABLE TO SPEAK IN MORE DETAIL TO THIS, BUT THERE IS A, A PLAN, THE RAGSDALE ROAD UPGRADES, I MEAN THAT AT SOME POINT EACH DEVELOPMENT IS REQUIRED TO EACH, IF IT'S LARGE ENOUGH, IT'S REQUIRED TO DO ITS OWN TRAFFIC IMPACT STUDY WHERE THEY ADDRESS TURN LANES IN AND OUT OF THE, THE SITE WHERE THEY MIGHT HAVE TO DO NEW TURN LANES.

UM, BUT THEN THE CITY ALSO KIND OF DOES AN OVERALL ASSESSMENT OF ROADS OVER TIME.

AND THAT'S WHAT OUR CAPITAL IMPROVEMENT PLAN LOOKS AT.

IS, ARE THERE, ARE THERE LARGER IMPROVEMENTS THAT ARE NEEDED TO, UM, UPGRADE ROADS AND RAGSDALE ROADS IN THE, IN THAT PROCESS RIGHT NOW? I DON'T KNOW THE EXACT TIMING.

SO THE TRAFFIC, YEAH, THE TRAFFIC STUDY WAS COMPLETED, UM, PROBABLY A COUPLE YEARS AGO AT LEAST.

AND THEY ARE ADDING A DECELERATION LANE ON RAGSDALE AND A LEFT TURN LANE.

AND THE DEVELOPER IS GOING AHEAD AND BUILDING THIS SECTION OF THE RAGSDALE ROAD IMPROVEMENTS, WHICH WILL BE A THREE LANE ROADWAY, TWO LANES AND A CENTER LANE, CENTER TURN LANE WITH INTERMITTENT MEDIANS, UH, THROUGHOUT.

SO IT SEEMS LIKE THE TRAFFIC STUDY IS DONE AROUND THAT NEIGHBORHOOD.

SPECIFICALLY.

WHAT, WHO EVALUATES THE OVERALL FLOW OF TRAFFIC

ANTICIPATED VOLUME ON ROADS LIKE SUNSET, VILLE CONCORD ROAD, SAY ROSEBROOK VISTA DEVELOPMENT, ALL THE OTHER DEVELOPMENTS ARE PUTTING TOO MANY VEHICLES ON THE ROAD.

SO ALSO A COUPLE YEARS AGO WE DID A CORRIDOR STUDY FOR SPLIT LOG ROAD, WHICH, YOU KNOW, THEY EVALUATED THE INTERSECTION AT RAGSDALE AND SPLIT LOG AND ALL OF THAT THAT TAKES INTO ACCOUNT FUTURE DEVELOPMENT, EXISTING CARS, UM, EXISTING TRIP, DAILY TRIPS FOR CARS, THINGS LIKE THAT.

SO, UH, THIS PARTICULAR AREA WAS COVERED IN THAT STUDY.

OKAY.

UH, THERE HASN'T BEEN A CORRIDOR STUDY IN RECENT YEARS THAT I'M AWARE OF FOR RAGSDALE ROAD.

I'M QUITE SURE ONE WAS DONE YEARS AGO WHEN IT WAS DETERMINED THAT RAGSDALE ROAD WOULD BE WIDENED TO THREE LANES, THOUGH I, I DON'T HAVE ANY INFORMATION ON IT.

AND THIS IS IN AL CREEK DRAINAGE BASIN, AND IT ACTUALLY SAYS IT ON THE COVER SHEET OF PLANTS.

ALL RIGHT, DEREK, THERE WAS A DISCUSSION LAST FALL ABOUT HOW WE'RE WORKING WITH THE DEVELOPER ON THIS PROJECT TO, UH, THE DEVELOPER IS GOING TO MAKE UPGRADES THAT THE CITY HAD PLANNED TO MAKE.

YES, THAT THE CITY IS ALREADY PLANNING TO MAKE LARGER UPGRADES TO RAGSDALE BASED ON THE TRAFFIC COUNTS THAT ARE OUT THERE.

AND BASED ON THE, THAT WE UNDERSTAND THE NEED FOR THAT RAGSDALE HAS ENOUGH TRAFFIC THAT IT NEEDS TO BE IMPROVED.

SO THIS DEVELOPER IS DOING SORT OF THE FIRST PHASE OF THOSE IMPROVEMENTS, AND THEN THE CITY WILL FOLLOW THAT AT SOME POINT.

I DON'T KNOW THE EXACT TIMING ON THAT TO COMPLETE THOSE.

YEAH, BUT THE QUESTION GOES BACK TO ROSEBROOK AND THOSE 300 HOMES, THEY'RE GONNA BE BUILT ON SPLIT LOG, THEN YOU HAVE THE NEW MIDDLE SCHOOL THAT'S GONNA BE GOING UNDER.

WHAT IS THE PLAN FOR SPLIT LOG ROAD FROM SUNSET ALL THE WAY TO RAGSDALE? IS THAT IN THE FUTURE PLANNING? YES, IT IS.

SO WE'RE ACTUALLY, UH, NEARLY COMPLETE WITH RIGHT OF WAY PLANS FOR A SPLIT LOG ROAD.

AND AGAIN, A, A STUDY, A TRAFFIC STUDY FOR FROM, FOR THAT ENTIRE CORRIDOR FROM WILSON PIKE, ALL THE WAY TO NOLANSVILLE WAS COMPLETED FOR IN CONJUNCTION WITH THAT ROADWAY IMPROVEMENT.

SO THAT WOULD START WHEN IN THE NEXT FIVE YEARS IN YOUR F AND T PLAN? WHEN WE'RE PLAN, UH, COMMISSIONER IS TO BEGIN SPLIT LOG ROAD WHEN RAGSDALE IS COMPLETE.

RAGSDALE IS TO BE THIS SUMMER, THIS FALL, WE'RE EXPECTING TWO TO THREE YEARS AND WE SHOULD BE COMING RIGHT ON THE HEELS.

IT'S PROPOSED TO COME RIGHT ON THE HEELS OF THAT WITH SPLIT LOG.

OF COURSE, THIS IS ALL UP TO APPROVAL OF, UH, YOU GUYS AND THE CITY COMMISSIONS, BUT THAT'S THE PLAN.

THIS IS A REVISED SITE PLAN SKATE PARK AT THE BRENTWOOD YMCA AT 82 0 7 CONCORD ROAD.

ZONING IS SI THREE CATALYST DESIGN GROUP REQUESTS APPROVAL OF A REVISED SITE PLAN FOR THE BRENTWOOD YMCA.

THE PROPOSAL INCLUDES THE CONSTRUCTION OF A SKATE PARK BEHIND THE SOUTHEAST CORNER OF THE BUILDING.

UH, THE SKATE PARK AREA WILL HAVE DEPRESSIONS, BANKS AND OTHER OBSTACLES FOR THE SKATERS TO NAVIGATE.

THE PROPOSAL ALSO INCLUDES A SIX FOOT BLACK DECORATIVE ALUMINUM FENCE AROUND THE PARK AREA.

THE DESIGN OF THE SKATE PARK BALANCES THE CUT AND FILL, UH, QUANTITIES WITHIN THE FLOODPLAIN.

THERE ARE TWO CONDITIONS OF APPROVAL.

UM, AND THIS, THESE DIAGRAMS SORT OF SHOW WHAT THE SKATE PARK WILL LOOK LIKE.

THIS HAS BEEN PLANNED.

UM, THE, THIS WAS KNOWN THAT THEY WERE GOING TO DO A SKATE PARK, BUT THE DETAILS OF THE SKATE PARK WEREN'T INCLUDED IN THE ORIGINAL PLAN.

SO NOW THEY'VE COME BACK TO INCLUDE THE ACTUAL DESIGN OF THE SKATE PARK.

AND THAT'S WHAT, UH, THE COMMISSION IS, IS APPROVING.

UH, AT THIS MEETING IS THE ACTUAL DESIGN.

AND IT'S BEEN, UH, REVIEWED BY ENGINEERING AND IT'S BEEN CONFIRMED THAT IT MEETS ALL OF OUR, OUR REGULATIONS.

AND WITH THAT STAFF IS RECOMMENDING APPROVAL.

HOW DOES THAT SIT IN THE FLOOD PLAIN THERE? OH, I'M SORRY.

SO, UM, THEY HAVE, UH, A HUNDRED YEAR FLOOD IN THAT AREA, BUT NOT FLOODWAY, BUT YOU CAN'T JUST FILL IN THE A HUNDRED YEAR FLOODPLAIN.

SO, UM, ANY UH, OBSTACLES OR ANY CONCRETE JUMPS AND THINGS THAT THEY PUT IN THE FLOODPLAIN, THEY'RE GONNA HAVE TO COMPENSATE BY REMOVING THAT SAME AMOUNT OF MATERIAL FROM, FROM SOMEWHERE ELSE IN THE FLOODPLAIN AND HAULING IT OFF SITE.

SO IT BALANCES OUT.

HOW DOES THAT FIT INTO THE OVERALL PLAN?
