THE MASTER PLAN, BRENTWOOD UNITED METHODIST CHURCH ZONING SI ONE.

UM, REAGAN SMITH AND ASSOCIATES REQUESTS APPROVAL OF A MASTER PLAN FOR THE BRENTWOOD UNITED METHODIST METH METHODIST CHURCH.

THE PREVIOUSLY APPROVED MASTER PLAN FROM 2019 PROPOSED A BUILDING EDITION OF 26,400 SQUARE FEET.

THAT WOULD TAKE UP A LARGE AREA OF THE EXISTING PARKING IN ORDER TO ACCOMMODATE THE, THIS ADDITION, A A NEW PARKING AREA CONSISTING OF 184 PARKING SPACES WAS PROPOSED TO THE WEST AND ON THE OTHER SIDE OF THE STREAM IN THE FLOODPLAIN.

UM, IF YOU CAN KIND OF SEE THE PREVIOUS PLAN, UH, THE CHURCHES IN THE BUILDINGS ARE IN THIS AREA AND THEY WERE PROPOSING PARKING TO THE WEST OVER HERE.

UM, THIS PREVIOUSLY APPROVED MASTER PLAN HAS SINCE EXPIRED.

THE CURRENT MASTER PLAN PROPOSAL SHOWS SMALLER ADDITIONS TOTALING 10,629 SQUARE FEET WITH THESE SMALLER ADDITIONS.

NO SUBSTANTIAL ADDITION OF PARKING IS NEEDED OR IS BEING PROPOSED.

ONE ACCESS TO WILLIAMSBURG ROAD IS BEING ELIMINATED.

UH, 10 ONSITE PARKING SPACES ARE PROPOSED.

UH, IN ADDITION, UH, THE, A NET GAIN OF 10 PARKING SPACES IS BEING PROPOSED, AND YOU CAN SEE IT IN THIS AREA HERE.

UM, THE FUTURE RESERVE PARKING OF 152 SPACES ON THE CLEMENT PROPERTY TO THE SOUTH IS STILL INCLUDED IN THIS MASTER PLAN IS AND IS INCORPORATED INTO THE PARKING CALCULATIONS AS WAS PREVIOUSLY PROPOSED AND APPROVED BY THE PLANNING COMMISSION.

THIS PARKING WILL NOT BE BUILT UNTIL THE CITY FINDS IT NECESSARY.

THE CURRENT MASTER PLAN REDUCES THE PREVIOUSLY APPROVED BUILDING SQUARE FOOTAGE BY 15,771 SQUARE FEET AND REDUCES THE TOTAL ONSITE PARKING, UM, BY 178 SPACES.

THERE ARE FIVE CONDITIONS OF APPROVAL.

THE FIRST CONDITION IS THAT THE CURRENT

STORM WATER AND DETENTION REQUIREMENTS WILL BE, UH, REQUIRED WITH THIS, UH, WITH ANY FUTURE SITE PLAN SUBMITTALS.

NUMBER TWO, STORM WATER QUALITY AND QUANTITY MEASURES WILL BE REQUIRED FOR THE ADDITIONAL PARKING LOT ON THE RESERVE PARCEL AND WILL NEED TO MEET CITY OF BRENTWOOD MUNICIPAL CODE REQUIREMENTS.

NUMBER THREE, PROVIDE THE, THEY'LL NEED TO PROVIDE THE FLOW LINE OF THE CREEK AND, UH, TOP OF BANK TO VERIFY THE STREAM BUFFER.

NUMBER FOUR, A FLOODWAY WILL NEED TO BE ESTABLISHED FOR ALL PROPOSED NEW DEVELOPMENT NEAR THE STREAM.

THE STORMWATER AND FLOODPLAIN REQUIREMENTS IN CHAPTER 56 OF THE CODE WILL BE REQUIRED.

AND NUMBER FIVE, ARTER ARTERIAL ROAD BUFFER PLANTINGS WILL BE REQUIRED FOR THE NEW, UH, PARKING PROPOSED ALONG FRANKLIN ROAD ON THE SOUTH.

UH, A COMPLIANT BUFFER PLANTING PLAN WILL NEED TO BE SUBMITTED WITH ANY FUTURE SITE PLAN REQUEST TO CONSTRUCT THIS PARKING.

AND WITH THAT STAFF IS RECOMMENDING THAT THIS REQUEST, UM, THAT THE PLANNING COMMISSION VOTE TO APPROVE THIS REQUEST WITH, OF THE PROPOSED MASTER PLAN SUBJECT TO THE REQUIREMENTS OF THE STAFF REPORT.

AND I THINK WE HAD ONE SORT OF PLAN IN THERE THAT WITH A, A LITTLE MORE CLOSEUP THAT SHOWS WHERE THINGS ARE.

SO YOU CAN SEE IT A LITTLE BIT BETTER HERE.

THE, THE PARKING, UM, SORT OF RECONFIGURATION IS IN THIS AREA.

ONE SMALL ADDITION IS RIGHT HERE.

ANOTHER ADDITION IS RIGHT HERE.

AND THIS, WITH THIS PARKING, IT ELIMINATES ONE OF THE EXISTING DRIVEWAYS TO WILLIAMSBURG ROAD.

AND AS YOU CAN SEE, THE, THE PROPOSING, THE, THE PARKING THAT WAS PROPOSED ON THE WEST SIDE IS NO LONGER NEEDED.

AND I BELIEVE THE APPLICANT IS HERE AS WELL TO ANSWER ANY QUESTIONS.

I THINK IF THE APPLICANT WOULD LIKE TO COME UP AND INTRODUCE YOURSELF AND, AND YOUR ADDRESS.

WOULD THERE BE, AND, AND I'M ASKING THE CITY THIS, AND I'M ASKING REAGAN SMITH THIS, UM, IF YOU'LL NOTE, OH, YOU CAN'T REALLY SEE IT ON THIS PICTURE, BUT, UM, UH, I GUESS THE C ONE OR SSSI ONE, IS THAT WHAT IT IS? SI ONE? YES.

SI ONE, UM, REQUIRES THIS, UH, THIS A HUNDRED FOOT BUFFER RIGHT HERE.

WOULD, WOULD IT NOT MAKE MORE SENSE TO ME AND TO ANYONE ELSE IF A REQUEST TO VARIANCE THAT ORDINANCE OF THE A HUNDRED FOOT BUFFER FROM HERE LIKE THE BANK HAS, AND LIKE ALL OF THE, THE BUSINESSES HAVE NORTH OF HERE, AND NOT PUT THAT THERE, BUT PUT THAT HERE AND KEEP THAT CLOSER TO FRANKLIN ROAD AS OPPOSED TO MOVING IT FURTHER BACK INTO THE, TO, TO THE, UH, UH, SUBDIVISION IF IT'S EVER COMES TO, TO PASS.

WELL, THIS WILL, THIS WOULD HAVE TO COME BACK BEFORE THE, THE COMMISSION SHOULD THIS SITE PLAN EVER BE PROPOSED FOR CONSTRUCTION.

MEAN, I JUST, I'M JUST THINKING, YOU KNOW, THE LEAST, UM, DETRIMENTAL TO THE MEADOW LAKE SUBDIVISION AND THE HOMEOWNERS.

THERE WOULD BE A CONSIDERATION ALSO WITH THE NEW STORMWATER REQUIREMENTS AND, AND, AND ALL.

I GREW UP IN THE SUBDIVISION.

I CAN TELL YOU RIGHT THERE, THAT AREA RIGHT THERE STAYS UNDERWATER EVERY TIME IT RAINS.

I DON'T THINK YOU COULD FIX THAT PROBLEM WITHOUT PUSHING THAT WATER INTO THAT TRIBUTARY AND THEN CREATING AN ISSUE SOUTH OF THERE, UH, TOWARD THE OTHER PART OF MEADOW LAKE AND THE COUNTRY CLUB.

IT JUST APPEARS TO ME THAT A FIX IN THE EVENTUALITY OF THIS HAPPENING WOULD BE TO ASK FOR, UH, YOU KNOW, A CHANGE IN THE ORDINANCE OR A VARIANCE TO THE ORDINANCE IN THIS AREA TO, TO MOVE THIS UP CLOSER TO FRANKLIN ROAD.

UM, AND, AND THAT WAY IT DOESN'T GET INTO THE IMPACT THAT AREA.

BUT, UH, THE WAY I UNDERSTAND IT, THEY HAVE 973 TOTAL CLAIMED PARKING SPACES WITH THAT OFFSITE AND ON-SITE PARKING COMBINED.

BUT THE, THE, THEY'RE REWORKING SOME OF THE, IN THE ONSITES AREAS THAT INCREASE THAT HAVE, SO THEY HAVE A NET GAIN OF 10 NEW SPACES RIGHT ON SITE ON THE NORTHERN PART PORTION OF THE SITE.

BUT IT LOOKS LIKE THAT THEY NEED TO ADD THAT THE PROPOSED REQUIREMENTS ADD 62 THE PROPOSED SITE PLANS ADDING 10.

NO, BUT I MEAN THE REQUIREMENT UNDER PROPOSED, UH, PARKING REQUIREMENT SO THAT THE RIGHT HAND TOP BOX, UM, IT JUST SAYS EXISTING ADD IN TOTAL.

UH, IS THAT TOTAL REQUIRED PARKING? IT SAYS 9 77 EXISTING ADDING, THEY'RE ADDING 62 TO THE REQUIREMENT OR THE REQUIREMENT.

AND SO THEN WHERE ARE THOSE, I KNOW YOU'RE ADDING 10 ON THE PLANT, SO WHERE ARE THE OTHER ONES GONNA COME FROM?
