UH, ARBOR WELLNESS IS A RESIDENTIAL MENTAL HEALTH AND WELLNESS CENTER PROVIDING 24 HOUR CARE FOR PATIENTS.

SECTION 78 4 54 BRENTWOOD MUNICIPAL CODE REQUIRES MINIMUM PARKING FOR SPECIFIC USES.

WHEN USES ARE UNIQUE OR NOT SPECIFICALLY LISTED IN THE CODE, THE APPLICANT CAN PREPARE A PARKING STUDY FOR REVIEW AND CONSIDERATION BY THE PLANNING COMMISSION.

THE APPLICANT SUBMITTED A PARKING STUDY SHOWING TYPICAL PARKING FOR SIMILAR USES.

IT WAS DETERMINED THAT THIS IS A SIMILAR USE TO A NURSING HOME.

THE CITY'S PARKING CONSULTANT, GREG JUDY, WITH NEIL SCHAEFER, REVIEWED AND AGREED WITH THEIR STUDY SHOWING 20, REQUIRING 27 PARKING SPACES TOTAL.

BUT THE SITE ACTUALLY HAS 33 PARKING SPACES.

SO IT WAS, IT WAS WITHIN WHAT THE PARKING STUDY CALLED FOR.

THERE'S ONE CONDITION OF APPROVAL, UM, FURTHER REQUIREMENTS OF SECTION 50 DASH 29 B OF THE MUNICIPAL CODE.

THE APPLICANT IS REQUIRED TO PAY FOR THE NEIL SCHAFER PARKING STUDY REVIEW.

THE AMOUNT SHALL BE FORWARDED TO THE CITY STAFF BEFORE ANY PERMITS, UH, WILL BE ISSUED FOR THE PROJECT AND STAFF REQUEST THAT THE PLANNING COMMISSION VOTE TO APPROVE THE PARKING STUDY SUBJECT TO THE REQUIREMENTS OF THE STAFF REPORT.

SO WHEN WE LOOKED AT THIS, UH, THEY, THEY CAME TO US AND SAID THEY WANTED TO DO THIS USE OF THE USE THAT WE CLASSIFIED IT AS, UH, IN THE CODE WAS CONVALESCENT HOME, WHICH IN THE CODE DOES NOT HAVE A, A PARKING STANDARD.

SO BECAUSE WE CLASSIFIED IT AS THAT USE, THEY HAVE TO GO THROUGH THIS PROCESS TO HAVE THE PLANNING COMMISSION REVIEW AND APPROVE A PARKING STUDY FOR, UH, A PARKING USE THAT'S NOT IN OUR CODE.

SO CONVALESCENT HOME ISN'T IN THE CODE, BUT DURING THAT PROCESS, THEY DETERMINE THAT IT WAS THE, BASICALLY THE SAME AS A NURSING HOME, WHICH THE SITE WAS PREVIOUSLY.

YEAH.

AND, UM, GREG JUDY AGREED WITH THAT.

AND SO IF THIS, UH, GETS APPROVED, THEN THEIR NEXT STEP, ASSUMING THERE'S NO CHANGES TO THE EXTERIOR, UM, THEIR NEXT STEP WOULD JUST TO BE A, TO APPLY FOR A BUILDING PERMIT.

IF THERE ARE CHANGES TO THE EXTERIOR, YOU'LL SEE THIS AGAIN, THE SQUARE FOOTAGE OF THE FACILITY, THE, OF THE BUILDING ITSELF.

ZONING IS SI ONE REAGAN SMITH ASSOCIATES REQUEST APPROVAL OF A MASTER PLAN FOR THE BRENTWOOD UNITED METHODIST CHURCH.

PREVIOUSLY APPROVED MASTER PLAN IN 2019 PROPOSED A BUILDING EDITION OF 26,400 SQUARE FEET.

THAT WOULD TAKE UP A LARGE AREA OF THE EXISTING PARKING.

UM, IN ORDER TO ACCOMMODATE THIS ADDITION, THE NEW PARKING AREA, A, A NEW PARKING AREA CONSISTING OF 184 SPACES WAS PROPOSED TO TO BE TO THE WEST AND ON THE OTHER SIDE OF THE STREAM AND IN THE FLOODPLAIN.

THIS PREVIOUSLY APPROVED MASTER PLAN HAS SINCE EXPIRED.

THE CURRENT MASTER PLAN PROPOSAL SHOWS A SMALLER ADDITION, UM, OR TWO SMALLER ADDITIONS TOTALING 10,629 SQUARE FEET.

WITH THESE SMALLER ADDITIONS, NO SUBSTANTIAL ADDITION OF PARKING IS NEEDED OR IS BEING PROPOSED.

ONE ACCESS TO WILLIAMSBURG ROAD IS BEING ELIMINATED.

10 ONSITE PARKING SPACES ARE PROPOSED.

THE FUTURE RESERVE PARKING OF 152 SPACES ON THE CLEMENT PROPERTY IS STILL INCLUDED IN THE MASTER PLAN AND IS INCORPORATED INTO THE PARKING CALCULATIONS, UH, AS WAS PREVIOUSLY PROPOSED AND APPROVED BY THE PLANNING COMMISSION.

THIS PARKING WILL NOT BE BUILT UNTIL THE CITY FINDS IT NECESSARY.

UH, THE CURRENT MASTER PLAN REDUCES THE PREVIOUSLY APPROVED BUILDING SQUARE FOOTAGE BY 15,771 SQUARE FEET AND REDUCES THE TOTAL ONSITE PARKING BY 178 PARKING SPACES.

THERE ARE FIVE CONDITIONS OF APPROVAL.

UM, AND WITH THAT STAFF IS RECOMMENDING APPROVAL.

SO YOU CAN KIND OF SEE THESE SIDE BY SIDE THAT THE, THE DIFFERENCES BETWEEN THE, THE PREVIOUS PLAN AND THIS NEW MASTER PLAN.

AND, UM, SO YEAH, THE PREVIOUS PLAN, YOU HAD A LARGE ADDITION HERE TO THE END OF THE CHURCH.

AND THEY WERE GONNA CONSTRUCT ALL THIS NEW PARKING.
